SpecsIntact Interagency Configuration Control and Coordinating Board Meeting Minutes

DISCUSSION SUMMARY:

Subject 1: Introduction

1) Pete Rossbach, USACE, opened the meeting by welcoming everyone.

Subject 2: Review Past Action Items

1) List of past action items were distributed to the attendees for status.

2) Each item was reviewed and commented on for posting with the meeting minutes.

Subject 3: SpecsIntact and Building Information Modeling (BIM) Integration

1) A Building Information Model (BIM) is a digital representation of physical and functional characteristics of a facility. As such, it serves as a shared knowledge resource for information about a facility forming a reliable basis for decisions during its life cycle from inception onward. Software products implement and support BIM.

2) Some capabilities proposed for SpecsIntact BIM Integration: a) Extract Section numbers and properties from BIM and put into COBIE/SpecsIntact

(1) Need to eliminate duplicate Sections/properties from new BIM data (2) Could use Excel Pivot Tables to do this

b) Add Sections to a new or existing project based on BIM model c) Use Specifiers Properties Information Exchange (SPie) as the foundation for SI/UFGS

BIM support

3) Could use Tailoring Options to integrate SPie properties into UFS Sections. a) The SPie property name could be a Tailoring Option, with additional nested Tailoring

Options for each property value. b) Issues if using Tailoring Options for BIM:

(1) Might need extensively nested Tailoring Options to represent all possible properties and values

(2) Tailoring Options are designed to exclude information, rather than including more information

(3) It would be better if removed Tailoring Options could be redlined (4) Army, Navy and NASA Tailoring Options might be confusing with BIM Tailoring

Options. The agency Tailoring Options cannot be avoided, as there will always be Agency specific requirements.

4) Contractors will need to know how to put the data into BIM for SpecsIntact.

5) Manufactures will input the data into the Whole Building Design Guide (WBDG) productguide™ SPie.

SpecsIntact Interagency Configuration Control and Coordinating Board Meeting Minutes

6) The end goal is to move the BIM data through construction and export the as-built BIM data into COBIE.

7) Corps has targeted 2012 as becoming BIM capable.

8) Bentley software is used for all Center of Standardization (COS) Designs for the Corps. Non-COS projects may use any product of their choice, and many use Autodesk Rivet.

9) Richard Hungate opened the Homeland Security BIM Process Guide for the UFGS and SI-CCCB to review.

10) The Homeland Security BIM Process Guide will be distributed with the meeting minutes.

11) Jim Whitehead suggested creating a few BIM prototype Sections using Tailoring Options and distributing them to some key players from each of the Agencies for review and comment.

12) Sheron Belcher stated that they are in a good position to attempt modifying a few of the Sections since they already have BIM projects to use.

13) Corps Specifications Steering Committee will be meeting in December 2009 in Sacremento, CA. This will be a good time to discuss BIM integration.

Subject 4: Construction Operations Building Information Exchange (COBie)

1) Richard Hungate decided to table this discussion for another time.

2) The Whole Building Design guide (WBDG) has information pertaining to COBie available on their web site.

Subject 5: SpecsIntact Accomplishments

1) Jim Whitehead presented SpecsIntact Accomplishments to the SI-CCCB. a) SpecsIntact 4.4.0 and ThinApp release.

(1) Second-most documented improvements in any SpecsIntact release (2) Tailor Sections automatically when adding/editing Sections (3) List attachments in Section Table of Contents (4) Extensively improved support for tables (5) Word publishing streamlined and improved

b) More than 40,000 users of SpecsIntact throughout the world. c) SpecsIntact Technical Support

(1) Handling record numbers of calls – a 67% increase over recent years. (2) New support hours

d) NS-CCCB Meeting and UFGS Working Group Meetings, held July 2009 in Indianapolis, IN.

Subject 6: New & Deferred Change Requests

1) Michelle Pizzuto presented the New and Deferred Change Requests (See attached CRStatus11-05-09.pdf)

2) 17 New Change Requests Reviewed: a) 11 Accepted b) 4 Rejected c) 2 Approved for Requirement Analysis

3) 2 Deferred Change Requests Reviews: a) 1 Accepted b) 1 Remained Deferred

4) For convenience the “Status of Change Request (CR) from 11/05/2009 Meeting” Report is attached.

Subject 7: Open Change Requests

1) Michelle Pizzuto presented the Open Change Requests to the SI-CCCB. The intent of this report is to determine the next set of priorities the SI-CCCB would like the SI Team to work on once Alternate Paragraph Numbering has been completed.

Subject 8: SpecsIntact Supported Software

1) Jim Whitehead gave a presentation on the currently supported Windows versions. The purpose of this presentation was to have the SI-CCCB approve the discontinuation of our support of NT/ 98 / 98 SE and ME since Microsoft has discontinued their support.

2) The SI-CCCB agreed to discontinue support for older versions of Windows NT / 98 / 98 SE and ME as well as Microsoft Office 97 and 2000.

3) The SI-CCCB agreed that the SpecsIntact team should discontinue support for versions once Microsoft does.

4) The SpecsIntact Explorer was developed in Visual Basic which Microsoft no longer supports. We recommend re-writing in a newer software development environment, such as a newer version of Visual Studio.

5) The SI Editor is currently a Visual C++ application which is fully supported in all versions of Visual Studio.

Date Completed:001004 SUBPART NUMBERING Many Architects doing work for the private sector (and in compliance withCSI's Section Format and Page Format) choose to number the Sub-Partsdifferently from what is currently allowed in SI. Instead of beginning theirnumbering with Part 1, and following with Subpart 1.1, and then withSubpart 1.2., they number utilizing Part 1, then Subpart 1.A, and followingwith Subpart 1.B. Our firm is wanting to use SI, but about 90% of ourarchitectural clients don't use the numbering system as SI is currentlyconfigured.

Board CommentsPending Analysis by Development Team.

Presented once again at the November 21, 2002 board meeting. Boardchanged 1620 status to accepted.

Control Number Title of Prob/Requirements Explanation of Problem/Requirement Board Reviewed - Apr 02, 2009Date Completed:08-006 Search for Tags Only With Specified Attributes In the SI Editor, you can search for all tailoring option - TAI - tags, but you

cannot search for only TAI tags that contain specific tailoring options, suchas NAVFAC or FACEBRICK. Also, because these tailoring options are partof the tag, you cannot search for them using the Editor's normal text search. The need for attribute-based tag searching goes beyond TAI tags. It would beable to search for only those ITM tags with the INDENT attribute, forexample.

Date Completed:001008 REFERENCE REPORT MODIFICATION Presently the Reference Verification Report, Duplicate References and TitleDiscrepancy Reports print as individual reports. From the Print Menu underthe report options you only have the option to select the "ReferenceVerification Report:. There is no separate option to print the DuplicateReferences and the Title Discrepancy Reports. Regardless you will get allthree reports when you request the Reference Verification Report. Due toseveral calls from our Users, I recommend that the "Reference VerificationReport" and "Duplicate Reference Report" be combined into one report (seeattached example). Add a separate report selection for the "Title DiscrepancyReport". This will not only save paper but make it easier for the Users toidentify all the Reference related errors on report. Also, by giving them thechoice of printing the "Title Discrepancy Report" will save a tremendousamount of paper and aggravation since the current process prints the reportwhether they want it or not. The Submittal Verification Report is alreadydone this way.

Board Comments32-Bit Application

Version:Change was: ACCEPTED

SI Recommendation It is our recommendation to implement this in a future 32-bit release. It would also behelpful to add additional identifying information to the reports, such as Job/Master name, directory and date.

6/8/09 The SpecsIntact team recommends that this be worked with the other CR'sregarding Report handling, and be one of the next programming tasks assigned.

Submitter's Recommendation 7/26/02, 10:17:18 AM - FITZSCL - There are several approved 1620s that should beworked in conjunction with this enhancement, all having to do with report changes.

991013, 991007, 001023, 01-035 and 02-020

6/7/2004, 10:05:32 AM - HORVAJR - Per Cheryl Fitz Simon: This CR was one of theones that had been put in a long time ago, but is still valid. The purpose of the CR was toget the Reference Title Report (Title Discrepancies) broken out as it's own report instead ofbeing grouped in with the Reference Verification Report. This way the users and MasterText preparers are not forced to print it when they only want to see the UnresolvedReferences.

Unfortunately, this is a tricky and complicated area and it will take some time. One of theproblems we still have with the Reports is the "Forced Print". If you use the "ProcessOnly" against your entire Job, then r-click on the Reference Verification Report (becausethat is all you want), you get all the associated Reference Reports. Same thing when youwant to print just the Submittal Verification Report you are "forced" to print the SubmittalRegister.

This is still an area that needs a lot of work! It is frustrating to the users. We give them thechoice to print their reports but force them to print things they do not select!

Board Comments06/13/02 - Change Request was deferred and reviewed at the SI-CCCBmeeting. It was accepted to enable the options in PDF that are currentlyavailable for the printed hard copy.

Version:Change was: ACCEPTED

SI Recommendation This would be a good enhancement for SpecsIntact 3 although it would require significantsoftware changes. Incorporate the option to control numbering even if the STOC iscombined with the Section. Also, add a new feature not to combine the STOC andSection. This gives our users more flexibility on how they want the PDF files handled.

Same as 01-028 which was deferred at the May 2, 2001 Meeting. This 1620 does providemore detail.

Submitter's Recommendation The box should not be checked. Page numbering should be permitted torestart between producing the section table of contents and the section, evenwhen producing a PDF file. People around here do not consider the first pageof the table of contents to be the first page of the section. Solution would beto allow a separate TOC PDF file to be produced, separate from the actualsection.

04/04/02 - CLF: When this feature is implemented it should also be tested with thePDF/Publish Tool.

6/8/09 The SpecsIntact team recommends that this be one of the next large programmingtasks assigned.

10/08/09 The team recommends implementing CR 09-022 instead of this CR. This CRwould require an overhaul to the Master Text, whereas CR 09-022 would not.

Submitter's Recommendation Currently, the spec-preparer must manually edit submittals and items undersubmittals. Often times, since this paragraph is at the beginning of thesection, it is skipped over as editing begins, and then forgotten. In theprocess, provisions have been removed from the section, but correspondingsubmittal items in the SUBMITTALS paragraph have not. The result isconflicting requirements in the spec.

FEATURECurrently SpecsIntact gives the users the capability to backup Other Filessuch as the Supplement Reference List and the Section Template(s) SelectedBelow. We do not provide the users the capability to backup the SIDocuments such as their Project Information Pages, Cover Pages and BidSchedules that our users create. The Section Templates can easily beretrieved by one of two ways, copying them from C:\ProgramFiles\SpecsIntact\Templates to the Working Directory or by re-installingSpecsIntact. The users do not have a way to retrieve the SI DocumentTemplates if they are lost.

Board Comments11/14/01 - Deferred for further investigation.06/13/02 - Request was reviewed at the SI-CCCB meeting and it wasaccepted.

SI Recommendation This would be a good feature to incorporate since the users have no way to backup the SIDocuments other than copying them through Windows Explorer.

Submitter's Recommendation Add the current option to backup "Other Files".

REVIEW STATUSCurrently on the Job Properties dialog box, Schedule Tab the user wants totrack the level of submissions using PDF and has the option to select None,30%, 60%, 90%, Final or Bid. While working with the customers I havefound this set criteria doesn't always fit the jobs requirements. They oftenhave to use the Amendment Levels to type in the percentage of the job, suchas 55% or 95%. The Amendment field was designed for A, B. C., etc.

Submitter:Assigned Rating: 4

Programming Estimate:CHERYL FITZ-SIMON 1-2 weeks

Board CommentsStart out at level (blank) instead of A, do not supply a default value, andcheck for any blank levels when saving.

Version:Change was: ACCEPTED

SI Recommendation Allowing the flexibility of customizable completion percentages without changing thepurpose or size of the Amendment level field would be beneficial.

Submitter's Recommendation Recommend changing the Percentage field from a radio button selection toone that can be filled in by the user to reflect the percentage of theirsubmission.

section title.

Submitter:Assigned Rating: 4

Programming Estimate:JOE HUESMANN 3-4 weeks

Board CommentsThis should be a low priority

Version:Change was: ACCEPTED

SI Recommendation We recommend simply making the form resizable, and saving the last size for use the nexttime (like we do for the Reference Wizard). That way, people could make the dialog as bigas they want. Simply making the dialog bigger for everyone is not really a good idea, because it is already about 640 by 480, which is the size of some users' screens.

Submitter's Recommendation For the Add Sections dialog, make the dialog box much wider so that theentire title of the section can be read without having to resort to the horizontalscroll bar.

6/8/2004, 9:20:09 AM - HORVAJR - Per Jim - The ability to drag and drop Sections fromthe SI Explorer makes this capability less critical, as you can easily see the titles in the SIExplorer before copying the Sections.

Control Number Title of Prob/Requirements Explanation of Problem/Requirement Board Reviewed - Nov 02, 2006Date Completed:06-018 Add Comments To The Section Properties Due to the workflow process, it would be useful to track comments regarding

the workflow of Sections as we now do for Jobs. Presently in SpecsIntactyou can only assign specifiers and comments to a Division, not an individualSection. When Sections are being reviewed by several people within anorganization it would be very useful to the person responsible for theadministration of the project to allow the comments to be retained in theSection Properties screen for tracking that particular Section and itsworkflow process. These comments will not be retained if the Section ispulled into another Job.

Submitter:Assigned Rating: 4

Board Comments Version:Change was: ACCEPTED

SI Recommendation When working on jobs many customers manually keep status information for each sectionon paper. This information is not easily kept with the electronic copy of a job. Thischange request would allow all of the information to be kept together.

SI Recommendation If approved, we can add a dialog box similiar to the remove HLS/CHG tags dialog box.We suggest adding an option to delete the unused Unit of Measure and then delete the tagsfor the used Unit of Measure. This would significantly reduce the amount of tagging insome Sections.

Submitter's Recommendation I would like to see a routine that would delete whichever units I am not usingand getting rid of the tags for the units I am using. That would make editingeasier and get rid of those continuing issues with spacing that are hard to seewhile editing with tags showing. I do not like to see extra tags while editing Ifind the tags confusing because they get in the way. Once I choose which unitof measure I need there is no reason for the alternate unit of measure toremain, or the tags to specify the unit of measure.

Request Form wants to save newly created change requests to whicheverdefault working directory is selected in the Working Directory tool. As aresult I have Change Request forms scattered across three directories, andmust manually consolidate them to one. This utility could be improved bycoding which allows selection of a default location for change requests,and/or a drop-down list of locations to select from. Since change requests areusually submitted by an individual, maybe a location on that person's C:drive would make sense. On the other hand, using a network location wouldgive the option to make the requests viewable by all concerned.

Tech support really likes the idea, we feel it would be a good enhancement to help userswhen they have their tags turned on and trying to determine which tags they have selected.

Submitter's Recommendation I would recommend that these tags be changed to actually represent theirfunction: UND for underline, ITL for italics, BLD for bold, and CTR forcenter. So that backward compatibility could be maintained, the softwareshould be able to recognize both tag for each designation.

Control Number Title of Prob/Requirements Explanation of Problem/RequirementDate Completed:09-014 Add a To-Do List Feature Can an option be added that will allow me as the Specifier to select particular

text, Subparagraph or article and add it to a "to do list"?

As I am editing thru sections there are constantly items that cannot becompleted due to lack of info at the time. However, if that text, subparagraphor article could be flagged on a to do list then when the to do list is opened Ican see the items. If I click on the item it will open the referenced section andgo to the flagged area for Specifier input and completion. I see this workingsimilar to how reports work now. If I open up a report and click on the item ittakes me to the paragraph where correction is required.

This should also be added to the "Reports" under the print processing. Thatway if a To Do Flag was imbedded in a section and not corrected orcompleted it will be listed in a report during the printing process.

I see the To Do List being an icon on the toolbar while in the SpecsintactExplorer mode.

It's been a while since I have used Specsintact but now that I am back editingspecifications I am creating a paper list of to do items. I just was thinking thathaving a generated list would be nice.

Control Number Title of Prob/Requirements Explanation of Problem/RequirementDate Completed:09-015 Add a To-Do List Feature-with Different Levels of Tracking If SpecsIntact were going to have a to-do list feature. If it could be included

among the standard reports, that could benefit the Government reviewers aswell. I'd suggest it could have multiple levels, somewhat like highlighting tags- maybe <TD1>, <TD2>, etc to manage who should be getting the comments.To-Do 1: Internal design team, To-Do 2: Consultants, To-Do 3: Contractor,To-Do 4: Government. Perhaps an optional <DTE> tag could be includedwithin the <TD_> tags to indicate the date by which follow-up should beresolved. From that report, a user could double-click an item to go right tothat place in the spec, when they have the information for input. Initially this would benefit designers (a lot!), but I think it would also save theGovernment money through more efficient design, better communications, and fewer complications from forgotten items.

Control Number Title of Prob/Requirements Explanation of Problem/RequirementDate Completed:09-016 Create Validation Log when Number of Characters are Exceeded Currently there is no why of knowing when the text between two tags exceeds

the maximum number of characters. The only way this is known currently isthat some tags such as the <RID> tag will cause a message on ReferenceReports stating "Too Many Characters", others such as the Submittals, do notcause an error report because of too many characters, but a warning is placedon the Submittal Register that states this submittal has Exceeded 300characters, however the Register may not be double checked.

Submitter: CHRIS GRIMM

Board Comments Version:Change was:

SI Recommendation The SpecsIntact Team Recommends this change as a low priority. We suggest runningthis validation on the following tags; <RID> <TTL> and <SRF>

Reviewer's Comments Recommended Change

Submitter's RecommendationSimilar to letting us know of incorrect number of spaces between subpart titleand number, can validity rules warn of exceeding any character limits thatmay exist? This was very difficult to track down. Also would be ideal ifinstead of the submittal register program just crashing with no explanation(this problem was fixed with Version 4.4), it could report what section it gotstuck on, or better yet, skip that section and let the user know why.

If you only have one Master, to move it you must first create a "Dummy"Master and then set it as the Primary Master. Then right-click on the"Orginal" Master and move it. Then you must go to Connect Masters andchange the Primary Master from "Dummy" to "Orignal", then you must deletethe "Dummy" Master. This seems like a lot of steps to move a Master.

Do youreally want to delete the REAL file(s)? These aren't copies here!!! (translate tostuffy technical wording if needed.) Preferred solution: Above, AND some sort of recycle bin for SpecsIntact files(which we would love anyway, as designers often say they don't need asection after you've edited it, then later tell you they do need it - again hardknock talking here - I don't delete, I move to subfolders - but would be great ifthere could just automatically BE a deleted subfolder, which would NOT getcleared out when closing the program like some other temporary files do).

Control Number Title of Prob/Requirements Explanation of Problem/RequirementDate Completed:09-022 Submittal Wizard Tagging submittals in the submittal article is difficult and frustrating for new

users, and even sometimes for experienced users. It is even more complicatedwhen reviewers and reviewer classification codes are needed. This is one ofthe biggest sources of frustration for new users.

Also, submittals are not standardized, so it is easy to define slightly differentsubmittals without intending to.

Board Comments Version:Change was:

SI Recommendation The SpecsIntact Team recommends this as the top priority after alternate paragraphnumbering is completed. This would be a great feature to add for customers. We alsorecommend that the board reassign open CR 02-016 a lower rating. CR 02-016 is anapproved CR for a similar feature, however, CR 02-016 would require Master TextPreparers to re-work the Master Text, whereas this CR would not.

Reviewer's Comments Recommended Change

Submitter's RecommendationProvide a Submittal Wizard in the SI Editor to automate the tagging ofsubmittal items. We could add great value to SpecsIntact by and improve thequality of the specs for many projects by creating a Submittal Wizard in theSI Editor.

This feature would be similar to the Editor's Reference Wizard, although thechallenges would be different because requirements for project submittals areless structured than for References. In particular, we might want to use a newor enhanced Submittal List from the full UFGS as a starting point for usersinserting submittal requirements in a Section. This enhanced Submittal Listwould list all Submittal Items and SD numbers in the Job or Master for whichit is run. Being able to choose from the existing UFGS submittals in auser-friendly Submittal Wizard would help to standardize these submittalitems, and reduce the possibility of errors.
