BEGINNING AND COMPLETION OF WORK

The work as identified and specified in this contract shall begin within 5 working days of Notice to Proceed and Authorization for payment by HSA.

The Notice of Completion of the work in this project will be completed no earlier than the completion of all items listed in these specifications, drawings, and details.

All change orders, if any agreed upon in writing by both parties, shall be completed prior to filing the Notice of Completion.

.PARAMETERS OF ON SITE WORK

Working hours shall be no earlier than 7:00 a.m. and no later than 5:00

p.m., Monday through Friday.

Any exceptions to this shall be agreed upon in writing by both parties.

Disruption of the HSA's normal business routine will not be allowed. Coordination with the HSA regarding where and when work shall be performed will be in the form of a schedule, as required in Section 28700

1.5 Submittals. Contractor should assume :Z5% after hours work during the project.

CONTRACTOR'S RESPONSIBILITIES

Temporary power connections will be the responsibility of the contractor. Coordination with how and where to get temporary power with the HSA is acceptable and encouraged.

It is the contractor's responsibility to identify, in writing, any and all conflicts that will cause delays as soon as identified.

The contractor will be responsible for attending the mandatory pre-bid walk to verify site conditions prior to bidding. Change orders will not be granted on items overlooked by contractor in contractor's estimate related to site conditions.

BIDDER'S QUALIFICATIONS

Bidders must have completed at least three (3) installations of like systems with similar integration.

Bidders must have factory trained and certified technicians that will perform at least 80% of the work on site.

These certified technicians shall carry or have in their possession a

credential or copy of the certificate issued by the manufacturer of the major access control and video components of the integrated security system.

Bidders must attend the mandatory pre-bid meeting and site walk at the date specified on the BID announcement.

SUBMITTALS

Prior to Bid Submission

i. All bidders must attend a mandatory pre bid site walk and meeting.

ii. Only bidders that attend the Mandatory Pre Bid site walk and meeting will be considered.

At Bid Submission

i. Provide price breakdown using Bidder's Form provided with these documents.

ii. Provide manufacturer's specification sheets for all parts being proposed.

iii. Provide a block diagram showing the intended connectivity and usage of any substitutions other than the parts and pieces specified in the details and drawings.

Within 5 days after Notice To Proceed

i. Provide a detailed schedule illustrating the sequence of events and all major milestones.

ii. Attend kick off/pre-construction meeting with HSA

Prior to Final Testing and Commissioning

i. Submit three (3) copies of Operation and Maintenance Manuals for all major components of the system and (1) electronic format.

ii. Provide an outline of training procedures to be followed while training staff.

iii. Submit one (1) vellum copy of As-Built drawings along with two (2) regular bond copies.

iv. Coordinate with HSA for size of As-Built drawings.

E. Project Closeout

i. Project closeout will be governed by HSA's project closeout procedures.

WARRANTY

All products and workmanship shall be covered by a warranty period of one (1) year from the filing date of the Notice of Completion. Reference Section 28700 1.03 Beginning and Completion of Work.

B. Any damage by absolute neglect need not be covered under warranty.

c. Regular warranty service shall be performed on a same day basis, if reported to contractor by 1:00 p.m. that day.

D. Regular warranty repair service shall be at no additional cost to HSA.

E. Emergency repair service shall be within 4 hours of time the need for service is reported to contractor.

F. Emergency repair service shall be at an additional cost to HSA for labor only. Parts shall be covered under the provisions of 1.08.A of this section.

TESTING PROCEDURES

Testing of each device shall be in accordance with this section.

All devices shall be bench tested and free from defects when installed.

A resistance test shall be performed using an OHM measuring meter. The resistance test shall be conducted on all wiring installed prior to connection of any device. Another test shall be performed on the wiring after connection to the demarcation enclosure and the device and the results shall be documented on the testing form. The results of this test shall be within the manufacturer suggested range to be acceptable and installed.

Any and all fiber and fiber connections shall be tested per manufacturer's recommendations and industry standards.

Any failure on the part of the device during tests mentioned in this section shall be reason not to install that device. Any device installed after failing a test, or not removed after failing a test shall be the contractor's responsibility to remove and replace with new and without cost to the HSA.

COMMISSIONING PROCEDURES

At the successful completion, submit the testing forms and the commissioning process begins.

B. Programming the initial database will be the first step.

C. Test the integration once more before training begins, then commence training.

D. Train the HSA personnel for a minimum of 8 hours on the use, maintenance, and first level troubleshooting of all installed devices and systems.

E. At the completion of training, create a sign off form for the HSA to sign as

receipt of the training and comprehension of items in section 28700 1.07.E Project Closeout.

WIRING STANDARDS

All wiring in exposed locations shall be enclosed in conduit or in an

existing wire ladder.

All wiring above acoustical ceiling tiles shall be fastened to their own support hangars.

Support hangars shall be installed by contractor in accordance with applicable codes, but no less than four (4) feet apart.

D. Wires shall be run in parallel with building structure and walls.

All wires shall be connected from the device to a demarcation enclosure containing din rail mounted universal screw terminals in accordance with the details provided in this specification, drawings, and details package.

LABELING STANDARDS

A. Each wire shall be labeled at each end.

The device end shall be labeled with the panel and port number that it connects to.

c. The panel end shall be labeled with the device number and wire purpose.

Example: If the Card Reader is device CR-1 001 and it wires back to Controller #1 port number 3, the wire that connects the two shall be labeled: (Controller End) CR1001 (Card Reader End) CTRL1 3.

Each label shall be printed, not handwritten, on tags that will last a

minimum of three (3) years.

E. Labels shall be of the print then heat shrink onto the wire type.

F. All cables shall belabeled following the ANSI/ETA/TIA 606-A. This installation shall be treated as a Class 2 installation.

CONNECTION STANDARDS

Each connection shall be made without defects and checked for broken

or cut wires.

B. If applying numerous wires under a screw terminal, then "din rail" mounted terminal blocks shall be used and labeled for what they were

used for.

C. No more than four (4) conductors can be inserted under a screw terminal.

D. Contractor shall furnish and install a demarcation enclosure in accordance with the specifications, drawings, and details provided in this package. The demarcation enclosure concept is to provide for a service- able connection to separate the wire from the control enclosures in the termination/security closet(s).

CONDUIT STANDARDS

No more than six (6) feet of continuous flexible conduit may be used.

All conduit runs in excess of six (6) feet shall be thin wall EMT conduit, unless otherwise specified.

c. All conduit runs shall have pull strings in addition to the intended wiring. All pull strings shall be labeled in such a manner that it is possible to tell where they go to and from.

Testing Standard

All Data Connections (Category 5E) shall be tested to the Category 5E Permanent Link performance specification. The Owner reserves the right to have a representative present during testing.

B. The tester shall be a Fluke DTX 1800 with the optional multimode fiber test kit, or equivalent Level 4 tester. The tester must have been calibrated within the last 12 months. The tester must be certified by ETL

or UL.

CAMERAS

Furnish and install all cameras in accordance with these specifications, drawings, and details.

Furnish and install encoders to convert the existing analog video to IP based video to work in the system.

Coordinate exact mounting location with COUNTY.

Contractor shall identify all conflicts as soon as identified.

Contractor shall provide and install all wiring, jumpers, finger duct, and miscellaneous components necessary for connections to control components between the demarcation enclosure and the controller/converters.

NETVVORK VIDEO SYSTEM

Contractor to furnish and install a hybrid network video management and recording system in accordance with these specifications.

B. Provide the video viewing software for a minimum of five (5) client workstations and an unlimited number of web client users. The workstation PC's for this line item will be provided by the COUNTY.

c. The video viewing workstations shall work upon installation of a

proprietary software application.

1.05. OTHER EQUIPMENT

A. Contractor to furnish and install all power supplies and miscellaneous connections necessary to provide power to the cameras and Digital Video Components as specified in the drawings and details.

Part 2 Products

Products shall be considered "Or Approved Equal" with a list of approved equal components for each major component.

A. It is mandatory that if an item is substituted, that the substituted component still perform the level of integration with the overall system as

listed within these specifications, details, and drawings.

B. Substitutions shall be in accordance with Section 28700 GENERAL REQUIREMENTS, subsection 107.A- Prior to Bid Submissions.

2.02. CAMERAS

A. Fixed, color/day night camera (FC-1)

i. Shall be an Axis P1344, or approved equal.

ii. Provide mounts and adapters appropriate to each respective mounting environment and condition.

B. Interior/Exterior fixed color dome camera (FC-2)

i. Shall be an Axis 216FD, or approved equal.

1. Contractor shall provide Axis weatherproof housing for exterior mounting locations.

1. Contractor shall provide software and software loading and configuration.

2. County shall provide computers, switches, and network configuration.

B. Video Storage (To be provided by COUNTY)

i. County shall provide a minimum of 6TB of storage.

C. Video Software

i. Contractor shall provide an AMAG Symmetry Video Storage Server

software application to be loaded on the County provided video

server.

1. Model VID-MOD-064-V6.2

2. Contractor shall purchase licenses for the amount of cameras

installed in this project plus 10%.

ii. Contractor shall integrate the new AMAG video storage server with

the existing video system at the San Joaquin County Administration

Building.

D. Conversion Equipment

i. All analog cameras shall be converted to IP using the Axis model 241Q converter.

2.04. OTHER EQUIPMENT

A. Infrared Illuminators

Contractor shall provide two (2) Cantronics IR Illuminators, model CSI-IR30m60, or approved equal.

1. These shall be provided to the County as a box sale item.

Part 3 Execution

3.01. Contractor shall install all components in a workmanlike manner and in accordance with these specifications, drawings, and details.

Items noted to be defective or poor workmanship shall be identified by COUNTY project manager and submitted in writing to the contractor as noticed.

B. Contractor shall correct written items to be corrected immediately and prior to progression to future installation procedures.

3.02. Contractor will maintain video while working with the system at all times.

3.03. Contractor shall coordinate with security prior to working on any door, portal, or device in a listed critical area or portal.
