Specifications for conduct of
ESD audit of laboratories at URSC and ISITE
1 ESD Audit
Implementation of an Electrostatic Discharge (ESD) Control Program is
essential for onboard activity that stores, assembles, transport, tests electronic
parts, assemblies and equipment susceptible to damage by static electricity. As
certain ESD damages hidden in nature and are not immediately visible through
performance of the device which may pop at later stages poses greater risk.
Workmanship standard for fabrication of Electronic packages (ISRO-PAX-300) list
out the implementation and maintenance methodology for ESD safe
fabrication/testing/handling area. RQEG Conducts audit labs for the verification of
effectiveness of this control program implemented/practiced at each labs and bring
out report on compliance, which is used for monitoring and control of Electrostatic
Discharge Control Program at URSC.
ESD control at URSC is exercised at three levels.

Training, audits, procedures and awareness

2 Work location, nature, period and quantity of audits
Subsystems Quality Assurance Group is looking for professional teams who
has the knowledge in ESD audit activities to cater the need for auditing around 75

labs located at URSC and ISITE Bangalore. Each audit is expected to be around
five weeks span for a four member team. One engineer from Systems Reliability
Group will be accompanying the team for the co-ordination and smooth conduct of
audit activities. Audit is required to be carried out once in every 6 months and total
number audit events for a period of two years will be four (4). Therefore, total
number of Labs to be audited for a period of two years to be 340 Nos (85 x 4). List
of labs to audited is listed in Annexure-1. Apart from above, approximately 24
surprise lab audits are to be conducted during the period of two years. Surprise
audits are to be carried out when prompted by RQEG with list of labs to be surprise
audited. All the 24 audits not necessarily be exercised in full quantity. However,
number of labs to be surprise audited at a time will be minimum three numbers.
3 Types of equipments to be handled
Personnel deployed for the audit shall be familiar with the operation of the
following measuring equipment and shall be brought by the service provider for the
audit along with report compiling laptop

Note: All these instruments shall have valid calibration certificate and a copy of calibration certificates shall be attached with the audit report.

4 Deliverables
Audit report in CD is considered as the deliverables. Audit report shall be
prepared as per the format shown in Annexure-2. All the reports can be a single
time audit can be delivered in a single CD. (Approximately 100 Reports in one CD).
5 Service provider accreditation
1 Supervisor and 2 assistants shall be deputed every day for audit and
iNARTE (The International Association for Radio, Telecommunications and
Electromagnetics, Inc.) certified “ESD Engineer” or ESDA (Electro Static
Discharge Association) certified “ESDA Program Manager” or STQC certified
“ESD Engineer” shall monitor the audit team and he shall sign the final ESD Audit
Report of every lab. Certificate copy of team lead/supervisor shall be provided
along with quotation. Quotation without certificate copy of team lead/supervisor will
not be considered.
6 Responsibility Definition
6.1 Subsystems Quality Assurance Group The following responsibility lies with URSC
1. Fixing the audit dates
2. Circulation of intimation letter to all divisions of URSC/ ISITE
3. Circulation of final audit report to all focal points at URSC/ ISITE
4. Obtaining closeouts for non-conformances if any
6.2 Service provider
The following responsibility lies with the service provider:
1. Conduct ESD audit using given instruments.
2. Filling of compliances, non-compliances and corrective actions in
Annexure-2. ESD Audit Check list (Annexure-3) shall be filled and
delivered to individual groups immediately after the completion of
audit at the end of the day. All non- conformances shall be briefed
to the respective area GD.
3. Measurements and observations shall be filled in checklist format 2
(RQEG-PAD-EP-FAD-CHL-001).
6.2.1 Deliverables by the service provider
1. Filled compliances, non-compliances and corrective actions
(Annexure-2 hardcopy: RQEG-PAD-EP-FAD-REP-001 :) shall be

delivered to individual groups immediately after the completion of
audit at the end of the day.
2. ESD Audit Check list filled with measured / observations
(Annexure-3 : RQEG-PAD-EP-FAD-CHL-001) shall be delivered to
individual groups immediately after the completion of audit at the
end of the day.
a. Softcopy of excel data prepared on entire lab shall be part of
this CD
3. Delivery of filled soft copies for each lab in Annexure 2 & 3 on a CD
shall be submitted to RQEG after audit completion within a week’s
time.
a. Charts prepared from excel data on compliance, non-
conformance and recommendations and a comparison chart
generated for reoccurrence NC observations shall be part of
this document.
4. Delivery of Master hardcopy of entire audit in bound hardcopy shall
be submitted to RQEG after audit completion within a week’s time
7 Contract Duration
Contract duration shall be for the period of two years and can be extended
for one more year based mutual consent.

Parties whose technical compliance meeting all the above requirements
only be considered.
9 Format for quotation
Quotation shall be as per the following format. Payment will be made only
against the number of labs audited and reports delivered.

No other hidden expenses like transportation of equipment, report making
charges, hard copy charges etc. are allowed in the quotation. Quotations which

does not comply this requirement shall not be considered. Lowest party will be
decided by considering the total cost of ESD audit and Surprise Audit together.
Order will not be split across two separate parties. Payment will be made
depending on the lab audits completed and approved by RQEG hence part
payment is admissible as applicable.
