2. INFORMATION ABOUT THE PROCEDURE
The restricted procedure is organised in two stages. In the first, only the exclusion and selection
criteria are assessed, and in the second, the award criteria are evaluated. Any interested
economic operator may ask to take part in this procedure, by submitting the application in the first
stage, as indicated in the contract notice and in these specifications. Candidates will be informed
whether or not they have been selected.
Only candidates who have submitted the documents and supporting evidence specified in the
contract notice and in these specifications and that comply with the exclusion and selection
criteria laid down (i.e. only the successful candidates of the first stage), will be invited to submit a
tender and receive the tender specifications containing all the details of the respective procedure
(second stage).

3. SHORT DESCRIPTION OF THE CONTRACT COVERED BY THIS CALL
Since the establishment of the EDA, its Member States have cooperatively invested in research
and technology (R&T) related to Situation Awareness (SA), such as sensors, data processing
and information fusion – through Joint Investment Programmes (JIP) such as “Force Protection
(FP)” or “Innovative Concepts - Emerging Technologies (ICET)”, or through dedicated (“Cat B”)

technology projects. All of these projects have delivered their results successfully at the objective
Technology Readiness Level (TRL) of mostly around 4. To improve Situation Awareness in EU
operations, both the military requirement and the supporting technologies need to be identified in
more detail, as a basis for decisions on joint investments aiming at the higher TRL and eventually
systems and devices. To facilitate such decisions, it is necessary to project the achievable
technical state of the art into adequate future scenarios, by a technical exploitation roadmap
and technical demonstrations.
In the subject ISARD contract, the following work will have to be performed:
Identify EU business cases for SA-related deficiencies to be resolved in the next 5 years
(in combination with a stakeholder workshop).
Analyse the results from the EDA R&T SA-related R&T portfolio and assess them against
the deficiencies previously identified. The assessment shall include Intellectual Property
Rights (IPR) and their potential impact on exploitation.
Combining outcomes from the work above mentioned, propose a prioritization of the
business cases (in combination with a stakeholder workshop).
For the three highest priority business cases, develop an exploitation roadmap for R&T
results to validate the steps toward capability delivery, including quantification of effort,
IPR management, and taking into account to the extent possible existing/evolving
technical standards, or the requirement for new standards. Technical demonstrations shall
be included as milestones in these roadmaps at appropriate positions.
For the highest priority business case, develop, prepare and support a comprehensive
Technical Demonstration. This demonstration incorporates all relevant elements from the
EDA R&T SA-related R&T portfolio and projects the required capabilities of this business
case. For this projection Modelling & Simulation and interface technologies shall be used
to the extent possible. An estimated 30% part of the budget will be required to
compensate logistical effort of 3rd party IPR and device/system owners and pMS assets
in support of the demonstration; the most efficient way to organize this compensation
within the contract shall be proposed with the tender at the latest.
In regard of potential business cases, EDA will make available to the contractor the report of the
study “ISR Capability Package Assessment (ICPA)”, and the plans for a Joint Investment
Programme on Joint Advanced Networking in Urban Scenarios (JIP JANUS); these documents
will be important to identify adequate business cases for the ISARD contract, and will need to be
reflected in the exploitation roadmap. EDA will also undertake that deliverables from the JIPs,
and executive summaries of Cat B projects be handed out temporarily to the contractor. To
perform the contracted work at the required level of ambition, it will be necessary to conclude
confidentiality agreements with the IPR owners of the JIP and Cat B project results.

4. PLACE OF DELIVERY/EXECUTION
Main place of delivery of the service: EDA premises in Brussels, Belgium, unless otherwise
indicated in the tender documents or agreed between the two parties.
5. VOLUME OF THE CONTRACT
The maximum contract value is 250.000 EUR (VAT excluded).
6. DURATION OF THE CONTRACT
Estimated duration of the contract: 10 months.
7. ELEGIBILITY OF CANDIDATES AND CONDITIONS FOR PARTICIPATION
Candidates must not be in any of the exclusion criteria indicated in section 9 of these
specifications and must have the legal capacity to allow them to participate in this procedure (see
section 10).
Submission of an application implies that the candidates accept the terms and conditions set out
in all documents of this call for requests to participate. Those candidates, who will be asked to
submit a tender, will in addition need to comply with the future invitation to tender including the
tender specifications, draft contract and all annexes. Submission of a tender will bind the tenderer
to whom the contract may eventually be awarded during the performance of the contract.
The application, to be submitted in the first stage of the procedure, shall be signed by a person or
persons entitled to represent the economic operator and in case of consortia the whole
consortium.

Applications must be drawn up in strict accordance with the contract notice and with the
provisions of these specifications and using the relevant annexed forms.
Expenses incurred in the preparation and dispatch of the application shall not be refunded by the
Agency.
Fulfillment of the conditions of this call and the initiation of a tendering procedure impose no
obligation on the Agency to award the contract. The Agency shall not be liable for any
compensation in case of applications not being accepted or selected, or in case the Agency
decides not to award the contract.
All the documents submitted by the candidates shall become the property of the Agency and will
be treated as confidential.
Please note that any attempt by a candidate to obtain confidential information, enter into unlawful
agreements with competitors or influence the evaluation committee or the EDA during the
process of examining, clarifying, evaluating and comparing applications will lead to the rejection
of his application and may result in administrative penalties.
8. PARTICIPATION OF CONSORTIA AND SUBCONTRACTING
Consortia may submit an application on condition that it complies with the rules of competition.
A consortium may be a permanent, legally established grouping or a grouping which has been
constituted in formally for a specific procurement procedure.
Such groupings (or consortia) must specify the company or person heading the project (the
leader) and must also submit a copy of the document authorising this company or person to
submit an application on behalf of the consortium. All members of a consortium (i.e., the leader
and all other members) are jointly and severally liable to the contracting authority.
In addition, each member of the consortium must provide the required evidence for the exclusion
and selection criteria (see sections 9 and 10 of these specifications). The participation of an
ineligible person will result in the automatic exclusion of that person.
Sub-contractors must satisfy the eligibility criteria applicable to the award of the contract. If the
identity of the intended sub-contractor(s) is already known at the time of submitting the
applications, all sub-contractors must provide the required evidence for the exclusion and
selection criteria as detailed in sections 9 and 10 of these specifications.
9. EXCLUSION CRITERIA
Participation to this call is only open to candidates who are not in one of the situations listed
below:

a) bankrupt or being wound up, are having their affairs administered by the courts, have
entered into an arrangement with creditors, have suspended business activities, are the
subject of proceedings concerning those matters, or are in any analogous situation
arising from a similar procedure provided for in national legislation or regulations;
b) have been convicted of an offence concerning their professional conduct by a
judgement which has the force of res judicata;
c) have been guilty of grave professional misconduct proven by any means which the
contracting authority can justify;
d) have not fulfilled obligations relating to the payment of social security contributions or
the payment of taxes in accordance with the legal provisions of the country in which
they are established or with those of the country of the contracting authority or those of
the country where the contract is to be performed;
e) have been the subject of a judgement which has the force of res judicata for fraud,
corruption, involvement in a criminal organization or any other illegal activity detrimental
to the Communities’ financial interests;
f) following another procurement procedure or grant award procedure financed by the
Community budget, they have been declared to be in a serious breach of contract for
failure to comply with their contractual obligations.
In addition to the above, contracts may not be awarded to tenderers who, during the procurement
procedure:
are subject to a conflict of interest;
are guilty of misrepresentation in supplying the information required by the contracting
authority as a condition of participation in the contract procedure or fail to supply this
information.
Means of proof required
Candidates, including all consortium members and all sub-contractors where applicable,
shall provide a declaration on their honour (see model in Annex III), duly signed and dated,
stating that they are not in one of the situations referred to above.
Nota bene:
The tenderer to whom the contract is to be awarded in the second stage of the restricted
procedure shall provide, within 15 days following notification of award and preceding the
signature of the contract, the following documentary proofs to confirm the declaration referred to
above:

For points a), b) and e) a recent extract from the judicial record or, failing that, an
equivalent document recently issued by a judicial or administrative authority in the
country of origin or provenance showing that those requirements are satisfied.
For point d) a recent certificate issued by the competent authority of the State
concerned.
Where the document or certificate referred to above is not issued in the country concerned, it
may be replaced by a sworn or, failing that, a solemn statement made by the interested party
before a judicial or administrative authority, a notary or a qualified professional body in his
country of origin or provenance.
10. SELECTION CRITERIA
The candidates must submit evidence of their legal, economic, financial, technical and
professional capacity to perform the contract.
10.1. LEGAL CAPACITY
Requirement
The candidates, including all consortium members and all sub-contractors where applicable, are
asked to prove that they are authorised to perform the contract under their national law as
evidenced by inclusion in a trade or professional register, or a sworn declaration or certificate,
membership of a specific organisation, express authorisation or entry in the VAT register.
Evidence required
Each candidate, including every consortium member and every sub-contractor where applicable,
shall provide a duly filled in and signed Legal Entity Form (see Annex IV) accompanied by the
documents requested therein.
10.2. ECONOMIC AND FINANCIAL CAPACITY
Requirement
The candidate, including every consortium member where applicable, must be in a stable
financial position and have the economic and financial capacity to perform the contract.
Evidence required
Proof of economic and financial capacity shall be furnished by the candidate, including every
consortium member, as follows:
Where publication of the Balance sheet is required under the law of the country where the
economic operator is established, the candidate shall complete and include in the application a
financial statement form (Annex VI) to these specifications.

Please observe the following aspects in completing this financial statement (Annex VI):
It should be certified by means of a signature of the chief accounting officer of the
candidate;
EDA has the right during the procedure and before awarding the contract to request further
evidence on the candidate’s compliance with the economic & financial capacity
requirements, in which case balance sheets and profit & loss accounts for the past
financial years may be requested.
In the case of a consortium submitting an application, the financial statement should be
included in the application for all consortium partners.
In the case of a physical person the financial statement should be included in the
application for where only the lines 16 and 17 need to be filled in and the financial
statement can be signed by the physical person only.
If, for some exceptional reason which the EDA considers justified, the candidate is unable to
provide the information requested by the contracting authority, he may prove his economic and
financial capacity by any other means which the EDA considers appropriate. EDA reserves the
right to ask sub-contractors to prove their financial capacity should their share of work is
substantial.
10.3. TECHNICAL AND PROFESSIONAL CAPACITY
Requirements:
The candidate shall have the necessary know-how, experience and reliability to perform the
contract with particular reference to:
A specific in depth knowledge and at least 5 years track record of experience in (military)
Situation Awareness requirements and technologies.
In particular, a track record of least 5 years technological experience in sensors,
information processing/fusion, and command/control/information systems.
In depth knowledge and at least 5 years track record of experience in interoperability
architecture, interface design and implementation of complex systems
In depth knowledge and at least 5 years track record of experience in spiral development,
notably practical experience in Concept Development & Experimentation (or
comparable), including federation of real and synthetic systems or components.
Ability to provide a team of experts with profiles compliant to requirements derived from
the CONTRACT DESCRIPTION (Chapter 3).
Demonstration of a high degree of being networked with relevant industries and institutes.

Evidence required:
The following documents or information must be presented as evidence of compliance with the
technical and professional criteria:
The required track records for the experience requested above, by reference of similar
activities/projects conducted in the past;
Information on which parts or tasks of the assignment will be assumed by a consortium
partner or a subcontractor.
Proposed project team composition (brief profile descriptions, including CVs, using the
template in Annex II;
Commitment from the prospective tenderer and the potential subcontractors already
identified that they will agree to a confidentiality agreement with JIP/CatB projects IPR
owners;
any other evidence that the candidate may present in support of his compliance with the
above mentioned criteria.
The selection criteria for technical and professional capacity will be assessed in relation to the
combined capacities of all consortium members and proposed subcontractors, if any, as a whole.
11. LANGUAGE
Applications must be drafted in one of the official languages of the European Union, preferably
English.
Requested documents not available in English should be accompanied by an English courtesy
translation. The contract shall be entered into in English.
12. SUBMISSION OF APPLICATIONS
The applications must be submitted in an envelope or parcel which shall be sealed with adhesive
tape and signed across the seal and it shall carry the following information:
the name of the Candidate
the indication “APPLICATION – NOT TO BE OPENED BY THE

the address for submission of applications and the reference and name of
the procedure

The envelope must contain the following documents:

the duly filled in, signed and dated Exclusion Criteria Declaration(s) as requested in
section 9 and using the standard template in Annex III;
the duly filled in, signed and dated Legal Entity Form(s) as requested in section 10.1
and using the standard template referred to in Annex IV;
the duly filled in, signed and dated Financial Identification Form1 using the template
referred to in Annex V;
The Economic & Financial Capacity criteria documents as requested in section 10.2
using the template in Annex VI;
The Technical & Professional Capacity criteria documents as requested in section 10.3
- One signed original and 3 (three) photocopies.
Duly authorised signature, i.e. an official document (e.g. statutes, power of attorney,
notary statement, etc.) proving that the person who signs on behalf of the
candidate/tenderer is duly authorised to do so.
In case of consortia, the consortium agreement or a duly signed and dated consortium
statement by each of the consortium members specifying the company or person
heading the project and authorised to submit an application and a tender on behalf of the
consortium.
Submission of applications must respect the deadline specified in the Contract Notice.
Applications shall be submitted either:
-by registered post, or
-by hand-delivery to the premises of the Agency, by the Candidate in person or by an agent,
including courier service.
In either case, the deadline for submission shall be considered to be the date of receipt by the
Agency of the applications. Applications not received by the prescribed deadline shall be
discarded.
Applications shall NOT be submitted (either partly or wholly) by fax or electronic mail.

Please note that EDA opening hours are as follows: From Monday to Friday (except public
holidays in Belgium) between 09h00 -12h00 and 14h00-17h00.
The Contract title, the File reference and the Name of the Candidate must be clearly marked on
the envelope containing the application and must always be mentioned in all subsequent
correspondence with the Agency.
Any application which does not conform to the submission modalities set above may be
disregarded.

14. CONTACTS BETWEEN EDA AND CANDIDATES
Contacts between the EDA and candidates are prohibited throughout the procedure save in
exceptional circumstances and under the following conditions only:
A. Before the final date for submission of applications:
At the request of the candidate, the EDA may provide additional information solely for the
purpose of clarifying the nature of the contract. Any request for additional information must
be made in writing by e-mail at [email protected] or at the Fax No.:
+32 (0)25042975 and should indicate the reference number and the title of the procedure.

Requests for additional information received after the deadline for request of clarifications
from the EDA as specified above in section 13 – Timetable will not be processed.
The EDA may, on its own initiative, inform interested parties of any error, inaccuracy,
omission or any other clerical error.
Any additional information including that referred to above will be published on the EDA’s
website. Please ensure that you visit regularly the site for updates.
B. After the opening of applications:
If, after the applications have been opened, some clarifications are required in connection
with an application, or if obvious clerical errors in the submitted application must be
corrected, the EDA may contact the candidate.
15. SECURITY STANDARDS
In the general implementation of its activities and for the processing of tendering procedures in
particular, the EDA observes the Council’s security rules set out in Council Decision 2011/292/EU
of 31 March 2011 on the security rules for protecting EU classified information.
15.1. SPECIFIC SECURITY ISSUES
No security classification is foreseen.
16. ADDITIONAL INFORMATION
To protect IPR, confidentiality agreements between the consortium and JIP/CatB projects IPR
owners are expected to be necessary.
17. DATA PROTECTION
If processing your reply to this call involves the recording and processing of personal data (such
as name, address and CV), such data will be processed pursuant to Regulation (EC) No 45/2001
on the protection of individuals with regard to the processing of personal data by the Community
institutions and bodies and on the free movement of such data. Unless indicated otherwise,
replies to the questions and any personal data requested are required to evaluate your
application in accordance with the contract notice and these specifications will be processed
solely for that purpose by the contracting authority mentioned in section 1 without prejudice to
possible transmission to the Agency’s internal auditor or to the College of Auditors, for the
purposes of safeguarding the Agency’s financial interests.

4. STATEMENT
