Presiding Officers and Clerks Conference 2018 16 Special sessions Celebrating 125 years of women’s suffrage: women’s representation in Parliament and efforts to make Parliaments family-friendly This panel session will celebrate 125 years of women having the right to vote in New Zealand; the progress made in that time, particularly in relation to women’s representation in Parliament; and directions for the future. Panel members are: Rt Hon Trevor Mallard, Speaker of the New Zealand House of Representatives Rt Hon Helen Clark, ONZ SSI Kiritapu Allan MP, New Zealand House of Representatives Dr Gill Greer, Chief Executive, National Council of Women of New Zealand The session will be facilitated by Dr Therese Arseneau, Senior Fellow in Political Science from the University of Canterbury, and will follow the format of a facilitated discussion with questions and answers from the floor. Rt Hon Trevor Mallard, Speaker of the New Zealand House of Representatives Rt Hon Trevor Mallard is the 30th Speaker of the New Zealand House of Representatives. In his role as Speaker, Trevor chairs meetings of the House and maintains order for House business, ensuring balance and making decisions on matters of procedure. Trevor also represents the House internationally by welcoming delegations and carrying out relations with other Parliaments through the Speaker’s Office. He chairs the Business Committee, the Standing Orders Committee and the Officers of Parliament Committee, along with the Parliamentary Service Commission. Prior to his election as Speaker, Trevor served as a Member of Parliament for 33 years, and was first elected to Parliament on 14 July 1984, as the MP for Hamilton West. He has served as Minister for a wide range of portfolios ranging from education to the environment, and as the MP for Hutt South from 1996 to 2017. Before his election to Parliament, Trevor worked as an accountant, teacher and rural adult education organiser.

InhisroleasSpeaker,TrevorchairsmeetingsoftheHouseandmaintainsorderforHousebusiness,ensuringbalanceand

makingdecisionsonmattersofprocedure.TrevoralsorepresentstheHouseinternationallybywelcomingdelegationsandcarryingoutrelationswithotherParliamentsthroughtheSpeaker’sOffice.

HechairstheBusinessCommittee,theStandingOrdersCommitteeandtheOfficersofParliamentCommittee,alongwiththeParliamentaryServiceCommission.

PriortohiselectionasSpeaker,TrevorservedasaMemberofParliamentfor33years,andwasfirstelectedtoParliamenton14July1984,astheMPforHamiltonWest.HehasservedasMinisterforawiderangeofportfoliosrangingfromeducationtotheenvironment,andastheMPforHuttSouthfrom1996to2017.BeforehiselectiontoParliament,Trevorworkedasanaccountant,teacherandruraladulteducationorganiser.

Rt Hon Helen Clark, ONZ SSI

HelenClarkwasPrimeMinisterofNewZealandforthreesuccessivetermsfrom1999–2008.ShewasthefirstwomantobeelectedasPrimeMinisterinNewZealand.

ThroughouthertenureasPrimeMinister,andasaMemberofParliamentover27years,Helenengagedwidelyin

policydevelopmentandadvocacyacrosstheinternational,economic,social,environmental,andculturalspheres.SheadvocatedstronglyforNewZealand’scomprehensiveprogramonsustainabilityandfortacklingtheproblemsofclimatechange.Shewasanactiveleaderofhercountry’sforeignrelations,engaginginawiderangeofinternationalissues.

InApril2009,HelenbecameAdministratoroftheUnitedNationsDevelopmentProgramme.Shewasthefirstwomantoleadtheorganisation,andservedtwotermsthere.Atthesametime,shewasChairoftheUnitedNationsDevelopmentGroup,acommitteeconsistingofallUNfunds,programs,agencies,anddepartmentsworkingondevelopmentissues.AsAdministrator,sheledUNDPtoberankedthemosttransparentglobaldevelopmentorganisation.Shecompletedhertenurein2017.

HelencametotheroleofPrimeMinisterafteranextensiveparliamentaryandministerialcareer.PriortoenteringtheNewZealandParliament,HelentaughtinthePoliticalStudiesDepartmentoftheUniversityofAuckland,fromwhichsheearliergraduatedwithherBAandMA(Hons)degrees.

Helencontinuestobeastrongvoiceforsustainabledevelopment,climateaction,genderequalityandwomen’sleadership,peaceandjustice,andactiononnon-communicablediseasesandonHIV.

Kiri’sbackgroundisinconstitutionalandcommerciallaw.Shehasbeenengagedinsocialandenvironmentaladvocacyforalmost20yearsandalsohasabusinessbackgroundworkingintheprimarysector.KiriisanadvocateforherhomeelectorateoftheEastCoastandbelievesthatregionaleconomicdevelopmentiscriticaltoNewZealand’ssuccess.

Dr Gill Greer, Chief Executive, National Council of Women of New Zealand (NCWNZ)

DrGillGreeristheChiefExecutiveoftheNationalCouncilofWomen.ShehasheldChiefExecutivepositionswithVolunteerServiceAbroadNewZealand;asDirectorGeneralofInternationalPlannedParenthoodFederation(London)andNewZealandFamilyPlanning.

PriortothisshewasAssistantViceChancellor(Equity)ofVictoriaUniversity,andateacher.MuchofherworkhasbeenwithcommunitygroupsinNewZealandandinternationally,toensurethatthemostvulnerableindividualsandcommunities,andinparticularwomen,girls,andyoungpeople,areabletohaveaneffectivevoice,andrealisetheirfullpotential.

Shehaswideexperienceingovernanceandadvisoryroles,includingwiththeMinistryofForeignAffairsandTrade.AuthorofthreebooksonNewZealandwomenwriters,sheresearchedanaward-winningdocumentaryonKatherineMansfield.

ShewasmadeaCommanderoftheBritishEmpire(CBE)forservicestointernationalhealthandwomen’srightsin2012,andawardedanMNZMpreviouslyforhercontributiontoFamilyPlanningandNewZealandLiterature.

Apoliticalscientistwithparticularinterestinelectionsandrepresentation,TheresehaslecturedinCanadianandNewZealanduniversitiesandiscurrentlyaSeniorFellowinPoliticalScienceattheUniversityofCanterburyinChristchurch.In2011,shereceivedtheUniversityofCanterburyTeachingAwardforexcellenceinteaching.

DrArseneauwasamemberoftheNewZealandElectoralCommission’sExpertAdvisoryPanelforthe2011referendumontheelectoralsystemandthepost-referendumreviewofMMP.MorerecentlyshehasadvisedtheCommissiononitsvoterparticipationstrategyandtheflagreferendum.TheresehasextensiveexperienceasapoliticalandelectionnightanalystforTVNZandTV3inNewZealandandforCBCTVandRadioinCanada.

Priyancahaslivedandworkedoverseas,andaroundAotearoaNewZealand.Shehasspentherworklifeadvocatingonbehalfofgroupsofpeoplewhosevoicesareoftenunheard-womensurvivorsofdomesticviolence,andmigrantworkerswhohavebeenexploited-andlobbyinggovernmentforlegislativeandpolicychange.

ShehasalsoworkedwithdiversecommunitiesacrossAotearoaandiscommittedtoensuringthattheirvoicesareheardatalllevelsofdecision-making.Shebelievesthatdecision-makingshouldbecommunity-ledandshouldleadtobetteroutcomesforeveryone,notjusttheprivilegedfew.

MelissaenteredParliamentasaNationalListMPfollowingNational’svictoryinthe2008election.HerelectionmadeherthefirstKoreanwomantoholdofficeoutsideofKoreainaNationalAssembly,andNewZealand’sfirstKoreanMP.

BorninKorea,andgrowingupinMalaysia,MelissamovedtoNewZealandasayoungadultin1988.Melissa’sbackgroundensuredherplaceasastrongadvocateforNewZealand’sdiverseethniccommunitieswithintheNationalGovernment.

DuringhertimeinParliament,MelissahasservedinanumberofParliamentaryrolesincludingasaParliamentaryPrivateSecretary,ChairoftheSocialServicesandCommerceSelectCommitteesandsittingontheHealthandEducationCommittees.

Sincethestartofthe52ndParliament,MelissahasservedontheEconomicDevelopment,InnovationandScienceCommittee,chairstheNorthAsiaParliamentaryFriendshipGroup,co-chairstheParliamentaryHumanRightsNetworkandistheNationalSpokespersonforEthnicCommunitiesaswellasBroadcasting,CommunicationsandDigitalMedia.

Brett Nutley, Indigenous Liaison Officer, Queensland Parliament

BrettNutleyhasbeentheIndigenousLiaisonOfficerattheQueenslandParliamentsinceJanuary2008.

TheIndigenousLiaisonOfficeractsasaprimarycontactandliaisonpointbetweentheParliamentandAboriginalandTorresStraitIslandercommunities.TheroleincludessupportingtheParliamenttodeliveroutreachprogrammestofacilitatemoreeffectiveengagementbetweentheParliament,itscommittees,Members,andtheAboriginalandTorresStraitIslandercommunitiesacrossQueensland.

BrettalsoadvisestheSpeaker,Members,andstaffonAboriginalandTorresStraitIslanderculturalprotocolsastheyaffecttheParliament(e.g.welcometocountry,acknowledgementoftraditionalowners,observanceofceremony,andprotocol).

Thisrolecamefromoneofthe25recommendationsintheHandsonParliamentreport2003,whichwasreportedbyaQueenslandParliamentaryCommitteeInquiryintoAboriginalandTorresStraitIslanderPeoples’ParticipationinQueensland’sDemocraticProcess.

TheQueenslandParliamentistheonlyAustralianparliamenttoappointanIndigenousLiaisonOfficer.

OkihashadtheopportunitytobeontheMinisterofEducation’sYouthAdvisoryGroupthisyear,whereheshareshisvoiceandcollaborateswithotherNewZealandstudentsfromaroundthecountry.Hehasagreatpassionforbasketballandhasrepresentedhishighschool,Canterbury,andNewZealandinhisagegroup.

Hisdailyscheduleisfullofmeetingswithvariousgroups,basketballtraining,schoolwork,andfamily.Okihasgreataspirationsandaimstogotouniversityafterhefinisheshighschool.Withsomanygreatcareerpaths,heisopenmindedandisreadytogowhereverlifetakeshimaslongasheishelpingpeople,learning,andadvocatingfortheoneswhooftendon’thaveavoiceinsociety.

Phil Smith, Facilitator

PhilSmithistheeditorofTheHouse,asmallmediateamdedicatedtoexplainingandreportingthebusinessoftheNewZealandParliament,ratherthanthemachinationsofpolitics.

Formerlyheworkedasajournalist,livecurrentproduceranddocumentarymakerforRNZ,andhasreportedfromChina,India

andAustraliaaswellasNZ.

HisdocumentarieshavewonfiveQantasAwardsandtwoMediaPeaceAwards.In2002hewasawardedaDavidLowCheveningJournalismFellowshipandspenttimeatOxfordresearchinglawandorderpolitics.In2006hewasawardedaRoselynCarterFellowshipbytheCarterCentreinAtlanta,USA,andfocussedonpublicfearofmentalillness;andmentalhealthcarefailingswithinNZ’scorrectionssystem.

He’sbeenfascinatedbypoliticssince,asasmallten-year-old,hemetRobertMuldoonandrealisedthatshortandimportantcancomeinthesamepackage.
