Five Star Bank parent to pay quarterly dividend of 25 cents on July 2

WARSAW, N.Y. — Financial Institutions, Inc. (NASDAQ: FISI), parent of Five Star Bank, will pay a quarterly cash dividend of 25 cents a share per common share outstanding for the latest quarter.

The banking company said it will pay the dividend on July 2, to shareholders of record on June 14.

The dividend is the same amount that Financial Institutions paid last quarter, when it boosted the payment by one cent over the prior quarter.

Five Star Bank, based in Warsaw in Wyoming County, has more than 50 branches throughout Western and Central New York. Its CNY branch-es include offices in Auburn, Geneva (2), Seneca Falls, Elmira (2), and Horseheads.

Financial Institutions and its subsidiaries em-ploy about 700 people.

SYRACUSE — ADHD & Autism Psychological Services and Advocacy PLLC recently purchased the 11,134-square-foot office building located at 1031 East Fayette St., in Syracuse for more than $1 million.

ROME — Nearly 45 employees of Rome–based Assured Information Security (AIS) are working in a new office not far from the firm’s headquarters.

AIS has opened a new office at 160 Brooks Road in Rome, which is located across the road from the company’s main office. The company’s SecureView unit is using the new office space, AIS says.

AIS is leasing the more than 13,000-square-foot space from Community Bank, Erin Bushinger, senior manager of marketing & communications, tells CNYBJ.

The company on June 6 held a formal-opening event at its new office space that included officials from the Rome Area Chamber of Commerce.

The U.S. Air Force recently awarded AIS a $93.6 million indefinite delivery/in-definite quantity (IDIQ) contract, allowing for the performance of work in support of

VIPER software baselines through April 2026. VIPER is short for virtualized intelli-gence platform engineering and research.

SecureView, a unit within the cross-domain virtualization solutions (CDVS) group at AIS, will be handling this work for Air Force Research Laboratory (AFRL) in Rome. AFRL is also known as Rome Lab.

“We have a dedicated training room to

support our monthly SecureView train-ing classes and a large test lab which will support customer specific engineer-ing, troubleshooting and support,” Sue Stein, program manager at AIS, said in a company news release. “There is also a conference room equipped with video teleconferencing equipment, so we can easily meet with our remote employees

and customers, which is extremely impor-tant to us.”

Founded in 2001, AIS operates loca-tions across the U.S. offering cybersecu-rity capabilities and services.

AIS says it has “doubled its workforce, more than quadrupled its revenue, ac-quired three companies and expanded to 10 locations” in the past six years. n

AIS adds new Rome office for unit handling contract work

Assured Information Security (AIS) on June 6 formally opened its new space at 160 Brooks Road in Rome, across the street from its headquarters. The company’s SecureView unit will use the more than 13,000-square-foot space that AIS is leasing from Community Bank. SecureView will use the space for work on a $93.6 million contract award from the U.S. Air Force.

Most regional unemployment rates declined in MayRegional job growth numbers were mixed BY ERIC [email protected]

U nemployment rates in the Syracuse, Utica–Rome, Watertown- Fort Drum, Binghamton, and

Elmira regions declined in May compared to a year ago, while the jobless rate in the Ithaca area was unchanged.

The figures were part of the latest New York State Department of Labor data re-leased on June 25.

On the job-growth front, the Syracuse, Watertown–Fort Drum, Ithaca, and Elmira regions gained jobs between May 2018 and this past May.

Bucking the trend, the Utica–Rome and Binghamton areas lost jobs in the same period.

That’s according to the latest monthly employment report that the New York State Department of Labor issued June 20.

was 3.7 percent in May, down from 3.9 percent in May 2018.

In the other CNY areas, the unem-ployment rate in the Utica–Rome region fell to 3.9 percent from 4 percent; in the Watertown–Fort Drum area, it dipped to

4.5 percent from 4.8 percent; the rate fell in the Binghamton region to 3.9 percent from 4.2 percent; it was unchanged in the Ithaca metro area at 3.2 percent; and the rate fell in the Elmira region to 3.8 percent from 4.4 percent in the year-earlier period.

The local-unemployment data isn’t seasonally adjusted, meaning the figures don’t reflect seasonal influences such as holiday hires.

The unemployment rates are calculated following procedures prescribed by the U.S. Bureau of Labor Statistics, the state Labor Department said.

rose from 3.9 percent to 4.0 percent in May. The state unemployment rate was higher than the U.S. unemployment rate of 3.6 percent in that month.

The May statewide unemployment figure of 4 percent was down from 4.2 percent in May 2018, according to department figures.

“The slowdown this month in New York State’s labor market reflects the weak na-tional jobs report in May, as private-sector payrolls in the U.S. increased by less than 100,000, when a gain of 200,000 is more typical. The state’s monthly jobs data can be volatile and are subject to revision as more information becomes available. As a result, it is necessary to observe sev-eral months of data before establishing a trend,” the state Labor Department noted

in its June 20 report.The federal government calculates New

York’s unemployment rate partly based upon the results of a monthly telephone

survey of 3,100 state households that the U.S. Bureau of Labor Statistics conducts.

The data in the preceding table are not seasonally adjusted, which means they reflect seasonal influences (e.g., holiday and summer hires). Therefore, the most valid compari-sons with this type of data are year-to-year comparisons of the same month, for example, May 2019 versus May 2018.

I n 2015, Cortland became home to the technology development company called CNY Point of Sale

(Catch Clients LLC). Jonathan Milton, CEO and chief technical of-ficer, is no stranger to the small-business lifestyle. So, it should come as no surprise that he would be fa-miliar with the many needs of small-busi-ness owners. In fact, he has spent years de-veloping a knowledge base and a passion for

small businesses that he now uses to serve his customer base.

A graduate of the University of Miami Business School, Milton proved his pas-sion for small business early on when he founded the Miami Business School Undergraduate Entrepreneurship Club. Before graduating from the university in 2004, Jonathan was presented the oppor-tunity to open a restaurant in Miami called ‘The Sake Club’ with a few classmates. The experience of starting, owning, and operating a restaurant from scratch with little to no experience was invaluable.

Unfortunately, partly due to his inexpe-rience at the time, the restaurant eventual-ly closed. Devastated, Milton vowed never to repeat his past mistakes. He has spent over a decade gaining the experience nec-essary to make sure other businesses have the tools they need to succeed and thrive. Jonathan relates his empathy often, saying “at CNY Point of Sale, we know that running a small business is a lot of work. Every startup needs guidance to suc-ceed. That’s why Milton brought his own startup to the next level by reach-ing out to the Onondaga Small Business Development Center (SBDC) in 2017. After completing the “SBDC Fast Track

to Business Start-Up” course Jonathan stayed in contact with me. Having continu-ous business advisement helped him con-centrate on making connections, business planning, and presentations. Jonathan’s continuing education eventually enabled him to place second in the 2018 Cortland County Pitch Competition.

Milton has said that he started to work with a local small-business advisor be-cause “starting a technology-based busi-ness in upstate New York is challenging, especially during product development. The SBDC has been able to connect us with the right information and contacts regarding grants, business plan competi-tions, and legal counsel, as well as gen-eral feedback and guidance. In a relatively small town, I’m not sure who else I could turn to get this level of advice.”

At CNY Point of Sale, providing custom-ers with the most up-to-date technology is a number one priority. The business is currently conducting a beta test on its latest software app, partially funded by its Cortland County Business Competition winnings. Customers will be able to use the app to display their business informa-tion online, helping them run their busi-ness-operation functions with a secure dashboard control panel. Created with the busy small-business owner in mind, this software will also provide multi-function capabilities without additional design or programming.

And the progress doesn’t stop there. While currently located on the third floor of the Cortland Corset Building at 75 E. Court St., Milton is working hard to scale his business. In addition to part-time sales personnel, CNY Point of Sale has reached the milestone of hiring its first full-time employee. And, in the next 12 months, the firm expects to hire two more. CNY Point of Sale also recently announced on Twitter that it has been invited to join the Tech Garden in Syracuse.

As his business continues to expand, Jonathan will continue to work for his small-business customer base — making CNY Point of Sale a great model for how a

successful small business can advocate for other local small businesses.

Orgill’s $68M Rome dis-tribution center to serve Northeast customers BY ERIC [email protected]

ROME — Collierville, Tennessee–based Orgill Inc. has distribution centers in plac-es like Inwood, West Virginia and London, Ontario, and it will soon add a Central New York location to that list.

Orgill — which says it’s the world’s largest independent hardlines distribu-tor — plans to build a 780,000-square-foot distribution center in Rome, its first such facility in the northeastern U.S.

With it, the firm will create 225 new jobs, the office of Gov. Andrew Cuomo announced on June 21.

Orgill will build the distribution center, the company’s first in New York state, in the Griffiss Business and Technology Park. The company plans to spend $68 million to construct and equip the fa-cility, which will serve Orgill’s customers throughout the Northeast.

“Over the past few years we at EDGE have adapted our business-development strategy to target site selectors. It is from that strategic relationship that this proj-ect was identified,” Steven DiMeo, presi-dent of Mohawk Valley EDGE, said in a news release issued by the governor’s

office. “Our team was then able to work with [Memphis, Tennessee–based] J.M. Mullis, Inc. who represented Orgill on this competitive site search, Empire State Development, and Orgill to find a location and workforce that met their needs. We are excited that Rome and the Griffiss Business and Technology Park is that location.”

To encourage Orgill’s investment in the Mohawk Valley, Empire State Development has offered up to $3.5 mil-lion in performance-based Excelsior jobs program tax credits, which are tied direct-ly to the creation of 225 jobs as well as the purchase of equipment and machinery, the state says.

The $68 million, 780,000-square-foot distribution center will have the potential to expand to 1 million square feet.

The new facility will be Orgill’s eighth distribution center. Besides the existing fa-cilities in West Virginia and Ontario, Orgill has sites operating in Tifton, Georgia; Sikeston, Missouri; Hurricane, Utah; Kilgore, Texas; and Post Falls, Idaho.

Orgill serves more than 6,000 retail hardware stores, home centers, profes-sional lumber dealers, and farm stores throughout the U.S. and Canada, and

more than 50 countries around the world. Orgill will begin hiring key personnel in early 2020 “and will continue staffing of the facility closer to opening,” per the release.

The primary reason for the addition of the new Rome facility is to provide “faster and more efficient service” to Orgill’s growing customer base in the Northeast, the firm said.

The new facility will service cus-tomers in seven states throughout the Northeast, including New York, Vermont, New Hampshire, Maine, Massachusetts, Connecticut, and Rhode Island.

Orgill currently serves the custom-ers from its distribution center in West Virginia, but the addition of the new facil-ity will streamline the delivery process, the company said.

SYRACUSE — Julian B. Modesti, se-nior counsel in the Syracuse office of Harris Beach PLLC, has been elected as president of the board of direc-tors of Catholic Charities of Onondaga County, according to a Harris Beach news release.

Modesti focuses his law practice on business and commercial litigation, with an emphasis on shareholder dis-putes, leases, land-use matters, finance agreements, unfair competition, trade secrets, trust and estate litigation, and business torts. He also handles ap-peals in both state and federal courts on a variety of civil-law issues and is often retained as a mediator in cases involving commercial disputes, Harris Beach said. Modesti is one of 15 attor-neys in the law firm’s Syracuse office. Harris Beach is headquartered in the Rochester region.

In his new board role for Catholic Charities, which is for three years,

Modesti will lead the board in providing strategic direction and fundraising support to the Catholic Charities management team. He has been a longstanding member of the Catholic Charities board, having recently served as board VP.

Catholic Charities, with a yearly budget of about $23 million, is one of the most active social-services provid-ers in Central New York. The agency helps more than 19,000 clients annually through programs for people regard-less of their religion, race, ethnicity, gender, age, or nationality, per the re-lease.

Catholic Charities’ programs include emergency assistance, food pantry sup-port, men’s-shelter services, veterans’ support, refugee resettlement, hous-ing services, health-care management, workforce development, parent educa-tion programs, pre-K programs, respite services, and neighborhood centers. n

Dr. Waleed Albert, presidentAlbert received his medical degree from

the Faculty of Medicine of Damascus University in Syria. He completed a residency in internal medi-cine at Trenton Affiliated Hospitals in New Jersey, and a fellowship in infec-tious diseases at Albany Medical College and the Albany Stratton VA Medical Center.

Dr. Jonathan Block, VP Block received his M.D. degree from

Stony Brook University, and his MBA in health care administration from California Pacific University. He completed graduate medical educa-tion in general surgery at Albany Medical Center Hospital. Block is a partner in Associated Medical Professionals. He previously served in the U.S. Air Force and was hon-orably discharged as a major.

Ulahannan received his medical degree from Government Medical College in India. He completed his residency in internal medicine at Flushing Hospital Medical Center in the New York City area.

dic trauma with the MVHS Orthopedic Group. He received his doctor of os-teopathic medicine (D.O.) degree from Ohio University College of Osteopathic Medicine. Wigderson received his bache-lor’s degree from the University at Albany.

He completed a residency in orthopedic surgery at Peninsula Hospital Center in Queens, and fellow-ships in orthopedic trauma at Mount Sinai Medical Center in Manhattan, and in orthopedics at Booth Memorial Medical Center in Queens.

cialist in general and in-terventional cardiology and is a senior member of the Central New York Cardiology Group. UTICA — The Central Association for the Blind and Visually Impaired (CABVI) re-cently named new board mem-bers and chairs for its governing board.

James B. Turnbull, IV is now the chair of the governing board, replacing Edward E. Welsseh, who served three terms (or nine years total) as chair.

Additionally, gov-erning board member Richard Dewar was sworn in as 1st vice chair and Paul J. Drejza was sworn as 2nd vice chair. Shawn Kelly also completed his three-term limit. CABVI’s in-

coming governing board mem-bers include Deborah Kessler of Kessler Promotions; Gary Heenan, Utica College (UC) hockey head coach; and Judge Michael Misiaszek.

CABVI also announced the winners of two prestigious awards. Former executive direc-

tor, Don LoGuidice received the Luca Award, and UC’s Heenan re-ceived the Guiding Light Award.

The Luca Award is awarded to an individual or organiza-tion that has made a significant

impact on employment and upward mobility opportunities for people who are blind and visually impaired. The award honors former CABVI VP of manufacturing, Luca Esposito who played an integral part in developing product lines that employ most of CABVI’s blind

and visually impaired workers.

The Guiding Light Award is given to an individual or group of people who made a significant contribu-tion leading to reha-

bilitation program expansion and improved quality of service. Heenan has helped CABVI with its winter camp, Camp Abilities in Motion, and has advocated for and supported the organization.

New York home sales decline 4 percent in May, NYSAR saysMedian sales price rises 6 percent

N ew York realtors sold 10,430previously owned homes in May,down 4.4 percent from the 10,913

homes sold in May 2018.That’s according to the New York State

Association of Realtors’ (NYSAR) new monthly housing-market report issued June 24.

Sales dataThe May 2019 statewide median sales

price was more than $273,000, up 6 per-cent from the May 2018 median of nearly $258,000, according to the NYSAR data.

Pending sales totaled 13,604 homes in May, a rise of 0.4 percent from 13,552 a year prior.

The months’ supply of homes for sale rose nearly 2 percent at the end of May to a 6.2-month supply, NYSAR reported. It stood at 6.1 months at the end of April 2018. A 6-month to 6.5-month supply of homes for sale is considered to be a bal-anced market, the association says.

The number of homes for sale totaled

69,118 in May, off 0.1 percent from May 2018.

Central New York dataRealtors in Onondaga County sold 397

previously owned homes in May, down nearly 14 percent from the 460 sold in the same month in 2018. The median sales price rose over 3 percent to $155,000 from $150,000 a year ago, according to the NYSAR report.

NYSAR also reports that realtors sold 168 homes in Oneida County in May, up nearly 2 percent from the 165 sold during May 2018. The median sales price rose 6.6 percent to $130,000 from nearly $122,000 a year ago.

Realtors in Broome County sold 159 existing homes in May, up more than 14 percent from 139 a year ago, according to the NYSAR report. The median sales price decreased 9.5 percent to $105,000 from $116,000 a year ago.

In Jefferson County, realtors closed on 106 homes in May, down almost 3 percent from 109 a year ago, and the median sales price of $139,500 was up 5.5 percent from $132,200 a year ago, according to the NYSAR data.

All home-sales data is compiled from multiple-listing services in New York state and it includes townhomes and condomin-iums in addition to existing single-family homes, according to NYSAR. n

SYRACUSE — The Downtown Committee of Syracuse, Inc. has recognized the Everson Museum of Art, TCGplayer, and the Whitney Lofts project for their efforts in downtown revitalization.

The Downtown Committee also hon-ored local businessman Michael Sgro in the awards portion of the organization’s annual meeting held June 20 in a lunch-hour event at the Oncenter.

In addition to the awards, Merike Treier, executive director of the Downtown Committee of Syracuse, delivered her an-nual “State of Downtown” address, outlining $233 million in investment activity underway.

Urban Innovation AwardThe Downtown Committee honored

TCGplayer with the Urban Innovation

Award, “given for a trailblazing activity that’s brought new attention — and ener-gy — to a previously underdeveloped facet of downtown Syracuse,” per a Downtown Committee news release.

The tech company’s “innovative, in-teractive” office-headquarters design is part of South Warren Street, just north of the Marriott Syracuse Downtown, the former Hotel Syracuse. Besides its own activity, TCGplayer partners with Central Library to host “Dungeons and Dragons” game sessions for children and teens, the Downtown Committee noted. It’s also working with the Marriott Syracuse Downtown to host a series of summer block parties.

Heart of Downtown AwardThe Downtown Committee also hon-

ored the Everson Museum of Art with the Heart of Downtown Award, “given for ef-

forts that positively impact the way people feel about downtown Syracuse.”

Described by the Committee as “an in-stitution that has evolved along with down-town Syracuse,” the Everson is celebrating the 50th anniversary of its building.

“The Everson constantly finds new ways to connect diverse audiences to modern and contemporary artwork,” the release stated.

The museum earlier this year intro-duced the Danial Family Education Center and uses programming such as “Third Thursday” events and “Pay What You Wish” Wednesdays to make sure “the mu-seum is accessible to all,” the Downtown Committee said.

The 3,000-square-foot Danial Family Education Center features flexible class spaces, a new kiln, parent lounge, and gal-lery walls to feature student work.

Perfect Partner AwardThe Downtown Committee recognized

Michael Sgro with the Perfect Partner Award, “given to an individual or business whose commitment positively influences downtown Syracuse.”

Sgro is founder of Michael Sgro Leadership Coaching and co-founder of the newly launched “Downtown Champions” group.

As a downtown business owner, resi-dent, and “active” participant in downtown events, “Michael’s enthusiasm is conta-gious, and his creativity continues to stir new engagement in downtown activities,” the Downtown Committee said.

Newsmaker AwardThe organization also recognized the

Whitney Lofts project with the Newsmaker Award, which “highlights collaborative ef-forts that have generated a buzz through-out the community.”

Crews redeveloped the buildings at 321 and 323 S. Salina St. into the Whitney Lofts with 16 luxury apartments, Oh My Darling restaurant, Clementine — a grab-and-go lunch and breakfast counter — and the FITZ, a basement speakeasy.

May jobs dataThe Syracuse region gained 6,200 jobs

in the past year, up 1.9 percent.The Utica–Rome area lost 900 jobs, a

decrease of 0.7 percent; the Binghamton region shed 800 jobs, a decline of 0.8 percent; the Watertown–Fort Drum area gained 300 jobs, an increase of 0.7 percent; the Ithaca region picked up 1,600 posi-tions, a rise of 2.4 percent; and the Elmira area added 100 jobs, up 0.3 percent.

New York state as a whole gained more than 95,000 jobs, an increase of 1.0 per-cent, in that 12-month period. The state economy lost nearly 14,000 jobs, a 0.1 percent dip, in May compared to April, the labor department said. n

SYRACUSE — Hotels in Onondaga County saw fewer guests in May than in the year-ago month, according to a new report.

The hotel occupancy rate (rooms sold as a percentage of rooms available) in the county fell 9.5 percent to 60.8 percent in May from 67.2 percent a year earlier, according to STR, a Tennessee–based hotel market data and analytics company. It was the eighth straight month in which Onondaga County’s occupancy rate declined compared to the

year-earlier period. Year to date, hotel occupancy in the county was down 7.4 percent to 51.2 percent.

To be sure, Onondaga County last year hosted the U.S. Bowling Congress — at the Oncenter in Syracuse — from late March through early July. That pumped an estimated more than 40,000 hotel room night stays into the market. No similar event is taking place this year, making it difficult to match last year’s hotel occupancy numbers.

Revenue per available room (RevPar),

a key industry gauge that mea-sures how much money hotels are bringing in per available room, fell 7.7 percent to $71.32 in May from $77.28 in May 2018. Through the

first five months of the year, the county’s RevPar declined 5.9

percent to $51.91.Average daily rate (or ADR), which rep-

resents the average rental rate for a sold room, gained 2 percent to $117.20 in May from $114.92 a year before. Year to date, Onondaga County’s ADR was up 1.7 per-cent to $101.40. n

Legislative session was 6 months of unchecked liberal extremismO ne-party rule in Albany is an

unmitigated disaster. The best part about the 2019 New York

State legislative session is that for now, the dam-age is over. What we saw during the last six months was unchecked liberal extremism too eager to show what could be done, without giving enough consid-eration to what should be done.

New York Democrats demonstrated their pri-orities in a number of

ways: by lighting up landmarks to cele-brate late-term abortion expansion; cheer-ing as Amazon’s 25,000 jobs bailed out of New York; approving $1.3 billion in new taxes for already-overburdened families; dropping a mountain of unworkable, job-killing regulations onto our cornerstone industries; coddling incarcerated criminals and parolees while ignoring traumatized victims; and rewarding illegal immigrants with driving privileges typically reserved for law-abiding citizens.

We had enough existing problems in New York that demanded our attention — our tax rankings remain the worst in the country, outmigration is a national embarrassment, struggling families con-tinue to get nickeled and dimed and our upstate infrastructure is crumbling — yet none of these issues were properly addressed, and willful ignorance won over common sense in 2019.

While this session will best be known for its radical shift away from responsible governing, there were notable achieve-ments highlighting the good that can be done when political agendas are put aside. This year, the Assembly:

• made the 2 percent property tax cappermanent, establishing important protec-tions for homeowners;

• reinforced our support for NewYork’s schools and students by increas-ing state education investments by nearly $1 billion;

• decoupled teacher evaluations fromflawed state assessments;

• prevented a trash incinerator fromthreatening the quality of life, economy, and future well-being of the Finger Lakes Region; and,

• established overdue reforms to theMTA to address funding, operational, and performance issues that have been ig-nored for long.

But the minimal amount of success we witnessed was completely overshadowed by the misguided and utterly bewildering priorities of the New York City agenda. When families looked to Albany for help what they saw was a state legislature more focused on political posturing, distracted by Washington D.C., and intent on helping criminals, inmates, and illegal immigrants.

The completion of the legislative ses-sion ends a six-month parade of liberal ex-tremism that was not only irresponsible, but incredibly dangerous. I’m afraid that New York State is about to learn that the hard way. n

A few months ago, the federal debt we have accumulated over the past decades crossed the $22 tril-

lion mark. That’s a record. And it’s surely not going to be the last.

According to Congressional Budget Office (CBO) estimates, annual federal deficits over the next decade — the deficit is the annual figure for how much more Congress and the president opt to spend than the government takes in as rev-

enue — are expected to average $1.2 trillion. Overall, the debt held by the public amounts to about 78 percent of our GDP.

That’s double what it was before the 2008 recession, and the CBO estimates that without significant changes, it’ll rise to 118 percent over the next 20 years, higher

even than right after World War II.Does this matter? Back when I was in

Congress, I came away confused practi-cally every time I listened to an economist offer an opinion. Some thought it mattered immensely. Others, not at all.

Indeed, I remember when the prospect of running a deficit of just a few billion dol-lars caused fiscal experts to say we were facing fiscal catastrophe. They turned out to be wrong. The system has been able to carry heavier debt than we once thought. The problem is, all we know is that we’re okay so far; we have no idea when we sud-

denly won’t be fine.Here’s a useful way to look at it. Interest

on the debt is expected to hit $390 billion this year. We’re paying more in interest on the debt than we spend on our children, and we’re headed toward doing the same with defense. I doubt that fits the priorities of most Americans. And I don’t think it’s sustainable indefinitely. It may even be dangerous.

At a certain level, carrying such huge debt — and spending so much each year to pay off the interest — makes it harder for the government to respond to future challenges and raises the risk of an eco-nomic crisis with no gas in the tank left to accelerate out of it.

It may crowd out both public and private investment, because there is less money for the government to invest in human capital or infrastructure, and private capital flows into government bonds rather than other avenues that might stoke economic growth. Or investors may decide that the U.S. government isn’t credit-worthy after all, and either push up interest rates or find a different currency to back, forcing the dollar’s value to plummet.

The bottom line is that ultimately, we have to pay for our government spend-ing. Deficits don’t replace that need; they merely defer it.

The problem is that attacking yearly defi-cits is politically very difficult. They have to be addressed on both the spending and the revenue side — that is, with both spending cuts and tax increases — but there’s not much appetite in Washington for either. Even though politicians know full well that

it’s not a question of whether we need to raise taxes or cut spending, just of when.

In the end, I believe strongly that the first rule for any policymaker ought to be: Do no harm. This requires a shift in our thinking about spending policies. If something is really important to do, it’s worth paying for and not pushing the cost into the future and on to the backs of our children. If no one’s willing to do what it takes to pay for it, maybe it’s not as high a priority as its backers think.

Similarly, we need to get real about taxes. It’s hugely seductive to politicians to believe that tax cuts pay for themselves by boosting economic activity and hence tax revenues. There is no evidence that this is how things work in the real world, how-ever. Instead, deficits just keep increasing.

So do we need to panic? No. But we must not take the view that the question is irrelevant. Far better to begin now to address the problem gradually than to be forced into sudden and drastic measures by a crisis we all knew was coming, but didn’t have the will to forestall. n

K eyCorp (NYSE: KEY) — parent of KeyBank,the No. 2 bank ranked by deposit marketshare in the 16-county Central New York

area — recently boosted its quarterly cash dividend by 11 percent to 10.5 cents per share of its common stock.

The dividend, up from the 9.5 cents that Key paidlast quarter, is payable on Dec. 15, to holders of record

as of the close of business on Nov. 28.This marks the second dividend increase that

KeyCorp has initiated in 2017, following a 12 percenthike in the second quarter.

Headquartered in Cleveland, Ohio, Key is one ofthe nation’s largest bank-based financial services com-panies, with assets of $136.7 billion as Sept. 30.

In the 16-county CNY region, KeyBank had 68branches and nearly $4.3 billion in deposits, good fora 14.42 percent market share, according to the latestFDIC statistics as of June 30. n

Solvay Bank has named NESIB OSMANOVIC assis-tant VP and branch manager of its Liverpool branch. He previously served as assis-tant branch manager at the Liverpool office. Osmanovic holds a bachelor’s degree of professional studies in business management from Cazenovia College. Solvay Bank has also named JUSTIN STENERI assistant VP, commercial loan officer. He has more than 12 years of banking experience and is a graduate of Marist College.

MICHAEL LONGO, a sys-tems development manag-er, was recently promoted to VP at NBT Bank. Longo joined NBT Bank in 2012. After successfully com-pleting its management development program, he became a member of the systems development team and advanced to his current role in 2017. Today, he is re-sponsible for overseeing digital and analyt-ics strategy along with a team of employees who implement technology to enhance the employee and customer experience. Sharpe’s insurance career spans more than 25 years with ex-pertise in deepening agency relationships to drive premium growth, profitability, and revenue for independent agents. Most re-cently, she was the assistant VP & regional manager, business development at a na-tional property and casualty insurer where she oversaw sales and distribution for a five-state region. Sharpe also served as director and state manager of business development, where she led key business-development initiatives into new territories as well as the expansion of current agency territories. While the original massing was largely retained, the once-static masonry façade is made dynamic with a new metal rainscreen system. Capitalizing on its design options in material, color, and tex-

ture, the façade is now an animated composition in sync with its context. Typical of structures of this vintage, the existing building had a dismal energy profile, particularly in thermal comfort and energy efficiency. To remedy this, original windows were replaced by dual-pane, thermally-broken units; all exposed concrete was encap-sulated and brought inboard of the insulation layer; and spray-foam insulation created a tight envelope behind the rainscreen.

The building design was inspired by the previous train station structure including architectural brackets and wood work that have been salvaged for the new building. Construction started in May 2019 and the antici-pated completion date is October 2019; Morrill Hall, Cornell University, Ithaca: Completed in 1868, Morrill Hall is the first of the three “Stone Row” buildings constructed on the Cornell University Campus. It is a local and nationally registered historic landmark designated by the U.S. Department of the Interior National Park Service. The roofing, mansard, dormers and windows were replaced and/ or reconstructed. A terne coated stainless steel standing seam metal roof was selected to restore the upper roof to the standing seam metal roof depicted

in photos dated to the late 1880s. Restoration of the chimneys and new custom manufactured ventilators were included in the project. The original octagonal shaped slates on the mansard and dormer siding was completed replaced, in-cluding replacement of valley flashings, built-in gutter systems and repairs and improvements to the cornice framing, built-in gutter and down-spouts. The existing painted sheet metal cornice was established a prominent feature of the building based on conversations with the Ithaca Landmarks Preservation Commission. Project completed in January 2019.
