Los Angeles-With a finely honed nosefor news, the FRED News Bureau onceagain gave you the correct conclusionwith a bare minimum of input from theprincipals.

As we announced last week, Infinityis over. With a formal statement abouteconomic pressures, etc., MCA hasclosed the doors on RON ALEXEN-BURG's Infinity Records. The wordcame to Infinity staffers in the form of amemo to employees saying that they(and the label) were being terminated by

MCA. The reaction was a stunnedsilence even though the rumour millhad Infinity closing as long as twomonths ago.

According to sources within MCA,certain high-level Infinity execs will beasked to stay on at MCA but Alexenburgis not among them. Inside sources saythat Alexenburg was asked to take overMCA months ago but he turned it down,preferring to stay in New York andconcentrate on Infinity.

SID SHEINBERG, head of MCA, Inc.,stated, "Although Ron Alexenburg has

TAKIN IT TO THE STREETSWashington-JOHN B. SUMMERS,NAB executive, says that the currentFCC proceeding on deregulation willshow once and for all who the "realpublic" is that is being served by radio.

Summers points out that for too manyyears special interest lobbies havepurported to speak for the public atlarge. These groups have immediatelystarted anti-dereg movements becausethey feel that radio will lessen itsservice to the public if it is deregulated.Summers pointed out that studies haveshown that the amount of public servicetime is predicated on the marketplace,rather than The Rules. Special interestgroups still list a "parade of horribles"that they expect to happen with dereg.

The NAB Executive VP and GeneralManager called for the "real public" tosend comments to the Commission. Thepublic trust enjoyed by stations "backhome" must be conveyed to Washing-ton, said Summers. He then urgedbroadcasters to take the case for dereg

to the listening public and to local publicleaders and to have them expresssupport and trust in dereg to the FCC.

A NEW STUDYTHE REAL VIDEO IMPACTBeltsville-Arbitron Television an-nounced that it would be joining withVideo Probe Index to conduct a study onthe "New Electronic Media." NEMincludes all use of the tv set beyondnormal television broadcast.

Diary responders in the top 25 ARBADIs from the November 1979 and theFebruary 1980 sweeps will be thesample base for the study. From thesetwo groups of people, 9,000 will bepicked to fill out attitudinal/lifestyle/NEM usage and Reception question-naires. ARB and VPI expect a 67%return rate. The questioned respond -dents will be 1/3 basic cablesubscribers, 1/3 pay cable subscribersand 1/3 noncable subscribers.

The master report will provideviewing and consumer data. Theviewing data will include pay and basic

cable daypart ratings to show impact ofHBO, Showtime, Local Cable, ImpactedStations, Superstations and SatelliteNetworks.

In addition to the basic report,individual reports will be available foreach segment of the study. These willinclude: Video Game Report, VideoCassette Report, Video Disc Report,Two-way TV/View Data type servicesReport, Large Screen TV Report, HomeComputer Report, Movie TheaterAttendance Report, Sports AttendanceReport, Wall Street/Investor Report.

"The New Electronic Media of the1980s" is the benchmark investigationof the impact of all this media ontraditional television viewing andlifestyles. The results will be availablein Spring 1980.

FCC DRAGGING ON REFUNDSWashington ---The NAB in a reply toa US Court of Appeals says that theFCC has "demonstrated a continuingpattern of illegality and delay" in theirefforts to return fees to broadcasters.

The court set down a ruling almost

three years ago that the Commissionmust refund in the area of $45 millionin licensing fees collected from radioand tv broadcasters. To date the FCChas refunded only $61,000 and is re-quiring licensees sign a waiver stating

"The heart of our company, and theheart of the advertising industry," wasthe way Rule described broadcasting."The partnership between the adver-tiser and the broadcaster has been animmensely productive one and it'sgoing to stay that way for a long time tocome," stated Rule.

"At ABC we've had a differentattitude towards radio than most bigbroadcasters. We were number 1 inradio long before we started out climb intv. We know how popular and profitablea medium it is and we think its future isvery bright.

"Every week broadcasting trademagazines print that dozens of stationshave changed hands, at prices wecouldnt have imagined a few years ago.These purchases are only part of abroader trend; imaginative newformats, sophisticated managementand a very aggressive approach tocompeting for the advertiser's dollar.

"This competition is obviously achallenge for us at ABC Radio. We'vegot our work cut out for us. But it's a

for the listeners. The choicesavailable to them in news and music,and in entertainment and informationare already vast and growing all thetime. It's a boon for the advertiser, too.The proliferation of station and formatalternatives makes it steadily easier tofind a precise target audience and thenew sales and audience measuringtools help to make sure we reach thataudience on target and on budget. think we're going to see more and moreadvertisers identifying radio as a

The FCC has replied to the chargesby saying that its violation of the courtmandate was a "harmless error." TheNAB contends that the Commissionhas exaggerated the problems raised intrying to communicate with thosebroadcasters due refunds.

The NAB is asking for: 1) publicnotice and Federal Register publica-tion to the effect that the waiver maybe ignored as it has no legal effect,2) deletion of the waiver provision fromthe fee request form, 3) inclusion ofthe public notice in all the FCC refundenvelopes.

Savannah-WZAT, sister station toWSGA, will go from automated to liveUniversals under the helm of Vice-

President/General Manager JERRYROGERS. The 100,000 watt FM will beknown as Z-102 and will drop Century21's automated rock programingservice.

"Even though the station is numberone in the total survey area according tothe April -May 1979 ARB, I felt that thetime to make the change was from aposition of strength rather than one ofweakness," said Rogers about thechange. "There's just so much more wecan do with a live operation."

Rogers went on to announce thatBRADY McGRAW will handle theprograming of both Z-102 and WSGA.JIM LEWIS will be Music Director andDENIS REID will be assistant PD of bothstations.

"WSGA was one of the few AMrockers to show an upward trend in thelast book and I feel these changes willgo towards solidifying that position.After being on the air and involved inday-to-day programing for 11 years inthe market, it's going to be difficult notto be, but the press of my other dutiesmakes it a necessary move," said
