Ida Chong has been the MLA for Oak Bay-Gordon

Head since 1996. She currently serves as

Minister of Community, Sport and Cultural

Development.

Minister Chong’s previous cabinet portfolios

include Minister of Science and Universities;

Healthy Living and Sport; Small Business,

Technology and Economic Development, and

Advanced Education.

Minister Chong has been involved in her

community for years, volunteering for a number

of not-for-profit groups and serving as municipal

councillor for the District of Saanich from 1993 –

1996.

She was also senior partner in an accounting

practice based in Saanich, and proudly retains

her credentials as a Certified General

Accountant.

Hikaru Nakamura is an American chess

Grandmaster (GM). He is ranked among the top

seven players in the world by FIDE as of May

2012, and is the current United States Chess

Champion.

Nakamura's first supertournament victory came

at Wijk aan Zee 2011, finishing clear first ahead

of the four top-rated players in the world in a

performance described by former World

Champion Garry Kasparov as better than any

tournament by Bobby Fischer, and the best by an

American in more than 100 years.

Nakamura is the top USCF rated player at 2858,

as published on 1 February 2012.

Minister of Community, Sport and Cultural Development

On behalf of Premier Christy Clark and the Province of British Columbia, I

want to welcome all players, supporters, volunteers, and family members

to the 2012 Canadian Open Chess Championship, being held in Victoria for

the first time.

Our government is proud to support world-class events such as this

championship, which draws some of the best chess players from Canada

and across the globe to compete in British Columbia.

This tournament is a great opportunity for our local players to engage in

elite-level chess, and it’s also a chance for us to highlight the beauty and

uniqueness of Victoria and Vancouver Island. I hope you will all take the

opportunity to do some exploring while you’re here, and what you see will

make you want to return.

I would like to recognize and thank Victoria Chess and the many

volunteers, supporters and sponsors who have made this event possible.

Welcome to Victoria from the CO2012 Organizing Committee

Victoria is the capital city of British Columbia and is situated on the

southern tip of Vancouver Island, just 40 km from the Olympic Peninsula in

Washington State. Victoria is surrounded by the ocean, mountains and

forest. There are endless opportunities to explore the rugged coast within

steps of the city.

Victoria has been the host city for two Canadian Youth Chess

Championships, the Canadian Chess Challenge, many provincial and local

tournaments and now the Canadian Open. This is the first time for the

Canadian Open Chess Championship in Victoria and we are very proud to

be the host city. We hope that you enjoy the tournament and your stay in

Victoria.

If you have the time you may want to extend your stay and explore

Vancouver Island or the adjacent Gulf Islands. Or maybe schedule a return

visit to play in the Grand Pacific Open (Easter Weekend) or outdoor chess

at the beach and downtown all summer long.

Please come back and visit again soon. And tell your friends about our

island in the Pacific.

Tournament Rules:

1. FIDE rules are used.

2. Playing Area: The playing area consists of the tournament halls,

adjacent hallways, and adjacent washrooms. Silence is required in

these areas.

3. Electronics: The use of electronic devices with the capability of

receiving information, computing, or creating noise is forbidden in the

Playing Area except as provided for below and by tournament staff. A

ringing cell phone will result in a forfeit. Please turn all your

electronics OFF. MonRoi recording devices are exempt from this.

4. Photography: Photos and videos are permitted in the first 10 minutes

of each round (including the use of cell phone cameras).

5. Ratings: The player has an obligation to report all previous ratings in

other countries and regions. Refer to the tournament website for

more details on rating policy.

6. Equipment: All equipment is provided. Outside equipment may NOT

be substituted.

7. Food: Food and alcoholic beverages are not permitted in the playing

area.

8. Byes: Up to 4 half point byes for rounds 1-7 may be requested up to

the start of round 1. Zero point byes may be requested for any round

if requested before pairings are made (usually the end of the previous

round). Refer to the website for more details.

9. Forfeits: This tournament uses a one hour grace rule before forfeiting.

10. Time Control: The time control in the Premier Section is 40 moves in

90 minutes followed by Game in 30 minutes all with a 30 second per

move increment. In the other sections, time control is Game in 120

minutes with a 30 second per move increment

close as you can get to the inner harbour (without falling in). The Flying

Otter is just a short stroll along the harbor front walkway from the Hotel

Grand Pacific.

The Bard and Banker Scottish Brewpub – enjoy locally crafted beer and

great food and live music a short walk from the Hotel Grand Pacific. The

Bard and Banker is located at Fort St. and Government St.in a beautifully

restored Bank of British Columbia building (1862). A pub night is

scheduled for July 12 at 9pm. Must be age 19 or over.

The Soda Shoppe – enjoy decadent snacks and drinks the old fashioned

way. The Soda Shoppe is located at 801 Government Street near the

Empress Hotel.

Sam’s Deli - Lunches are famous with fresh soups, sandwiches made

the street from the Soda Shoppe at 805 Government St.

Thrifty Foods – Pick up some local produce and other supplies for you stay

in Victoria. Remember to sign up for the smile card program and help us

raise money for Victoria Junior Chess. You can get a smile card from the

Canadian Open Bookstore. Thrifty Foods is located a short walk from the

Hotel Grand Pacific at 475 Simcoe St. and Menzies St.

Canadian Open History (from a B.C. Perspective)

This year marks the first time the Canadian Open Chess Championship has

been held in Victoria, the capital of British Columbia, but the province has

previously hosted Canada’s premier open event on three occasions, twice

at the University of British Columbia in Vancouver (1971 and 1982) and

once in Richmond (1999). The first Canadian Open took place in Montreal

in 1956, partly influenced by the flourishing U.S. Open. That event began

in 1900 as a regional affair with few players, but by 1947 had grown to the

point that the Swiss system was necessary to accommodate the large

numbers of entrants. This is the model that was adopted for the Canadian

Open. The inaugural Montreal event attracted 88 players and was won by

American stars Larry Evans and William Lombardy. Most of the strongest

Canadian players participated (Yanofsky, Anderson, Vaitonis, Joyner,

Fuster), also a certain Robert J. Fischer – he was thirteen at the time and

tied for eighth. Entry to the tournament was $10 plus $1 for CFC dues (if

required), first prize was $500.

For the next few years the Canadian Open was held biennially in even-

numbered years, alternating with the Canadian Closed in the odd-

numbered years. This continued until 1971, when long-time CFC president

and FIDE official John G. Prentice arranged for the Canadian Open to be

held a year early in conjunction with the FIDE congress in Vancouver in

August 1971. He was also able to use his influence to induce the reigning

world champion, Boris Spassky, to play in the event. Spassky tied for first

with Dutch IM (subsequently GM) Hans Ree, earning $800 each, while

there was a three-way tie for third between Zvonko Vranesic, Duncan

Suttles, and Walter Browne. Other notable visitors included Ljubomir

Kavalek, Pal Benko, and (non-playing) Max Euwe. One hundred and fifty-

six players participated; the entry fee was $25 with a guaranteed prize

fund of $4,100.

Canadian Open History Continued

After the 1973 tournament the Canadian Open switched from being a

biennial to an annual event. It was next hosted by British Columbia in

1982, when Gordon Taylor took top honours ahead of Jonathan Berry and

Rob Hawkes. Taylor received $700 for his efforts, while it cost $50 to join

the tournament. Unfortunately there were no titled players among the

148 entrants – the strongest players were apparently looking elsewhere

for stiff competition. This was not the case in 1999, the last time the

Canadian Open was held in this province. The 204-player field was headed

by Canadian GM Kevin Spraggett, but also in the running were GM Eduard

Gufeld, IMs Georgi Orlov, Tom O’Donnell, Anthony Saidy, and David

Cummings, along with strong local contenders such as Jack Yoos. In the

end Spraggett tied for first with Orlov, ahead of Cummings in clear third

and Nenad Ristovic in clear fourth. Entry fee at the door was $150 with a

$15,000 guaranteed prize fund.

Apart from Gordon Taylor mentioned above, other B.C. players have

periodically had success in the Canadian Open. Foremost among them is

Duncan Suttles, who won the tournament outright in 1973 (Ottawa),

finished second to Ljubomir Ljubojevic in 1974 (Montreal), and tied for

third in 1971 and 1964 (Scarborough), the latter at the age of eighteen.

These are Suttles’ only appearances in the Canadian Open – quite a record.

B.C.’s other grandmaster product, Peter Biyiasas, played in the tournament

infrequently and tied for third in 1976 (Toronto). Elod Macskasy won the

second Canadian Open outright in 1958 (Winnipeg) ahead of Larry Evans,

Vaitonis and Abe Yanofsky, while other notable B.C. results include a tie for

third for Lionel Joyner in 1985 (Edmonton), Alex Kuznecov tying for second

in 1989 (also Edmonton), and Jack Yoos tying for third in both 2009 (yet

again Edmonton) and 2010 (Toronto).
