The Vision
Learning Objectives
To understand the 2015 Michigan
Energy Code’s basic requirements for
lighting system commissioning:
◦ Which lighting system elements must
be function tested and how
◦ How function testing results should be
documented
◦ How function testing (commissioning)
benefits construction projects

commissioning, n. a quality-oriented process for
achieving, verifying and documenting that the
performance of facilities, systems, and assemblies
meets the defined objectives and criteria.
-ASHRAE, Guideline 0
05/07/2019 energysciencesllc.com 5
➢ Document the owner’s
project requirements (OPR)
➢ Provide documentation and
tools to improve the quality
of deliverables
➢ Verify and document that
systems and assemblies
perform according the OPR
➢ Verify that adequate and
accurate documentation for
systems and assemblies is
provided to the owner
➢ Verify that O&M personnel
and occupants are properly
trained
Objectives of Commissioning
➢ Provide a uniform and
effective process for the
delivery of construction
projects
➢ Deliver construction projects
that meet the OPR at the
time of delivery
➢ Utilize quality-based
sampling to detect systemic
problems
➢ Verify proper coordination
between systems and
assemblies as well as
between parties to the
delivery team

Phases of the Commissioning Process
• Develop OPR• Identify scope and
budget for Cx• Develop initial Cx
plan• Obtain acceptance
of PreDesign Phase Cx activities
• Verify BOD meets OPR• Update Cx plan • Develop Cx requirements
for inclusion in construction documents
• Develop draft Cx checklists
• Update scope and format of Systems Manual
• Define training requirements
• Perform Cx-focused design review
• Obtain acceptance of Design Phase Cx activities
• Update OPR• Update the Cx plan• Verify that submittals meet
the OPR• Develop detailed test
procedures and data forms• Verify that systems &
assemblies meet OPR• Deliver Systems Manual• Verify training of O&M
personnel and occupants• Obtain acceptance of
Construction phase Cx activities
• Verify seasonal testing of systems and assemblies
• Verify continual O&M personnel training
• Verify systems and assemblies meet CFR
• Verify continual updating of the Systems Manual
• Conduct & verify periodic performance tests
• Convene “lessons learned” workshop
• Complete Cx Report

Code Required Commissioning
For newly constructed buildings,
◦ HVAC control systems shall be tested to
ensure control elements are calibrated.
Adjusted and in proper working condition.
◦ For projects (except warehouses and semi-
heated spaces) larger than 50,000 ft2,
detailed instructions for commissioning
HVAC systems shall be included in project
plans and specifications
For alterations to existing buildings,
◦ HVAC control systems shall be tested to
ensure control elements are calibrated,
adjusted and in proper working condition.
◦ For projects larger than 10,000 ft2, detailed
instructions for commissioning HVAC
systems shall be included in project plans
and specifications

Code Required Commissioning
Lighting control devices and control
systems shall be tested to ensure that
hardware and software are
◦ Calibrated
◦ Adjusted
◦ Programmed
◦ In Proper Working Condition
in accordance with both construction
documents and manufacturer’s
instructions.
Applies to
◦ Newly constructed buildings and
additions
◦ Alterations involving ≥ 50% of the connected lighting load in a space or area

Commissioning Impacts…
05/07/2019 energysciencesllc.com 23
1. Lighting controls apply to all new construction spaces
and areas; and to alterations in which 50% or more of
the connected lighting load is impacted
2. Functional testing for controls must be performed and
satisfactorily passed with certified test results in order to
obtain a certificate of occupancy
3. Neither the lighting system design team nor the project
construction team can perform the lighting system
functional testing
