Overview

Research shows that academic and qualification fraud is growing rapidly as the job market becomes niche and tighter. Certification is now indispensable for most positions and this has given way to the mushrooming of private institutions and new degree programmes. Because of this need for certification there is a possibility that fake services and falsified certificates will be provided, thus there will more demand for quality assurance and accreditation from institutions and delivery mechanisms. Combating academic and qualification fraud is key to success and service delivery in higher institutions and in other areas of work.

Why this Summit

In the shape of fraudulent degree certificates, adjusted examination results and false claims of membership of professional institutions proper vetting systems need to be followed and if qualification audit systems are inferior, organizations can come under immense pressure and threat from the increasing prevalence of academic fraud. Failure to combat academic fraud will tarnish the hard earned reputation that higher institutions have. This summit has been put together to address the current trends of increasing academic and qualification fraud and corrupt practices in quality assurance and accreditation processes in Africa.

Joe SamuelsChief Executive OfficerSOUTH AFRICAN QUALIFICATIONS AUTHORITY

11:00 AUDIENCE OR PANEL DISCUSSION: CREATION OF REGULATIONS ON ACADEMIC FRAUD TO REDUCE PLAGIARISM AND PROMOTE ACADEMIC INTEGRITY New penalties for academic fraud went into force across China on 1 January 2013. The Ministry of Education in China announced its intention to crack down on students, faculty members, and other academics who commit plagiarism, fabricate research results, or engage in the widespread practices of purchasing or dealing in academic papers, dissertations, or other academic writings produced by the country’s thriving composed-to-order trade. Panellists Include; Joe Samuels Margaret Munyoro John Townsend

For Discussion:

• Do we need such regulations in Africa? • Has the Chinese initiation been successful thus far in Combating Academic and Qualification Fraud? • Academic fraud, accreditation and quality assurance: WHAT HAS BEEN LEARNT FROM THE PAST AND WHAT CHALLENGES HOLD FOR THE FUTURE?

11:45 PROTECTING THE INTEGRITY OF THE EDUCATIONAL SYSTEM THROUGH THE AUTHENTICATION OF TRAINING CERTIFICATES • The integrity of the South African educational system is threatened by the high levels of fraudulent certificates – up to 30% of qualifications presented to employers are false. • Combining cryptography with 2D barcodes offers a low cost technique to protect not only the original certificates but also copies of originals against tampering or cloning.

• NWU in cooperation with iDocTrust has developed a home-grown solution to authenticate educational certificates in offline mode using a smart phone.

COMBATING EXAMINATION FRAUD AND MISCONDUCT THROUGH SECURITY PRINTING AND SECURE DISTRIBUTION Irregularities before, during and after educational examination may compromise the security system of the education department with dire consequences. It then becomes extremely important that the printing and distribution of examination materials, certificates and their distribution should be on top priority in any government education department.
