Tudor is former Director of Buildings Performance Institute Europe (BPIE). Prior to this Tudor was the President of the Romanian Agency for Energy Conservation (ARCE) and Senior Expert at the Energy Charter Secretari- at in Brussels where he was responsible for setting up the implementation of the Energy Charter Protocol on Energy Efficiency. Laurent De Munck, Cobelpa, Belgium Graduated as M.Sc. Bio-Engineer, he worked for 6 years overseas (Asia/Africa) in development proj- ects with the UN and International NGO’s. After a 2 years’ mission for the Belgian federal administra- tion, he joined the Belgian federation of the paper industry (Cobelpa) where he is responsible for Energy & Environment issues. Dr Toini L øvseth, Finnfjord, Norway As policy manager at Finnord AS, a ferrosilicon manufacturer, Toini is responsible for public affairs and energy strategy, with particular focus on the impact of EU climate, energy and competition policy. She holds a phd in political economy, and has been working as consultant for Norwegian energy intensive industries since 2004, besides pursuing an academic career within the field of comparative European politics and political economy (University of Tromso). Toini holds several board positions, among which is the position as president of the Norwegian national grid´s - Stat- nett’s - User Council. Martin Kruska, Siemens Industry Martin Kruska leads the Business Development and Strategy Department of Energy & Environmental Services at Siemens Industry and as such is responsible for the global rollout of services and for the development of the customer base worldwide. He has been active in the field of industrial energy efficiency and climate protection for more than fifteen years. Jonas Helseth, The Bellona Europa Foundation Jonas Helseth is a Deputy Director at Bellona Europa. He joined Bellona Europa in 2010 after two years of working with transport, energy and environmental policies at the Mission of Norway to the EU in Brussels. Professor Robert Metcalfe, University of Oxford, UKRobert Metcalfe is Fitzjames Research Fellow in Economics at Merton College, University of Oxford. Robert is interested in developing and testing economic and behavioural theory using naturally occurring data and �eld experiments. His current work includes �eld experiments in education, energy consumption, charitable giving, non-market valuation, and resource use.
