Spatial Planning in Germany
Principles
The preparation of spatial plans
and their implementation are
principally independent from each
other.
A town planning department (or
any other planning department)
only plans and regulates the land
use.
Implementation is not a direct
part of the plan itself.
Protection and Development of the natural spaces for living
Create similar living conditions for the population in all parts of the country
Create a spatially balanced settlement structure (aiming for a harmonised relation between urban agglomerations and rural areas)
Adapt social and economic structures to each other
Maintain and strengthen the ecological functions of the land
Planning Legislation at the Federal Level
Regional Planning Act(Spatial Structure Development Act)
Guiding principles

Biosphere reservesare large areas with certain landscape types consist partly of nature reserves contain of 3 protection zones: core, buffer and transition zones
Nature Protection
Types of Protected Areas
Nature reservesare the most strongly protected:the habitats of certain wild plant and animal species are protected
National parkslarge areas with particularly beautiful or rare natural, untouched statemost parts of the ational parks fulfil the prerequisites for nature reserves
Nature Protection
Types of Protected Areas
Landscape protection area
preserves the vitality of the natural balance and landscapes´diversity
Nature parks
in the main, they are protected as landscape protection areas or nature reserves help to preserve cultural landscapes and cultural traditions
Natural monuments
protected “unique natural creations”, protected for scientific, (natural) historical, cultural or aesthetic reasons
Protection of habitats
certain particularly valuable biotops may not be destroyed or impaired
since 1992
appendix 1: conservation of natural habitats
(240 protected areas, 83 of them in Germany)
appendix 3: conservation of wild animals and plants
monitoring and control of the success are required
appendix 3: protected areas for NATURA 2000
(European network of interconnected protected areas)
chosen in 2 phases: on national and then on European level
advantage: biotops that are wide-spread in a certain region get more important for the nature protection
Nature Conservation
