System Requirement OS: MS Windows, Linux Browser: Internet Explorer 11 or higher/ Mozilla Firefox ESR Version (32 Bit) Adobe Reader 7.0 or higher Antivirus Software Java Latest version 32bit
Hardware Scanners
NIC e-Mail ID (gov.in domain)
Recovery cellphone number to be permanent
Recommend NOT to use Official CUG Numbers
Aadhaar ID with linked cellphone number
Linked cellphone number to be permanent
Recommend NOT to use Official CUG Numbers DSC software to be installed before using it
Login Steps in SPARROW Step 1: For accessing the SPARROW application visit the http://sparrow.railnet.gov.in using the browsers like IE 11 or Mozilla Firefox only. Click “Continue” on the page appearing.
Implementation Process
Step 2: A window will appear as shown enter the credentials, username for SPARROW will be NIC email ID (before the '@' sign) if officer's NIC email ID is one of among types i.e., [email protected] or [email protected] and password will be the same as password of NIC email ID.
Steps to Register Aadhaar Number for e-signing
After login, User Information page appears, click on close.
After verification of e-sign, on the screen Home page appears
1. Click on PAR ID ( )to Open PAR.
Stage 1: Officer reported upon performs the following steps
MY PAR
Officer has to fill the Section II form i.e Self Appraisal and click Send To Reporting Authority( ) button, as shown:
Section -I Section -II
A message prompts successfully sent to as shown
Note: Available to Officer reported upon. a. This portion of PAR Form has Section I and Section II. b. Section I is updated by Custodian. c. Section II is to be Filled by Officer reported upon.
1.The APAR will be find in Assess PAR folder in INBOX 2. Click PAR ID ( ) to open the Form as shown
Stage 2: Reporting Authority performs the following steps to Forward to Reviewing Authority
Assess PAR (1)
A page appears, Reporting Authority views Section I & Section II of filled APAR form and assess the PAR of officer reported upon in Section III, click Send to Reviewing Authority ( ) button as shown
Section-III
A message prompts successfully sent as shown:
Note: a. Section I & Section II are both in readable mode. b. PAR can be either Save As Draft or Send to Next Authority.
1. The APAR will be find in Assess PAR folder in INBOX 2. Click PAR ID ( ) to open PAR as shown.
Stage 3: Reviewing Authority performs the following steps to forward to Accepting Authority
Reviewing Authority views Section I, Section II & Section III forms, assess the PAR of officer reported upon in Section III & IV ,click Sent to Accepting Authority ( ) as shown

A message prompts successfully sent as shown:
1. The APAR will be find in Assess PAR folder in INBOX 2. Click PAR ID ( ) to open PAR as shown
Stage 4: Accepting Authority performs the following steps
Accepting Authority view Section I, Section II, Section III & Section IV forms and finalises garde in Section V form, click Send To CR Section ( )as shown
Section -V
A message prompts successfully sent as shown
Stage 5: Custodian performs the following steps to disclose PAR:
Click PAR ID ( )to open PAR & click Disclose to Officer
Click PAR ID ( ) , to view PAR grading as shown
Officer reported upon performs the following steps to Accept PAR:
Click else Put to Representation )as shown
Note: a. Officer can either Accept or Put for Representation.
Movement of PAR- Representation Flow
Stage 1: Officer performs the following steps to Put for representation Click Put for Representation ( ), to Put for Representation as shown
Reach to Reporting Officer with SMS alert
Auto-generated SMS will be sent to the Officer -
Reported upon
Officer has to Login by using NIC E-mail ID and Password and fill the self-appraisal and
submit
After Reviewing, APAR will reach to Accepting Officer
with SMS Alert
After Completion of Acceptance, APAR will
come back to Conf. Section
Conf. Section will disclose APAR to
Officer Concerned
Officer Can submit either ‘I Accept’ or ‘Put for
Representation’
After officer Accepts, the APAR will come to
Conf. Section
After closing, 3 copies will be generated. 1 for
Officer concerned, 1 for Railway Board
and 1 for Conf. Section
After Reporting, APAR will be submitted to RO with SMS alert
APAR will be generated by Conf. Section with workflow

Installation of JAVA & DSC Drivers
Install/update latest Java Version (version 8) Tap to Configure Java Switch to Security Tab Add http://sparrow.railnet.gov.in in exceptions list Install DSC drivers (duly downloading from driver’s official website)
Steps to Enroll DSC with SPARROW application
Step1: Plug DSC, click Enroll link under DSC module and click DSC Registration Button, as shown
Select the enrolled certificates and click Register Button as shown
Enter User PIN and click Login Button as shown
A message prompts, ‘The DSC has been registered successfully’, click OK as shown
User can view the registered DSC (Active), as shown
Note: To deactivate registered DSC, click Deactivate DSC. Inactive DSC cannot be activated.
