The region of Antequera and Málaga has taken one
more step in its consolidation as the new nerve centre
for innovation and technological development in the
Spanish railway sector, with the start of construction
works on the Integrated Railway Services Centre, on
land near the Bobadilla railway station in Antequera
(Málaga).
This new action, to which an investment of 7.8 million
euros has been allocated, is included in the cutting-
edge project for the development of Málaga’s Railway
Technologies Centre and its Testing and Experimentation
Facilities in the area of Antequera. With these, Spain
will be in a position to consolidate its rail sector as one
of the main engines for the recovery of the economy
and will promote the expansion of the international
presence of our technology and scientific knowledge. The
Integrated Railway Services Centre, which houses among
other installations a test lab and a workshop for railway
rolling stock, will also be equipped with a new multi-
voltage and multi-frequency electric substation, which
was recently allocated a sum of over three million euros.
This new installation will, at the same time, guarantee
and respond to the future energy demands of Adif’s
Integrated Railway Services Centre and the test circuits
for rolling stock, also called railway rings. In so doing,
Adif continues advancing in the ambitious project of
turning Antequera into an innovative railway ecosystem
which, according to the latest information from the
socioeconomic study by UMA (the University of Málaga),
ferroviarios. De este modo, Adif continua avanzando

the project will contribute a Gross Added Value of nearly
500 million euros and will generate around 7,000 jobs
during the construction period. Furthermore, according
to Málaga University estimates, with the construction and
putting into service of the Testing and Experimentation
Facilities in 2015, a volume of business generating
1,166.9 million euros will be reached.
The first step: the Railway Technologies CentreThe experience gathered by Adif in railway innovation was
the catalyst for the project for the creation of Málaga’s
Railway Technologies Centre. This Centre, conceived as
an open, innovative space, multi-disciplinary and with
the stable presence of research groups and cutting-
edge technology companies, is located in Andalusia’s
Technology Complex in Campanillas, 13 km from the
centre of Málaga and near the university campus.
Thus, the cluster effect will enable the innovative
potential of the RTC to unite the network, the RTC
already containing within its facilities researchers from
organizations with state-of-the-art technology. Among
these are Abengoa, Acciona, CIAC, Elecnor Deimos,
Huawei, Sando and Indra, among others. Adding
to these recently have been Cetren, Tria Railway, Azvi,
Ferrovial Agromán, Alcatel Lucent, Ineco, Sice, Alstom,
Thales, TJH2B, Schneider, Technosite, Aldesa, Ayesa,
Bombardier, Comsa Emte, Dimetronic, FCC, Idom, Isolux
Corsán, Sener, Talgo y Windinertia, which
will join the over 500 companies in the ATC (Andalusia
Technology Complex) from sectors as varied as

which Adif’s research and development activity will turn,
is devised as a centre of world-class excellence in railway
innovation matters, thanks in great measure to the
construction nearby of the Testing and Experimentation
Facilities, located in the Antequera area, a world reference
which will supply this ecosystem with the tools that will
enable it to transform the knowledge and technology
gathered into tangible socioeconomic benefits for
Andalusia and Spain.
Thus, these facilities, which will be fully operative in
2015, will become the differentiating element at a world
level of this innovative ecosystem, putting Málaga and
the Antequera area on the map of cutting-edge world
technology, attracting the most important technology
companies to its installations.
Why a test ring? One of Adif’s strategic objectives is to encourage public-
private partnership between research organisms and
companies for the carrying out of R+D+I projects in
railway matters aimed at generating socioeconomic
gains for Spanish society. Through these projects one
seeks to create new innovative companies, support and
direct the activity of consolidated companies towards
de I+D+i en materia ferroviaria orientados a generar

innovation, mobilize private investment, generate quality
employment by way of an increase in scientific and
technological knowledge and improve the technological
balance of the country.
Málaga’s Railway Technologies Centre, which already
brings together in its installations over 100 engineers
and technicians, has two laboratories specialized in
information and communication technologies at its
disposal in order to develop advanced systems like that of
DaVinci, for the management of railway traffic, ERTMS, the
signalling and control system for European traffic, and the
mobile telecommunications systems GSM-R and LTE.
Thus, with the joint presence in these laboratories of
researchers and technicians from different companies,
the development of cutting-edge railway systems is
facilitated, on providing a common work environment
and tools to carry out in real time technological advances
with greater reliability and safety, without interfering with
railway systems in operation.
The Indra exampleA concrete example is Indra, which with 30 researchers in
the RTC facilities, will use the laboratories to develop the
DaVinci system, the Centralized Traffic Control Centres and
the Level 2 ERTMS system.
In the cases of the DaVinci and the Centralized Traffic
Control System, the existence of a functioning replica of
the systems on the network allows researchers to increase
the hours of availability of the systems, with greater
safety and versatility, without the need to work on the
CRCs and the working command posts on the Spanish
network. However, in the case of the Level 2 ERTMS, lab
activity needs to be complemented by the field work of
teams on the trains, the markers and the infrastructure of
the track itself.
Until now, these tests have been done on the rare
windows of availability of the high speed infrastructure,
normally during the night timetable and compatible
with maintenance work, which delays the technological
progress of new solutions.
110
From this difficulty came the idea of constructing
advanced railway circuits that enable the carrying out of
simulations and tests without affecting the availability
and safety of working lines, increasing exponentially this
scientific-business system’s capacity to innovate.
What is a railway test circuit?Basically, a railway test circuit is a track infrastructure
similar to any other in working order, but aimed
exclusively at the carrying out of various railway
technology tests and analyses. Aimed at increasing
effectiveness, they usually have a closed structure, so
they are also commonly known as rings. The creation
of a Spanish installation for research and development
in railway matters, which facilitates standardization,
validation and certification of our products worldwide,
is a demand of the railway sector and the lever for
growth that will enable our companies to gain in
competitiveness.
Rolling stockThe Antequera railway ring, conceived as a
complementary installation to the RTC, will also respond
to the demand in the sector for the manufacture of rolling
stock, offering an advanced facility for the carrying out
of standardization and certification processes, which will
encourage the development of railway R+D+I.
Thus, the ring will become the perfect test bank for
the testing and experimentation of innovation in the
permitirá a nuestras empresas ganar competitividad.

traction and braking of new generations of trains and
the new elements of the infrastructure (ballastless track,
bituminous sub-ballast, polyvalent overhead lines,
systems of storage and return of energy, etc.).
Thus, the main ring will have a viaduct and a tunnel in
order to do specialized tests on these singular structures.
The main activities will consist of experimentation,
standardization and validation of innovations in the
railway dynamics, traction and braking of the new
generations of trains, new renewable energy technologies
and energy efficiency, telecommunications, the
development of ERTMS and signalling systems, polyvalent
overhead lines and track infrastructure.
On the other hand, and in agreement with Adif’s main
lines of research, work will actively be done in the
area of environmental sustainability, the reduction of
acoustic and electromagnetic impact on the railway’s
surroundings, the reduction of the maintenance costs of
the infrastructure and the development of state-of-the-
art railway diversions.
How does the Antequera ring work? The Spanish ring will be the most complete and modern
currently in existence in the world, integrating the
latest in certification, standardization, validation and
adjustment in railway R+D+I, which will put Adif’s
ferroviaria.

Railway Technologies Centre and the Antequera area at
the forefront of railway innovation. The Integrated Railway
Services Centre, which will house among other facilities a
test laboratory and workshop for railway rolling stock, will
have on its staff, as well as RTC engineers and researchers,
a team of technicians specialized in railway facilities,
mechanics, electrics and automation, which will be in
charge of the support and maintenance of the activities
developed. When a railway company needs to standardize
or certify the technology of a new high speed train,
and wishes to use the facilities, it will ask Adif about
the availability of this, normally for a period of several
months. It will send a team of technicians and the rolling
stock to the ring either via the port of Málaga or the ring’s
rail accesses, to the corresponding tracks, be they high
speed or conventional.
Once within the facilities, the company will have the
chance to run tests on the ring and share other tests and
standardizations carried out by similar organizations,
managed and coordinated by Adif in a system of
transparency and fairness.
Furthermore, the technicians will have at their disposal
the facilities of the Integrated Railway Services Centre for
the work of maintenance and analysis of rolling stock,
the support of RTC installations and services and all the
otras organizaciones similares, gestionadas y coordinadas
114
companies within its sphere of influence. As well as the
work of certification, standardization and validation,
the ring will hold a wide catalogue of R+D+I actions, for
example Acciona will be able to experiment on different
sections of the infrastructure with new materials, such
as ballast binder, elastomeric material for tempering
vibrations and composite materials for greater durability.
Space technology will also rendezvous with the railways
thanks to Elecnor Deimos, which will use its satellite
Deimos-2 in collaboration with Adif to establish track
infrastructure and the development of a system of
topological management of the infrastructure in order to
integrate it into the DaVinici system that runs the Spanish
high speed network.
Sustainability and environmental integrationAnother problem that will be able to be tackled is
improvement in sustainability and the environmental
integration of railway infrastructures; thus, Abengoa
will use the ring to study energy efficiency and the
certification of CO2 emissions. In this field, the Andalusian
Innovation Centre for Sustainable Construction will
innovate in terms of materials, instrumentation and
civil works construction. Andalusian universities and
companies will also benefit from the facilities of the ring,
which will lend advanced services to companies, forming
research consortia and using the facilities to increase their
potential. Thus, in the transport area of Andalusia Tech,
the undergrounds of Seville and Málaga feature, and they
will be able to use the installations of the ring aimed at
this type of transport. Diverse Andalusian companies and
universities, such as those of Málaga, Seville and Jaén,
have already presented their projects in collaboration
with Adif to the program INNPACTO 2011 for financing.
An example is the ‘Building 360 Degrees’ project,
which will use buildings in the Antequera complex to
do research into the use of renewable energies and
improve energy efficiency, with the aim of achieving
zero consumption. Featured in this project are the firm
Unisolar and the University of Seville.
consumo cero. En este proyecto figuran la empresa
Unisolar y la Universidad de Sevilla. Pedro Pablo Merino.

The origin of the project, the opportunity The impetus and consolidation of the prestige of the
Spanish high speed rail system as a world reference and
the need to consolidate this national knowledge and
technology in order to take advantage of the renewed role
of high speed rail in the new transport model requires
innovative solutions in order to increase the capacity of
the Spanish business system in order to respond to the
worldwide demand for technology and knowledge ‘Made
in Spain’.
Adif has 48 R+D+I projects at the execution stage and 6
projects recently approved at INNPACTO 2011. All of these
in collaboration with different organisms, involving an
overall investment of 118 million euros, in addition to
the collaboration it maintains with over 100 Spanish
companies, 24 technology centres and 26 universities.
This experience forms the basis for the project to create
an innovative ecosystem in railway matters, thanks to the
formation of a cluster, that enables innovative companies,
big corporations, institutions, universities, technologists,
scientists and entrepreneurs to come together in one
geographical location for the formation of the world’s
railway ‘Silicon Valley’ in the area of Antequera and
conocimiento ‘Made in Spain’.
Adif cuenta con 48 proyectos de I+D+i en fase de
ejecución y 6 proyectos recientemente aprobados en
convocatoria INNPACTO 2011.
