The le t ter const i tu tes a c r i t ique o f the Sov iet government as i t then s tood, warn ing o f dangers he ant ic ipated and mak ing sugges t ions fo r the futu re . Some o f those suggest ions inc lude increas ing the s i ze o f the Par ty ' s Centra l Commit tee, g i v ing the S tate P lann ing Commit tee l eg is l a t ive powers and chang ing the nat iona l i t ies po l i cy which had been imp lemented by S ta l in .

The cr i t i c i sm o f S ta l in and Trotsky:

“Comrade Sta l in , hav ing become Secretary- Genera l , has un l imi ted author i ty concentra ted in h i s hands , and I am not sure whether he w i l l a lways be capab le o f us ing that author i ty w i th sufficient caut ion . Comrade Trotsky , on the o ther hand, as h i s s t rugg le aga ins t the C .C . on the quest ion o f the Peop le ' s Commissar ia t o f Communicat ions has a l ready proved, i s d i s t ingu ished not on ly by outs tand ing ab i l i ty. He i s persona l ly perhaps the most capable man in the present C .C . , bu t he has d i sp layed excess ive se l f-assurance and shown excess ive preoccupat ion w i th the pure ly admin is t ra t ive s ide o f the work .”

These two qua l i t ies o f the two outs tand ing leaders o f the present C .C . can inadver tent ly lead to a sp l i t , and i f our Par ty does not take s teps to aver t th i s , the sp l i t may come unexpected ly

Len in fe l t that Sta l in had more power than he cou ld handle and might be dangerous i f a l lowed to succeed h im. I n a pos tscr ip t wr i t ten a few weeks la ter , Len in recommended Sta l in ' s remova l f rom the pos i t ion o f Genera l Secretary o f the Par ty:

“Sta l i n i s too coarse and th i s defect , a l though qu i te to lerab le i n our m ids t and in dea l ing among us Communis ts , becomes in to lerab le in a Secretary- Genera l . That i s why I suggest that the comrades th ink about a way o f removing Sta l in f rom that pos t and appo in t ing another man in h i s s tead who in a l l o ther respects d iffers f rom Comrade Sta l in in hav ing on ly one advantage, namely , that o f be ing more to lerant , more loya l , more po l i te and more cons iderate to the comrades , less capr ic ious , e tc . Th i s c i rcumstance may appear to be a neg l ig ib le deta i l . But I th ink that f rom the s tandpo int o f sa feguards aga inst a sp l i t and f rom the s tandpo int o f what I wro te above about the re la t ionsh ip between Sta l in and Tro tsky i t i s not a [minor ] de ta i l , but i t i s a deta i l wh ich can assume dec is ive importance.”
