TheCityofSouthfieldcontinuestoutilizethelatesttechnologytoimprovecommunicationandcustomerservice.TheCityisinthefinalstagesofdevelopmentofanewandimprovedwebsitethatwillprovidethecommunitywithamoreinteractiveandstreamlinedsourceofCitynewsandinformation.TheCommunityRelations andTechnology Services Departments, inpartnershipwithweb development vendorGravityWorks,areintheprocessofcompletelyredeveloping

and redesigning the City’s website to improvethe overall functionality and appearance.The newSouthfieldwebsitewillbemoreuser-friendly,offeringimproved navigation and detailed information in aquickandconvenientformat.Themanynewfeaturesof the site will include transitioning to the morestable Drupal platform, responsive web design aswellasincorporationofthenewSeeClickFixmodulethatwill allow citizens to directly report quality-of-life issues and request city services.With the freeSeeClickFix mobile app and web tools, Southfieldresidentswillnowbeabletoprovidecitystaffwithpictures, specificdescriptions,andmore—valuableinformationneededtogetthejobdoneefficiently.In

City of Southfield appoints Elvin Barren new Police ChiefThe Southfield City Council approved CityAdministratorFredZorn’sappointmentofElvinBarrenas the new PoliceChief at the July 8City CouncilMeeting.ChiefBarrenwillbeginhisemploymentonJuly29.

Chief Barren currently serves as Deputy Chief ofPolice of the Detroit Police Department (DPD)wherehecommandsthelargestbureauintheDPD,includingeightmajorunits, ayearlybudgetof$137millionandover1,100policeofficers.Duringhis21yearsofservicewithDPD,hehasover12yearsofcommandexperiencewithoversixyearsattherankofcommanderorabove.

“TheselectionofMr.Barrenasthenewpolicechiefwill serve the community well,” commented CityAdministrator Fred Zorn. “With over 20 years ofsolid lawenforcementexperience inprotectingandservingthepublic,hewillmakeagreatadditiontoourteamandwillcarryonthehighstandardsofthecityofSouthfieldandtheSouthfieldPoliceDepartment.”

ChiefBarrenholdsanAssociatesofSciencedegreein Law Enforcement Administration from WayneCountyCommunityCollege, a Bachelor of Sciencein Public Administration from Central MichiganUniversityand is currentlycompletingaMaster’sofScienceinCriminalJusticefromBowlingGreenStateUniversity.Mr.BarrenisalsoagraduateoftheSeniorManagement Institute forPoliceandhascompletedtraining at the Police Executives’ and New Chiefs’School, sponsored by the Michigan Association ofChiefs of Police. Chief Barren also completed theLeadership in Counterterrorism Program (LinCT)sponsored by the FBI and has completed severalothertrainingandleadershipdevelopmentprograms.

He previously served as the Deputy Chief ofNeighborhood Policing Bureau-East for theDetroit

Police Department.In this position, hecommandedDetroit’slargest Bureau,overseeing day-to-dayoperationsofthe3rd,5th,7th,9thand11thPrecinctsaswellas the DowntownServices Division,Gaming OperationsandtheMetropolitanDivision, whichincludes: TacticalResponseUnit(TRU),SpecialResponseTeam(SWAT),K-9,HarborMaster,BombSquad,TrafficEnforcement,MountedDivisionandAviation.ChiefBarrenisalsoaveteranoftheUnitedStatesNavy,servingeightyearsasanOperationsSpecialistinadditiontohisover20years of experience in law enforcement,with eightyearsatthesupervisory,managementandexecutivelevels.

The city of Southfield conducted a comprehensivenational search to fill the Chief of Police positionfollowingtheresignationofformerChiefEricHawkinslastSeptember.SouthfieldDeputyPoliceChiefsNickLoussiaandBrianBassettwereselectedastheActingPoliceChiefsbyCityAdministratorFredZornduringthechiefrecruitmentprocess.

“This outstanding appointment reflects the City’sutmost commitment to the safety and securityof Southfield residents, businesses and all thosewho enter theCity on a daily basis,” addedMayorKen Siver. “The Southfield Police Department willcontinuetofunctionextremelyefficientlyunderthedirectionofChiefBarren–providingthecommunitywith unparalleled public safety and proactive lawenforcementservicesandprograms.

The Southfield Police Department provides a fullrangeofqualitypublicsafetyserviceswhich includemarked and unmarked patrol units, a well-trainedInvestigativestaff,andoutstandingCrimePreventionservices.ThedepartmenthasbeenhonoredfortheoutstandingserviceawardfromtheMichiganChapterofMothersAgainstDrunkDriving, theOutstandingCrime Prevention Award by the Michigan CrimePrevention Association, and by the MichiganAssociation of Chiefs of Police for its outstandingcommunitypolicingprograms.

SouthfieldPoliceOfficersaresupportedbythelatesttechnologyandequipmentavailable.Computersareinstalled inallmarkedpatrolunits toprovide fasteraccesstovitalinformationaboutsuspects,victimsand

addresses in and around the cityof Southfield.Theradiosystemrepresentsan important improvementin the speed and efficiency of the department’scommunication technology. Further, the PoliceDepartmenthasinstitutedaFAXNetworkforlocalbusinessesandprivatepolice.Thissystemisdesignatedtosharecrimepreventionandotherinformationwiththeprivatesectorinatimelymanner.Thedepartmenthas installed a computerized arrest photo system,fingerprint system, computer aided dispatch andrecords management system.The Southfield PoliceDepartment iscontinuouslyaddingnewtechnologyandcrimefighting strategies to theirexistingpoliceconceptstoremainaleaderinlawenforcementandpolicing.

Kimmie Horne Jazz Festival returns to Southfield August 9 & 10TheCityofSouthfieldwillhostthe4thannualKimmieHorne JazzFestival,presentedbyVarsityLincoln,onFriday,August 9 from6:00-10:30p.m. and Saturday,August10from3:00-10:30p.m.onthefrontlawnofthe SouthfieldMunicipalCampus, 26000 EvergreenRoad.

Thetwo-dayeventwillfeaturelivemusic,foodtrucks,boutiquevendorsandabeerandwinetentsponsoredbytheSouthfieldChamberofCommerce.Thisyear’sfestival will also include a Jazzy Roll Bike Cruise.RegistrationfortheJazzyRollBikeCruisebeginsat10a.m.onSaturday,August10attheSouthfieldPublicLibrary,26300EvergreenRoad.

Kimmie Horne will perform both days, headliningthe festivalonSaturday.The festivalwillalso featureperformances by Ben Sharkey, Charles and GwenScales, RalpheArmstrong,Tricia Jones, EricWatson,496West Band, Calvin Brooks, Dave Bennett and

DJVernon English.Additionally, Saturday’s eventwillincludea specialpresentationhonoringa legendaryartistwiththeLifetimeAchievementAward.

Nine Mile Road and bridge project complete$8 million project part of an overall $100 million infrastructure investment over 10 years

ThecityofSouthfieldheldaribboncuttingceremonytocelebratethecompletionoftheNineMileRoadandbridgeconstructionprojectonWednesday,June5at thebridgesite locatedbetweenTelegraphandLahser.

The project included the complete removal andreplacementofthebridgeovertheEvansBranchoftheRougeRiver.Thebridgewaselevatedeight feethigher than the previous structure to reduce theverticalcurveoftheroadtoimprovesightdistances.Aneight-footsidewalkwasinstalledoneachsideofthebridge;however,thesouthsidewalkisforfutureuseasthere iscurrentlynoconnectingsidewalkonthesouthsideofNineMileRoad.

TrafficvolumeshaveallowedNineMileRoadtobereducedtothreelaneswithonelaneineachdirectionandacenterleftturnbetweenTelegraphandLahser.NineMilewas rehabilitated by removing the curbsand covering the existing concrete pavement withtwo inches of stone which was then paved withfive-and-a-half inches of asphalt.All new curbs anddrivewayswereconstructedwithfullreconstructioninthesegmentsclosetoTelegraphRoadandLahserRoad,aswellassegmentsadjacenttothenewbridgetoaccommodatetheelevationchange.

Utility work related to the bridge replacementincluded200 feetof16-inchwatermain relocationandconcreteencasementofOaklandCountyWater

ResourcesCommission’s36-inchsanitaryinterceptor,which crosses beneath the west bridge abutment.In addition, 548 feetof 10-inch sanitary sewereastof Plum Hollow Street was found to be in poorconditionandwasalsoreplaced.

The total project cost was $8,100,000 with$3,306,600inFederalfundsand$1,425,000inStateLocal Bridge funds. The City of Southfield’s costsharewas$3,368,400.FundingfortheCity’sportionof the project was provided from the Road BondConstruction Fund ($3,265,715) and theWater &Sewerbudget($102,685).

Southfield Photo Prize public exhibition and online voting open through August 30

The city of Southfield is sponsoring the 3rd annualSouthfield Photo Prize competition and outdoorexhibition to showcase the City’s natural andarchitectural beauty. Over 100 submissions werereceived and initially reviewed by theTotal LivingCommissionwhichselectedthetop25finaliststhatwillbeondisplayandeligible forpublicvotinguntilAugust30,2019.

City of Southfield earns strong AA rating with $68M bond saleThecityofSouthfield’sAAbondratingwasreaffirmedonApril9byStandard&Poor’s,oneofthenation’smajorbond ratingagencies,placing theCityamongthe top rated governmental agencies in Michigan.The new rating comes with the City’s $68 millionWater and SewerCapital Improvement Bonds saleonApril 17whichwill provide funding for citywideinfrastructurerepairsandimprovements.

“Achieving this strong bond rating is extremelyimportant to the City’s business reputation andbenefits all taxpayers of the City,” commentedSouthfield City Council President Dr. Lloyd Crews.“MajorcapitalprojectsarenecessarytokeeptheCityfirstclassandbondissuesarenecessarytofundsuchprojects.AstrongbondratingfortheCity,muchlikeastrongcreditscoretoanindividual,enablesustosavemoneybygettinglowerinterestratesonthebonds.TheAAbond rating confirmsSouthfield’s ability toeffectively manage financial resources, making it anattractivedestinationfornewbusinessdevelopment,redevelopmentand futurefiscal growth. It is criticalthat we stay on course financially, which includesholding-the-lineandstrictlyadheringtoour2019-20budgetplan.”

The ‘AA’ rating reflects S&P’s assessment of thegeneral creditworthiness of the city, including thefollowingfactors:•Strongeconomywithaccesstoabroadanddiversemetropolitanstatisticalarea(MSA);• Strong management, with good financial policiesand practices under our Financial ManagementAssessment(FMA)methodology;

•Strongbudgetaryperformance,withanoperatingsurplusinthegeneralfundandbreak-evenoperatingresults at the total governmental fund level infiscal2018;•Very strong budgetary flexibility,with an availablefundbalanceinfiscal2018of37percentofoperatingexpenditures;•Verystrongliquidity,withtotalgovernmentavailablecash at 24 percent of total governmental fundexpenditures and 2.3x governmental debt service,andaccess toexternal liquiditywhich is consideredstrong;and•Stronginstitutionalframeworkscore.

Moreover, S&P indicated that Southfield’s economyremains strong as the city continues to reboundfromthelastrecession,diversify,andexhibittaxbasegrowth.The bond sale received significant interestwithninefirmsfromacrosstheU.S.bidding.Thesalesecuredan impressive2.88percent interestrate,ascompared to the2.95percent interest rate for thecity’smostpreviousbondsale,resultinginanalmost$3millionsavingscomparedtotheestimatedinterestcostsinthepreliminaryprospectus.

“Havingastrongcreditscoreisanextremelyimportantandimpressiveaccomplishmentforanymunicipality,”stated CityTreasurer Irv Lowenberg. “This strongrating saves taxpayers’moneywhen theCityneedstosellbondstofundmajorcapitalprojectslikeroads,bridges,andwater/sewersystemimprovements.TheWaterandSewerBondfundsareacriticalmatchtoourStreetBondfunds,allowingtheCitytocontinuewith our aggressive capital improvement projectsthroughoutourneighborhoods.Astrongcreditratingalsoresults in lowerinterestcostsandbettertermsfor anybond issues.TheAA rating is also a signoffinancial stabilitywithgoodmanagementsystems inplaceandastrongsetoffiscalpoliciesestablishedby
