As mandated by Performance Standard 1304.50 (f), income-eligible parents and guardians can be reimbursed for mileage and/or child care expenses incurred in order to participate in these activities. The Parent Reimbursement Voucher should be completed by the parent or guardian when reimbursement is needed and this form forwarded to the Family Involvement Coordinator at the Administrative Office.

Southern Seven HS/EHS Service Area: Family Involvement Procedure: Parent Committee Meetings and Family Fun Days/Nights References: Head Start Performance Standards 1304.50(2)

Parents will be given the opportunity to organize parent committees and meet monthly to plan activities to enhance their child’s education, interact with staff, and to make input into the program. As mandated by Performance Standard 1304.50(a)(2), parents and guardians of currently enrolled children are automatically members of the local parent committee at each center and home based option. At the first meeting of each school year to be held in September, Guiding Principles (attached,3a,b,c) will be updated and the following officers elected:

• Parent Committee - President, Vice President, Secretary, and Treasurer • Policy Council - Representative and an Alternate • Education/Special Needs Committee - Representative • Health Services Advisory Committee - Representative

To serve on the Policy Council and other Head Start Committees, parent or guardian must have a child enrolled in the Head Start/Early Head Start or Home Based Program.

Parents will also develop an activity calendar at the first meeting identifying projects and activities they want to carryout throughout the school year. The calendar is presented to Policy Council for review and approval.

The secretary of each parent committee will provide a copy of the minutes of each meeting. A copy of the meeting minutes, sign-in sheet, treasurer’s report, and agenda will be placed on file in the Parent Group’s Portfolio kept on site and a copy at the Administrative Office. In order to keep all parents informed of the parent committee’s actions a copy of the minutes will be sent to each family.

As mandated by Performance Standard 1304.51(b), at each Parent Committee the Policy Council Representative for the group will report on Policy Council Actions and request input from the parents on any items reported or other items of concern that they want addressed at the Policy Council. The committee members for Health Services Advisory and Education/Special Needs Committees will also make a report to their respective parent groups.

Family Fun Day/Night

In order to provide additional time for parents to come together to share common interest and interact with staff, each site will also hold a minimum of two Family Fun Days/Nights per year. Site Supervisors will provide a copy of the Family Fun Day/Night Planning Report Form to the Family Involvement Coordinator by October 15th each year. A list of the activities will be compiled for the Management Team and the files.

Article I NAME

The name of this organization shall be the Southern Seven Health Department/_______________ Head Start Parent Committee.

Article II PURPOSE

• To recognize that parents are the responsible guardians of their children’s well-

being. • To recognize that parents are the prime educators of their children. • To be recognized as contributors to the Head Start Program and to the

community.

Article III GOALS OR OBJECTIVES

The object of this organization is to secure parent involvement in the Early Learning Center Program and also to secure neighborhood participation in improving the community and joining in the war on poverty. Parent participation shall include:

A. Taking part in the classroom as an observer or volunteer worker and to contribute services in whatever way possible toward enrichment of the total program.

B. To work with the teacher, other staff, and parents in a cooperative manner. C. Taking part in policy decisions affecting the planning and the operation of the

Head Start Program. D. To welcome staff into the home to discuss ways in which parents can help their

children’s development at home in relation to school experiences. E. To become involved in community programs which help to improve health,

education, and recreation for all.

Article IV MEETINGS

• Regular meetings of the committee shall be on the

___________________________ of each month at ________at the ________________________ Head Start.

• A special meeting may be called by two (2) officers, by the Parent Coordinator, or by a petition signed by one-fourth of the members. All members must be notified of the meeting date and time.

• A regular meeting may be postponed by the President or the Parent Coordinator when there is valid reason, by notifying all members.

• A special meeting to which the public is invited may be held at any time, if approved by a vote at any meeting when a quorum is present.

• A quorum must be present at any meeting at which business is transacted or a vote binding the committee to any proposal or action. Without a quorum, meetings may be announced, a program may be presented, or the members may engage in discussion of matters of importance or interest.

• One officer plus (2) two other members of the parent committee shall constitute a quorum.

Article V

MEMBERSHIP

• The members shall be parent or legal guardians of the children attending the S7HD/______________ Head Start.

• The parent or legal guardian shall remain a member of the Parent Committee as long as they have a child attending the Head Start Center.

• All members may vote upon business brought before the Parent Committee.

Article VI OFFICERS

• The officers of this organization shall be a President, Vice President, Secretary,

and Treasurer. Duties of officers shall be those usually given to such an office and they shall serve until their successors have been elected.

• One member and an alternate shall be elected to serve on the policy Council and one member shall be elected to serve on the Health Services and Education/ Special Needs Committees.

• Officers and committee members will be elected by the Parent Committee at the September Parent Meeting.

• Officers and committee members will be replaced if absent from three (3) consecutive meetings without excused absence.

Article VII COMMITTEES

Special committees shall be appointed by the president to serve as needs arise.

Article VIII FINANCIAL ACTIVITIES

The Parent Committee may conduct fund raisers for the purpose of enhancing the learning experience of Head Start children such as:

• Financing activities and special events, i.e., field trips • Purchase of gifts for the children • Buying equipment and supplies for the classroom and center • Contributing to special projects such as the Dollar Per Child Campaign or St.

Judes • Pay for staff and parent meals and entrance fees while on field trips • Support to families with special needs/circumstances

Funds cannot be used to purchase personal items for staff. A checking account will be setup at a local bank for the purpose of depositing monies earned and making expenditures from the account. Expenditures of funds will be authorized at Parent Group Meetings and recorded in the minutes. Each check issued must have a minimum of two signatures – one staff member and a parent group officer. A Treasurer’s Report will be presented at each Parent Group Meeting.

Article IX AMENDING THE GUIDING PRINCIPLES

These Guiding Principles may be amended by a quorum vote of Parent Committee Members at any meeting, provided notice of the proposed amendment(s) are given in writing at the preceding meeting.

Southern Seven HS/EHS Service Area: Family Involvement Procedure: Parent Group Checking Account & Fund Raising References: None Each parent group will setup a checking account at a local bank for the purpose of depositing monies earned and making expenditures from the account. The account will be identified as: (example): Southern Seven Head Start Cairo Head Start Parent Group The Site Supervisor will assign either the Parent Coordinator or Office Associate responsibility for maintaining/balancing the checkbook and providing or assisting the Parent Committee Treasurer with making a monthly Treasurer’s Report for the Parent Group’s approval at the Parent Meeting. Expenditures will be authorized at Parent Group Meetings and recorded in the minutes. Each check issued must have a minimum of two signatures - one staff member and either the parent group President, Vice-President, Secretary or Treasurer. The bank’s signature check-signing card will be updated as necessary by the staff person responsible for the account. The monthly bank statements will be sent to the Central Office to the attention of the Family Involvement Coordinator who will review all expenditures and provide a copy to the Fiscal Officer and forward the original statement to the respective Centers. The checkbook and all account information is to be kept in the parent portfolio in a locked drawer at each site. All records pertaining to the parent group bank account will be maintained for seven years. Fund Raising Fund Raisers will be voted on at regular Parent Group Meetings. A date will be set with each fund raiser of when all monies and orders are to be turned into the site. As monies and orders are received by Parent Coordinator or other designated staff, monies will be put into locked drawer for safe keeping. One or more parents and the Parent Coordinator will meet once all monies and orders have been received to count all money and complete order for items sold. The following report, “Fund Raiser Report” will be completed at this time. The report will be provided to the Family Involvement Coordinator for review of funds received, profit reported, and deposit(s) made in connection with the fund raiser. A copy of the form will also be provided to the Parent Group. Attached to the report will be the original order form or other documentation of items ordered, received, and terms of profit for the fund raiser. All records related to the fund raiser will be kept for seven years. The person completing the form cannot be the person depositing the funds. Monies will be deposited immediately into the parent group checking account. If Parent Groups vote to conduct a raffle, Attachment 7b must be provided to parents. It identifies how many tickets are given to the family to sell and the date to turn in money for sold tickets. Parents must also record the amount of money they are turning in for tickets sold and the number of any unsold tickets.

Southern Seven HS/EHS Service Area: Family Involvement Procedure: Completion of Volunteer Training Agreement References: None We attempt to utilize parents in the classrooms as employees, volunteers, and/or observers. The Site Supervisors should welcome each new volunteer and allow time to view the “Volunteer Training Video for Head Start and Other Preschools.” The Volunteer Training Agreement form should be completed with each new volunteer. This form should be on file at each center. In addition, the Site Supervisor should ensure that a monthly parent involvement calendar is maintained in each classroom. These calendars will be forwarded monthly to the Family Involvement Coordinator. Parent volunteers will be recognized with certificates at the end of each school year. Certificates will be provided by the Administrative Office. Additional documentation is required if a volunteer is considered a “regular” volunteer according to DCFS regulations or is completing hours of service for credit. Check the Personnel Section of this manual for more information.

Southern Seven HS/EHS Service Area: Family Involvement Procedure: Parent Orientation and Trainings References: Head Start Performance Standards 1304.40, 1304.40(e)(3),

1304.52(4), 1304.21(a)(2)(ii) Parent Orientation At the beginning of the school year each Head Start Location will conduct a Parent Orientation for the purpose of welcoming the families to the center and sharing of important information. Families will meet teachers, bus drivers, cooks, and other staff and receive information on education, health, safety, nutrition, transportation, and learn about parent involvement. The following pages provide the topics that staff members will discuss with the families. The Parent Orientation Checklist will be kept in the child’s file folder. An orientation packet will be given to each family which includes the Parent Handbook and Community Resource Directory along with educational materials on nutrition, health, safety, parenting, literacy, and transportation. Materials are provided in Spanish for the Hispanic Families. The Parent Handbook, Community Resource Directory and the Guidance/Discipline Procedure Handbook are also available on the agency web site. Families not attending the Parent Orientation will receive the Orientation Packet as well as new families enrolling throughout the school year. Parent Trainings Opportunities will be provided to parents to receive trainings throughout the school year through written publications, one-on-one, and in group sessions with teachers, parent coordinators, staff specialist, and educators in the community. The following training topics will be presented at the monthly Parent Group Meetings:

Parenting Parent Talk Sessions facilitated by the Family Involvement Coordinator are held throughout the year and are designed to give parents an opportunity to share with each other their experiences and concerns of being a parent. As facilitator, the Family

Involvement Coordinator will also provide information on parenting, discipline, money management, and importance of good health habits for parents. Policy Council Responsibilities & Interview Training Parents serving on the Policy Council will receive training on their role as a Policy Council Member. Parents are also given the opportunity to assist with prospective employee interviews and receive training for conducting interviews. Child Development and Observation Skills Parents complete Ages and Stages and are given the opportunity to ask for and receive additional information and guidance on specific subjects. Mental Health Consultants are available throughout the year to meet with and help parents with their questions and concerns for their child’s development and help them learn observation skills. During parent/teacher conferences teachers also help parents understand their child’s development and about observation skills. Other Training Opportunities Offered Throughout the School Year Parents are invited to Southern Seven’s Pre-Service Training at the beginning of the school year, to the Head Start Experience Class, and to other trainings that may occur during the school year. Within the first 45 days in the program, parents complete the Family Interest Survey and Needs Assessment. Parent Coordinators assist parents in obtaining trainings they have expressed an interest in either through referral or by providing written materials on the subject. A monthly newsletter is provided to parents and contains articles on health, nutrition, mental health, safety, literacy, and parenting.

Southern Seven HS/EHS Service Area: Family Involvement Procedure: Male Involvement References: None Southern Seven Head Start recognizes the importance of providing opportunities for fathers to spend quality time with their children. It also understands the importance of providing a male-friendly environment. In order to improve Male Involvement, each Head Start Center will plan three special Male Involvement Activities per school year. Each center will submit their three planned male events on the Male Involvement Planning Report Form to the Family Involvement Coordinator by October 15th each school year.

In order to track Male Involvement, each center will ask the father figures who participated in the three special Male Involvement Activities to sign the In-Kind Form, circling the Male Involvement Activity. The Office Support Staff will enter the Male Involvement Participation into ChildPlus.Net for reporting purposes. Centers will include articles in their newsletters that address the important role the father figure plays in the child’s growth and development. Posters encouraging and depicting Male Involvement will be used to make father figures feel welcome. In the spring a Family Fun and Fishing Day will be held as an activity to encourage Male Involvement as well as Family Involvement. Fishing, games, and a light meal will be provided.

Southern Seven HS/EHS Service Area: Family Involvement Procedure: Parent Survey References: None A Parent Survey will be given to parents at mid-year and at the end of each school year to provide feedback on the program. At the Teacher Home Visits, the parents will be given the survey and asked to complete and return. The Family Involvement Coordinator will take all surveys and develop a report of the responses. A copy of the report will be given to each site and also presented to Policy Council for their review. The report will be utilized when completing the Community Assessment.
