SE15 Exercise Dates
• July 21-23 Full Scale Field Activities – “Real Time”, Plume Phase ended on Day 1, then started Ingestion Phase on Day 2 and 3
• July 23 TTX (Day 14)
• Sept 9 TTX (6 Months) (Recovery)
• Sept 10 TTX (18 Months) (Recovery)
Plume Phase – Day 1
• State ESF-10 makes PARs to the Gov, SC EMD and Counties.
• Based on Plant conditions and running dose projections (Rascal v4.3.1 – source term to dose model).
• Gov, SC EMD and Counties determine PADs.

Few ESF-10 Lessons Learned
• Four Positives:
Integration with the DOE Rap Team
Use of the SC IMT on IAP development
Use of the ROSS (Radiological Operations
Support Specialist)
Notification to EPA R4 Duty Officer
• Improve Communications between functional areas for ESF-10.
• Need to work with the 43rd CST Team to better incorporate them into our field team capabilities.
• Need more details in a logistics plan to deploy DHEC assets.
• We need to increase the awareness of our DHEC environmental programs on Rad issues.
• Continue to work on the Emergency Public Health Powers Act order template to cover “Non-Ag Goods”.
• DHEC ESF-10 operates a 24-Hour line for the reporting of spills/releases. While not an information line, there is concern that early on the volume of calls from citizens would easily overwhelm our system.
• Need to better explain FRMAC data products to SEOC Staff and Counties.
• Review the public health order process for Emergency Workers to ingest KI. Currently, order from DHEC Public Health Officer.
• Need an MOU with the SC National Guard on Armory use for our Mobile Operations Center.
• Need to update/expand our contract with Commercial Laboratories for analytical support.
• Need to conduct an assessment/review of pre and post event communications with the Public.
Future
• Will this type of exercise continue?
• It was a lot of work, but a great opportunity.
