The m e e t i n g had d e c i d e d a t t h i s s t a g e n o t t o e s t a b l i s h a s cho o l w a tc h scheme , b u t had a g r e e d on c e r t a i n m e a s u r e s t o combat

I t was hoped t h a t by r e d u c i n g t h e s i z e o f t h e pane l and b r e a k i n g t h e m e e t i n g i n t o s m a l l e r g r o u p s t h a t t h e fo rums c o u l d d e v e l o p i n t o d i s c u s s i o n g r o u p s i n s t e a d o f a q u e s t i o n and an s w e r s e s s i o n . C l l r . The Home O f f i c e had p o i n t e d o u t t h a t t h e Governmen t d i d n o t p r o v i d e f u n d i n g f o r N e ig hb ou rh o od Watch S t r e e t s i g n s , b e c a u s e t h e schemes w e r e v o l u n t a r y and a s such t h e l o c a l communi ty s h o u l d be e n c o u r a g e d t o make s u r e t h a t t h e y had t h e commi tmen t and r e s o u r c e s n e c e s s a r y f o r t h e i r s u c c e s s .

The Home O f f i c e had a l s o commented t h a t a l t h o u g h t h e y r e g a r d e d s t r e e t s i g n s a s d e s i r a b l e , t h e y were n o t e s s e n t i a l t o t h e s u c c e s s o f N e ig h b o u r h o o d Watch Schemes.

The number o f b u r g l a r i e s r e c o r d e d i n 1989 had r e d u c e d compared w i t h 1988 , a l t h o u g h P o l i c e r e a l i s e d t h a t t h e y c o u l d n o t a f f o r d t o be c o m p l a c e n t .

( i i ) Au to Cr i m e . O f f e n c e s o f Au to Crime c o n t i n u e d t o i n c r e a s e , and t h e p o l i c e were making e v e r y e f f o r t t o a r r e s t t h o s e r e s p o n s i b l e .

The Highways D e p a r t m e n t had marked o u t t h e r o a d i no r d e r t o s p e e d t h e f l o w o f m o t o r c a r s , and r e l i e d upon t h e good s e n s e o fd r i v e r s o f w ide b o d i e d v e h i c l e s t o d r i v e i n a r e s p o n s i b l e m ann e r . Mr L loyd (D ep u t y H e a d m a s t e r - Lower Schoo l - Myers Grove ) commented t h a t t h e q u e s t i o n s p u t f o r w a r d by t h e p u p i l s had been v e r y i n t e r e s t i n g and t h a t b o t h fo rums had been v e r y s u c c e s s f u l and e n j o y a b l e . However t h e f t s f rom m ot o r v e h i c l e s had i n c r e a s e d by 1 43 , w h i l s t t h e f t s o f m o t o r v e h i c l e s had d e c r e a s e d by 21 .

( i i ) Road T r a f f i c . Dur i ng t h e p e r i o d F e b r u a r y t o May no f a t a l roa d a c c i d e n t s had o c c u r r e d , b u t 221 r o a d a c c i d e n t s had been r e p o r t e d . D r i n k i n g and d r i v i n g was s t i l l a m a j o r p r o b l e m .

( i i i ) E s t a b l i s h m e n t . In s p Sewe l l r e p o r t e d t h a t t h e S u b - D i v i s i o n was 8 c o n s t a b l e s and 1 S e r g e a n t s h o r t o f i t s a u t h o r i s e d e s t a b l i s h m e n t . However i t was a n t i c i p a t e d t h a t a s e r g e a n t and a c o n s t a b l e wou ld be t r a n s f e r r e d t o tine S u b - D i v i s i o n i n J u n e , a d d i t i o n a l p r o b a t i o n e r c o n s t a b l e s would be r e c e i v e di n J u l y .

C h i e f I n s p e c t o r Sumner r e p o r t e d t h a t i n t h e S u b - D i v i s i o n a s a whole t h e r e had been an i n c r e a s e o f 111 c r i m e s when com pa red w i t h t h e same p e r i o d i n 1988 . In t h e D e e p c a r , S t o c k s b r i d g e and O u g h t i b r i d g e a r e a s t h e r e had been i n c r e a s e o f 27 c r i m e s . The main a r e a s o f i n c r e a s e had been Auto Cr ime and B u r g l a r i e s o f d w e l l i n g s and o t h e r p r e m i s e s . Members n o t e d t h a t p e o p l e were s t i l l l e a v i n g v a l u a b l e s i n t h e i r c a r s .

( i i ) P u b l i c O r d e r . C h i e f I n s p e c t o r Sumner r e p o r t e d t h a t t h e r e had been no p u b l i c o r d e r p r o b l e m s s i n c e t h e l a s t m e e t i n g o f t h e Forum.

C h i e f I n s p e c t o r Sumner r e p o r t e d t h a t t h e S u b - D i v i s i o n ' s s o l e T r a f f i c Warden had v i s i t e d S t o c k s b r i d g e and i n 3 d ay s he had i s s u e d 72 t i c k e t s f o r p a r k i n g o f f e n c e s . In t o t a l , s i n c e t h e l a s t m e e t i n g o f t h e Forum o v e r 200 m o t o r i s t s i n t h e S t o c k s b r i d g e a r e a had r e c e i v e d f i x e d p e n a l t y t i c k e t . C h i e f I n s p e c t o r Sumner r e - a s s u r e d members t h a t t h e T r a f f i c Warden wou ld c o n t i n u e t o v i s i t S t o c k s b r i d g e .

In a d d i t i o n C h i e f I n s p e c t o r Sumner drew a t t e n t i o n t o t h e f a c t t h a t on t h e new A616 many m o t o r i s t s were i g n o r i n g t h e d o u b l e w h i t e l i n e s on t h e r o a d , a s a r e s u l t o v e r 400 m o t o r i s t s had been i s s u e d w i t h a f i x e d p e n a l t y t i c k e t ( f i n e £24 and 3 p e n a l t y p o i n t s ) . In a d d i t i o n numerous m o t o r i s t s had been p r o s e c u t e d f o r e x c e e d i n g t h e 60 mphspeed l i m i t .

I n s p B e n n e t t r e p o r t e d t h a t members o f t h e Community L i a i s o n D e p a r t m e n t spo ke t o a w i de r a n g e o f g r o u p s a b o u t p e r s o n a l s a f e t y . ( a ) C r i m e . S u p t Chapman r e p o r t e d t h a t i n t h e f i r s t f o u r m on t hs o f 1989, an a d d i t i o n a l 111 c r i m e s had been r e p o r t e d , compared w i t h 1988 . The D e t e c t i o n R a t e f o r 1989 s t o o d a t 34%. The main i n c r e a s e had been i n t h e c a t e g o r y o fb u r g l a r i e s , however t h e i n c r e a s e i n b u r g l a r y d w e l l i n g s had t o be s e e n i nt h e c o n t e x t o f t h e 1988 f i g u r e s when b u r g l a r y d w e l l i n g s were r e d u c e d by 165 . In 1989 an a d d i t i o n a l 56 B u r g l a r y d w e l l i n g s , and 34 B u r g l a r i e s o f o t h e r p r o p e r t i e s had been r e p o r t e d . I t was a l s o w o r t h y o f n o t e t h a t t h e d e t e c t i o n r a t e f o r b u r g l a r y d w e l l i n g o f f e n c e s s t o o d a t 43%.

T h e r e had be en a r e d u c t i o n o f 64 Auto Cr imes r e p o r t e d . The d e t e c t i o n r a t e f o r c r i m e s o f v i o l e n c e was 86%, w h i l s t t h e d e t e c t i o n r a t e f o r s ex u a l o f f e n c e s was 78%. S u p t Chapman r e p o r t e d t h a t w h i l s t t h e p o l i c e were a c h i e v i n g c r e d i t a b l e d e t e c t i o n r a t e s i n t h e more s e r i o u s c a t e g o r i e s o f c r i m e s , t h e y r e q u i r e d t h e h e l p o f t h e p u b l i c t o d e t e c t t h e l e s s s e r i o u s t y p e s o f c r i m e i . e . , C r i m in a l Damage, b e c a u s e t h e s e o f f e n c e s were o f t e n c o m m i t t e d on t h e s p u r o f t h e moment .

(b) P u b l i c O r d e r . S u p t Chapman r e p o r t e d t h a t d e s p i t e t h e v e r y good w e a t h e r i nMay t h e r e had be en no s e r i o u s p u b l i c o r d e r p r o b l e m s i n t h e S u b - D i v i s i o n .C e r t a i n a r e a s i n t h e S u b - D i v i s i o n wh ich r e g u l a r l y a t t r a c t e d l a r g e c rowds o f p e o p l e on a F r i d a y and S a t u r d a y e v e n i n g w e re ' t a r g e t t e d ' by t h e P o l i c e and p a t r o l l e d r e g u l a r l y .

( c ) Pub Watch. S u p t Chapman r e p o r t e d t h a t a number o f l i c e n s e e s i n t h e Sub- D i v i s i o n had had a m e e t i n g w i t h t h e P o l i c e t o d i s c u s s becoming i n v o l v e d w i t h t h e C i t y w ide Pub Watch Scheme. Members n o t e d t h a t more and more l i c e n s e e s w i s h e d t o j o i n i n t o t h e Pub Watch scheme . The P o l i c e had r e c e i v e d s e v e r a l good c a l l s f rom l i c e n s e e s and had been a b l e by t a k i n g p r e ­e m p t i v e a c t i o n t o p r e v e n t t r o u b l e o c c u r r i n g .

(d) T r a f f i c . D u r i n g t h e l a s t 3 m on t hs t h e r e had been no f a t a l a c c i d e n t s , 7 s e r i o u s i n j u r y a c c i d e n t s , 33 s l i g h t i n j u r y a c c i d e n t s , 73 damage o n l ya c c i d e n t and 15 a c c i d e n t s i n v o l v i n g d o g s .

( e ) P r e m i s e s . S u p t Chapman r e p o r t e d t h a t t h e P o l i c e hoped t o h o l d an Open Daya t t h e new D i v i s i o n a l and S u b - D i v i s i o n a l H e a d q u a r t e r s d u r i n g t h e summer,and a l l members o f t h e Forum were i n v i t e d t o a t t e n d . In a d d i t i o n S u p t Chapman commented t h a t any member o f t h e Forum who wi shed t o be shown a r o u n d t h e s t a t i o n on a n o t h e r d a t e s h o u l d c o n t a c t him d i r e c t .

( i i ) Chapel town - S g t F a r r e l l r e p o r t e d t h a t work would s h o r t l y commence t o r e f u r b i s h t h e m a i s o n e t t e s a t Chapel town i n a d d i t i o n t o d e m o l i s h i n g t h e f l a t s . Members we re r e q u e s t e d t o c o n t a c t t h e P o l i c e i f t h e y saw any i n f r i n g e m e n t s o f t h e Road T r a f f i c A c t s .

( i i i ) A6135 Road S a f e t y - S g t F a r r e l l r e p o r t e d he had i n v e s t i g a t e d t h e road s a f e t y r e c o r d o f t h a t s t r e t c h o f t h e A6135 r u n n i n g f rom t h e Chapel town r o u n d a b o u t t o M i l l Lane ; o v e r t h e l a s t 5 y e a r s t h e r e had been 38 i n j u r y a c c i d e n t s , wh ich a l t h o u g h r e g r e t t a b l e was below t h e n a t i o n a l a v e r a g e f o r a c o m p a r a b l e s t r e t c h o f r o a d .

( i v ) Mor tomley L a n e / W o r t l e y Road - Mr E y re i n q u i r e d w h e t h e r any p r o g r e s s had be e n made t o w a r d s f i n a l i s i n g t h e i m p ro v e m e n t s t o Mor tomley L a n e / W o r t l e y Road. 1. Introduction

In October 1988 a seminar was held to discuss the Police Authority's Community Consultation arrangements. This was in response to the duty which the Authority has to review its consultation arrangements -from time to time. The seminar looked at how well the arrangements were working and possible improvements. In January 1989 the Authority considered a report on the mainissues raised at the seminar, and suggested options -for moving■forward. This was referred to the -four District Councils -forcomment, and is now being referred to the Panels and Forums -fortheir comment.

Attached to this brief report is a Consultation Document which sets out issues and options which the Authority is seeking views on, andall Panels and Forums are invited to comment. After this processhas been completed, the Police Authority will consider a -further report which will make recommendations about the way forward on the basis o-f all the comments received.

2. Format o-f Consultation Document

The Consultation Document considers in turn each of the six main areas identified at the seminar, with a brie-f description of themain issues and a list o-f possible options. These options are notintended to be definitive, and other suggestions will be very welcome. (A more detailed consideration o-f the issues is included in an Appendix which can be obtained on request from Martin McCarthy or Len Cooksey). Also enclosed is a brie-f questionnaire about the consultation arrangements, which individual members are invited to complete and return to the Authority in the pre-paid envelope provided.

3. Conclusion

Members of Forums and Panels are invited to comment on the issues and options described in the Consultation Document.

S H E F F IE L D h ea lth chiefs have assured city shoppers there is no cause for concern fol­lowing a fresh outcry over egg safety.

The latest scare follows the discovery by consumer protection chiefs in Birm­ingham that more than h a l f o f 7 , 0 0 0 e g g s imported to the city from Holland and France were cracked, had dirty shells and malformed yolks.

B irm in g h a m ’s consum er department is now con­sidering prosecuting the worst offenders found in the survey of city shops by M inistry of Agriculture officers two weeks ago.

A spokesman for Sheffield’s E n v iro n m en ta l H e a lth department said there was no reason to believe conti' nental eggs were on sale in the city.

“ We will be keeping a watch­ing brief on everything but there is no reason to sus­pect th a t we have this problem here,” he said “ We would not be very pleased to see this type of p r o d u c t o n t h e U K market.”

He added that proper food hygiene training by the department for city shop assistants bad heightened awareness of food safety problems. “This is one of the areas we are taking a lead in,” he said.

Residents' action group fights shopping complex

Alarm bells began to ring at North-East■ Derbyshire district council, which would prob-■ ably disappear if Sheffield did take over three of

its biggest communities; the local MP accused Sheffield o f a takeover bid, and soon a major campaign was under way to stop something that had never been started.

By the weekend, 2,000 people in. Dronfield had signed petitions against the ‘takeover’, and the district-council’s presses could not keep pace with the demand for protest posters that depict Sheffield as a predatory death’s head. ;

Moving Dronfield (Derbyshire's third-largest town), Eckirigton and Killamarsh into Sheffield would rob the district o f more, than half its population and make the Chesterfield-based

. All Sheffield ever did was respond to a request for information from the Boundary Commission.

“ We told them that if they were talking about : something major we would want to talk to them

again,” said Howard Knight, secretary o f the city council’s controlling Labour Group.

The Commission came back to Sheffield to ask for more information. “That is simply what we sent back to them. We have made no submis-

The council’s controlling Labour G roup never took apolitical decision On whether they wanted to expand into North Derbyshire, and yesterday took the unprecedented step o f issu­ing a categorical denial o f the land-grab claims.

So the crisis for North-east Derbyshire is over — for the time being at least. • K

But in the long term, the 'w hole o f the ShefTield region could be in the melting pot again, because both major political parties are committed to some form o f local government reorganisation.

The Tories are under pressure to do away' with county councils, which in local terms would mean the end o f Derbyshire County Council,, and the strengthening; o f big district councils like Sheffield. j j : ;

It would make a lot o f sense; if that were to happen, to transfer Dronfield, Eckington and ".ilia ' “ ................. ........Killamarsh to Sheffield and] let Chesterfield

take over the rest o f North-East Derbyshire,; including Clay Cross. ,

The Labour Party is talking about unitary authorities and regional government; which would probably have a similar effect.

The other issue which is bound to effect the th inking o f Sheffield’s Labour-con trolled council — especially now that the poll tax is about to be introduced — is that o f who pays for and who uses the services it provides.

A recent survey in Cheshire revealed that better-off families benefit substantially by living in low-rated suburban areas and using;the facilities provided by nearby big cities.

An impartial observer o f the local scene would argue that that is precisely what is. happening here, with commuters who live over the border in low-rated Derbyshire reaping the benefits o f Sheffield’s facilities.

Rates (and the poll tax) are substantially; lower in Derbyshire than they are in Sheffield, and the commuters who have moved -out tp. Dronfield, Eckington and Killamarsh (which are suburbs o f Sheffield in all but name) havie effectively bought their way into off-shore tax havens.

More than 50 per cent o f DronfieW working people work in Sheffield, for instance. They use Sheffield's roads, its libraries, its pleasure gardens and many other facilities, yet pay noth­ing directly towards them.

That s ituation , may well be remedied by boundary changes if and when the highly unpopular.poll tax, due to be introduced, next year, is; replaced by some other form o f local taxation in the 1990s.

“Poll tax is meant to be more representative o f how people use services, but . o f course .is

, not,” says Howard Knight.“ I don’t feel that the poll tax has any greater

life than 1995. Whichever party is in power then will have to change it. There is lots o f discussjon going on behind the scenes on what fbriri o f focal taxation system is going to apply .in the 1990s.” ■ .

A combination o f property tax and local income tax system may be favourites, and they could be accom panied by sweeping local government changes o f the magnitude we last saw in 1974. Which would put the whole future o f NorthrEast Derbyshire back in the melting pot. ’ - - • :

But they clearly do need parks — hence the squall o f controversy o v e r S h e f f i e l d R e c r e a t i o n Department's plan to sell off the Glen Howe park keeper’s lodge as “surplus to requirements” .

Bradfield Parish Council, one of those outposts o f dangerous inde­pendent thought out there in the wild N orth West, has launched a campaign to protect the park itself and ensure that any money raised by the sale o f the lodge will be p l o u g h e d b a c k i n t o t h e community.

Seventy years on, it remains a charming resort, with its steepish lau re l d r iv e a lo n g th e T in k e r Brook, its. rusticated bridges, its w oodland slopes with sunlight filtering through, its mossy roots and dam p ferns . . . as lovely a glen as you'll find on o r off the R o u n d W alk . A n d , la te o n a su m m e r a f t e r n o o n , a f t e r th e p e n s i o n e r s ’ c u r f e w , a lm o s t deserted.

W e sit on the Cecil Brearley Memorial Seat, next to an abso­lutely empty waste bin, wonder who Cecil Brearley was, and con­template the stone park keeper’s house -j— Glen Howe Tower as its solid turret justifies it being called.■ Cecil Brearley? A plaque on the s tone bridge fills in the facts: “ Keeper o f Glen Howe from 1939 to 1974. A Loving H and Has Tended Here.”

And still does, as the trees open ou t into a clearing — the green? — with picnic tables and swings . . . a field in the middle o f other fields, a truly rural-park, with traffic noise hardly1 to b e ' heard and people hardly t<? be seen.

W orth, the trip, even after half past three. Take a flask. But don’t get off a t Oughtibridge.

I GET asked to do soifle funny things sometimes. Last week I was asked to do an interview for Woman’s Hour about why I wear sandals.

According to an edict laid down by Winston Churchill many years ago, sandals are permissible in the House of Commons so long as they are worn without socks. So that’s all right — because unless it is very cold in the summer there is very little point in wearing sanidals if they are worn with socks.

1 hasten to add that although I wear sandals, I am by no means vegetarian, nor do I wear an ear ring! I just love fresh air and sunshine and do not see why my feet should have to suffer inside heavy shoes unless it is abso­lutely necessary.

Of course, “We are all Green now” — or so they wonld have os believe. Last month, one in seven of those who bothered .to vote in the

European Assembly elections voted for the Green Party.

Personally, I think their name is a bit of a cheek. It’s a bit like calling yourself “the Good Party”.

After all, who is not in favour of it? Protecting our environment, and for that matter, the very survival of our planet, are things about which some, of us care very deeply, and in which everyone should have an interest.

There are, of course, a few tough decisions to be made which reflect deep differences in the values we hold.

In simple terms, I do not believe you can be ‘Green’ unless you believe in demo­cratic socialism. Not, I has­ten to add, that that auto- m a t i c a 11 y m e a n s wholehearted commitment to the Labour Party — I wish it did!

Before people start reach-; ing for their pens, 1 had better explain.-

Pressure can also be . brought to bear on the water authorities to clean up our streams, rivers and water supply, and the Government need to be honest about what is happening to nuclear and toxic waste.

It is strange really how some people’s miods work. A neighbour chastised my children for using a water sprinkler the other week, whilst-we were breathing, in the smoke from his garden fire which bad burned unso- cially for the whole weekend.

In the end though, I cannot think of athke more appro- priate than that of the Labour Party’s advert the

.; day before the Euro-elec- tions. It said “Who do you call someone who is against

AS rail workers are pillo­ried for asking for more, a survey of 86 of Britain’s b i g g e s t f i r m s h a s revealed that top com­pany executives awarded th e m se lv es p ay ‘r ises averaging 27 per cent last year.

In the wake of tragedySir,—I am writing in response to a report(August 8) on a meeting of the General Purposes Committee of Sheffield City Council at which one of the items on the agenda related to safety of sports grounds certificates and in particular the one issued to Sheffield Wednesday Football Club. I am concerned about some of the misleading statements contained in the report and would like to reply to some of the criticisms made.

First of all, the article claimed that councillors refused to make any decisions and that the meeting disintegrated. The fact is the meeting did not disintegrate and we did not make any decision because that was impossible with no written report in front of us at that stage.

What we did have was a verbal report from council officers that the written report, with recom­mendations from the official in­quiry by Lord Justice Taylor, was being prepared as soon as possible and would be ready for t h e , committee to consider m a matter of days. We would then be able to make decisions and take any invent action needed.

Justice Taylor, and appeals to the Home Secretary over the continua­tion in office of the chief constable, Mr Peter Wrigfht, it is perhaps timely to consider the following remarks made by Donald Saundeig the week following the Hills­borough disaster:

“Though the South Yorkshire Police, the Football Association, the Sheffield Wednesday adminis­tration and stewards may all have made mistakes on Saturday after­noon, the basic cause of the disaster was the irresponsible behaviour of some spectators. Sir, — The essence of the interim report on the tragic events at Hillsborough football ground On April 15, is that “the policing of the

semi-final at Hillsborough broke down”, and that “the mam reason for the disaster was the failure of police control”.

Speaking of the conduct of some 65 police officers giving oral evi­dence at the inquiry, the report says, and I quote, “that for the most part the quality of their evidence was in inverse proportion to their rank”, and later “...the senior officers in command were d e fe n s iv e a n d e v a s iv e wit- nesses...But neither their handling of problems on the day nor their

account in evidence showed the qualities of leadership to be ex­pected of their rank’’.

In the final paragraph of the section of the report dealing with the police (paragraph 285) it says “It is a matter o f regret that at the hearing and in their submissions the South Yorkshire Police were not prepared to concede they were in any respect at fault in what occurred”.

It was against this background that the chief police officer, Mr Wright, took the sensible step of tendering his resignation. One must assume from this that he intended to resign. In the mean­time, however, Mr Wright has removed virtually every senior officer under his command and who had any connection with the tragedy at Hillsborough, into new positions, and some of them away from Sheffield.

It is most unfortunate that when the police committee did meet they decided that Mr Wright should keep his job.

Ninety five people died in horri­fic circumstances and hundreds were injured, and the families of the deceased have suffered miseiy, heartbreak and the sense of acute loss. Mr Wright owes it to them and to the dead to resign.

If a Prime Minister, a command­ing officer or the leader of a council had made a mistake involving massive loss of life, it would be

accepted that the person was responsible and should go. t

The Hillsborough tragedy need s never have occurred if Mr Wright ft and the senior officers involved r< had planned and carried out their oi Work properly. The interim report at makes this absolutely clear and it is therefore incumbent on Mr Wright to resign his post, regard­less of the finding which the police committee came to on August - 14.

It would be helpful if the police committee which took the decision ~ was to go also and that new people and a new chief police officer untainted by this shameful epi- , sode should take over. <

It would appear despite their , protestations to the contrary, that the police committee and the chief, police officer do not really accept the correctness of Lord Justice Taylor’s interim report. If this is ' so, will they kindly tell us Who was "responsible? —-Yours faithfufly; ,

Recently the most important newspaper in South Yorkshire,The Sheffield Star,said in its Editorial of Monday August 7th: "Chief Constable, Peter Wright has tendered his resignation. When members of the South Yorkshire Police Authority meet oh August 14th, they should accept it".

I completely agree; with The Star. It is most unfortunate that when the committee did meet they decided that Mr Wright should keep his job.

.•This morning, the National British Press with the exception of one newspaper, made it plain that they think that Mr Wright should go.

:It would be helpful if the Police Committee which took the decision yesterday,and whose blind loyalty outran their capacity to think straight, was to. go also, and that new people and a new Chief Police Officer untainted by this shameful episode, should take over.

I will be very pleased to meet you sometime to discuss privately

your concerns about the Police Authority, not only about recent events but the many things that I also think need improving. I am away on holiday

from 15th - 22nd September. Perhaps you would care to give me a ring onthe above number to fix a convenient time.

I note that you intend to raise many matters in the Hillsborough CLP management committee and feel I should be aware of them. I must say, I think

it would have been helpful, and comradely, if you had discussed your concerns with me or other members of the Police Authority before making some of your

recent, and past, statements. I have reported regularly to Walkley Branch about my concerns and also gave a report to the last meeting in August regarding

the resignation offer of the Chief Constable. Unfortnately I have a prior family engagement and will not be at the management committee.

I have been chair of the Ft Divisional Review Panel for over two years and you will^have received minutes and invitations to those meetings, and the

forums, but I have never seen you there when you could raise matters of concern.

Not all the meetings take place when parliament is sitting. It would have been very encouraging to receive the support of the Hillsborough MP as I am sure : there are many issues on which we could work together.

Unfair to the policer;

LORD Justice Taylor, this will just not do; the Hillsborough disaster was unprec­edented and it is grossly unfair to lay such a disproportionate share of the blame on the police.

This is compounded by the weight of blame placed on the shoulders of one person — the chief superintendent in charge.

In the circumstances of that sad day, what calibre o f officer could have perform ed adequately?

Perhaps a Horatio Nelson, but it could be said that he prevaricated.

What about the supporters who, drunk, or sober, and la te^cam e without tickets yet expected to gain admission, and who have escaped all but cursory criticism?

It seems to me this is a report of convenience which takes the course of least resistance and pleases many people.

If, as seems to be the case, drunkenness was not rife, I suggest that even more culpability rests with the supporters, since their attitude was projected in cold sobriety.

Please do not let us get into a scapegoat game, because it is counter-productive and un­dermines the morale and authority of the police

force, without which our society could become even worse than it is at present.

I AM amazed and disgusted at the apparent findings in the Hillsborough tragedy inquiry.

In the interim report, there appears to be no condemnation of all the people who persisted in pushing forward, despite desperate appeals by the police to stop.

Each and every injury sustained was a direct result of this pushing.

One person alone could not cause much injury, and it needed concerted pushing by at least hundreds of people to cause the injuries which were sustained.

No police officer was guilty of pushing for­ward, but on the contrary they did what" they could to prevent it.

Much criticism has been made about the failure to direct the crowd away from the centre terraces.

Hut it is naive, to say the least, to believe that the crowd would have taken any more notice of any police officer trying to physically prevent them from entering the terrace, than they took

ol ollicers trying to stop them pushing forward when outside the ground.

li was only because the crowd refused to comply with police requests to stop pushing, tliai the gates were opened in the first place.

It should also be remembered that the gates were opened with the intention and desperate hope to avoid serious injury to members of the crowd.

1 remember when it required one inspector, two sergeants and 13 constables to police a first team match at the Wednesday ground.

Even some of those officers had duties out­side the ground before and after the match. They were able to provide adequate cover, not because they were better policemen, but because the crowd was more orderly.

Crowd behaviour has not suddenly changed.I have seen it gradually change over the years, due at lest in part to a more tolerant attitude towards ihe disorderly and vandals, and to the lenient treatment o f the comparative few prose­cuted to conviction.

1 am afraid that this Hillsborough interim report is just another example of encouraging disorderly behaviour, when blame is diverted to those who tried hardest to prevent the tragedy.

of the Interim Report on the inquiry by the Right Hon Lord Justice Taylor, is that on April 15, "the policing of the sem i-fina l a t H il ls ­borough, broke down", and that "the main reason for the disaster was the failure of police control".

It was against this back­ground that the Chief Police Officer, Mr Wright stated

sible step of tendering his resignalion.

One must assume from this that lie intended to resign, but sections of the press arc acting as though he did not intend to resign. In the meantime however, Mr Wright has removed virtual­ly every senior officer under his command, and who had any connection with the tragedy at H illsborough, in to new positions, and some o f them away from Sheffield.

As soon as the Interim Report came out. Sir Jack Lavden, Chairman of ihc Police Committee, rushed straight into print to the c ffcc t th a t M r W rig h t should not cease to be the C h ie f Po lice O fficer o f Souih Yorkshire. He was supported in this by two members of the Police Com­mittee, a Labour member, a Tory member, who have not ceased to gain public ity

claiming immense support for the stand they had taken.

This 'pre-emptive strike’, clearly to sway opinion on the Police Committee, when eventually it met to discuss the case, was most unfortu­na te . They should have waited for the committee to meet, instead o f seeking support for a one-sided case.

It was against this back­ground that I decided to make a statement asking that M r Wright should have his resignation accepted. This appeared in The Star with a comment in lurid terms that "The new call for his head came amid claims that the under-fire-force- boss had made highly placed enemies in Whitehall."

This claim was under the heading in large black print of "Sack Chief Constable c a l l b y M P M a r t i n Flannery” , and gave not a word of explanation about the s ta tem en t regard ing "enemies in Whitehall” .

In public life generally, and indeed, in other aspects of life, whether it be a Prime

Minister, a Commanding Officer or, for instance a Chief Police Officer, if a drastic mistake is made, involving massive loss of life, it is acceptcd that the person at the helm is res­ponsib le. It is therefore incumbent on Mr Wright to resign his post, whatever finding the Police C om ­mittee comes to.

H e c la i m e d t h a t he accepted full responsibility. Let him p ro v e th a t by honourably giving up his position, and allowing a new officer, untainted by this shameful episode, to take over command of the South Yorkshire Police.

TWO Sheffield musicians have made it their business to become South Yorkshire’s first songwriting specialists.

Steve Smith and John Reilly have set up a company called I.arci-Law M usic, to provide songs for any occasion and written in any style.

And they promise that each one they write will be unique.

Brian Hilliard, editor of Police Review magazine told The Star: “ It is beyond doubt that he is unpopular in some quarters but he is too good a chief constable to let that bother him” .

Labour MP Mr Flannery issued a statement suggesting a new broom should be brought in to sweep away the force’s shame and that his offer to resign should, be accepted.

“He wijl forever be taint­ed with the term ‘H ills ­b o r o u g h d i s a s t e r ’ . H e should have done a great deal more than he did.

“ He was in overall charge and d id very l it t le with regard to the plans for the match. The people o f Liver­pool and those who lost sons a n d d a u g h te rs are bound to be deeply aware that the Chief Constable neglected his duty.

“A new man, totally un­ta in ted by the d isas te r , should take his place. It would give more confidence to people generally.”

B u t he sa id : “ I t is a mystery why Peter Wright has never received a Queen’s Police Medal.

“ It is obvious that some­one does not like him at the Home Office. W hen M r Wright made public his con­cern that his force may be spending too much time on community relations activi­ties, that was a deliberate gesture aimed at the Home Office to illustrate man­power problems.”

Sheffield councillors met this afternoon to discuss the f in d in g s o f th e in te r im report into the disaster.

The authority’s general, purposes panel was due to hear a verbal report from senior officers on the safety of sports grounds.

The Taylor report was criticial of the systems the Town Hall used to issue its safety certificate for the Hillsborough ground.

Upperthorpe, Sheffield, provides the lyrics. At the moment the company is being run through the Enterprise Allowance Scheme, but they hope to expand soon.

Before writing each song John and Steve, who first met in the choir at S t Marie’s Church in Shejfield city centre, will do research on exactly what is wanted. As well as a recording o f the song, they will also include the manuscript as proof o f the music’s uniqueness and copyright.
