IT seems a long time since December 10, 1991, when South West Mayo Development Limited (SWMDC) was incorporated. The company began trading on January 1, 1992 and we are now delighted to be celebrating twenty years in existence.

ORIGINS OF SWMDCA question that often comes up is; ‘How did SWMDC come into being?’. Back in 1991, the Euro-pean Union decided to roll out a new and exciting rural devel-opment programme across Europe, known as LEADER.

In Ireland, seventeen groups were specifi cally set up to deliver the LEADER I programme, among them South West Mayo Develop-ment Company. The fi rst Com-pany Chairman was Michael Moran, who presided over a Board representing a variety of sectors across the area. We are now one of fi fty fi ve similar organisations

across Ireland, of which 36 are rural-based.

EVOLUTION OF SWMDCSINCE 1991, SWMDC has proven itself with the delivery of three hugely successful LEADER pro-grammes. We manage one of the largest Rural Social Schemes in Ireland and have been awarded contracts to deliver more pro-grammes, including Community Employment and new pilot ini-tiatives such as the Tús initiative and Equality for Women Measure for example. We are very grate-ful to our funding partners for their confi dence in SWMDCs ability to deliver supports into the heart of south and west Mayo.

SWMDC has now developed into the main Local Development Company for south and west Mayo. Our mission “To sustain and develop the People, Com-munities, Resources and the Environment of the South and West Mayo Area, and to create and foster Employment and Eco-nomic opportunities through the

proper use of these resources”, guides us in everything we do as a company.

MANAGEMENT OF SWMDCSWMDC is non-profi t making

and is governed by an inde-pendently elected Board of Directors, with representatives from four main sectors: Com-munity/Voluntary, Social Part-ners, Statutory Bodies and County Council. Sub-commit-

tees are also in place to oversee certain programmes.

Gerry O’Neill, CEO together with a core staff of 38 people, is responsible for the day-to-day management of the com-pany.

FUTURE OF SWMDCSWMDC has evolved over the past 20 years to meet the chang-ing needs of the people of south and west Mayo. We hope to play an equally important role in the future, staying true to our prin-ciples of local, responsible deci-sion-making, equality and fair-ness. It is more important now than ever that European and State resources, which are entrusted to this company for local and rural development, employment, communities and social cohe-sion, are used in the most open, visible and targeted way.

A WORD OF THANKSI want to use this opportunity to pay tribute to all the board mem-bers, past and present, who have served this company so well. In particular, I would like to thank my predecessors who served as Chair of the Company: Michael Moran, Westport; Christy Loftus, Newport; Mary Alice Reilly, Newport; Jim Nally, Roundfort; and Seamus McCormack, Clare-morris.

WHEN I came to work for South West Mayo Development Company in June 1992, I was the third employee. Since that time, we now have grown to close to 340 employees across our eleven programmes. The variety of programmes means that we now have a presence in virtually every community in the south and west Mayo area.

At this point, SWMDC manages the following programmes:

Programme> Rural Social Scheme> Tús Initiative> Rural Recreation and Walks Scheme> Western Region Drugs Task Force funded

projects> Equality for Women Measure> CE Schemes – South and West Mayo> Local Training Initiative

We strongly believe in the ‘bottom-up’/com-munity led approach to development – we sup-port communities to shape their own future with the best mix of supports available to them.

An estimated €30m has been invested in our area over the past twenty years through the programmes administered by the company. In that time, many enterprises have been supported, jobs have been created. Numerous community facilities and infrastructure have been built, renovated and refurbished. Less evident but as important is the impact of our social inclusion work that builds confi dence in those marginal-ised in our society.

I believe that SWMDC makes a valuable con-tribution to south and west Mayo. However,

this has not been achieved on our own. Over the years we have had great support from var-ious Government Departments and State agen-cies. Our close working relationships with Mayo County Council and Mayo County Development Board have also been essential to our success.

I hope readers of this supplement will get a clearer idea of the work of SWMDC. More importantly, we want people and communities to avail of the supports we provide. Information on all of our programmes and area map can all be found in this supplement.

TÚS is a new initiative launched in 2011, providing short-term community work placements for people who are unemployed. SWMDC employs 60 partici-pantson the Tús scheme, all of whom make a huge contribution to community, voluntary and sporting organisations in south and west Mayo.

Tús workers provide a variety of supports to a number of social care groups; assist with facilities management and development of boxing, tennis, soccer and GAA clubs; provide administra-tive assistance to tourism, herit-age and community initiatives; and assist in pre-school facili-ties.

Ms Carmel Brady, centre man-ager of Western Care’s Primrose Hill Centre in Claremorris is one of the many satisfi ed clients of Tús. “Our current Tús partici-pant is wonderful and links in beautifully with staff and service users and they all work in co-operation with each other. Our sincere thanks for your ongoing support and we look forward to

working with Tús into the future,”she said.

The annual Tús payroll of €940,000 makes a signifi cant contribution to the local economy while also supporting the vari-ous communities throughout the area.

THE South West Mayo Devel-opment Company employs 191 staff through the Rural Social Scheme (RSS) right across south and west Mayo. All 191 are farmers who work part-time on local community projects.

This allows them to continue to operate the family farm while supplementing their income. The RSS is managed by 10 super-visors and one co-ordinator.

VARIETY OF WORK ACROSS SOUTH MAYOTHE RSS staff work on a wide variety of projects, such as: Working with local communi-ties on village enhancement, community buildings, walking trails and beaches; Social care projects including care of adults with learning disabilities, pre-paring and delivering meals to the elderly in conjunction with local community groups and the HSE; Domestic energy con-servation services for the eld-erly; Community care for both pre-school and after-school

nity, voluntary and sporting groups benefi t from the sup-port of the RSS in South Mayo.

€2.9 million is paid annually in staff wages to RSS partici-pants and supervisors.

ENHANCING COMMUNITIES “THE help of the RSS is invalu-able to communities,” according to Mr. Joe Waldron, Secretary of Ballindine Community Coun-cil.

“The scheme makes it possible for local communities to enhance their towns and villages and improve the lives of people in these areas directly and indirectly. Here in the southern part of the county, the community meals

service has proven very popular and is made possible by the involvement of RSS.”

WOULD you believe that the Rural Development Programme (also known as LEADER) is the largest South Mayo has ever seen? “The fourth programme was negotiated during the good times which is fortunate given that money is so tight at the moment. Supports for busi-nesses that continue to employ people and create new jobs have never been more important,” said Gerry O’Neill, CEO of South West Mayo Development Com-pany (SWMDC).

In recent weeks, SWMDC ran an incredibly successful ‘Open for Business’ roadshow.

“The interest in these events was huge and showed us that there is plenty of entrepreneur-ial fl air in Mayo.

Our aim is to grow the local Mayo economy in every way we can with our grants, men-toring and training supports,” said Mr O’Neill.

“We were absolutely delighted with the turnout at all our infor-mation evenings – every event was full. It proves that people are taking the opportunity now to review their options and consider starting or growing their business,” commented Lorraine Toner of SWMDC. Though the information ses-sions are now complete, South West Mayo Development Com-pany are keen to remind poten-tial applicants or interested individuals that they are very much ‘open for business’.

“We’re very keen to hear from anyone who’d like more infor-mation on our grant aid or sup-ports – though our info sessions have been completed, we’re taking enquiries from those interested in starting or expand-ing their business,” added Ms Toner.

THE Local and Community Development Programme (LCDP) aims to target poverty and social exclusion. This is achieved by: targeting those furthest from access to edu-cation, providing training and employment opportunities and prioritising marginalised people and groups and the most disadvantaged commu-nities.

TARGETING COMMUNITIES IN NEEDTHE LCDP supports commu-nity activity right across the area and in 2011, sixty seven community groups received support under this pro-gramme.

Examples include older peo-ple’s groups and developing community gardens in Ball-inrobe, Castlebar and with the Karen community.

WORKING WITH YOUNG PEOPLEYOUNG people are a key tar-get group of the programme

Local and Community Development Programmes (LCDP) – ‘Working for change in South Mayo’

and in 2011, 332 young people directly benefited from LCDP. The dedicated youth worker on the LCDP team has been

involved in many flagship projects, including the inno-vative GET IT programme that used Information Tech-

nology to target early school leavers.

Currently the youth worker plays a key role in the Mayo

Mental Health Youth Initiative (MMHYI) which is an intera-gency, countywide group set up in response to the high increase in the incidences of suicide amongst young people.

SUPPORTING THE UNEMPLOYEDMUCH of the work carried out under LCDP is around unemployment.

Unemployment working groups have been set up in Ballinrobe, Claremorris and Castlebar. Area specific direc-tories of services for unem-ployed people were produced in Ballinrobe, Claremorris and Castlebar.

In 2011, LCDP staff supported 112 individuals into self-employment.

A further 239 people also benefited from training and e d u c a t i o n p ro g ra m m e s through LCDP.

South West Mayo Development Company sponsors two Commu-nity Employment schemes, in West and South Mayo. The schemes are funded by Solas (formerly FAS)

and employ 52 people. The schemes sup-port a huge variety of work in rural com-munities such as: Elderly Care, Environmen-tal Works, Youth and Childcare Support, Administration Assistance and Caretaking Services.

Voluntary and community groups are provided with essential human resources to support their work.

“Without the help of CE, it would not be possible for us to have such a fi ne public amenity and tourist attraction. The ongo-ing support of CE is vital to the survival of this amenity,” said Seán Heneghan from Clare Lake, Claremorris.

The participants on the schemes benefi t from valuable work experience, access to further training and skills development. These skills also enhance the confi dence of participants to contact prospective employers and secure meaningful employ-ment in the future. The fi nancial boost to the local economy in 2011/2012 comes to over €700,000, a knock-on benefi t that is often overlooked.

Community employment plays an inval-uable role in the functioning of healthy

communities. It offers a way to deliver vital community services that cannot ordi-narily be met by other means.

“CE participants have been intrinscially linked with the Tacú Family Resource Cen-tre since its inception. The value of their input cannot be measured solely on a mon-etary basis, but more so on the basis of a healthier community resulting in their work with disadvantaged people, the eldery and youth,” said ?? from Tacú.

“I highly recommend this SME Programme. My business defi -nitely benefi tted from the guid-ance received throughout this course,” said Carmen Garcia from Celtic Journey. The pro-gramme has been expanded in 2012 to cover more topics and provide extra one-to-one men-toring sessions.

Project offi cer Lorraine Toner said SWMDC still want to hear from entrepreneurs looking for mentoring or training support.

“Small business is key to our economic recovery, and we’re keen to assist new and growing businesses – not all are eligible, but we will provide support those we can,” said Ms Toner, who can be contacted on 098 41950 for more details on men-toring and training supports.

won the Connaught Business Start-Up category in the Ulster Bank Business Achievers Award. Cherry Blossom, will go on to the

national fi nals in April 2012. The innovative bakery business now employs 12 people and recently re-located to a state-of-the-art bakery in Castlebar. With this expansion, the busi-

ness hopes to employ another 15 people. This business was sup-ported with a grant almost €17,000.

NEWPORT Local Training Initiative is play-ing a key role in giving people the skills they need to re-enter the workforce or move onto higher education. Newport LTI SOLAS, is a full time 26-week computer course, adminis-tered by SWMDC in conjunction with Solas (formerly FAS).

Newport LTI has a state-of-the-art computer training room, where each student has the use of their own computer and coursework books are all supplied.

The courses are delivered by qualifi ed tutors, with plenty of one-to-one attention. Partici-pants are encouraged to work at their own pace, in a relaxed, informal environment.

The following are all available: Equalskills - certifi ed; ECDL Start and Core - certifi ed; ECDL Advanced Modules - certifi ed; Full work-ing knowledge of internet use, e-mail set up and improved typing skills.

New places will be available in April/May 2012, so if you are in receipt of a social welfare payment you can apply through your Local Employment Service offi ce or through SOLAS. Training is free and participants receive their basic social welfare payment and some expenses. Students range in age from 16 – 65 and come from across the south and west Mayo area.

THROUGH the LEADER/Rural Development Programme, South West Mayo Development Company, SWMDC has sup-ported community projects in South West Mayo from the fi rst spark of an idea right through to its completion.

More than one hundred com-munity projects have received support over the past three years and there are plenty more projects in the pipeline. While the global and national economy is experiencing cutbacks, more the €2,000,000 has been paid out to almost forty community projects.

Social and recreational facil-ities are very important in sus-taining vibrant communities. Eleven community centres have been upgraded and made totally accessible with the inclusion of lifts, mobile stages and improved energy effi ciencies. Communities have equipped their buildings to deliver com-munity services such as funeral parlour facilities to kitchens providing meals and meeting

benefi ted from multi-genera-tional outdoor recreational

facilities which have included playgrounds, skate parks, multi-use game areas, outdoor gyms and community walks.

As a result of funding, there are fi ve new all year round off-road walks designed to meet the recreational needs of all age groups in the community. The thematic walk at Clare Lake, Claremorris ‘Land of the Giants’, incorporating sculp-tures embodies the innovation aspect of LEADER/RDP fund-ing.

Communities have also been supported through advice, guid-ance and funding in conserving local heritage. Seven heritage publications, preserving local heritage and cultural traditions to anthologies of writing from various groups, have been sup-ported.

SWMDC continues to provide training and skills development to communities. Past topics included community develop-ment, biodiversity, walking tourism, management of com-munity facilities and computer training. For more information on the supports available to communities, please contact 098 41950.

THE Western Regional Drugs Task force funds two positions within South West Mayo Devel-opment Company (SWMDC) covering counties Mayo and Roscommon.

COMMUNITY LIAISON WORKER (CLW)THE role of the CLW includes community support to respond to substance misuse, assist in drug and alcohol policy and identify the local impact of sub-stance misuse in the area.

The CLW was responsible for the fi rst Mayo Drug and Alcohol Awareness Week in 2011, which was offi cially launched by An Taoiseach Enda Kenny. One of the main events was Sláinte, a seminar covering important issues such as alcohol consump-tion, children’s exposure to risk from parental drinking and the relationship between Irish cul-ture and alcohol consumption. DRUG EDUCATION SUPPORT WORKERTHE Drug Education Support Worker provides support to parents, youth workers and com-munities in need of substance use education and training.

The mission of the Drug Edu-cation Project is to promote the health and well-being of young people, parents and communi-ties by providing drugs and alcohol education services. Drug training programmes, awareness and information sessions are

offered on demand to agencies, specifi ed groups and high risk young people.

The Parents Drug Education Initiative is a cooperative pilot programme. The aim is to inform parents and schools about the effects and consequences of substance misuse. Western Regional Drugs Task Force - tackling substance misuse

WITH initial funding of €50,000 from the Equality for Women Measure 2010 – 2013, the Revival Skills Training and Support programme is an initiative for women who are outside the labour market.

The programme gives participants the social skills, education and training to allow them to enter or return to the labour market. There are two key elements to the programme:

1. Career development training, with emphasis on personal and professional development

2. Mentor Support - participants are paired with a volunteer mentor who works with them one-to-one to achieve their personal goals and ambitions.

Training covers areas such as confi dence building, skills and background, interview and CV preparation. Almost half of the women from the fi rst EWM pro-gramme progressed into employment and further edu-cation.

Sixty six women participated on the programme in 2011, and the second Equality For Women Measure (EWM) awards ceremony will take place in Mayo Abbey on April 18 next. Kathleen Lynch TD, Minister of State with responsibility for Disability, Older People, Equal-ity and Mental Health, will present FETAC Level 3 awards under the ‘Revival Skills Training and Support programme’.

THERE is huge international interest in walking holidays and Mayo is very well placed to capitalise on that demand.

Opening up the rural landscape to walk-ers and nature lovers is the goal of the Walks Scheme in County Mayo, which plays an important part in developing the west’s walking product.

ACCESS ALL AREASIN 2008, the Walks Scheme was set up to develop National Way Marked Ways and other selected walks.

In south and west Mayo, there are 216 landowners on the Walks Scheme, which provides two yearly payments in return for an agreed maintenance plan and access to private lands. In 2011, this scheme brought an investment of over €200,000 into the local economy.

CO-OPERATIVE APPROACHWHILE the Walks Scheme is managed by South West Mayo Development Company

(SWMDC) through their dedicated Rural Recreation Offi cer, it requires the coop-eration of the National Trails Offi ce at the Irish Sports Council, Fáilte Ireland, local walking management committees and Mayo County Council for its success.

APPROVED LOOP WALKS AND WAY-MARKED WAYSTHE South and West Mayo scheme covers the Burrishoole and Clogher Loops and two National Waymarked Ways; the Cro-agh Patrick Heritage Trail and the Western Way.

The 179km Western Way is a route that can develop into a multi-day walk, which is very attractive to the international tour-ist.

Improvements are ongoing on all of these trails with the assistance of the Rural Social Scheme and the goodwill of landowners.
