Citizen Comments/Question Policy Time is made available for anyone in the audience to address the Council and/or Mayor concerning matters pertaining to City business. When a member of the audience addresses the Council and/or Mayor, he or she will come to the podium and state his or her name and address. Citizens will be asked to limit their remarks/questions to five (5) minutes each. In meetings during which numerous individuals wish to comment, the time for all citizen comments may be limited to three (3) minutes each, at the discretion of the conducting Council Member. The conducting Council Member shall have discretion as to who will respond to a comment/question. In all cases the criteria for response will be that comments/questions must be pertinent to City business, that there are no argumentative questions and no personal attacks. Some comments/questions may have to wait for a response until the next regular council meeting. The conducting Council Member will inform a citizen when he or she has used the allotted time. Grievances by City employees must be processed in accordance with adopted personnel rules.

A RESOLUTION OF THE CITY OF SOUTH SALT LAKE CITY COUNCIL
ADOPTING A POLICY REGARDING GENDER PAY EQUITY
WHEREAS, because employees should be paid based on a combination of their years of
relevant experience, education, and work production; and
WHEREAS, because women have historically been paid at rates significantly less than
men, the City of South Salt Lake is committed to offering wages not based on what prospective
employees currently earn, but rather based on consideration of internal rates of pay of employees
who are performing the same work and external market data; and
WHEREAS, South Salt Lake City’s goal is to eliminate systemic bias and discrimination
that adds to the under-valuation of work performed by women and to ensure that women are
treated equally in terms of compensation for work performed;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of South Salt
Lake that the following Policy Regarding Gender Pay Equity is hereby adopted for the City:
Section 1. Gender Pay Equity.
A. General Policy.
1. In accordance with applicable law, South Salt Lake City prohibits discrimination
based on a person’s race, color, national origin, sex, including pregnancy, gender identity,
religion, age, disability, genetic information, sexual orientation, gender identity, or any other
legally protected class.
2. Pay decisions, which include but are not limited to, new hire pay determinations,
promotional pay offers, merit pay increases, or any other pay adjustments, shall not be based on
a person’s gender.
3. South Salt Lake City’s pay practices shall provide equal pay for equal work, without
regard to gender.
B. Interview Practices. Individuals participating in a City hiring process, including hiring
managers, members of interview panels, and employees of the Human Resources Department,
are prohibited from asking an applicant about their current salary or past salary history. If an
applicant voluntarily discloses current or past salary information, the City will not rely on such
information as the basis for any salary offer it may make.
C. Workplace Expectations. Gender pay equity among employees in all jobs shall be
evaluated on a regular basis through a Human Resources audit.
Section 2. Effective Date. This Resolution will take effect upon immediately upon passage.

ORDINANCE NO. 2019-_____
AN ORDINANCE OF THE SOUTH SALT LAKE CITY COUNCIL AMENDING SECTION 15.12.070, EXEMPTING PUBLIC ENTITIES
FROM CITY REVIEW AND FEES ASSOCIATED WITH DEVELOPMENT APPLICATIONS, EXCEPT FOR
CITY UTILITIES CONNECTIONS WHEREAS, this Council finds it to be in the best interest of the City to exempt public entities, including the State of Utah and Salt Lake County, from the City’s review process and associated fees when making application for development on property owned by such entities, other than for City utilities connections; NOW, THEREFORE, BE IT ORDAINED by the City Council of South Salt Lake City: Section 1. Section 15.12.070 of the City of South Salt Lake City Code is amended to read:
15.12.070 - Compliance required. A. It shall be unlawful for any person to develop any tract or parcel of land which is located wholly or in part in the city except in compliance with this chapter, and development shall be done under the provisions of the appropriate type of development only, as determined by the community development department. No plat of any development shall be recorded until it has been submitted and approved as required herein. A plat or plan shall not be approved if the city council determines such plat or plan to be in conflict with any provision or portion of the general plan, master street plan, zoning ordinance, this chapter, or any other state law or city ordinance. B. Land shall not be transferred or sold, neither shall a building permit be issued for a structure thereon, until a final plat or plan of a development shall have been approved and recorded in accordance with this chapter and any applicable provisions of state law, and until the improvements required in connection with the development have been guaranteed as provided herein. Occupancy permits shall not be issued without written approval of all public agencies involved. No building depending on public or private potable water, and sewer, energy facilities, or fire protection shall be permitted to be occupied until such facilities are fully provided and operational. C. When no division of land into separate parcels is involved in non-residential development, multiple buildings on a single lot shall not be required to undergo the approval processes contained herein. Single parcels with one building whether with a single or multiple tenants, expansions, additions or legal modifications to existing buildings shall not be required to undergo the approval processes contained herein. Such improvements may be processed through the building permit process, conditional uses, or design review approvals, whichever applies. Other provisions of this chapter shall apply to all such improvements or developments. D. Public entities shall be exempt from this section, the City’s review process, and fees associated with any development application regarding properties that such entity owns within the City, except for City utilities connections.

Section 2. General Repealer. Ordinances in conflict herewith are hereby repealed. Section 3. Effective Date. This ordinance shall take effect upon execution by the Mayor or after fifteen days from transmission to the office of the Mayor if neither approved nor disapproved by the Mayor.
