Policy Board Reorganization Meeting

Monday, January 26, 2015 - 11:00 A.M. Vineland City Hall, 2nd Floor Caucus Room

The meeting was called to order at 11:05 a.m. by Executive Director Timothy Chelius, followed by the flag salute. Mr. Chelius then advised that the requirements of the New Jersey Open Public Meetings Act were met through Annual Notice on February 6, 2014 to The Press of Atlantic City, The Daily Journal, The South Jersey Times, and to the Clerks of the four member counties. Also, the Notice was posted on the designated bulletin board in Vineland City Hall. REORGANIZATION

1. Report of the Nominating Committee Executive Director Chelius reported that the Nominating Committee consisting of Freeholder Director Thornton, Mayor Desiderio, and Freeholder Laury recommended the 2015 Officers as follows: Mayor Desiderio as Chairman, Deputy Director Laury as Vice Chairman, and Freeholder Pauls as Secretary/Treasurer. There were no additional nominations.

2. Election of Officers On Motion by Freeholder Sheppard and seconded by Committeeman Schalick, the selection of officers was unanimously approved by roll call vote.

3. Resolution 1501-01: Adopting Annual Notice of Schedule of Regular Meetings On Motion by Stephen Mazur and seconded by Committeeman Schalick, Resolution 1501-01 was opened for discussion. Executive Director Chelius stated that the meetings will take place the fourth Monday of the month except for when there is a holiday such as Labor Day, when we will meet on a Tuesday. He also stated that several Board members suggested changing the meeting to an earlier time, and Chairman Desiderio commented that he would like to see the meetings changed to 10:00 a.m. He suggested that the Policy Board can formally vote on the meeting time change at the next Policy Board meeting. Thomas Wospil commented that he would support the request to change the meeting time. With no further discussion, Resolution 1501-01 was unanimously approved by roll call vote. APPROVAL OF MINUTES: November 24, 2014 On Motion by Freeholder Director Thornton and seconded by Stephen Mazur, the minutes of November 24, 2014 were approved by roll call vote with abstentions from Freeholder Sheppard, Freeholder Pauls, Chairman Desiderio. CORRESPONDENCE No correspondence to report. TECHNICAL ADVISORY COMMITTEE REPORT Chairman John Peterson reported that at the January 12, 2015 Reorganization meeting, TAC recommended approval of Resolutions 1501-02 and 1501-03, and he stated that a copy of the Citizens Advisory Committee summary is included in Board packets. CHAIRMAN’S REMARKS Chairman Desiderio thanked the Nominating Committee for his appointment as Chairman and congratulated Vice Chairman Laury and Secretary/Treasurer Pauls on their nominations and wished everyone a happy and healthy year. REPORT OF THE EXECUTIVE DIRECTOR Executive Director Chelius reported that due to the inclement weather, the Citizens Advisory Committee meeting that was scheduled for 6:00 p.m. was cancelled.

NEW BUSINESS

1. Resolution 1501-02: Approving Two Amendments to the FY 2014-2023 Transportation Improvement Program

On Motion by Stephen Mazur and seconded by Freeholder Director Thornton, Resolution 1501-02 was opened for discussion. Jennifer Marandino explained that Salem County is requesting that the Woodstown-Daretown Road resurfacing project be deleted from the current TIP in FY 2015 for Design and FY 2016 for Construction, and the Salem County Mill & Overlay Resurfacing Program be added to the current TIP in FY 2015 for Design, FY 2016 for Design and Construction and FY 2017 for Construction. Salem County is electing to add the resurfacing program as opposed to individual projects as it gives them greater flexibility and minimizes paperwork. With no further comment, Resolution 1501-02 was unanimously approved by roll call vote.

2. Resolution 1501-03: Approving the Selection of AECOM as the Consultant for the SJTPO FY 2015 Air Quality Assistance Project

On Motion by Freeholder Sheppard and seconded by Stephen Mazur, Resolution 1501-03 was opened for discussion. David Heller explained that as a non-attainment area, air quality conformity analysis is required anytime a new Transportation Improvement Program or Regional Transportation Plan is issued. The FY 2015 Air Quality Assistance project seeks consultant assistance in conducting the regional emissions analysis, which is required as the FY 2016 TIP will be released later this year. At the January 12, 2015 TAC meeting, TAC recommended the selection of AECOM with URS as the consultant for the project, with a total contract amount of $72,713 and a 12.69% DBE allocation. With no further comment, Resolution 1501-03 was unanimously approved by roll call vote.

3. Resolution 1501-04: Recognizing the Services of Frank Sutton

On Motion by Freeholder Director Thornton and seconded by Freeholder Sheppard, Resolution 1501-04 was opened for discussion. Executive Director Chelius read the resolution. With no further comment, Resolution 1501-04 was unanimously approved by roll call vote.

4. Resolution 1501-05: Recognizing the Services of Tony Surace On Motion by Freeholder Sheppard and seconded by Stephen Mazur, Resolution 1501-05 was opened for discussion. Executive Director Chelius read the resolution. With no further comment, Resolution 1501-05 was unanimously approved by roll call vote. NJDOT UPDATE – Thomas Wospil Thomas Wospil updated the Policy Board on the concerns regarding the Transportation Trust Fund Renewal not being renewed. He assured the Board that the Department has been monitoring the news from the State House and from contacts who are directly involved with the negotiations. To date, the Department is not aware of any changes to the TTF funding stream of FY 2015 and will continue to process all paperwork and funding needs as they come in. He also stated that the Department shares the same concerns and that a steady and stable funding source is needed to maintain projects and programs. Mr. Wospil stated that TTF funding is available until June 30, 2015, and he will keep the Board abreast of any changes. PUBLIC COMMENT No public comments were received.

FEDERAL CERTIFICATION REVIEW

Our certification is now set for Tuesday, March 31 and Wednesday, April 1, with a public session from 6:00 to 8:00 p.m. on Tuesday. Board members are invited to speak with the federal team at 9:00 a.m. Wednesday, April 1.

On Oct. 16, 2014, the classroomtraining portion of the educationalprogram took place. There wereeight classes; each lasted about 43

minutes. The four classroom instructors wereSgt. Scott Dorrler from New Jersey State Police(NJSP), Transportation Safety Bureau; DetectiveSgt. Matt Razukas, Fatal Unit, NJSP; and Robert(Bobbie) Clarke, Retired Atlantic City Sergeant,and Wayne Shelton, Retired NJSP Lieutenant,who now both work for the South JerseyTransportation Planning Organization.

Instructors taught teens how to be aware of theblind spots (also called “No Zones”), the three-second rule and to always keep a safe distancearound large trucks and buses. The studentswere taught to avoid all types of distractions,including talking to passengers, adjusting theradio or GPS, eating, drinking, reading, using acell phone, reaching for something you droppedon the floor or any other activity that removesyour attention from the road. Instructorsshowed videos of distracted driving and wewitnessed some teens jump in their seats whenthey saw the car crash into a truck and flip overdue to distracted driving. We also handed outflyers on how to share the road safely with largetrucks and buses to all of the teens.

On Oct. 20, 2014, we had the second part of thisevent, which was outside. There were sevenstations set up in front of Hammonton HighSchool. Approximately 1,471 teens went througheach station and were taught about thelimitations and characteristics of large trucks andbuses compared to passenger vehicles andmotorcycles.

New Jersey State Police, safety experts andother officers invited teens into commercialmotor vehicles to demonstrate the “No Zones”and to experience what it is like to be acommercial vehicle driver. The teens also sat ina passenger vehicle strategically placed withinthe truck’s “No Zones” to further illustrate thedangers of driving in those areas. Teens learnedabout distracted driving and tips to avoiddistractions while behind the wheel. A “No

Texting Promise” poster board was signed bythe teens, pledging not to text while behind thewheel. In fact, the students filled both sides of the board with their signatures.

The goal of these safety demonstrations is toprevent accidents involving teens and largetrucks and buses by showing young drivers howdifferent the world looks from the driver’s seatof a large truck or bus.

Bertino, FifthDistrict, New Jersey; and Shari Leichter, MCSAPCoordinator, New Jersey Department ofTransportation, and CVSA Liaison for the state ofNew Jersey.

GALLOWAY TOWNSHIP — Cars twisted like

accordions, tire marks scorched in asphalt on

Atlantic County roads.

Sir Isaac Newton’s laws of motion demonstrate just

how devastating motor vehicle accidents can be.

But for teenagers in South Jersey schools, they are

offering a unique perspective on applications of

mathematics and physics — and a big dose of the

importance of wearing seat belts.

Bob Clarke, a traffic safety specialist for the South

Jersey Transportation Planning Organization and a

retired crash investigator with the Atlantic City

Police Department, spoke Tuesday to an eighth-

grade physical science class at Assumption

Regional Catholic School in Galloway Township.

He gives versions of a presentation merging applied physics and traffic safety to middle and high

schools throughout Atlantic, Cape May, Cumberland and Salem counties.

What makes this presentation poignant is Clarke used examples from real-life crashes in Atlantic

County, avoiding the graphic elements but letting pictures of the mangled cars and cracked

windshields speak volumes about the forces at play.

Clarke said there have been more than 7,700 deaths on New Jersey highways since March 2003.

“Teens, this generation we’re teaching right now, came home in car seats. They’ve been all about

safety. Yet the number one killer in car crashes is they’re not wearing seat belts,” he said.

Professionally, Clarke has spent years investigating crashes.

As he told students: “Do people tell us the exact truth in car crashes? Not exactly. Not

everybody’s truthful in car crashes.”

Eyewitness accounts can be unreliable.

So piecing together what happened becomes a scientific process.

“If you have a puzzle in front of you with 1,000 pieces, how are you going to solve it? You put it

together from the outside and work your way in. We put the puzzle pieces together using physics,”

he said.

Teacher Sheryl Cordivari said teaching students about Newton’s laws, inertia and the science

behind how seat belts and airbags save lives helps prepare them for problem solving in real life.

“I go over the equations in class … I think this helps show them that what I’m teaching them is

not just to make their lives difficult and drive them crazy, but to show them this is real and has a

real-life applications,” she said.

The class recently finished going over Newton’s laws, such as: An object in motion stays in

motion until acted on by another force.

The Vineland-based South Jersey Transportation Planning Organization was formerly known as

the South Jersey Traffic Safety Alliance.

Today, Clarke told the eighth-grade students, many of whom are several years away from getting

drivers’ licenses, that nearly all crashes are the fault of humans.

“It only takes less than a second to change a lifetime,” he said.

“My message is make sure you wear your seat belt. A lot of people say you’ll get a ticket. No, this

is why it’s going to save your life and how it’s going to save your life — through physics,” he

said.

Although high speeds can be a factor in many accidents, even crashes at 40 mph are extremely

dangerous.

“Driving at 40 miles per hour, does it feel dangerous?” he asked the students. “But would you

jump off a five-story building?”

The speeds at impact are similar, he said.

Student Bryanna Mastro, 13, of Galloway Township, said she found the presentation interesting.

“I never realizing going 40 miles per hour could be that very bad a car crash. It’s kind of scary,”

she said.

SOUTH JERSEY TRANSPORTATION PLANNING ORGANIZATION ITEM 1503-06: Adopting the FY 2016 Unified Planning Work Program (UPWP) PROPOSAL At its March 9, 2015 meeting, the Technical Advisory Committee recommended adoption of the FY 2016 UPWP. Please refer to the enclosed excerpt, and a full copy of the document can be viewed on our website: http://www.sjtpo.org/Documents/UPWP/2016/FY2016_DRAFTUPWP_2-24-15.pdf . BACKGROUND Federal planning regulations require that Metropolitan Planning Organizations (MPO’s) annually approve Unified Planning Work Programs (UPWP’s) that guide the transportation planning process in their regions. The proposed FY 2016 SJTPO UPWP consists of the following: Overview – This describes the purpose of the UPWP, the transportation planning environment, SJTPO structure, and FY 2016 planning priorities. Integrating safety considerations into regional planning and capital programming will continue to be a top priority in FY 2016. SJTPO will continue to employ the Highway Safety Manual and Rutgers CAIT’s Plan4Safety tool to advance safety projects and programs in a variety of ways, including: continuing regional traffic safety education, coordination with DVRPC in traffic safety programs, technical studies, and the allocation of significant staff resources to safety programs and analysis. Improving safety on South Jersey roadways is SJTPO’s highest priority. In FY 2015, SJTPO developed a five-step, data-driven process to utilize federal Highway Safety Improvement Program (HSIP) funds. The purpose of the HSIP is to achieve a significant reduction in fatalities and serious injuries on all public roads through a data-driven, strategic approach to improving highway safety. This includes local roadways that may not otherwise be eligible for other federal funds. SJTPO’s Local Safety Program will generate HSIP-eligible safety projects in our region through a five-step process. And in an effort to remove a common barrier in applying for safety projects, SJTPO intends to offer final design assistance to our member agencies SJTPO will continue its wide – ranging data collection program, which will serve as the basis for infrastructure performance measures so that our system preservation planning and programming will flow from a region-wide data-driven, performance-based protocol. Also, SJTPO will support livable community efforts in our region through our involvement and assistance in the Safe Routes to School Program and Transportation Alternatives Program. Other core responsibilities of MPO's under federal law and SJTPO practice continue to be prominent work program activities. These include updating the Transportation Improvement Program, conducting required air quality analysis, managing SJTPO’s Public Involvement Program, and supporting federal research. We will also devote considerable attention to FHWA’s priorities for FY 2016, which include MAP-21 Implementation, Models of Regional Planning Cooperation, and Ladders of Opportunity. Central Staff Work Program ($1,247,098) – In addition to the region-wide priorities discussed above, the Central Staff Work Program will have a substantial emphasis on management of Technical Studies and the Local Scoping Program, oversight and direction of administrative support operations, and conducting traffic safety education and training throughout eight counties in the southern portion of New Jersey. In addition, advancing safety projects and programs will be a significant task, as SJTPO continues in its nationally recognized leadership role in integrating safety into planning. Staff will

prepare FY 2016 amendments and the FY 2017 UPWP. See Tables 1A and 1B for matrices depicting the association among SJTPO’s Work Program tasks, Regional Transportation Plan 2040 goals, and MAP-21 factors. Administrative Services ($75,000) – Administrative services are provided by the South Jersey Transportation Authority pursuant to a formal agreement with NJDOT and SJTPO. Subregional Transportation Planning Work Programs ($348,500) – SJTPO Counties are vital partners in all SJTPO planning processes, and they receive funds through this UPWP to support their contributions to SJTPO, as well as other transportation planning needs of their jurisdictions. They have many activities in common, including contributing to Regional Transportation Plan Updates and related projects. SJTPO Counties also participate in the SJTPO Transportation Improvement Program, support public involvement, and provide other assistance to SJTPO priorities described above. The County Subregional Planning Work Programs all include a specific “Task III” product in addition to general transportation planning activities. The total STWP funding per County and each County’s individual Task III product are:

• Atlantic County – $142,000: Atlantic County will conduct an in-house corridor study centering on Jimmie Leeds and Pitney Roads in Galloway Township after construction is completed on Garden State Parkway Exits 41 and 44.

• Cape May County – $58,000: An update of the Transportation Element of the Cape May County Comprehensive Plan to meet the requirements of the County Enabling Act will be completed by a consultant and by County staff. This Task was deferred from FY 2015.

• Cumberland County – $90,500: With consultant assistance, this project will study signal optimization for Broad Street in Millville and Main Road in Vineland.

• Salem County – $58,000: This project will yield a comprehensive traffic counting program conducted by county staff.

Technical Program ($1,300,000) – To supplement the various agency work programs described above, SJTPO will support technical studies and projects performed by consultants, as follows:

• Professional & Technical Services ($100,000) – This task will fund specialized services to support our 2040 Regional Transportation Plan implementation, such as further travel demand model development, air quality analysis, public involvement, marketing, and others.

• RTP Scenario Planning ($150,000) • Ladders of Opportunity Assessment ($50,000) • Program Support Data Collection ($250,000) – two year project • Local Safety & CMAQ Project Development ($250,000) – two year project • Sign Management System Data Collection ($450,000) – two year project • SJTPO Website Development ($50,000)

FY 2016 TECHNICAL PROGRAM TASK 16/401: PROFESSIONAL AND TECHNICAL SERVICES This task will fund specialized services to support the 2040 Regional Transportation Plan Update. Possible tasks include air quality assistance, including development and testing of MOVES-based motor vehicle emissions budgets, and development of input data for future State Implementation Plan (SIP) inventories. Other tasks may include updated population and employment projections, professional services to improve SJTPO’s Congestion Management Process, or assistance in performance-based planning, especially as required as part of the 2040 RTP Update. Funding: $100,000 Federal Aid Agreement: PL- ( ) Project Manager: David Heller Task 16/402: RTP SCENARIO PLANNING AND PUBLIC INVOLVEMENT This task will utilize consultant assistance to conduct a visioning and scenario planning exercise to explore specific scenarios for the upcoming 2040 RTP Update. Scenarios may center on the following parameters:

(1) Demographics—Population and Employment Growth, Smart Growth (2) Funding Levels—Optimistic, Business as Usual, Pessimistic (3) Transportation System—(Transit-oriented scenario, Highway-oriented, Balanced Scenario, Bike-Ped Oriented)

Products may also include customized web application or other software to allow user input into setting of scenarios, such as the DVRPC Choices & Voices application, as well as to allow the public to see visual simulations of scenarios. TASK 16/404: PROGRAM SUPPORT DATA COLLECTION Data collection is the backbone for many SJTPO programs, including the development and refinement of performance measures, travel demand modeling, and transportation safety planning. This Task may also fund ongoing support for research on AASHTO Highway Safety Manual Safety Performance Function development and calibration applicable to the SJTPO region. Data collection may be in the form of geometric data, traffic counts, travel time runs, and delay studies. The data collection will be limited to county and municipal roadways and intersections within SJTPO’s four-county region Funding: $250,000; Project completion 6/30/2017 Federal Aid Agreement: PL- ( ) Project Manager: David Heller Task 16/405: LOCAL SAFETY & CMAQ PROJECT DEVELOPMENT The federal Highway Safety Improvement Program (HSIP) provides funding each year for qualifying safety projects with the intent to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. The federal Congestion Management and Air Quality (CMAQ) Program seeks to improve the region’s air quality, currently in non-attainment status. The improvement of SJTPO’s traffic systems management and operations in our region, are emphasized by MAP-21 and federal program guidance. This task will provide consultant support to project sponsors in developing projects for federal funding. Assistance will include the form of project scoping, preliminary plan preparation, environmental screening, as well as other activities, which would support the project sponsors in their preparation of the PS&E packages. Other project development activities could include turning movement counts, signal equipment inventory, Synchro modeling for purposes of determining optimal timings and evaluation of potential improvements. Funding: $250,000; Project completion 6/30/2017 Federal Aid Agreement: PL- ( ) Project Manager: Jennifer Marandino Task 16/406: SIGN MANAGEMENT SYSTEM DATA COLLECTION In 2007, the Manual of Uniform Traffic Control Devices (MUTCD) established new requirements to maintain nighttime sign visibility. Local agencies must maintain sign retroreflectivity through an assessment or management method at or above minimum levels as established within Table 2A-3 of the Manual of Uniform Traffic Control Devices (MUTCD). Data collection efforts will collect sign retroreflectivity measurements for all regulatory and warning signs in the inventory using an MUTCD-compliant method. The sign inventory and retroreflectivity measurements will complement the existing pavement condition and roadside asset inventory for all county roads within the region and municipal roadways in the City of Vineland. This task also requires the delivery of accompanying software to provide users with the capability to update the inventory after the initial data collection efforts.

Funding: $450,000; Project completion 6/30/2017 Federal Aid Agreement: PL- ( ) Project Manager: Jennifer Marandino Task 16/407: SJTPO WEBSITE DEVELOPMENT This task will provide consultant support to redevelop the SJTPO website to maximize visualization, accessibility, and transparency for the public as well as the utility, ease, and flexibility for SJTPO staff to manage and maintain it in the future. SJTPO currently develops and maintains its website internally and will continue to maintain it after its redevelopment. The primary audiences for the website should include the public, technical professionals, and elected officials. A driving force behind this effort is the integration of Safety Outreach and Education activities into the SJTPO website to improve transparency and to better showcase SJTPO work and partnerships. This task also includes: selecting a tool for staff to maintain and manage the website; selecting a compatible web host and migrating content; training staff to utilize the management tool; collecting and developing high quality graphics to highlight the SJTPO region and simplify planning concepts for the public; working with a team of SJTPO staff to incorporate needs of various activities and departments; and evaluating additional tools to incorporate into the website that maximize its value to the public, such as social media, blogs, etc. Funding: $50,000 Federal Aid Agreement: PL- ( ) Program Manager: Alan Huff

PROPOSAL At its March 9, 2015 meeting, the Technical Advisory Committee recommended that the Policy Board approve a modification to the current TIP to add $0.700M to Atlantic County’s West End and Wellington Avenue project. BACKGROUND Atlantic County is requesting additional funds for the construction phase of the Wellington Ave. and West End Avenue project (DB# S1401) in Ventnor and Atlantic City. The SJTPO has a balance of Transportation Trust Funds (TTF) in the amount of $929,000 and the TAC agreed that $700,000 can be allocated to Atlantic County for their project. The Transportation Improvement Program currently shows $800,000 for construction, and the addition of $700,000 will bring the total programmed amount to $1,500,000. Atlantic County has agreed to provide any additional funds needed to fully fund the project. The current estimate to complete this project is $1,764,308.

Through Safe Routes to School and Transportation Alternatives Programs PROPOSAL At its March 9, 2015 meeting, the Technical Advisory Committee recommended that the Policy Board approve the attached project list for FY 2014 Safe Routes to School and Transportation Alternatives Program funding. BACKGROUND The Safe Routes to School Program (SRTS) is a federally funded program that seeks to enable and encourage children to walk and bicycle to school. Projects must be located within two miles of a school that serves students in grades K-8 with funding available only for construction of infrastructure projects. This action would approve two SRTS projects totaling $0.625M, versus an initial allocation of $0.559M. 16 candidate projects were submitted, totaling $4.770M. The Transportation Alternatives Program (TAP) provides federal funds for "non-traditional" projects designed to strengthen the cultural, aesthetic, and environmental aspects of the nation's transportation system. TAP generally mirrors the former Transportation Enhancements (TE) program, which has funded many pedestrian, bicycle, and other projects. This action would approve four TAP projects totaling $1.950M, versus an initial allocation of $1.547M. Nine candidate projects were submitted, totaling $8.341M.

WHEREAS, the South Jersey Transportation Planning Organization (SJTPO) is the

Highway Administration was charged with applying the selection criteria in both programs and preparing the recommended list of projects for approval by the Commissioner of Transportation; and

PROPOSAL The Executive Director is recommending Policy Board approval of a change in Ms. Monica LoGuidice’s position description from Salary Range 6 to Salary Range 7. BACKGROUND SJTA’s Administrative Manager position describes Ms. LoGuidice’s current duties and is set at a Salary Range 7, at a minimum salary of $67,049. Ms. LoGuidice has been SJTPO’s Manager of Administration since 2007, and more than fulfills the basic duties and requirements of the SJTA position. Therefore, I am recommending that Ms. LoGuidice’s job description and salary range be adjusted from the current $57,835 (Range 6) to $67,049 (Range 7 minimum) to correct this discrepancy. Federal PL funds are available in SJTPO’s FY 2015 and 2016 operating budget, and as always, no State funds will be expended as a result of this action.

Metropolitan Planning Organization (MPO) designated under Federal law for the southern region of New Jersey including Atlantic, Cape May, Cumberland, and Salem Counties; and WHEREAS, the South Jersey Transportation Authority is currently the administrative host for SJTPO; and WHEREAS SJTA’s Administrative Manager position description closely matches the duties performed admirably by Monica LoGuidice and is set at Salary Range 7; and WHEREAS, Ms. LoGuidice’s current Manager of Administration position is set at Salary Range 6; and WHEREAS, Federal PL funding is available for SJTPO staff labor expenses, including this adjustment; and WHEREAS, no State funds will be expended by this action.

SOUTH JERSEY TRANSPORTATION PLANNING ORGANIZATION ITEM 1503-10: Approving the FY 2016 Salary Increase of 1.3% for SJTPO Staff PROPOSAL The Executive Director is recommending Policy Board approval for a salary increase of 1.3% for SJTPO staff. BACKGROUND SJTPO’s budget, apart from an annual Division of Highway Traffic Safety grant, is entirely funded by Federal Highway Administration PL funds. Further, our priorities are derived from Federal legislation (MAP-21), and our operations are governed and monitored by the Federal government. SJTPO staff last received a general salary increase in 2009, and President Obama’s budget proposes a 1.3% increase for Federal employees. This action would involve less than $7,000 in the proposed FY 2016 PL allocation of $2,900,898. No State funds will be expended by this action.

SOUTH JERSEY TRANSPORTATION PLANNING ORGANIZATION RESOLUTION 1503-10: Approving the FY 2016 Salary Increase of 1.3% for SJTPO Staff WHEREAS, the South Jersey Transportation Planning Organization (SJTPO) is the Metropolitan Planning Organization (MPO) designated under federal law for the southern region of New Jersey including Atlantic, Cape May, Cumberland, and Salem Counties; and WHEREAS, the adopted FY 2016 Unified Planning Work Program consists of Federal funds for MPO operations including labor costs; and

WHEREAS, SJTPO staff last received a general salary increase in 2009; and WHEREAS, Federal employees are expected to receive a salary increase of 1.3% for FY 2016; and WHEREAS, Federal PL funding is available for SJTPO staff labor expenses, including this adjustment, which represents an expenditure of less than $7,000 from a FHWA Planning Funds allocation of $2,900,898; and WHEREAS, no State funds will be expended by this action.
