SOUTH GLOUCESTERSHIRE COUNCIL
CONSOLIDATED TRAFFIC ORDERS – KINGS FOREST
NOTICE is hereby given that on 10 July 2007 South Gloucestershire District Council made the following orders under powers contained in the Road Traffic Regulation Act 1984 as amended and the Road Traffic Act 1991 as amended and of all other enabling powers. 1) Ref. L3/STOP/PT.2784. The South Gloucestershire Council (Kings Forest Area - South
Gloucestershire) (Prohibition and Restriction of Waiting) (Consolidation) Order 2007 under sections 1(1), 2(1) to (3), 4(2) of and Part IV of Schedule 9 to the 1984 Act the effect of which has consolidated into one single order the waiting restriction provisions contained in the orders set out in the Schedule 1 to this Notice.
2) Ref. L3/STOP/PT.2933. The South Gloucestershire Council (Kings Forest Area -
South Gloucestershire) (Prohibited Movements) (Consolidation) Order 2007 under sections 1(1) and 2(1) to (3) and Part IV of Schedule 9 to the 1984 Act the effect of which has consolidated into one single order the prohibited movement provisions contained in the orders set out in the Schedule 2 to this Notice.
The above orders have not made any changes to restrictions currently in force in the Kings Forest area of South Gloucestershire or introduced any new restrictions. The orders will come into operation on 24 July 2007 and copies thereof together with a map, copies of orders to be revoked and a copy of the Council's Statement of Reasons for making the consolidation order, may be inspected at the undermentioned offices and at Kingswood One Stop Shop, Civic Centre, Kingswood during normal office hours, at Hanham Public Library, High Street, Hanham and at Cadbury Heath Public Library during normal opening hours. Any person who desires to question the validity of, or of any provision contained in the order on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 as amended, or on the grounds that any of the relevant requirements of that Act has not been complied with in relation to the order, may within six weeks after the date on which the order was made, apply to the High Court for this purpose. S T A T E M E N T O F R E A S O N S
On the 2nd July 2007 responsibility for enforcing waiting restrictions in South Gloucestershire transferred from the police to South Gloucestershire Council. This is a Central Government promoted process that has resulted in parking enforcement within South Gloucestershire becoming a civil rather than a criminal matter. As part of a Traffic Management review of waiting restrictions for Decriminalised Parking Enforcement, the numerous Traffic Orders in the District of South Gloucestershire are being consolidated. Each consolidation order will be based on one of the districts five Forum areas. This particular order relates to the forum area of Kings Forest which is based on the parishes of Bitton, Hanham, Hanham Abbots, Longwell Green, Marshfield, Oldland, Mangotsfield, Doynton, Dyrham and Hinton, Wick and Abson; and Siston. No changes to waiting restrictions or any other Traffic Regulation Order will be made by consolidating the orders. However some lines and signs, missing because they have become damaged or faded or may not have been replaced following routine maintenance or road-works, will be reinstalled to the extent intended by the existing orders.
