South Bellevue Neighborhoods: Known Traffic Concerns and Existing ConditionsEast Link Construction Neighborhood Traffic Mitigation
Definitions:
COLLECTOR ARTERIALS are two or three-lane streets that collect (or distribute) traffic within a neighborhood and provide the connections to minor or major arterials. Collectors serve neighborhood traffic, and also provide access to abutting land uses. They do not carry much through traffic, and are designated to be compatible with residential neighborhoods and local commercial areas.
MINOR ARTERIALS provide connections between major arterials and concentrations of residential and commercial activities. The amount of through traffic is less, and there is more service to abutting land uses. Traffic flow is given preference over lesser streets.
MAJOR ARTERIALS provide efficient direct routes for long-distance auto travel within the region. Streets connecting freeway interchanges to major concentrations of commercial activities are classified as major arterials. Traffic on major arterials is given preference at intersections, and some access control may be exercised in order to maintain the capacity to carry high volumes of traffic.

Commonly identified mitigation strategies as identified by April 27 meeting participants:
Cut-through traffic:o Install “local access” signs at all neighborhood entrance pointso Road closure at 108th Ave SE and Main Sto Remove SR 520 toll during constructiono Prohibit left turns onto S Bellevue Way from 108th Ave SE during peak hourso Notify workers in downtown Bellevue of preferred alternative routes during constructiono Toll non-residents using neighborhood roads to access I-90
Excessive speeds:o Install additional speed bumps on 108th Ave SE, 109th Ave SE, 25th Ave SE and 104th Ave SEo Increase police presence along 108th Ave SEo Install speed-measuring radar signs outside of school zones
Pedestrian safety:o Improve pedestrian facilities along 108th Ave SE, especially near Bellevue High Schoolo Install additional signage and crosswalkso Change school hours so they do not conflict with peak cut-through traffico Install “beware of children” signs throughout neighborhoods
Overflow parking on neighborhood streets:o Implement a Restricted Parking Zone (RPZ) at the top of the stairs on SE 28th Plo Increase parking patrols in Enatai
