1. AIM The aim of the report is to:
Review all existing pedestrian facilities within the township area of Somerville
which is defined by Plan STPS 1
Consider the type and location of the existing facilities
Review proposed new facilities
Consider the communities request for new pedestrian facilities
Review pedestrian links within the township
Recommend the type and location of new facilities
Provide cost estimates of facilities
Prioritize new facilities using the Councils evaluation matrix
2. PEDESTRIANS IN SOMERVILLE Somerville Township has a diverse range of pedestrians. However it is considered
that by adopting an „access for all‟ philosophy all pedestrians will benefit by improved
facilities.
There are three groups of pedestrians that have been identified as having a high risk
of crashes they are children, people over 60 and people with high blood alcohol
content. Somerville Township has a high concentration of school children and people
over 60 with several retirement villages within the area.
While the Somerville Township is relatively flat and therefore suits pedestrian
movements, the layout and structure of Somerville Township provides some barriers
that impede easy pedestrian movement to access schools, public transport,
shopping centres and public facilities.
The barriers that restrict pedestrian access include:

Shopping area locations and layouts
Footpaths
Plan STPS 1 provides the desirable pedestrian movement routes and identifies
where barriers signal the need to consider pedestrian facilities to improve access.

2.1 Principles for New Pedestrian Facilities
To consider new facilities and to provide a coherent pedestrian network for the
Somerville Township it is considered necessary to provide Guiding Principles that
will assist in understanding where new links are desirable, the need for and type of
new walking facilities.
Guiding Principles
Increase inclusive mobility
Improve integration of networks
Provide well designed, located and managed facilities
Reduce road danger
Reduce the fear of personal crime
Encourage walking as a healthy and social activity
It is to be noted that these Guiding Principles have generally been adopted from the
International Charter for Walking which has the slogan of “Creating healthy,
efficient and sustainable communities where people choose to walk”.
Increase Inclusive Mobility
That is provide infrastructure and spaces that can be accessed and used by all
including people with disabilities. There is an increasing understanding that by
providing “access for all” it is an advantage to the whole community. With an ageing
population the use of mobility scooters is increasing and new works as well as
modification of existing facilities must consider the physical requirements of this type
of equipment. It is to be noted that a person in a mobility scooter is included in the
legal definition of a pedestrian.
Improve integration of networks
Somerville Township has modules of activity zones which are separated generally by
physical barriers as noted above.
The path network in the Somerville Township consists of paths established by the
Rail Authority, private shopping centre developments, VicRoads and the Mornington
Peninsula Shire. There is a clear need in Somerville Township to integrate these
stand alone networks into a network of accessible continuous paths of travel for
pedestrians. This will require agreement from all parties lead by the Mornington
Peninsula Shire.
Provide well designed, located and managed facilities
This is essential for direct, efficient and convenient movement of pedestrians. This
element includes the management of shop displays, outdoor eating areas,
pedestrian and school crossings, refuges, directional signs, toilet facilities, and
lighting.

Reduce road danger
High traffic volumes and vehicle speed present a real danger to pedestrians,
especially children, the elderly and people with disabilities. Somerville has several
distinct zones where low traffic speeds are important. They are near schools,
shopping centres, public transport nodes and aged care housing.
Reduce the fear of personal crime
The fear of personal safety reduces the extent people walk within the community.
Clear visibility/sightlines, lighting and the ability for public surveillance improves the
confidence of people to walk especially when dark.
Encourage walking as a healthy and social activity
Well planned walkways that provide accessible continuous path of travel will assist in
the community choosing to walk. Additional infrastructure such as signs, seating and
shelter as well as exercise stations also assist and can provide impetuous for social
activity.

3. EXISTING FACILITIES REVIEW
3.1 Frankston/Flinders Rd Pedestrian (and School) Crossing near Eramosa
Rd East
The existing flashing lights have been in operation for a significant period of
time.
The crossing is located just south of the Frankston/Flinders Rd Eramosa Rd
roundabout and the issue of its location has been raised by a local trader. For
south bound traffic the crossing is close to the departure side of the
roundabout and at school peak times queuing can occur within the
roundabout. The queuing is generally at times when the crossing is a school
crossing and controlled by crossing supervisors and the highest number of
pedestrians are using the crossing.
My observation is that outside the school peak times the crossing operates
with little interruption to through traffic.
For pedestrians the crossing point is conveniently located and serves
movement to the Eramosa Rd West Shopping Plaza, the bus stop and rail
station.
The introduction of a stagger at the median would improve the design of the
existing pedestrian crossing. However it is considered that this project should
only be considered if other works at the adjacent intersection are proposed as
the project on its own would have a very low cost/benefit outcome.
It is considered appropriate however to install tactile ground surface indicators
at this crossing.

3.2 Frankston/Flinders Rd School Crossing near One Chain Rd
This school crossing serves the Somerville Primary School and Somerville Pre-
school. The speed limit is 60Km/hr and is not altered at school times.
The identification of the crossing can be compromised on the eastern side by parked
vehicles within the unrestricted parking area and parked vehicles on the nature strip.
The clearance of vegetation would also assist in visual identification of pedestrians
approaching the crossing.
It is considered appropriate to install tactile ground surface indicators at this
crossing. Also small lips on the centre median pram crossing and at the footpath on
the eastern side may provide a tripping point or restrict non-ambulant pedestrians.

3.3 Frankston/Flinders Rd pedestrian refuge at Roundabout
The two pram crossings at the kerb are not well aligned to the centre of the road
median opening and there are no tactile ground surface indicators.
On the east side there is no connecting footpath and the west side path has been
compromised by grass intrusion into the asphalt surface.
There is a well placed street light at the crossing point that would assist both
pedestrians and drivers.
3.4 Eramosa Rd East Pedestrian Crossing
The pedestrian crossing is located east of the roundabout at Frankston/Flinders Rd
and Grant Rd Intersection.

There is sufficient space for the queuing of at least 3 cars on the west side of the
crossing before cars start to interfere with the movement within the roundabout and
access to the roundabout from Grant Rd.
Observations of traffic flow indicate that pedestrian movement has little impact on the
operation of the roundabout or access to the roundabout from Grant Rd.
The highest pedestrian movement occurs during school release times.
3.5 Eramosa Rd East School Crossing
The school crossing is directly outside the Somerville Primary School and has kerb
outstands that provide a well defined crossing point.
There is a street light directly over the crossing.
There are no tactile ground surface indicators and people with disabilities would
benefit from their installation.

3.6 Eramosa Rd West Pedestrian Refuges
There are two pedestrian refuge‟s adjacent to the Somerville Plaza and Somerville
Centro Shopping centres.
The refuges are straddled between bus stops.
Both refuges have steep links to the footpath network and there are no tactile ground
surface indicators at the refuge opposite the Somerville Plaza.

3.7 Station St/Jones Rd School Crossings
The school crossing is located outside the Mechanics Institute and on the curve of
the Station St and Jones Rd intersection.
It provides a crossing point of Station St that links with the railway pedestrian
crossing leading to the station and Frankston/Flinders Road. The crossing is visible
by drivers on each approach.
Unfortunately the path system between Station St and the railway pedestrian
crossing is in very poor condition and has hazards for all pedestrians. Disability
access and access for prams is virtually impossible other than by using the rough
and potholed vehicle access points.

3.8 Graf Rd and Blackscamp Rd School Crossings
Two school crossings in Graf Rd and two school crossings in Blackscamp Rd service
three schools.
The crossings are well located to provide links from car parks and residential areas.
3.9 Park Rd Pedestrian Refuge
A pedestrian refuge has been established at the eastern end of the St. Johns
retirement village. This links the path network on the northern side of Park Rd to
Frankston/Flinders Rd to the path on the southern side of Park Rd which extends to
Jones Rd.
The Park Rd footpaths are not continuous and the existing refuge is required to
assist pedestrians to cross Park Rd to the other footpath. It is considered that a
continuous path on the north side is important.

4. LINKING THE COMMUNITY – PROPOSED NEW FACILITIES
4.1 Station Street/Eramosa Road West Precinct
(Plans STPS 02 to STPS 05)
This precinct includes Station St from Jones Rd to Eramosa Rd West, the railway
crossings adjacent to the station and at Eramosa Rd West and Eramosa Rd West
from Frankston/Flinders Rd to Graf Rd.
Pedestrian and vehicle counts in May 2010 indicate a large number of pedestrians
(in the order of 60 per hour) cross Station St between Eramosa Rd West and Jones
Rd. This area is part of a small strip shopping centre. Vehicle volumes were in the
order of 210 veh/hour.
It is proposed that vehicle speeds in this zone be reduced by the installation of raised
platforms and reduced speed limit of 50Km/hr (approval of VicRoads required) and
that these raised speed platforms also incorporate pedestrian crossings. These
works will provide safer crossing points of Station St in a low vehicle speed
environment.
In combination with the on road works it is proposed that accessible paths be
constructed from the rail crossing to the crossing points. Currently pedestrians have
to walk along unformed tracks and through unsealed rough parking areas to move to
and from the station rail crossing and along a rough and uneven asphalt path at the
Eramosa Rd West (south side) rail crossing.
Currently it is not be possible for any disability access from the station rail crossing to
Station St.
Eramosa Rd West has a high level of vehicle movement. It is approaching 800
veh/hr. Pedestrian counts indicate a pedestrian movement over a broad area with
currently no defined location of high pedestrian movement.
To address the community raised issue of pedestrian movement across Eramosa Rd
West near the Church and Hotel area it is proposed that:-
A pedestrian refuge be established west of the Church‟s western entry and
between the hotel‟s two entry and exit lanes.
A new pedestrian link be established east of the rail level crossing that utilizes
the existing traffic island as a pedestrian refuge. This would provide an
additional crossing point which would be protected from vehicle movement
when trains are crossing the road.
To achieve these proposals some existing vehicles entry/exit points to the Church
and Hotel would have to be restricted and traffic islands and turning lanes amended
to provide improved vehicle path definition and alignment.

As part of the agreement for the development of the Somerville Plaza Shopping
Precinct it is proposed that traffic signals with pedestrian crossing facilities be
constructed.
This will provide a pedestrian signal cycle to provide a safer location for pedestrians
crossing Eramosa Rd.
There are currently two pedestrian centre island refuges which should be reviewed
when the traffic signals are constructed with a view to removing them and directing
pedestrians to the proposed controlled crossing location at the traffic signals.
Observation during the development of the Pedestrian Strategy indicated a use of
the floodway between Eramosa Rd West and Raymond St as a pedestrian access
from residential areas to bus stops and the shopping precinct.
It is considered desirable for this route to be formalized in the long term.
The proposed facilities address the need for a continuous and accessible pedestrian
link from residential areas, public transport (both bus and rail), shopping centres and
strip shopping areas.

4.2 Eramosa Rd East Shops/Grant Rd Frankston/Frankston/Flinders Rd
Precinct
(Plans STPS 06 to STPS10)
This precinct includes Eramosa Rd East from Frankston/Flinders Rd to Roslyn St
and Frankston/Flinders Rd from north of the roundabout to the end of the shops
south of the roundabout.
The proposed facilities address the high level of parking and turning movement of
vehicles associated with shopping centre, school activities associated with the
Somerville Primary School, the need to reduce speeds and provide a higher level of
priority to pedestrian movements and to provide a continuous travel path for all
pedestrians.
There have been three vehicle crashes in or very near the Eramosa Rd East shops
The shopping centre includes banks, a supermarket, bakery, butcher, various
takeaway outlets and real-estate agents.
Movement across Eramosa Rd East is assisted by the pedestrian crossing near
Grant Rd. However pedestrians cross at many points to access cars and specific
shops.
Vehicle movement from parking areas on street and in rear parking areas dominate
the movement of pedestrians along the footpath.
The proposed works substantially improve the continuous travel path for pedestrians
and reduces vehicle speeds in Eramosa Rd East.

4.3 Somerville Plaza Shopping and Community Centre Precinct
(Plans STPS 11 to STPS14)
This precinct extends from Graf Rd to Jones Rd and considers the links to the Plaza
and Centro shopping centres, the Community Centre and car parks.
There is an existing path network from Colchester Park that links to Graf Rd however
the network stops at this point.
Many other links are not continuous and desired pedestrian travel paths not covered
by pedestrian facilities.
Some existing facilities near the floodway do not provide access in all weather with
only minor rain events causing flooding of paths. A bridge or culvert is required over
a section of the floodway to provide access during any rain event.
It is difficult for non-ambulant pedestrians to access shopping centre walkways from
the Community Centre and Edward St.
Pedestrians have no direct access through the car park to access the shopping
centre path network from Edward St.
A link from George St and the shopping precincts to Station St. would be desirable
and provide a continuous travel path from Graf Rd to the rail station.
The proposed works provide a clear and accessible link to existing pedestrian
facilities within the shopping centres. It also addresses limitations in existing facilities
in a very highly used area.

4.4 Blackscamp Rd/Park Rd/Frankston Flinders Rd Schools Precinct
(Plans STPS 15 to STPS18)
The path network along Blackscamp Rd and Park Rd is not continuous and
pedestrians using the path network are required to cross both Blackscamp Rd and
Park Rd for no apparent reason.
A continuous path on the north side is desirable to provide an adequate level of
access for all pedestrians. This would require the existing school crossing at Jones
Rd to be relocated to the north side of Park Rd. This crossing would include a
pedestrian refuge.
This path network is used extensively by both school children and older pedestrians.

New residential areas east of Frankston/Flinders Rd have raised the need for a safe
crossing of Frankston/Flinders Rd and linking paths on the east side. In the long term
it is considered a pedestrian crossing would be needed at this crossing. In the short
term a pedestrian refuge is considered to be needed.
There is a desirable link from the school crossing in Blackscamp Rd to Graf Rd via
the existing reserve for children access both St Brendans Primary school and
Somerville Rise Primary School.
In the long term it would be desirable to have a public pathway link through the
Department of Education & Early Childhood Development land to Roland Ct or
Michael Way which would provide a valuable direct link to the shopping centre
precinct.

4.5 Austin Rd to Stratford Cl to Jones Rd Precinct

The existing residential area west of Austin Rd has a path network that links to
Austin Rd just north of Kumala Dr. The path network does not extend past Austin Rd.
It is desirable to extend the network to link to the Jones Rd path system thereby
providing a path network that links to public transport including the railway station
and Somerville shopping facilities.
A path along Graf Rd linking to the St Brendans Primary School path would provide
a valuable link to all the schools in the Blackscamp/Jones Rd school precinct.
To further expand and complement the path network, paths along Austin Rd from
Bungower Rd would provide a complete circuit that would suit many walkers in
Somerville.

prioritizes projects based on an assessment and evaluation matrix.
Mornington Peninsula RideSafe Bicycle Strategy has also proposed shared footpath
projects in Somerville.
