• Aim: Generate and support a learning- and development oriented working place for 10 000 employees within ten municipalities in Sweden

• All administrations - five municipalities• The administration of education - four municipalities• The administration of social service - one municipalitiy

• Primary target group: 600 managers

• Collaborative approach between four universities and three folk high schools
