This is a plan Huck Finn and Jim would love: riding bikes in the

sky above the river, chasing around the mounds and the big

aces o Mississippi Soul looking west rom the Illinois side;

and, heck, going or a swim where St. Louis will again stretch

its urban toes back into the Mississippi; then challenging

each other to a race all the way up the bluf, under the big

Whispering Leaves, past the Old Courthouse Museum,and all the way to Kiener Plaza.

BIG BETTER FAST

This is a plan or an accelerated launch: to release the

power locked inside the monument grounds and put its

transormative aesthetic and energy to work liting downtown,

turning the city’s ace to the river, and uniying the bi-state

region into an integrated worldwide attraction.

PRIDE TO GROW ON

This is a practical Midwestern plan designed to quickly generate

sustainable economic growth or the region within eyesight o

the Gateway Arch. It is also a globally audacious plan designed

to delight residents with pride o place and to surprise tourists

with an abundance o uniquely American experiences.

TIME TO BE BOLD

This is also a complex plan o delicacy and boldness. Delicacy

in the graceul enhancement o the double masterpieces o the

most iconic o modern monuments and the landscaped grounds

rom which it soars.

HERITAGE OF GREATNESS

This is a plan to renew our understanding o and appreciation

or the expansive vision o Thomas Jeferson, who oresaw and

pursued a single continent-spanning nation bound into one by

the political concept o liberty.

OUR PLAN TO SOAR

And most importantly, this is a plan that was “co-designed”

by the people o the St. Louis region with whom we inormally

spoke on video at the start o this project. This is truly a plan

that we can make better by working on it together.

We are eager to get to work, i you are prepared to soar.

Extending the Park intothe Cities and the Citiesinto the ParkIt is time to open the box in which the Gateway Arch came in,

and re-introduce its magnetic power to the surrounding

communities. It has lived the lie o a picture, tightly ramed by

reeway, parking garages and other blockades. We propose a

“Magic Carpet” to layover I-70 and connect the City to the Arch.

FOUR SECTORS TO LEAD THE ST. LOUIS ECONOMY

The sectors maintaining strength in the downturn will lead

the upturn. In this case o St. Louis – education and health

care have maintained strength. This has historically been true

or hospitality, accommodations, ood/drink, and the whole

tourism sector. However, in this recession even this sector lost

ground, but still is positive compared to level o employment in2005. The financial sector, concentrated in downtown St. Louis,

also maintained relative strength – even though it declined in

much o both o the Federal Reserve Districts.

Four employment sectors held their own or gained slightly rom

2005-2010:

Finance – slight gain rom 76,500 in 2005 to 78,800

in 2010

Education – rom 38,700 in 2005 to 43,100 in 2010

Health Care – rom 157,800 in 2005 to 170,300 in 2010

Leisure and Hospitality – rom 129,100 in 2005 to 129,500

in 2010

As stated beore, it is the sectors maintaining strength in the

downturn that will usually help lead the upturn. It is worth

noting that Leisure and Hospitality are among the largest o

these sectors – second only to Health Care – and larger than

Finance and Education combined.

Thereore, the investment in the Arch and environs can

be a critical actor in leading the St. Louis Metropolitan

Service Area out o the recession – and helping to sustain

a more competitive and vibrant region in the longer term –

by stimulating attendance and spending or the large and

historically strong Leisure and Hospitality sector.

The timing o the proposed Arch expansion and improvements -

with the first phase to be done by 2015 – will be pivotal to

economic recovery in the St. Louis Metropolitan Service Area –

a recovery that could take 40 plus months i the 2001 recovery

is an indication.

MINNEAPOLIS has converted its historic grain milling area

on the St. Anthony Falls o the Mississippi River, an area

characterized by abandoned industrial buildings and sprawling

railroad yards, into a live/work district with regional cultural

attractions and major tourism appeal. The riverront was

redeveloped during the 1990s, giving prominence to the

riverront or the first time in decades.

 

Cultural milestones such as the Mill City Museum and the

Tyrone Guthrie Theater helped provide bookends to new park

district acilities, tied together by an extensive riverront

trail system.

The Tyrone Guthrie Theater has been the Twin Cities’ premier

venue or the perorming arts since it was ounded in 1963.

Formerly located next to the Walker Art Center in Minneapolis,

the Guthrie created a national sensation with the 2006

opening o its spectacular new quarters on the banks o

the Mississippi. In addition to the theater itsel, the acility

includes a wide array o dining, meeting, and gathering

venues which attract multiple metropolitan area andregional events daily.

The Mill City Museum was created within ormer grain mills

along the river and provides a major educational component

or the district – attracting school groups, researchers, tourists,

and residents who remember the history o the waterront

when it was a thriving milling center.

The Stone Arch Bridge was restored as a pedestrian and

bikeway and connects the Mill District to a thriving, multi-use

residential and commercial area on the other bank. The bridge

overlooks the upper most lock on the River, St. Anthony Falls,

the old mills, and the skyline o downtown Minneapolis.

Development patterns have now shited toward the riverront

with extensive residential development on both sides o

the river. The area has become a “must see” destination or

visitors and the Guthrie reports record attendance.

AMERICAN, MIDWEST PRECEDENTS

There is adequate proo in other Midwest communities that public and private collaboration can repurpose and revitalize urban

waterront areas into dynamic regional visitation and hospitality attractions – with significant revenue, employment, population,

and image benefits. This has happened not just in a Millennium Park in Chicago, but in other cities similar in size and characteristics

to St. Louis, such as Minneapolis, Milwaukee, and Duluth. St. Louis has the added advantage o having the first and most prominent

urban National Park in the U.S. located in the middle o its waterront – with the National Park Service committed to investing or 

a new generation o visitors and users.

MILWAUKEE has redefined its lakeront into a major regional

destination as well as an amenity or its downtown oces and

hotels, anchored by the Milwaukee Art Museum. The lakeront

and downtown renewal has spread into adjacent, ormerly

industrial areas such as the Third Ward, a major living and

shopping area. Most recently, a new public market was opened

that provides resh produce and restaurants.

DULUTH has reinvented itsel as a major tourism and education

center by covering Interstate 35 and a railroad line with a series

o caps that connect the downtown with the lakeront. It has

connected all the pieces with a major lakeront trail and park

system. The result includes the addition o hundreds o hotel

rooms, retail stores, and living units in a multi-block ormer

industrial area that itsel is now a major attraction.

LET’S THINKBIGGER 

There are predictable costs and measurable benefits to strategic investment in the Arch Memorial – and these should be

well understood and utilized in making program and improvement decisions. Because the level o public monies needed to

carry out a transormative investment are not available – and will not be available in the oreseeable uture – a significant

additional level o private philanthropy, business investment, and corporate leadership will be required. As demonstrated in

St. Louis and other similar communities, the visitation revenues, employment gains and image benefits can be significant,

and these benefits can more than outweigh the significant upront costs o the project.

The NPS investment will need to be

accompanied by matching publicinvestments, primarily in new

transportation linkages and the

accompanying land acquisitions,

existing industrial relocations, and

supportive inrastructure. Major

inrastructure investments include the

partial cap o I-70 at the Memorial and

the construction o State Route 3 in

East St. Louis, with new access points

to serve both the park addition and

the city.

Another level o investment will come

rom the participation o the privatesector – through both philanthropic

and investment participation. It will

include “spin-of” growth rom the

new NPS and public inrastructure

investments and will occur over

a longer phase o 2010-2020 and

beyond. This third level o investment

will potentially be larger than the NPS

and the public sector investments

and will include the redevelopment

o Chouteau’s Landing, urther in-fill

development in Laclede’s Landing, and

new oce, hospitality and recreational

investment on both the west and

east banks in surrounding and

contiguous areas.

The unding efort will be multi-jurisdictional in several

diferent ways. First, the project area is bi-state and the NPS

expansion to the east side will be an ideal vehicle or

stimulating bi-state planning and investment. The East-West

Gateway Council o Governments and the MetroLink provide

proven and unctioning rameworks or bi-state inrastructure,

transportation, and park planning and implementation.

Secondly, the ederal unding programs are moving toward

a “partnership” structure combining the eforts o DOT,

HUD, and EPA into targeted investments. Priority or these

partnership unding eforts will be given to city and state

multi-jurisdictional eforts that can combine transportation,

community development, and environmental goals.

The program elements in the strategic plan or the areas around

the Memorial can be strong candidates or this new type o

ederal unding.

The unding efort will also include philanthropic/corporate

donations to achieve momentum and impact in the 2010 to

2015 phase. The redevelopment and expansion o the Memorialand the accompanying transportation and inrastructure

investments will also stimulate new private investment, both

institutional, developer and private end user, in the surrounding

areas. In particular, new oce, hotel, retail, residential and

entertainment opportunities will be planned and sought or

both the west and east surrounding areas.

BENEFITS

The primary and oundational benefits o the revitalized and

expanded Memorial will be to increase the number o visitors,

the number o stops these visitors make, the length o stay,

and the level o expenditures. These benefits can be measured

in room nights, retail spending, casino revenues, and a variety

o tax collections. There will also be concurrent benefits rom

the actual construction o Memorial and related inrastructureimprovements. These will be measured in terms o construction

expenditures and construction employment. Both the expanded

visitation expenditures and the construction employment

benefits will be directly helpul in helping the pace and strength

o the St. Louis area recovery rom the current recession and

years o economic stagnation.

The longer-term benefits rom the next phase and level o

private investment will start occurring in anticipation o the

2015 rededication and will extend to 2020 and beyond. As seen

by analogy in similar Midwest markets and in waterront/

park revitalization eforts worldwide, these benefits include

sustained new levels o retail sales, population and employment

gains, household income increases, and a variety o revenues

including sales taxes, casino revenues and hospitality revenues.

An expanded “entertainment district” on the east side could be

a particularly powerul economic development strategy because

o the high revenue and employment impacts o those type

o uses.

As a revitalized symbol o renewal and expansion or the nation

the Memorial and associated projects have the potential to

expand the audience o visitors and resident relocations to

the region. The business climate is heavily impacted by the

image o an area and by its ability to attract and retain talent.

A revitalized downtown St. Louis and a redeveloped East St.

Louis would be a powerul symbol o regional renewal that willattract national attention and investment. These benefits can

be measured in terms o regional population and employment

gains, rising educational levels, new business ormations, and

increased corporate recruitment.

The design or the renewed arch grounds will preserve the original landscape, restore certain elements that do not currently

meet the original intent and discretely insert new access in ways that will help transorm the grounds into an active and more

environmentally sustainable park. The existing allees o trees, their relationship to paving and landscape, lighting and benches will

be preserved and restored as key elements o the Saarinen/ Kiley proposal. Allee trees may ultimately be replaced by a new species

by the National Park Service, but should maintain the high canopy so important to the original proposal.

New warm toned pervious concrete paving and decomposed granite will replace broken aggregate paving and tree grates, therebyaddressing the current disrepair and drainage o the pathways and assisting in stormwater management. Additional limestone or

concrete slab benches, in keeping with the Modernist design language, provide areas o rest along the route to the Arch, and new

energy ecient lighting fixtures will maintain the appearance o the original design while employing contemporary technology.

The ponds, their sculpted topography, and surrounding shade and flowering trees will thus be preserved as key elements o the

historic Kiley landscape. Additional native trees (o limited species), meadow grasses (replacing some areas o lawn), and wetland

planting along selected pond edges will be incorporated in ways that restore the original design proposal to create distinct orest

and meadows.

The new landscape will be more sustainable, reducing the maintenance and operations efort and providing a natural system that

more efectively manages stormwater and provides habitat. Contemporary filtration systems may be employed in conjunction with

natural systems to improve water quality in the ponds.

Access will be added to and around the ponds, making places or people to enjoy the park in ways currently not possible. Improved

access will also be provided rom the Arch to the river via gently sloping walks and river viewing terraces that ofer places o rest

surrounded by a series o riparian garden galleries. These gardens present collections o regional species historically ound along

the alluvial plains o the Mississippi River.

As a historically significant landscape and a mark o the mid-

century Modernism, architectural orm and site at the Arch

Grounds were conceived o and designed as a single entity.

One o Kiley’s important visions or the Arch Grounds was

“to develop a sense o movement o spatial continuity” and

“to use tree massing to reinorce the plan o the walks”.

The design proposal is one that osters respect and stewardship

o these primary eatures.

The Arch Grounds also include areas or refinement, where

Kiley’s original design intent has been diluted over theyears, and where present day goals o improved accessibility,

sustainability, and stormwater management should be

integrated into the overall plan, per the recommendations o

employ planting and topography to define occupiable spaces,

thresholds, and experiences .

Proposed interventions at the Arch Grounds are subtle yet

powerul, ocus on the edges, and in all cases are compatible

with the intent and character o the Kiley/ Saarinen proposal.

The site is typically accessed rom one o three points – the

parking garage at the ar north end o the park, the sidewalks/

pedestrian pathways connecting to downtown that require

crossing Highway 70 / Memorial Drive, and the main steps up

rom the levy.

The path rom the parking garage is a significant distanceand poses a real challenge to anyone with stamina issues.

the garage. However, this oce is at the opposite end o the

garage rom the accessible parking and the entry to the site.

No signage is posted advising visitors o the wheelchair

The ponds and landscape are generally not accessible.

RECOMMENDATIONS:

Provide accessible parking adjacent to the Cathedral parking

lot and an accessible path to the Arch paths.

Provide accessible parking at the proposed north and south

pavilions to shorten the distance to all amenities.

Provide rest areas along paths and ponds.

Provide sloped sidewalks and rest areas to connect riverto Arch.

Provide short travel distances to ood and toilet

acilities located at north, south and west

pavilions, as well as the expanded museum.

Provide accessible signage throughout park and acilities.

Provide “Augmented Reality” interace or

The proposed solution will provide closer accessible parking,

access to the river, and shorter distances to ood, rest areas,

interace. This will provide accessible wayfinding, inormation

Covering the Freewaywith a “Magic Carpet”The first barrier to cross and the first land to claim is the space

above o the sunken I-70 highway. Like a magic carpet a new

urban pavement or public lie spreads out extending the

courthouse lawn onto the Arch grounds mall. To create shelter

rom the elements and to shield the noise rom the highway

underpass, the ends o the carpet are olded up to create little

pavilions or caés or kiosks spilling their activities out on thepublic realm o the olded carpet. A generous overhang and

a gently sloping surace invites or inormal gatherings and

spontaneous perormances.

The west edge o the park is cut o rom the cityby the sunken highway

City ConnectionsThe site is currently served by an incomplete network o streets,

connection between the cities and their riverronts, our proposal

identifies multiple new connections and a series o strategic

inrastructure investments that will greatly improve access,

circulation and connections between the site and surrounding

neighborhoods.

As the park and its acilities are improved, the demand or

increased connectivity and better circulation will put great

pressure on the integration o multiple circulation systems

into the planning.

To better weave the cities into the parks, and the parks into

the city, the plan is recommending a comprehensive network o

street improvements, improved connections to transit, easily

accessible parking, and multiple access points to new trails

and pathways.

These improvements have been integrated in a number o

key moves to create new connections; balance modes with

the goal o reducing dependence on cars; improve sidewalks

and pathways to emphasize pedestrian movement over car

movement; establish a comprehensive bicycle network with

rental sites within the parks and cities; reposition existing

bridges as new connections across the river; disperse parking

to better serve the park and new acilities; and optimize the

use o transit.

STREET IMPROVEMENTS

As part o the strategy to improve physical connections between

the cities and the site, multiple access improvements have been

identified. This ramework will greatly improve access to the

existing Memorial and grounds, as well as needed access to the

that is critical to the urther development o the East Bank, newperormance venue, and Mound Park.

STREET IMPROVEMENTS

Memorial Drive

As an integral part o the design or the cap over I-70,

Memorial Drive should be redesigned to ease vehicular

conflicts with pedestrians and emphasize pedestrian

connections rom the city into the park. We propose a concept

to keep Memorial Drive open, but reduce the number o vehicle

lanes on either side rom 3 to 2. Trac will be deliberatelyslowed to allow pedestrians sae and easy movement across

the street. Widened sidewalks along Memorial Drive, as well

as Chestnut and Market Streets, will promote a more walkable

downtown, with ample space or landscape, or walking,

jogging, sitting, and meeting others.

Additional analysis o the existing and projected trac

patterns in the downtown St. Louis area are needed to ully

realize these improvements. This analysis should include:

 

reconfiguration o the access to/rom the Poplar Street

Bridge to/rom Memorial Drive

Efects o eliminating the access to/rom the Poplar Street

Washington Street Improvements

To improve connectivity between the Washington Street

corridor and the Arch Grounds, we have proposed the

realignment o existing lanes with the renovation o Eads

Bridge to accommodate an expanded pedestrian and bicycle

path, while maintaining vehicular access on the northern

portion o the bridge. In addition, the pedestrian crossing areasat Washington Street and Memorial Drive should be expanded

to place greater emphasize on the entry into the site, the North

Poplar Street Improvements

Poplar Street will be redesigned as a two-lane street,

eliminating the existing boulevard and improving pedestrian

access between Chouteau’s Landing and the South Pavilion

EXPANDED PEDESTRIAN AND BICYCLE TRAILS

into the site and new trails will be established throughout the park and along either side o the

river, connecting the cities to their riverronts and to the expanded pedestrian and bicycle trails

beyond. New pedestrian and bicycle trails will approach rom all directions, providing improved

accessibility between the riverront and surrounding neighborhoods. The strategy to renovate

the Eads and MacArthur Bridges will provide critical links and exciting ways to cross the river.

The vehicular lanes o the Eads Bridge will be adjusted to accommodate expanded pedestrian

and bicycle paths on the south side, maintaining two vehicular lanes on the north side o the

bridge. The unused upper deck o MacArthur Bridge will be designed as a dedicated pedestrian

and bicycle pathway connecting the East Bank with Chouteau’s Landing and the proposed

Chouteau Greenway.

Access to the existing MetroLink stations is critical to achieving

the goal o less dependence on cars, as well as discovering

other ways to move throughout the city. The design o the

North Pavilion not only provides improved access into the site

rom MetroLink Station entrances on 1st and 2nd Street, it also

includes a new covered visitor drop-of, bike rental, and parking.

On the East Bank, access to the existing MetroLink Station will

be enhanced through the improvement o Front Street with

expanded sidewalks, landscape and lighting rom the station to

the Mound Park. A new pedestrian and bicycle path extending

rom Eads Bridge will lead rom the existing station to proposed

parking on the underutilized portions o the Casino Queen

property and a new path connecting to the perormance venue

and Mound Park.

New connections, pathways and trails will be extended to

connect with these existing transit stations. Bus, shuttle

and other public transportation systems should be urther

integrated with these important transer points between

multiple modes, allowing or greater connectivity in the city

and to other regional destinations.

New erry service will allow visitors and residents to travel

across the water, departing and arriving at new erry landings on

either side o the river. New accessible pathways rom the Arch

Sullivan Promenade. On the East Bank, a new pedestrian bridge

provides convenient access rom the erry landing over the

existing rail lines and levee into the perormance venue, patron

village and armer’s market.

These improved landings also provide departures or

river-based tours, connecting the site north and south

to other attractions along the river.

Parking will be distributed to other key areas within the site,

utilizing existing roadways and building on existing parking

resources. Although the plan advocates transit and other modes

o transportation, it is prepared to accommodate arriving to

the site by car – the most prevalent orm o transportation

in and around the area. As part o the strategy to improve

connectivity along the edges o the site, the parking programis careully integrated into the design o new acilities and

landscape improvements. The North Pavilion will continue

to provide parking or those arriving rom the north. Parking

within this multi-use pavilion is also uniquely positioned to

continue to support parking or other activities, with improved

connectivity to the existing MetroLink Station, as well as bike

rental acilities. Parking is also accommodated in the design

o the South Pavilion Learning Center. This strategy provides

an increased number o spaces on the southern portion o the

site, integrated into the design o a new pavilion and improved

entry to the park rom the south. The strategy aims to disperse

parking at the vehicular edges o the site or entrances into

the park.

Parking will continue to be located adjacent to the Old

Cathedral. Within each o these locations, ADA spaces will be

available. Accessible paths have been identified rom each o

these locations into the site, providing easy access or all.

Existing downtown structures and garages provide additional

parking in very close proximity to the Arch and the grounds.

Improved sidewalks and pedestrian access rom the downtown

will only benefit the utilization o these existing parking

resources and connection to other attractions within the city.

On the East Bank, a new perormance venue and MoundPark will generate uniquely diferent demands or parking.

Event parking or the perormance venue is located in the

underutilized portion o the Casino Queen land, between

landscaped and well-lit path leads to the entrance o the

perormance venue and park. In the uture, these surace

parking lots may be integrated into an expanded development

strategy around the casino.

Parking is also provided behind the sloped perormance

lawn, easily accessible rom Trendley Avenue. It will provide

convenient parking or the Mound Park and “Mississippi Soul”

during the day. In the event o increased parking demand

or major perormances, several vacant sites east along

Trendley Avenue are within a short walk o both the park and

perormance venue.

The Arch is a memorial to westward expansion and dramatically

rames the view rom St. Louis to the east. The design orthis 21st century landscape moves west to east and connects

the city to the Arch, the Arch to the river, and across the river

to East St. Louis — a progression long envisioned but never

realized. The first step in that progression is the extension o

the Gateway Mall to the Courthouse and to the Arch grounds.

The designs or Kiener Plaza and Luther Ely Smith Square are

both linked to the existing City Park and to each other, a serieso notes that punctuate the line o movement rom City to

Memorial Drive. These new parks become episodic in that one

leads to the next, yet each will have its own distinct character

that will oster diferent uses and responses within the lie o

the public realm o the city.

Kiener Plaza, as a new civic square located between the

downtown financial district, the stadium neighborhood,

new destination with a range o amenities. These include a

cae, plaza, gardens, ountains and lawn set within a shaded

environment beneath leaves both real and poetically inscribed

as a sculpture — on the landscape rom which both water

and words flow. These leaves will track nature as well as the

nature o language as the building block o our thoughts and

our lives. Movable tables and chairs at the cae pavilion, under

a sculptural lea canopy, create a dynamic setting or a casual

lunch in the park. Perennial gardens designed to be droughttolerant run along the north and south edges o Kiener Plaza

and provide quiet, shaded seating areas. Chestnut Street and

Market Street are narrowed to allow or generous sidewalks

with allees o street trees, connecting city streets to the allees

o trees on the Arch Grounds as Kiley had originally proposed.

The central lawn will provide an area or gatherings and will

progress toward the great axis o the arch in a dynamic dance

rom plaza to plaza.

Luther Ely Smith Square extends the Kiener Plaza lawn level

addressing the Courthouse Museum and the elevation o 4th

St., seemingly reaching rom one Museum to the next. The

lawn, with olding lounges and drits o shade trees that rame

a comortable environment or reading and relaxing. Similar

to Kiener Plaza, seating gardens composed o drought tolerant

perennials flank Market and Chestnut Streets. Seating terraces

at the edge o the lawn cascade down to the level o MemorialDrive and overlook a plaza that is animated by sculptural alling

leaves and water that continue the flow o movement rom

Kiener Plaza. These terraces provide a theater-like setting rom

which to participate in the lie o the plaza, the transormed

street, the Arch, and the view across the river to a new great

river park.

“Whispering Leaves” by Jaume Plensa

 Jaume Plensa’s design embraces the concept o nature and text

with the concept o human diversity that was developed in East

St. Louis creating an organic dialogue between the East-West

and the Arch.

We propose to extend the arch museum towards the west to

expand the acilities or visitors and changing exhibitions and to

create an immediate connection to the city itsel. Like a gently

tilting lawn the ront o the museum slopes down to reveal a

public slit inviting the natural flow o people towards the arch

to slide under and inside the museum. Invisible rom the arch

and the park the new museum presents itsel with a morewelcoming presence towards Luther Ely Smith Square and the

courthouse lawn.

Activities rom within the museums caé and shop can spill out

over the tilted plane o the park, and the changing activities and

exhibitions inside might invite the day to day passers by to stay

up to date with the current events.

As a continuation o the Gateway Mall into the Arch Grounds,

an entry lawn, flanked by ADA accessible paths, slopes down

towards a series o seating terraces that overlook the entry

plaza in ront o the expanded Arch Museum. This gently

sloping lawn will be planted with drits o small native trees

that provide shade at this important new arrival location.

A new generation o graphic elements complete the concept

to create a richer visitor experience.

This signage has been designed with variation in their orm to

accommodate a variety o needs, yet share a common visual

vocabulary and palette o materials.

The signage will be more than ADA Compliant—they provide

three-dimensional models as interpretive aids and will also

integrate the latest “artificial vision” technology sotware to

create a helpul electronic assistant or the visually impaired.

The graphics program will work together as a uniying thread

woven through the park and city to delineate the project,

provide a sense o arrival at key locations, and provide

directional assistance between destinations.

The signage is designed in a manner that builds on the existing

signage guidelines and standards used within all National

Parks.

This can be part o a larger idea, a comprehensive strategy o

wayfinding that is woven into both cities and the region, along

sidewalks and important destinations, and will finally bring all

the pieces together in a clear and accessible way.

The Confluence Pavilion

The north o the park is the point o confluence or all the

main flows o people arriving by train, bus, car or on oot. An

artificial landscape designed like an inrastructure or public

lie according to the demands or equal access as well as the

turning radii o buses, cars or bicycles, appears like a confluence

o various streams o public movement rozen and captured inconcrete orm.

3 sloping planes accommodate a bicycle rental acility at

the north west entrance o the site, a public auditorium

and conerence center as well as a welcoming acility with

and the Arch itsel.

The central slope rises rom the park extending across

Washington Avenue to connect with the MetroLink station

allowing train passengers to arrive directly in the park without

having to navigate across the street or through the parking.

The curving roo garden gently kisses the pedestrianized Eads

bridge allowing people to spill across and into the park, without

interering with the integrity o the historical structure o the

bridge itsel.

The bicycle rental allows visitors to experience the Mississippi

waterront rom a completely diferent vantage point, riding

through the arch grounds and across the waters on the linear

park o the car-ree bridge.

Echoing the elegant organic language o the arch the swooping

curves and gentle slopes orm a natural backdrop or the iconic

arch impregnating the site with accessibility and activity

without competing or attention or urban identity.

PROGRAMS AND ACTIVITIES

North Pavilion Orientation Hub

The North Pavilion is a hub that provides visitors with

inormation about, and orientation to, the greater Jeferson

National Expansion Memorial site. The architectural and design

concept supports ease o use and varying levels o immersion to

sites both near and ar: rom nearby Memorial eatures to those

urther afield. The space is organized around a remarkable

spherical centerpiece: a large, three-dimensional, interactive

scale model o inner St Louis and East St Louis. By touching

various “hot spots” around the perimeter, the media table

shows text and animations projected on it. The “Exploring

beyond JNEM and around downtown St Louis and the region

(such as the St Louis Art Museum, or Cahokia Mounds State

Historic Site). A changing exhibit gallery provides thematically

supporting exhibitions, such as the development o the

events and programs at other sites on JNEM (such as the

Gateway Arch, the Old Courthouse Museum, or the Cargill

The Village

Towards the south we propose to blend the urban grid o

urban street grid is extended into the park or immediate

access across the dramatic level changes carving a network o

pedestrian streets in the undulating landscape o the park. A

single accessible route provides access or all rom the south.

sunken village orm an archipelago o green islands. From

the urban approach the area appears like a dense urban

neighborhood o pavilions or learning, education and physical

exercise.

The green block structure is extended beneath the overpass

in the orm o islands o basket courts and sports fields as

ragments o the park lie bleeding in to the city. While the

green grass spills over the roos o the sunken village, the trees

accompany the sunken streets extending across the street and

under the bridge into the adjacent neighborhood, in a seamless

weave o landscape and city.

The South Pavilion Learning Center

and Education Center. Its theme and key design moti is open

storage and institutional transparency: it aims to make the lie

and times o our third president both accessible to students

and the general public, and more amenable to the deep

research o scholars. The stacks o the library and JNEM archive

are visible behind the extended glass wall. The wall itsel is a

point o access or casual visitors and researchers alike: they

can touch its surace to reveal selected eatured tidbits rom

the archive.

An inlayed digital floor map in the center o the space is the

major exhibit draw card: as an moving map that depicts the

historic scene o the American West, it speaks to the Lewis

& Clark exploration and Louisiana Purchase. It can also be

brought orward in time, and adjusted according to difering

viewpoints (such as Native American ootways, or Arican

certain historical period, group perspective, or geographical

orientation, data graphics pass across the surace o the map,

demonstrating the breadth o the stories ound in the greater

 JNEM site (and echoing the content o the galleries o the

 Jeferson National Expansion Museum). Wifi equipped, the

space rewards those who want to individually explore using

personal mobile technology, and provides seated research

stations or others.

This space supports a variety o practical unctions or

educationalists: it contains the NPS education staf and

volunteer oces. At least our ull-size classrooms (or two

double-size, dividable spaces) make this an essential part o

primary and secondary education. This space is also designed

which includes hands-on exhibits and an open space or role-

playing and perormance, is complemented by an outdoor

program space that eatures an amphitheater or outdoor

gatherings. Caeteria-style ood service, storage cubbyholes,

and resting places make this a suitable place to receive at

least our ull classes at once.

The Gateway Arch will connect to the river’s edge with a new

promenade along Louis B. Sullivan Boulevard—a place orpeople to enjoy every day, ofering shade, seating, lighting,

and vehicular access or operations and maintenance. The

promenade will be raised six eet above the typical annual flood

level, minimizing flood risk by 30% and providing a new place

or estivals and markets.

This promenade will allow or street level connections as well as

river maintenance, and will provide easy access to the river longdesired by locals and visitors alike. The Mississippi is a dynamic

part o the lie o St. Louis, and the park will finally address the

river as a destination with a pedestrian oriented landscape o

We propose to extend the park activities beyond the dry land

and into the wet element in the orm o a floating pavilion

the Mississippi and tames its currents and cleans its waters to

make it accessible or the urban lie in the orm o a public pool.

Historically, the Mississippi River has ormed a great divide in

the St. Louis region, a ast-moving barrier to easy crossing. To

connect the cities, the river, and the Arch, we must make these

crossings easier and more desirable or all users.

Our strategy will take advantage o inrastructure assets

to provide multiple ways to cross the river. This will link thetwo sides more seamlessly together and help orm a richer

experience or residents and visitors alike. It re-envisions

existing historic bridge – the Eads and MacArthur Bridges – to

not only connect the Arch and Memorial with the east side o

the river but also to increase value o underutilized lands in

neighborhoods near these bridges.

This strategy provides an integrated, multi-modal system or

crossing the river, which includes:

“BIKE THE BRIDGE”

EADS BRIDGE

The Eads Bridge was St. Louis’ first major river crossing, and

in act the first structural steel bridge in the world. Today,however, it carries very little tra c. It could become a new great

crossing, as an important link in a bi-city pedestrian and bicycle

loop and an unparalleled vantage point o the Arch.

Our proposal to create an expanded pedestrian and bicycle

path at the upper level will also connect to the existing

MetroLink platorm level. A new stairway – sliced elegantly

rom the deck – and additional elevator will provide access

pathway above.

The station provides an opportunity to link the Arch andGrounds, the riverront, the top o the bridge, and regional

transit together in one, clear pathway. Although an historic

tower exists just east o the station (which ormerly

 

elevator positioned within the MetroLink station, however,

transit is tied into the system and allows or easy,

accessible movement.

Bridge, once accommodated a major highway and entrance into

the opening o the Poplar St. Bridge, and has remained vacant

This elegant industrial-era bridge presents an opportunity to

create a new linear park across the river, replacing the eroding

highway deck with new paths, trails, and landscaping. Startingat the oot o the bridge on 7th St. near Chouteau’s Landing—or

rom an elevator tower closer to the bridge near Risley St.—

pedestrians and cyclists can again experience the “Free

Bridge.” This crossing between the parks on either side o the

river provides unparalleled views o the Arch and downtown

St. Louis, and could ultimately anchor the revitalization o

Chouteau’s Landing.

CELEBRATE THE BRIDGES WITH LIGHT

Light can play a pivotal roll in the success o urban revitalization

projects, helping to create and support a nighttime environment

that will attract both local resident and visitors. Though

illumination or saety and security orm the cornerstone o any

ater-dark lighting strategy, it is the ability o light to reinorce

the user’s perception o space and character that will prove

most memorable.

This project ofers abundant opportunity or using light to

establish a nighttime destination, while creating an indelible

presence that embraces both the riverront and the urban

surround. Creative pedestrian area lighting, landscape

illumination, building highlighting; all anchored by the

principal iconic centerpiece o the Arch, makes or a remarkable

impression.

Both Saint Louis and its sister city to the east possess

important structures that can serve as visual nighttime anchors

helping to coalesce the area into a singular vision. Some o

these – the Civil Courts Building, the Old Courthouse, and the

Gateway Geyser already eature a lighting statement. One need

look nor urther or an example o light as spectacle than the

Region’s annual Independence Day Celebration, where fireworks

displays culminate each day’s events to the delight o tens o

thousands o people.

It is quite possible that light could serve as a uniying element

or the River’s east and west embankments, anchored by

strategies to illuminate the great bridge crossings over the

Mississippi. A permanent lighting design that is both artul,

yet dynamic or stimulating, could provide a meaningul and

memorable connection between the cities.

The most direct and experiential river crossing or visitors

will bring them out onto the water on erries. Launchingrom new landings on both sides, they will ollow careully-

designed “figure eight” routes up and down the river, helping

to navigate its powerul currents, maintaining proper distance

rom the bridges, and avoiding other river trac in this busy

stretch o the Mississippi.

A new generation o powerul and ecient river boats,

along with bus shuttle back-up systems, will make travel on

the water sae and energy-ecient. In the uture, services

may even expand up and down the river, serving additionaldestinations on a “Mississippi River tour” or even resident

commutes to downtown rom waterront neighborhoods.

Feasible operation o a erry service must also recognize the

dynamics o the river – particularly its flood stages – and plan

accordingly. The Army Corps o Engineers has regulations

governing the use o vessels at various water levels, which

will be recognized in the implementation o this system.

Landorm Planting

The landscape o mounds, wetlands, flooding orests and

sculpture are connected by a system o looped boardwalks, at

times elevated and at times on the ground, that also connect

over the levee and railroad tracks to the river crossings by erry

and by bridge. To the north, a large sloped multi-purpose

lawn with a direct view back to the Arch provides space or

perormances and cultural events or a tranquil park setting

when not in use. The park will be linked to the Malcolm Martin

Memorial Park and to the proposed residential community just

south o Eads Bridge. This great environmental and recreationa

park can be phased over time and will ultimately provide a

regional as well as local attraction.

“Mississippi Soul”In symbolic descriptions, the ace is the only part o our body

made as a give to the others.

We cannot see our ace directly but we can see the ace o

others.

The head is the palace o wisdom, the house o knowledge.The place in where matter and spirit meet: The portrait o our

soul.

My project aims to connect with the ancient tradition o

heads throughout art history: Buddha’s heads, Eastern Island

moais, Olmec heads, Angkor heads, aces in the surace o

Mars planet, etc., etc.

To represent my wish to create a dialogue between tradition

and uture, I’m working with portraits o young girls comingrom diferent cultural and racial origins as a metaphor o our

global world and community diversity.

The group o heads is the soul o the river: A poetical link

between East and West, history and avant-garde.

They are creating a landmark in East St Louis that can open

a new dialogue with the Saarinen’s Gateway Arch: people in

other side o the river.

Mississippi’s Soul is a celebration o humanity and lie.

In the northern portions o the East Bank, several under-

utilized and ormer industrial sites provide a rare opportunity

to create a neighborhood with spectacular views o the Arch

and the Mississippi River.

This unique neighborhood will be characterized by well-

landscaped streets that make or a short walk to the existing

MetroLink Station. Lined with retail and shops, these newstreets provide the ramework or a vibrant community on the

banks o the Mississippi River.

The neighborhood will be characterized by a mix o housing,

entertainment, commercial, culture, open spaces and

recreation, and access to trails and the river.

The development o the neighborhood will be an extension

o the investments already made within the East Bank and

its unique location adjacent to the Riverside Perorming Arts

Center, new Mound Park, and existing entertainment. Mosto all, residents within this new community will live with an

unbroken view o the Arch.

Historic Laclede’s Landing will see increased vitality and

investment rom its proximity to the new North Pavilion and

the uses that welcome visitors to the north end o the site.

in connecting to the existing MetroLink Station and the new

entry to the park beyond. Respecting the historic nature o

this neighborhood, selective infill with restaurants, shops and

smaller oces will complete this district in a respectul yet

dynamic way.

Moving north o the Dr. Martin Luther King Bridge, the

redevelopment o underutilized industrial sites provides

opportunities or uture riverront housing. Improved streets

with landscaped sidewalks will connect to an expanded park

that connects to Sullivan Boulevard and a renewed riverront

promenade.

One o the primary goals o the design competition is to increase

connectivity to the Gateway Arch Grounds rom both sides o the

Mississippi River. Improving connectivity is a priority not only or

this project, but also or the region. The region has significantly

invested in a transportation network plan that includes a new

river crossing, the Ronald Reagan Memorial Bridge – currently

under construction – and improvements to the surroundinghighway network, including Illinois Route 3. The new bridge will

connections into the St. Louis area while relieving trac

congestion on the Poplar Street Bridge. These transportation

investments will improve accessibility to jobs, communities

and destinations on both sides o the river.

The proposed extension o the Arch Grounds will transorm

the East Bank into a premier destination with a public

amphitheater, bike paths and wetland restoration areas.

However, access to the park is limited to several local roads

including Trendley Avenue and Front Street. Direct access to

the site rom the surrounding interstate highway network is

not available, posing conusion, saety and perception issues

to the project.

This new roadway provides an important north-south

connection or many communities along the Illinois riverront.

Improvements have been divided into several phases. The

phase between the Ronald Reagan Memorial Bridge and

o the existing Malcolm Martin Memorial Park. The next phase

o the project would connect with Riverront Drive and traverse

north-south through the Arch Grounds expansion project site

to St. Clair County. While this portion o the Route 3 project

is currently ununded, it is included in the region’s long-range

has considered this project in the design o the Arch Grounds

expansion.

With such a large investment planned or both projects, it onlymakes sense to integrate planning eforts – saving money while

making strategic, long-range investments in the area. Adjusting

the alignment slightly and providing additional at-grade

crossings will make Route 3 the “ront door” to the expanded

park and perormance venue.

With the implementation o the proposed relocated Route 3

project, access to the expanded National Park in East St. Louis

would significantly improve. The relocated Route 3 would

provide an intermediate connector between the interstate

system that surrounds the park and local roadways that connec

into it. Direct access would help to reduce conusion, saety and

perception issues.

By accommodating the relocated Route 3 project into the Arch

Grounds expansion plans, the project will provide tremendous

economic opportunities to an area that has sufered rom

significant economic decline or decades – by increasing

mobility and access to jobs. The park will provide an important

destination or the surrounding communities, while a Relocated

Route 3 will provide increased mobility to the park. Additionally

it will provide improved access to jobs, residential areas and

destinations outside the project area.

Multiple strategies have been discussed in the past to move

industry and rail out o the immediate East Bank Riverront

Area. Our proposal supports the need or continued discussions

that identiy a easible strategy to make the riverront

accessible, expand the parks, allow or easy connections to

existing trails and bikeways, and maintain existing jobs within

the city.

The proposed strategy or the East Bank is to make public

access to the waterront uninterrupted between the Eads and

MacArthur Bridges. This strategy will also allow or the eventua

removing o many existing rail lines that currently traverse the

site and create a significant barrier between the East Bank and

its riverront.

Former industrial sites adjacent to the park along the East

Bank provide an opportunity to re-think our approach to these

underutilized lands within the context o urban agriculture.

Where abandoned and declining industries now reside, a

generation o model urban arm sites have taken hold in many

cities, creating jobs to oversee organic growing, composting,

recycling, bee keeping, hoop houses, and winter growing.

Can urban agriculture in East St. Louis be part o a strategy to

re-envision ood as part o a new jobs initiative or the region?

Urban agriculture promotes healthy eating habits, encourages

young people to get involved in the community, brings new

innovation to the ood business, creates local jobs and osters

better nutrition awareness throughout the community. In

keeping with the spirit o new developments in the area,

including the expansion o the existing Medical District

and Southern Illinois Edwardsville campus, we propose the

establishment o a center ocused on reinventing the way ood

is produced and distributed or the surrounding community and

the region at large. This urban agricultural center could branchout to include other centers and services including: ood policy

development; regional outreach centers or growing power;

nutritional support or school caeterias; and distribution to

local restaurants and households.

By repurposing the Cargill silos, East St. Louis is given a local

center in which to interpret new thinking about park lie,

riverine environments, and the city.

Focusing on the city-park as a key element in the

environmental, social and economically sustainable abric

o the city, the working lab as a continual work-in-progress

towards this goal. The Center honors Jeferson’s keen interest

in nature and environmental harmony.

Moving rom the east (East St Louis) side towards the river,

building, passing through a continuous multi-story exhibition

trail that explores the natural history o the Mississippi and

moving through a butterfly house. At the apex, visitors can

pass along a connecting glass bridge to reach the second group

o silos. Working down, they pass, and can view, a series o

working River Labs. At the base o the building, visitors reach

to the Riverront Lookout, where a large aquarium eatures

local fish, aquaculture, and interpretive eatures that explain

this living view o the Mississippi.

The greater acility is designed with environmental

sustainability in mind: green terraces and observation roos

are eatured on both silo buildings and the Event Center, and

the rear o the Center eatures a park with action-science

discovery trails. Bike trails and parking is provided next to

bus and car parking. The greater eel o the Center is a space

that is transparent and open to public access, and is flexible,

‘live’ and adaptable.

Reagan Memorial Bridge, a new interstate connection over the

Mississippi River that will become a portion o the rerouted

trac currently routed through St. Louis, making the remaining

stretch o road rom Cass Avenue to the Poplar Street Bridge

open or possible reinterpretation.

Bearing this in mind, the design team supports the eforts

put orth by City to River 

between Cass Avenue and the Poplar Street Bridge, and its

subsequent replacement with an at-grade signature boulevard

to better connect the city to the river. City to River articulates an

Unortunately, the scope and complexity o the boulevardconversion will likely preclude it rom being realized beore the

boulevard concept should not be implemented. We strongly

believe that the momentum created by the Memorial upgrades

will help reocus the eforts o City to River and similar advocacy

groups, realign political will towards the proposal, and lay the

groundwork or the organizational cooperation needed to make

the new boulevard become reality.

The Great Rivers Greenway District “works or a clean, green,

connected St. Louis region.” The organization represents an

incredible coordination o stakeholders and technical advisors

rom involved city and county governments; regional, state, and

ederal agencies; schools and educational groups; non-profit

organizations; and private corporations. Further, it includes

citizen advisory groups rom St. Louis City, St. Louis County,and St. Charles County.

Building the River Ring: A Citizen-Driven Regional Plan serves

as the long-term ramework or the region’s vision or an

interconnected park and trail system. It seeks to catalyze

economic growth; strengthen communities; and enhance the

natural environment.

The backbone o this plan is The River Ring, an interconnected

miles. Woven throughout are dozens o other parks and trails,

which better tie the region together and connect it to other

systems, such as Bike St. Louis or Metro East trails.

This plan seeks to promote the Great Rivers Greenway Plan and

expand its scope to include the Illinois side o the river – with

the Arch, the expanded Memorial, and the two great bicycle

crossings as the system’s locus.

This plan advocates or more than The River Ring, with

a regional system o trails and greenways that can only

be achieved with increased cooperation and connectivity

across the river. As ocal points o this system, the Eads and

MacArthur Bridges will allow pedestrians and bicyclists to move

seamlessly through the cities and between trail systems, or

daily recreational use or even overnight trips to experience the

region’s heritage and abundant natural beauty.

Specifically, we must establish the Memorial as the centerpiec

o this regional strategy:

A model o multi-jurisdictional cooperation

An example o repurposing industry

Two major connections across the river

A ocus on the pedestrian and bicycle experience

The visitor and tourist hub o the region

The Arch, the Grounds, the East St. Louis Park, and the remainder

o the competition site and its environs do not exist in a vacuum.

They are a key portion o downtown St. Louis, the city as a whole,

and the diverse, bi-state region it anchors.

A strengthened Memorial, with clear connections to the city and

across the Mississippi River, will serve as the locus o a larger,

regional system o parks and destinations. This is both a physical

connection – achieved with renovated bridges, new bikeways, and

upgraded signage – and an ethereal one, with the monumentalityo the Arch and Grounds drawing people as a starting point o

tourism, education, and recreation.
