The City of Sierra Vista is attacking cybersecurity on the economic development front, relying on a team approach to tackle the goal of bettering the workforce and the community. The City, University of Arizona, and Cochise College, along with private businesses and defense contractors, are working in tandem.

“We have brought a wide variety of people together to look at how we could create the workforce needed for Fort Huachuca, our local business, and those companies we would like to attract,” says Simone McFarland, economic development manager for the City of Sierra Vista. “From there we developed a strategic plan that made sense for us, while leveraging our existing assets.”

That was a little more than a year ago, and since then the City has made huge strides. This semester, the University of Arizona South, formally launched its new Bachelors of Applied Science concentration in Cyber Operations, and is already at work to have the National Security Agency designate the program as a Center of Academic Excellence in Cyber Operations.

Thriving in the Digital Ageby Rick Mueller, Mayor

The technology we use every day is changing at an exponential rate. It’s hard to imagine that the touch-screen phones and tablets that are an increasingly integral part of our lifestyle have only been around for about 10 years.

Our communities must keep up as technology evolves and take advantage of the opportunities the digital revolution creates. Thanks to a nimble military base positioned to meet the needs of a modern Army and forward-thinking educational partners, Sierra Vista has advantages that will enable us to thrive in the digital age.

Fort Huachuca is home to the U.S. Army Network Enterprise Technology Command, the U.S. Army Intelligence Center, the Joint Interoperability Test Command, the Electronic Providing Ground, and the Army’s unmanned aircraft systems training program. So it’s no surprise that many contractors working in tech fields have been attracted to Sierra Vista.

These highly-skilled professionals need a pipeline of tech-savvy employees. Fortunately Cochise

College and University of Arizona Sierra Vista have responded to that need, developing innovative partnerships and programs to train the next generation of cyber security professionals, UAS operators, and engineers who will help chart our future.

The City has studied the feasibility of Sierra Vista becoming a major player in an Arizona-based cyber security hub and is taking steps to turn that vision into a reality. This is a growing, multi-billion dollar industry and, although there is intense competition, we see that Sierra Vista has a significant role to play.

It’s an exciting time for our community. The way forward has become more defined and, while there is much work yet to be done, the City and its partner organizations have laid the groundwork for a bright future.

Keeping Pace with Technologyby Chuck Potucek, City Manager

Rapid change is a fact of modern life and the City strives to constantly upgrade the technology it uses to serve residents and operate efficiently.

Some of these efforts, like the roll out of a mobile-responsive website, are highly visible and engage our citizens directly. Many others take place behind the scenes but are no less vital to the work we do.

As an increasing amount of that work requires internet connectivity, improvements to the City’s wireless infrastructure have been an ongoing priority. Within the last year internal Wi-Fi capabilities have been expanded and upgraded significantly. In recent years the City has also expanded free public Wi-Fi availability to include City Hall, the library, and the teen center.

With such a reliance on electronic communications, the City has also paid attention to its own cyber security by adding multiple layers of protection and employing a cloud-based system that monitors what comes into our network in real time. Being cyber safe also requires our staff to be educated on how to

limit vulnerabilities and the City’s Information Technology division has launched a training program to ensure our employees stay current with best practices.

Some other, more visible improvements are in the works and will soon be rolled out on our new website. The integration of mapping tools will enable the public to tap into the GIS information the City uses internally. This will illustrate information on zoning, flood plains, multi-use paths, projects, and more in an engaging, user-friendly interface.

We’re also finishing up a portal for the Community Development Department that will enable contractors and citizens to better handle the permitting process online from start to finish. They’ll easily be able to check on status updates and make payments as needed. As with many upgrades, this will help the City operate more efficiently, while also making life easier for the people we serve.

New City Website Blazes the WayIn August the City launched a newly designed municipal website at SierraVistaAZ.gov. The new site is built on a responsive platform, giving mobile users the same quality experience as those using a desktop computer.

The website is accessed nearly 30,000 times each month by over 20,000 users, and nearly half of those are using a mobile device like a smartphone or tablet.

“With so many people visiting via smaller screens, creating a streamlined, responsive website was paramount,” says Judy Hector, marketing and public affairs manager for the City. “We also wanted to develop a site with a modern look that better embodied our City’s brand and reflected the tech savvy city that is Sierra Vista.”

The municipal website is one of three sites that the City will maintain, using the same overall responsive design and flexible back-end. A site specifically developed for economic development, SierraVistaAZBusiness.com, is already up and running. The next project will be a ground-up rebuild of the visitor website, VisitSierraVista.com.

“Marketing and public relations efforts are seeing a reduction

in paper-based communications,” Hector says. “We’re working to develop cost-effective, engaging online communications to better reach our citizenry, businesses, and visitors. This includes

websites, social media, electronic

newsletters, and more, while maintaining several core

communications with print media.”

In this issue we’re highlighting two key members of our City family who were attracted to our community to start families of their own. Senior Planner Jeff Pregler jumped at an opportunity to work in the town where his sweetheart lived. Zelida Ittusukananth was similarly anxious to relocate to her husband’s hometown and has become a valuable member of our Information Technology team.

Right out of college, Jeff Pregler was intent on getting to Arizona for one main reason — a beautiful woman! After graduating with his master’s degree from Cal State Stanislaus in Northern California, Jeff turned down two great local jobs to take a position as a planner for Pima County. When a similar job opened up with the City of Sierra Vista, Jeff was eager to be in the same town as Lola, now his wife of 15 years. Jeff is a senior planner with Community Development and has had a hand in numerous

developments, subdivisions, and plans over his 16 years with the City. Jeff’s warm and engaging style has helped him take on challenging code changes, such as the recent inclusion of digital signs. His undergraduate degree in history and anthropology seems a stretch for the field of planning, but Jeff connects the goal of facilitating quality growth as integral to what will ultimately be the future reflection of a culture. Jeff is the staff liaison for the Commission on Disabilities Issues, coordinating the annual VistAbility Day and recommending awareness and education efforts. A native to Sierra Vista, his wife also works in the planning field as the rural addressing specialist for Cochise County. Jeff and Lola have two children, Colin in sixth grade and Karina in third. Colin is a budding movie director, and amazes his parents with creative stop-action movies. Karina is a dancer who recently expanded her dance repertoire into gymnastics after watching the summer Olympics.

With a name like Zelida Ittusukananth, it’s no wonder she is known by everyone in the City as “Z”! A self-proclaimed nerd, Z has found her niche working as a System Administrator for Information Technology (IT). Her path to this job is a unique one. Originally from Nogales, Z earned a bachelor’s degree in Latin American Studies followed by a master’s degree in public administration, all while working in the Pima County judicial system. Why the change you ask? A great job in the City’s Public Affairs Office

opened up, and Z was anxious to relocate to her husband’s home town. But her inner-tech nerd voice called when her current position opened, and she has been a great fit in IT ever since. Z can be seen in virtually every City building troubleshooting hardware and software. She loves that her job is one of constant research, learning, and adapting to a myriad of issues. She has been instrumental in implementing a new City-wide shared document system and helping employees learn how they can be more efficient. Z and her husband, Sukit, have been together seven years and they have a very active 4-year-old son, Zenjin. While her husband’s family lives here, Z’s very large, extended, and extremely close family lives in southern Arizona, and they frequently travel there for family celebrations. She and her husband share a passion for video games, and they are already enticing young Zenjin into their shared nerd world!

Safety Tips in the Era of the AppWhen Pokémon Go gained almost overnight national popularity this summer, the City saw residents visiting its parks and public facilities in remarkable numbers and at unusual times.

Foot Pursuit Set for October 29Are you ready to outrun the cops? The fifth installment of Sierra Vista Police Officers’ Association’s Foot Pursuit 5K and 10K is set for Saturday, October 29, at the Huachuca Mountain Elementary School. This isn’t just a race. It’s a community event that brings citizens shoulder-to-shoulder with local law enforcement professionals in a fun-filled environment.

The race traverses a significant portion of the beautiful Garden Canyon Linear Park Trail and is suited for runners of all skill levels. In addition to the 5K and 10K, a noncompetitive 2 mile walk and a free kid’s event are also offered. Since the event is just two days before Halloween, participants are encouraged to dress up and prizes will be awarded for the best costumes.

While the Pokémon craze has not resulted in any serious local law enforcement issues here, it did drive some avid trainers into parks after they close and raise concerns about being distracted out in public. Apps that get people to be active outside are great but they also bring to light new safety issues.

Whether you’re tracking down an elusive Pikachu, or just sharing your latest run with your Facebook friends, the following tips will help ensure you use these apps safely.

• Always be alert and aware of your surroundings, especially in public spaces and parking lots.

• Never use apps like Pokémon Go while driving.

• Don’t wear noise cancelling headphones when walking, jogging, or cycling.

• If you share a run, ride, or walk on social media, be sure to use features that hide your starting and ending location. Otherwise potential criminals can learn where you live and when you’re often not home.

• Don’t allow the app to lead you somewhere unsafe.

• Be cautious approaching a lure in Pokémon Go activated in a deserted location at an unusual hour and don’t visit parks after they close.

• Listen to your body, don’t let fitness app goals push you beyond your limits.

CODE ENFORCEMENT MAKES PROGRESS

We’ve made significant progress in the last year and our Code Enforcement officers continue to work closely with property owners to ensure our community and our neighborhoods are safe and attractive.

Patrol Vehicles Feature Wi-Fi and TabletsAnyone who has purchased a new car can attest to how the new technologies we use every day are being integrated with our vehicles.

The Sierra Vista Police Department’s new Ford Explorers are no different. Each one of these vehicles acts as its own Wi-Fi hotspot and officers now have a wealth of information available at the swipe of a finger as they respond to calls.

While the old patrol vehicles are outfitted with laptops, the new ones have tablets. This enables officers to remove them from the vehicle more easily and use them on the go if needed as they access information or use the built-in camera.

These days our dispatchers share less information over the radio. Instead, officers can use their laptops or tablets to pull up all the relevant background about a call. They can also run license plates, look up serial numbers of stolen property, and research the history of a particular

address or individual.

Still, much of what patrol officers do on a day-to-day basis has not changed dramatically. Most vehicles are still outfitted with radar guns to track speeders and use dash cams to record what’s going on around them. The in-car cameras are constantly recording and every time an officer activates their emergency lights, the camera will automatically save that segment of footage beginning just prior to the officer activating their emergency lights.

The ability to issue citations electronically was also implemented a few years ago, enabling the most active patrol officers to operate much more efficiently. This acts as a force multiplier by quickly getting these officers back on the street.

So far in 2016, the Code Enforcement team has handled more than 800 cases and nearly 80 percent of those have already resulted in compliance. Our day-to-day interaction with the community has been extremely positive and most property owners are highly responsive. However, there are some instances where a property owner is difficult to track down or doesn’t agree with the violation.

We’re often asked why it’s taking so long to address a certain issue. The short answer is that all citizens have the right to due process. Every citizen has legal rights to appeal notices of violation, dispute a charge in court, and secure compliance agreements within the legal system. While many cases move quickly, a complex case that navigates through the courts can take several months and potentially more than a year to get resolved.

The City has multiple enforcement options to gain compliance, with each avenue assessed on a case-by-case basis according to the gravity and severity of the violations. Most minor issues, such as tall grass and weeds or trash and debris can be dealt with in as little as 45 days. Abatement petitions or civil complaints referred to municipal court can take as long as 90 days to adjudicate.

We’re appreciative that so many property owners have stepped up to meet the standard our community expects. Our Code Enforcement team will continue to work hand-in-hand with property owners to resolve issues as quickly and fairly as possible.

The chorus, under the direction of Sharon Keene, feels a strong commitment to helping with the needs of the community through their love of gospel music. This year the entire collection will be donated to the Buena High School Choral Department to cover student out-of-pocket equipment and travel expenses. The chorus hopes that you will attend one of the gospel concerts and listen to their stirring and inspirational gospel music and support this worthy program.

Annual Tree LightingMark your calendar for Friday, December 2, at 5:30 p.m. for the annual Tree Lighting Ceremony at Veterans Memorial Park. Join your friends and neighbors for this free community celebration. Ninth Sierra Vista Empty Bowls ProjectSERVING THE COMMUNITY, ONE BOWL AT A TIME

Since the first local event in 2008, the Sierra Vista Empty Bowls Project has raised over $75,000 to help feed people in Cochise County. The 2015 event was another success, netting more than $15,000 for six local food banks thanks to the donation of 1,745 hand-crafted bowls, hundreds of volunteer hours, and the generous participation of three dozen restaurants. This year is shaping up to be another banner year.

Mark your calendars for the ninth Sierra Vista Empty Bowls Project. Admission is free for a simple lunch of soup and bread provided by area restaurants. There will be local musicians providing entertainment. For $10, attendees may pick out a handmade bowl to take home as a reminder that there are always more empty bowls to fill. There will be a selection of special bowls available for $20. And, as has been the tradition since the first year, special ceramic art pieces donated by area artists will

be available for an additional opportunity to boost the amount of funds donated to area food banks.

If you can’t make the November 5 event, bowls can be selected at the Empty Bowls booth at Art in the Park (October 1 and 2) in Veterans Memorial Park. There is also a selection of bowls available at the Henry F. Hauser Museum Gift Shop during regular open hours.

FEED MORE HUNGRY PEOPLE IN COCHISE COUNTY!

For three years the Empty Bowls Project has supported Edward Jones’s annual Bag-a-Thon food drive as part of the festivities. Please join us again this year and bring non-perishable food items. Edward Jones’s goal is to collect 10,000 pounds of food. All donations are distributed to local banks and shelters. Thanks also to Lawley Automotive and all our generous community partners.

Have your kids become “Young Eagles” at the Sierra Vista Municipal Airport during the 23rd Annual Airport Fly-In and Open House. The first 200 children, ages 8 – 17, can take an exciting airplane flight for free! Flights will take place from 7:30 a.m. to 10:30 a.m. and there is a limit of one per person. Permission forms will be available at the event and must be signed by a parent or guardian.

Sponsored by Chapter 776 of the Experimental Aircraft Association in cooperation with the City of Sierra Vista Public Works Department, the open house introduces aviation to children and promotes general aviation activities available at the Sierra Vista Municipal Airport. To date, Sierra Vista EAA Young Eagle pilots have flown more than 7,000 children. All flights are conducted by certificated pilots in certificated airplanes, adhere to strict safety guidelines, and comply with insurance policy provisions and other regulations.

In addition to the flights, the open house features aircraft displays and great food. There is a pancake breakfast from 7:00 to 10:00 a.m. It costs $5 for adults and $3 for children under age 12.

THE SIBERIAN DOUGHBOYS OF COCHISE COUNTYWWI Soldiers Who Went to Russia, 1918 – 1920 date Tuesday, November 1 time 1:00 pm

Berger CenterJoin Craig McEwan, president of the Chiricahua-Peloncillo Historical Society and secretary of the Cochise County Historical Society, for a presentation about 30 young men from Cochise County who were sent with a contingent of 7,000 soldiers to guard the railroads in Russia at the height of World War I. Hear the story of their travails with the Siberian winters, disease, and recruits of the newly formed Soviet Union. Craig’s research has culminated in an article about the Siberian Doughboys in the fall/winter edition of the Cochise County Historical Journal.

DEATH CLOUDS ON MOUNT BALDY date Tuesday, December 6 time 1:00 pm

Cathy Hufault, former Oro Valley mayor, will offer a video and photo presentation about her book, Death Clouds on Mount Baldy, and discuss the story of the largest search and rescue operation in Southern Arizona history. Its focus was to locate three young Tucson Boy Scouts lost in the Santa Rita Mountains during a record breaking blizzard. Cathy, who had just turned 15 at the time of the incident, is the sister of one of the survivors and a friend and classmate of the 16-year-old Boy Scout who saved three lives. 50 years later, she interviewed over 100 people in her quest to provide a complete history of the event and finally unravel the mystery behind the disappearance and deaths of the three victims.

Fall into Fashion and More!The Teen Center is beginning a new chapter this fall by offering several new programming options including fashion tips by a local entrepreneur, sketch artist workshops, and even a “ghoulish” costume party and dance! Staff are also listening to teen feedback and continuing pizza and movie nights, as well the ever-popular laser tag events. In addition, the Library and Teen Center will be co-hosting several Library After Dark programs including some zombie fun around Halloween! Staff works hard to bring you several different options for a night out each month.

The Teen Center received new security cameras this summer and implemented a membership program in which all teens will be issued a PIN number to enter and leave the building. Staff hopes this increases the feeling of safety and supervision at the center, which has been brought up as an area to focus on by the community. The dedicated staff members are committed to safety as well as fun, and want to ensure your experience at the Teen Center is a

positive one. Quiet areas for studying, as well as video gaming areas are also available if activities aren’t necessarily your “thing.”

SIERRA VISTA MARTIAL ARTSSierra Vista Martial Arts is a blend of Chinese, Okinawan, and Western martial arts developed by the instructors. With different experience backgrounds, they pooled their knowledge to develop a comprehensive martial arts program containing elements of Kung fu, Okinawa Te, and Combat Judo as well as Western methods like boxing. Instruction is based on forms (kata) and their analysis, extensive partner training, individual and small group study, and exploration of presented material. The goal is to train thinking, analytical martial artists who can see beyond the confines of the course material and integrate them with concepts taught by other systems. As such, cross training and the study of other systems is encouraged. The focus is on civilian self defense, not on the modern sporting versions of martial arts.
