1.IntroductionAfghanrefugeesconstitutethelargestrefugeepopulationintheworld,aswellasoneofitsmostprotractedsituations.TheregionalSolutionsStrategyforAfghanRefugees(SSAR),developedinresponsetothesecircumstancesbytheIslamicRepublicsofAfghanistan,IranandPakistanwiththesupportoftheUnitedNationsHighCommissionerforRefugees(UNHCR),seekstoidentifyandimplementcomprehensivesolutionsforAfghanrefugeesintheregion.1Aspartofthisongoingeffort,aportfolioofproposedprojectswasjointlypreparedbythethreeGovernmentsintheregionalongwithUNagencies,intergovernmentalorganizations,andinternationalandnationalnon-governmentalorganizations(NGOs).Theportfoliooffersaunique,integratedframeworkformultilateralcooperationandcoordination ineachcountry,bothtoaddresstheneedsofAfghanrefugeesandtoadvancesolutions.

Priorityintheseproposedprojectswillbegiventoempoweringyoungpeoplethrougheducationandskillstraining.Inthisundertaking,theaimwillbetoenabletheseindividualstocontributepositivelytotheoveralldevelopmentoftheirhomecountryuponreturn,totheircountryofasylumpendingrepatriation,ortoanothercountryfollowingresettlement.

WithintheframeworkoftheSolutionsStrategyinPakistan,theportfolioofproposedprojectsisdesignedaroundthe interlinkedsectorsofeducation,healthandlivelihoods. Itoffersanopportunitytoenhancepartnershipswithdevelopment-orientedagenciesandtofacilitatedonorengagementandresourcemobilization.TheportfolioisaresultofextensiveconsultationswithinterestedstakeholdersanddrawsonanumberofneedsassessmentsconductedbytheGovernmentofPakistan,UNagencies,andnationalandinternationalNGOs(participatingasimplementingpartnersofUNagencies).ThecriteriafortheinclusionofprojectswerefurtherdiscussedbetweentheauthoritiesofPakistanandUNHCR,withafocusonsustainability,impact,andbeneficiaryoutreachtobothAfghanrefugeesandhostcommunities.2

TheprojectsincludedinthisportfolioarestructuredinsuchawayastocontributetoachievingthefollowingfiveoutcomesoftheSolutionsStrategyinPakistan:

• Supportforvoluntaryrepatriation;• Accesstoshelterandessentialsocialservicesforrefugeesandhostcommunities;• Improvedanddiversifiedlivelihoodopportunitiesandenhancedfoodsecurity;• Socialandenvironmentalprotectionofrefugeesaswellasassistanceandsupporttohostcommunities;and

• Capacitydevelopmentofnationalauthorities,organizationsandcommunitiesconcernedwithrefugeesand/orhostcommunities.

Theportfolioisstructuredintotwoparts.PartOneprovidesasituationalanalysis,highlightingoperationalresourcesandgaps;astrategytoaddresstheseneedsandgaps;partnerprofiles;coordinationandresourcemobilizationstrategy;andaplanformeasuringprojectprogress.PartTwopresentsasummaryofproposedprojectsthatdescribestargetpopulations,objectives,activitiesandcorrespondingbudgets.

2.Situational AnalysisContextWithapproximately1.6millionregisteredAfghanrefugees,Pakistancontinuestohostthelargestnumberofrefugeesworldwide.TheserefugeesenteredintoPakistaninseverallarge-scaleinfluxessince1979.Thepolitical,socio-economic,financialandenvironmentalconsequencesassociatedwithmorethanthreedecadesofprotractedrefugeepresencehaveplacedaheavyburdenonPakistanandcontributedtoanincreasingsenseofasylumfatigueinthehostcommunities.Concertedeffortsbytheinternationalcommunityarenowneededtoalleviatethesepressuresand,thereby,tocontributetothepreservationoftemporaryasylumspace.TheSolutionsStrategyprovidesaplatformforsuchcoordinatedmulti-stakeholderengagementandoffersopportunitiestomovetowardscomprehensivesolutionsinthespiritofinternationalsolidarityandburden-sharing,aimingatvoluntaryrepatriation.

In2014,thesituationinPakistanisexpectedtoremainvolatilewithpossiblecrossborderspill-overresultingfromthecomplextransitionprocessesinAfghanistan,namelytheelectionsandthedrawdownoftheInternationalSecurityAssistanceForce(ISAF).AccesstopeopleofconcerninsomeareasofPakistanwillcontinuetoposeachallengeforbothhumanitariananddevelopmentorganizationsduetothesecurityandgeopoliticalenvironment.StrongpartnershipswiththeGovernmentauthoritiesandlocalcommunitieswillthusbecrucialtomaintaininghumanitarianspace.

People of concernTheoverwhelmingmajority(82percent)oftheapproximately1.6millionregisteredAfghanrefugeesresideintheKhyberPakhtunkhwaandBalochistanprovincesborderingAfghanistan.Ofthetotal,62percentliveinKhyberPakhtunkhwa,20percentinBalochistan,11percentinPunjab,fourpercentinSindh,twopercentinIslamabadandlessthanonepercentinAzadKashmir.OriginatingmainlyfromAfghanprovincesintheborderareas,themajorityareethnicPashtun(85percent),withsmallernumbersfromotherethnicgroupssuchasTurkmen,Uzbek,Tajik,andHazara.Theaveragefamilysizeissixpersons.3HalfoftheAfghanpopulationisundertheageof15,64percentofwhomarechildrenbetween5and14years.Youths(15-24yearsold)makeupanother20percentofthetotalAfghanpopulation.4

Inrecentyears,asignificantnumberofAfghanrefugeeshavemovedoutoftherefugeevillagestourbanareas.Today,67percentoftheAfghanrefugeesliveinurbanorruralareas,whiletheremaining33percentresidein76refugeevillages.InadditiontotheregisteredAfghanrefugees,thereareapproximatelyonemillionundocumentedAfghansinPakistan.

Policy framework Pakistanisnotasignatorytothe1951ConventionrelatingtotheStatusofRefugeesorits1967Protocolandhasnotenactedanynationallegislationfortheprotectionandmanagementofrefugees.However,thenewGovernmentofPakistanhasacceleratedprogressonanumberofkeypolicyissuesrelatedtothemanagementofAfghanrefugees.InJuly2013,theFederalCabinetadoptedtheNationalPolicyontheManagementandRepatriationofAfghanRefugeesbeyond30June2013.TheCabinetalsoapprovedtheextensionofthevalidityoftheProofofRegistration(PoR)cardandtheTripartiteAgreementuntil31December2015(thePoRcardregulatesthetemporarystayofregisteredAfghannationals).TheGovernmentofPakistanisalsoconsideringanationalrefugeelaw,whichwouldformpartofthenationalpolicyonAfghanrefugeesandnationals.

Meanwhile,theregionalapproachtofindingdurablesolutionsforAfghanrefugeeswithintheframeworkoftheSolutionsStrategyhasgainedbothacceptanceandsupport,andhasbecomemoreoperational.TheQuadripartiteSteeringCommittee(QSC)meetings,attendedbyrepresentativesoftheIslamicRepublicsofAfghanistan,Iran,andPakistanaswellasUNHCR,haveresultedinconcreteactionsinprogrammedesign,fundraising,andthesearchformutuallybeneficialoutcomes.Thesemeetingshavecontributedtoenhancedcoordination,information-sharingandstakeholderengagement.

Launchedin2009,theRefugeeAffectedandHostingAreas(RAHA)programmeisaGovernment-ledinitiativeandajointundertakingwithintheframeworkofthe“UNDeliveringasOne”approachinPakistan.RAHAservesasaplatformtobringtogetherinterestedhumanitariananddevelopmentactorsforthebenefitofAfghanrefugeesandthecommunitieswhohavehostedthemforoverthreedecades.AsakeyelementoftheSolutionsStrategyforAfghanRefugeesandtheGovernmentofPakistan’sManagementandRepatriationofAfghanRefugeesStrategy,theRAHAprogrammewillremainaprincipalburden-sharingplatformformaintainingtemporaryprotectionspaceandenhancedcommunityacceptanceofrefugees.

Needs and gaps analysisBoththeregistrationdatabaseoftheGovernmentofPakistan’sNationalDatabaseandRegistrationAuthority(NADRA),andtheresultsofthePopulationProfiling,VerificationandResponse(PPVR)survey,5offerimportantsourcesofinformationanddataonAfghanrefugeesthatisusedasabasisforidentificationofneedsandgaps.ComplementaryinformationhasalsobeenusedfromUNHCR’sannualageandgender-sensitiveparticipatoryassessmentswithpersonsofconcern.Inaddition,UNHCRhasworkedwiththeGovernment,UNagenciesandpartnerstoconductfurtheranalysisinmostsectors,especiallyineducation.RAHApartnersconductedacomprehensiveneedsassessment(CNA)in2012,providingasimilarlymulti-facetedprofileofboththerefugeesandhostingcommunities.ThetriangulatedinformationfromthesemultipledatasourcesandevidencerevealsthecomplexityandcontoursoftheneedsofAfghanrefugeehouseholdsandhostcommunities.

Afghanrepatriationtodayistakingplaceatamuchslowerpacethanduringthepeakyearsof2002-2008.AfghanrefugeessurveyedinPakistancitedincreasedsecurityandeconomicconcernsasthetwomostsignificantreasonsfortheircontinuedstayinexile.6Manyhavedecidedtowaittotakeadecisiononreturnuntiltheycanunderstandtheimpactofboththeelections(inApril2014)andthedrawdownofISAFforcesonthesecuritysituationinAfghanistan.

WithregardtotheircurrentlivingconditionsinPakistan,Afghanrefugeehouseholdsidentifiedaccesstoincome/livelihoodopportunities(22percent)andshelter(20percent)astheirprimaryconcerns,followedbyaccesstohealthcare(15percent)andwater(13percent).7WhileUNHCRanditspartnersprovidebasichealthcareandeducationintherefugeevillages,refugeeslivingoutsideofthevillagesencountermoredifficultiesinaccessingessentialservicesduetotheirlimitedoverallavailabilityinthecountry.Furthermore,morethanthreedecadesofadditionalstrainonthepublicstructureshavecontributedtoasenseofhostfatigueincommunities.Thegeographicalanddemographiccharacteristicsofsomeprovinces,withsmallcommunitiesscatteredacrossvastremoteareas,alongwithinsufficientroadinfrastructure,furthercomplicateaccesstohealthcareandeducation.Lackofeconomicopportunitiesimpairstheabilityofrefugeestobecomeself-reliantandamplifiestheirdependencyonaid.Livelihoodopportunitiesareparticularlyscarceforwomen,oftenduetosocio-culturaltraditionsorlackoffinancialmeanstoset-upandmaintainsmallbusiness.Foodinsecurity

andhighdependencyratiosconstituteanotherseriouschallengeinKhyberPakhtunkhwaprovince,forinstance,morethanathirdofAfghanchildrenareunderweight.8

Withatotalof620,000Afghanrefugeechildrenbetweentheagesoffiveand16,itisestimatedthatabout20percentareenrolledinformaleducation.Oftheremaining80percent,manyareattendingreligiousinstitutions,whileothershaveneverattendedschoolorhavedroppedout.PrimaryschoolcompletionratesamongAfghanrefugeechildrenaresignificantlylowerthanthenationalaverage.AboutfivepercentofAfghanrefugeechildrencompletegrade39comparedtothe67percentofPakistanichildrenwhocompleteprimaryschool.10ThereasonsforpoorschoolparticipationrateandhighdropoutamongAfghanrefugeechildrenarecomplex.Theyinclude,butarenotlimitedtofamilypovertyandtheneedforchildrentocontributetothefamilyworkandeconomy;recurrentcostsofschoolparticipationforeachchildintraditionallylargefamilies;limitedhistoryofnon-religiouseducationalparticipation;andqualityissuessuchaslackoftrainedteacherswithadequatematerialresourcesorlackofsupportivepedagogicalsupervision.

Educationinrefugeevillagestendstobemoreself-containedandremovedfromareaswithsustainedGovernmentservices,suchasthefullcyclesofprimaryandpost-primaryeducation.Thisrendersaccess,completionandcontinuationmoredifficult.Shortcomingsinschoolinfrastructureanddifficultieswithaccessinremoteareasfurthercontributetolowattendancerates.AccordingtotheGovernmentofPakistan,78percentofschoolsinBalochistandonothaveelectricity,66percenthavenoboundarywallsand79percenthavenosanitaryfacilities.

Morebroadly,accesstowaterandadequatesanitationfacilitiespresentsamajorchallengeformanyAfghanrefugeesandtheirhostcommunitiesalike.Forinstance,inKhyberPakhtunkhwaprovince,accesstoimprovedwatersourcesis60-74percentwhichisfarbelowthenationalaverage.11Likewhise,whilethemajorityofpeoplelivinginBalochistanrelyonagriculturalproduction,over86percentofarablelandremainswithoutaccesstowaterforirrigation.Suchwaterscarcitynotonlynegativelyimpactsonagriculturalproductivity,butcanalsobecomeasourceoftensionbetweenrefugeesandhostcommunities.

Key achievements and results SincethelaunchoftheSolutionsStrategyin2012,PakistanhasmadeconsiderableeffortstoimplementtheStrategy.TheNationalSteeringCommittee(NSC)wasestablishedin2013andischairedbytheMinistryofStatesandFrontierRegions(SAFRON).OthermembersincludetheChiefCommissionerforAfghanRefugees,theMinistryofForeignAffairs,theEconomicAffairsDivisionandUNHCR.

IntermsofPakistan’simplementationoftheSolutionsStrategy,keyresultsin2012and2013includethefollowing:

• In2012,approximately86,000AfghanrefugeesvoluntarilyrepatriatedfromPakistantoAfghanistan,makingthisUNHCR’slargestvoluntaryrepatriationprogrammethatyear.Thefollowingyear,thenumbersdroppedto31,000returns,mainlyduetothesecuritysituationinAfghanistanandtheuncertaintiesaroundtheelectionsandanticipatedwithdrawalofinternationalforcesin2014.

• In2013,UNHCRandresettlementcountriesnegotiatedanincreaseto2,000resettlementopportunitiesforAfghanrefugees.ThisoverallboostinthecountryquotasresultedinasignificantincreaseinthenumberofdeparturesofAfghanrefugeesfromPakistan.Thetotalnumberofdeparturesincreasedmorethanfivefold,from205in2011to1,107in2013.

• TheGovernmentofPakistanissuednearly800,000birthcertificatestoAfghanrefugeechildren.12

• 174refugeevillage-basedschoolsprovidededucationto73,213Afghanrefugeechildren.Some55,000childreninKhyberPakhtunkhwa,16,000inBalochistan,and1,640inPunjabhavebeenenrolledinprimaryschoolsfundedbyUNHCR,whileanother573studentsweresupportedthrough11community-basedschools.

• SincethelaunchoftheRAHAprogrammein2009,overfourmillionpeople(bothPakistanisandAfghanrefugees)havebeenreached.Inaddition,over2,000community-basedprojectsin40districtsinKhyberPakhtunkhwa,Balochistan,PunjabandSindhprovincesandfiveagenciesintheFederallyAdministeredTribalAreas(FATA)havebeenimplemented.RAHAalsoreceivedgeneroussupportfromtheinternationalcommunitybothintheformoftechnicalassistanceandfinancialsupportwithtotalcontributionsfortheperiod2009-2013amountingtoapproximatelyUSD123million.

3.StrategyProgramme rationale and principles VoluntaryrepatriationremainsthemostpreferredsolutionforAfghanrefugees.WithintheoverallframeworkoftheSolutionsStrategy,however,projectsarealsofocusedonaddressingcurrentgapsinthehostcountry.Proposedmeasuresaimtoaddressthebasicneedsandprotectionofrefugeesinthecountry,whileconcurrentlyseekingdurablesolutions.Keyinthisregardistheprinciplethatensuringaccesstoeducation,healthcareanddiversifiedlivelihoodopportunities,aswellasensuringthequalityofsuchservices,willeffectivelyempowerrefugeesandcontributetotheirsustainablereintegrationuponreturntoAfghanistan.Thisprinciplealsoguidesthedesignandimplementationofprogrammesinthecountryinsupportofthefollowingfiveoutcomes:

1. Supportforvoluntaryrepatriation;2. Accesstoshelterandessentialsocialservicesforrefugeesandhostcommunities;3. Improvedanddiversifiedlivelihoodopportunitiesandenhancedfoodsecurity;4. Socialandenvironmentalprotectionofrefugeesaswellasassistanceandsupporttohost

communities;and5. Capacitydevelopmentofnationalauthorities,organizationsandcommunitiesconcernedwith

refugeesand/orhostcommunities.

OutcomesOutcome 1: Voluntary repatriationTheGovernmentofPakistanregardsvoluntaryrepatriationasanintegralcomponentoftheSolutionsStrategy.UNHCRwillthuscontinuetofacilitatethevoluntaryrepatriationofAfghanrefugeesfromPakistantoAfghanistaninsafetyanddignity,throughtwoVoluntaryRepatriationCentres,inChamkani(KhyberPakhtunkhwa)andBaleli(Balochistan).

Asnotedpreviously,thepaceofreturnwilllikelydependlargelyonpoliticalandsecuritydevelopmentsinAfghanistan.Whilea2014increaseintheamountofcashgrant,fromUSD150toUSD200foreachrepatriatingrefugee,willassistreturneesinmeetingtheincreasedcostsrelatedtoreturn,thisisunlikelytobringaboutahighernumberofreturns.RatherthepullfactorsandabsorptioncapacityinAfghanistanwillhavetobestrengthened,includingvisibleinvestmentbyvariousactorsinareasofreturnaswellasthecreationofemploymentopportunities,provisionoftailoredassistancetoreturnees,etc.TheefficiencyoftheLandAllocationSchemeforlandlessAfghanswillalsohaveasignificantimpactonthepaceofreturn,astheongoinglackoflandandhousingconstitutesoneofthemajorobstaclesforrepatriation.

Massinformationcampaigns,aswellascross-border‘go-and-see’or‘come-and-tell’visits,willbeorganizedtoprovidepotentialreturneeswithinformationonreturnareasandavailableassistance.Additionalactivitieswillaimtoimprovepublicattitudestowardsrefugees,includingthroughawareness-raisingandadvocacyefforts.

AprojectcarriedoutbytheNorwegianRefugeeCouncil(NRC)willcontributetothesustainabilityofreturnsbypromotingcross-borderactivitiesintheareasofsocialprotectionandeducation.Thesocialprotectioncomponentwillofferfreelegalassistanceinhousing,landandproperty,andcivildocumentationcases;provideinformationandcounsellingonreturnconditionsandavailabilityofservicesinreturnareas;andbuildthecapacityoflegalpractitioners.TheeducationcomponentwillseektoensurecontinuededucationandvocationaltrainingofAfghanstudentsuponreturntoAfghanistan,enhancecommunitysupporttoeducationandbuildthecapacityofteachers.

Outcome 2: Access to shelter and essential social services Outcome2oftheprojectportfoliofocusesonimprovingtheaccessofAfghanrefugeesandtheirhostcommunitiestoessentialsocialservices,includingeducation,healthandwaterandsanitation,throughcommunity-drivenprojects.

Intheareaofeducation,proposedprojectsaimtoimprovetheaccessofbothAfghanrefugeeandPakistanichildrentoeducationatalllevelswhileincreasingschoolenrolmentsandreducingdropouts,withparticularemphasisongirlstudents.Theconstructionorrenovationofclassrooms,boundarywalls,andsanitaryanddrinking-waterfacilitieswillcontributetocreatingaconduciveandsafelearningenvironmentforchildrenandenhancestudentenrolmentintheprovinces.InKhyberPakhtunkhwa,theGovernmentisworkingtoimproveaccesstoeducationatalllevelsthroughacomprehensiveInfrastructureandCapacityDevelopmentPlan(ICDP).ThemainobjectivesofICDPareuniversalprimaryeducation,genderequalityatalllevelsofeducationandimprovededucationalattainmentthroughthestrengthenedcapacityofteachers.AdditionalprojectsimplementedbytheGovernmentofPakistaninBalochistan,KhyberPakhtunkhwaandSindhprovincesincludeestablishingvocationalandtechnicalskillstrainingcentres,includingforwomen.

Withregardtohealth,theportfolioprioritizesactivitiesaimedatenhancingtheaccesstoandqualityofprimaryhealthcare.Thiswillbeachievedbyconstructingorrehabilitatinghealthfacilitiesaswellasstrengtheningthecapacityofhealthcareworkers.Earlydetectionandtimelyresponsetooutbreaksofcommunicablediseases,provisionofreproductivehealthservicesandimprovednutritionalwell-beingofinfantsarespecificareasrequiringtargetedsupport.FurtheractivitiesimplementedbytheGovernmentofPakistanwillaimtoprovideequipmentforhealthfacilities,createmploymentopportunitiesinthehealthsectorandimprovemedicalcaredeliveryinremoteareas.

Accesstowaterpresentsamajorchallengeandmayhaveanegativeimpactonpeacefulcoexistencebetweenrefugeesandthehostcommunities.Inordertoaddresstheseconcerns,theproposedinterventions,includingtheGovernment-implementedRAHAprojects,willmeetthewaterandsanitationneedsofboththerefugeeandhostingpopulations,includingbyrehabilitatingorconstructingirrigationandwatersupplyanddistributionsystems.Concernedcommunitieswillbetrainedinmaintainingandmanagingthesesystemstosupportthesustainabilityofthewatersupply,projectswillalsocontributetoenhancedagriculturalproductivityandreducedwater-relatedconflictsandfloodrisks.

Specificactivitieswillaimtoenhancecommunitymobilizationandself-managementofrefugeeandhostcommunitieswithaviewtopromotingtheirparticipationincommunityplanninganddecision-making.Forinstance,theconstructionofroadsandbridgeswillhelptoincreaseconnectivity,particularlywithremoteareas,andtherebyimproveaccesstoservices.

Outcome 3: Livelihoods and food securityTheoverallaimofthisoutcomeistoimprovetheaccessofrefugeestovocationalandskills-developmentopportunities,withaviewtoenhancinglivelihoodsinPakistanandprospectsforreintegrationinAfghanistan.ReturneesurveysinAfghanistanindicatethataccesstolivelihoodsremainsasignificantchallengeimpactingsustainablereturnandreintegration.Assuch,investmentinvocationaltrainingtoempowerrefugeeswithtransferableskillsremainsimperative.Infrastructureprojects,suchasthoseaimedatbuildingand/orrenovatingbridgesandroads,wouldsupportlivelihoodopportunitieswhilesimultaneouslyensuringcommunityaccesstomarketsandotherareas.Similarly,therenovationofirrigationchannelsandcheckdamswouldcontributetolivelihoodopportunitieswhileimprovingagriculturalproductivity,particularlyduringthedroughtseason.

Communityparticipationwillbeakeyelementintheimplementationprocess.Householdswillbetrainedinmaintenanceskills,withaviewtoensuringthesustainabilityofallimplementedprojects.Community-basedorganizationswillberesponsibleforbothimplementationandmonitoring.

Inaddition,activities,carriedoutbyILO,willhelpimproveoverallworkingconditionsforbothAfghanrefugeesandhostcommunitiesandpreventandaddresschildlabour.

TheGovernmentofPakistanisalsoplanningtoimplementlargerprojects,particularlyinvocationaltraining,healthandwater.OneexampleisenhancingthecapacityoftheShaukatKhanumMemorialCancerHospitalinPeshawarwhichcaterstobothPakistaniandAfghanpatients(aroundthree-quartersoftheAfghanrefugeepopulationarelocatedin/aroundPeshawar).13Elsewhere,constructionofwater-storagesystemsordamswouldfacilitateirrigationand,atthesametime,ensuregreaterfloodprotection.SuchprojectsareparticularlyneededinthearidBalochistanclimate,whereagricultureconstitutesonethirdoftheprovince’sgrossdomesticproduct.

Diversifiedvocationalandskills-developmenttrainingswillenhancetheemployabilityofAfghanrefugeesandequipthemwiththeskillsneededtoinitiatenewenterprises.Cross-borderinitiatives,suchastheFAO-UNHCR‘PreparationandRepatriationofAg-basedAfghanRefugeesinPakistan’areaimedatensuringthatAfghanrefugees,whohaveindicatedadesiretorepatriate,havetherequisitelivelihoodskillstoproperlyre-establishthemselvesuponreturn.

Outcome 4: Social and environmental protection, resettlementActivitiesproposedunderOutcome4oftheportfoliohavethreebroadgoals.First,theyaimtoensurethelegal,socialandphysicalprotectionofrefugees–forinstance,byprovidingidentificationandtraveldocumentsorlegalassistancetorefugees,orbystrengtheningtheoveralllegalandpolicyframework.

Withinthebroaderobjectiveofstrengtheningchildprotection,specificmeasureswillbetakentobuildthecapacityofrelevantGovernmentandotherfirst-contactofficialsinchildprotection,communicationandprovisionoftargetedassistancetochildvictimsofabuse,exploitationandviolence.Furthereffortswillbetakentoreducetheincidenceofsexualandgender-basedviolenceandtoenhancethequalityofassistancetovictimsthroughtargetedawarenessraising,capacitybuildingofresponseofficers,andprovisionofsafespacesandpsychosocialcounselling.

Second,theproposedprojectswillworktorealizethepotentialforresettlement,includingbyincreasingthenumberofresettlementcountriesthatconsidercasesofrefugeeswithurgentandemergencyresettlementneeds,suchasmedicalcases.Toachievethisobjective,UNHCRwillcontinuetouseplatforms,suchastheContactGrouponAfghanRefugeesinPakistan14tomobilizeinternationalsupportforresettlementfromPakistanonamorepredictable,multi-yearbasis.ThisbodywillalsoadvocateforalternativesolutionsfortheresidualrefugeepopulationinPakistan.

Andthird,theseactivitieswillpromotepeacefultemporarycoexistencebetweenrefugeesandlocalhostcommunities.ThiswillbedoneboththroughtheprovisionofenhancedsupporttoRAHAandbysupportingtheGovernmentofPakistanintheimplementationoftheNationalPolicyonAfghanRefugees.

GovernmentimplementedprojectsunderthisOutcomeincludepromotionofpeacefultemporaryco-existenceinKhyberPakhtunkhwathroughimprovedaccessofcommunitiestosportsandrecreationalactivities.

Refugee Affected and Hosting Areas (RAHA) ProgrammePrioritizingRAHAwillpromotepeacefultemporarycoexistencebetweenrefugeeandlocalhostcommunities,helpingtomitigatepossibletensionsandsupportsustainablesolutions.Theseinterventions

willreducethecurrentstrainonGovernment-providedpublicservices,inparticularinareaswhererefugeesandPakistaninationalscompeteforaccesstolimitedservicesandresources.Indoingso,RAHAbuildsonthepositivecontributionofAfghanrefugeestotheeconomyofPakistanthroughincomegenerationandbolsteringspecificindustries(carpetweaving,timberretailing,transportation,etc.).

TheSustainableRuralDevelopmentprojectisapartofRAHAaimedatsupportingtheGovernmentofPakistan’spro-poordevelopmentefforts.ThisinitiativeworkstobringpoorcommunitiesinBalochistanandKhyberPakhtunkhwaintothemainstreamofdevelopmentbyimprovingaccessto,andreducingexistinginequalitiesin,resources,incomesandlivelihoodopportunities.Thespecificobjectiveistoimprovelivelihoods,rehabilitatetheenvironment,andenhancesocialcohesionwithincommunitiesofareasthathavebeenaffectedbythesignificantpresenceofAfghanrefugeesoveralongperiodoftime.Inordertoachievethis,RAHApursuesabottom-upparticipatoryapproach,withtheGovernmentandcivilsocietyorganizationsfacilitatingsocialmobilizationandstrengtheningthecapacityofcommunitiestoplan,implementandmanagetheirownresources.LinedepartmentsoftheGovernment,attheprovincialdistrictandsub-districtlevels,alsoprovidearangeofsupportservices.

Outcome 5: Capacity developmentTheSolutionsStrategywillcontinuetocontributetoenhancedcoordinationandpartnershipsamongrelevantstakeholders,includingGovernments,donors,UNagencies,nationalandinternationalNGOs,andbeneficiariesinPakistan.Therewillalsobeacross-borderelementaimedatimprovingthecapacityofrelevantGovernmententitiesinkeysectorssuchaseducationandagriculturaldevelopment.

4.PartnershipsPartnersStrategiclinkageswithanumberofgovernmentalandnon-governmentalstakeholders,atboththefederalandprovinciallevels,arebeingmaintainedandstrengthened.Onrefugeematters,theSAFRONMinistry,theChiefCommissionerateforAfghanRefugees,theMinistryoftheInteriorandtheNationalDatabaseandRegistrationAuthority(NADRA)willcontinuetobekeyinterlocutors.Linkageswithkeyhumanrightsinstitutions,suchastheMinistryforHumanRightsandtheNationalHumanRightsCommission,arealsobeingestablished,forinstancethroughtheHumanRightsTaskForce.

AnexampleofasuccessfulmobilizationofhumanitariananddevelopmentpartnersinsupportofAfghanrefugeesandhostingcommunities,theRAHAinitiativewillcontinuetoexploreanddeveloppartnershipswithbilateralandmultilateraldonors.Forinstance,donormissionswillbeorganizedtoRAHAsites,publicitymaterialswillbeproduced,donorswillberegularlybriefedonachievementsandunmetneeds,andjointfund-raisingeventswillbeheld.AlsoinsupportofRAHA,effortsarebeingmadetoexplorethepossibilitiesofdevelopingpartnershipswiththeprivatesector.

Inthesejointundertakings,particularemphasiswillbeontheneedsandsocialinclusionofAfghanrefugees,aswellasthepoor,women,youthsandothervulnerablegroups.TheUNICEF-UNHCR‘InclusiveEducation’projectforAfghanrefugeechildrenaimstostrengtheneducationalservicesandimprovethequalityofbothteachingandlearningin20Governmentschoolsthroughoutthecountry.Initiatedin2012,theprojecthasalreadyachievedconsiderableimpact.Intargetedareas,schoolenrolmentofbothPakistaniandAfghanchildrenincreasedby22percent(from6,080inJanuary2013to7,405inNovember2013).Duringthisperiod,theenrolmentofgirlsincreasedby15percent(from2,443to2,801),alongsideanoverallreductioninthedropoutrate.Moreover,observershavenotedincreasedinteractionbetweenthetwonationalities,notjustbetweenthechildrenbutalsointermsofPakistaniteachershelpingandencouragingAfghanchildrentoparticipate.15Sincechildrenbetweentheagesof4and14constitutesomefivepercentoftheAfghanworkforce,16UNHCRandILOhaveinitiateddiscussionsonhowtorespondtotheneedsofworkingrefugeechildren.

Linkages to other initiativesClosecoordinationwillbemaintainedwithrelevantUNagenciestoensuretheadequateinclusionofrefugeeinterventionswithintheUNDeliveringasOneprogramme.Likewise,advocacywillbeundertakentointegraterefugeeissuesintoUNagencydevelopmentplans.

OneimportantexampleisthePakistan-levelsexualandgender-basedviolence(SGBV)strategy.Aimingtomaximizetheuseofavailableresources,thisstrategyisseekingthebroaderinclusionofrefugeesandasylumseekersinavailablepartnerprogrammes.Simultaneously,theinitiativeisestablishinglinkswiththeUNHCRstrategiesforeducation,childprotection,health,andlivelihoods,whileidentifyingareaswhereSGBVpreventionandresponsemaybeimprovedthroughRAHAprojects.

5.Coordination and Resource Mobilization National coordination ThePakistanNationalSteeringCommittee(NSC)willcontinuetomonitorprogressinimplementingtheSolutionsStrategy,inclosecoordinationwiththeCommissionerforAfghanRefugees(CARs)intheprovinces.TheNSCwillreporttotheQuadripartiteSteeringCommittee.Inaddition,theSAFRONMinistrywillcontinuetocoordinateRAHApolicies,prioritiesandparametersthroughtheFederalTaskForce,atwhichtheGovernmentofPakistan’sEconomicAffairsDivision(EAD),UNagenciesanddonorswillberepresented.

Inordertoensurebothsustainabilityandownershipofinterventions,coordinationwithdevelopmentagenciesandliaisingwithrelevantGovernmententities,willneedtobebuiltintoallagreementswithimplementingpartners.Furthermore,capacity-buildingandtechnicalsupportforrelevantstakeholderswithhelpforgestrongerlinkageswiththedevelopmentpartners.WithintheUN,closecoordinationwillbemaintainedwithrelevantagenciestoensuretheadequateinclusionofrefugeeinterventionswithintheOneUNprogramme,whileregularadvocacywillalsobeundertakentointegraterefugeeissuesintoUNagencyprogrammes.

Resource mobilizationIn2013,theIslamicRepublicsofAfghanistan,Iran,andPakistanadoptedaJointResourceMobilizationStrategy,whichservesasaframeworkforcoordinationandfundraisingatboththeregionalandcountrylevels.Keyelementsofthestrategyincludeensuringpredictablemulti-yearfundinginsupportoftheoutcomesoftheSolutionsStrategy,aswellasdevelopingpartnershipswithnon-traditionaldonors,developmentactorsandtheprivatesector.

Thereareseveralimportantelementstomaintainingstabilityintheregionin2014andbeyond.Butsomeofthemostfundamentalincludedonorsupportandfundingassistanceforvoluntaryrepatriation,sustainablereintegrationinAfghanistan,andtheRAHAinitiativesupportingpeacefulcoexistencebetweenrefugeesandhostingcommunitiesinPakistan.Inordertobroadenthedonorbase,theregionwillneedtofurtherenhanceitsapproaches,workingcloselywithtraditionalandnon-traditionaldonorsaswellasthroughprivate-sectorfundraisinginitiatives.

Inanefforttoreachouttonon-traditionaldonors,UNHCR,togetherwiththeGovernmentofPakistan,willmakeparticulareffortstoengagetheGulfCooperationCouncil(GCC)countriesinsupportingtheimplementationoftheSolutionsStrategy.Regulardonorbriefingswillbeconductedeitheraccordingtotheinterestofindividualdonorsortomeettheircollectiveinterests,eachwithageographicalorthematicfocus.Effortswillalsobemadetofurtherinvolvedonorsintheprogrammeplanning,implementingandmonitoringstages.

Inadditiontodonorbriefings,regularupdateswillbeprovidedonprogress.Reportingwillbestrengthenedandfieldvisitstoprojectsitesfacilitatedtomonitorprogressandincreasecommunitycontacts.Publicityeventsandpressreleaseswillcomplementtheoverallstrategywhilevisibility,fortherecognitionofdonorsupport,willcontinuetobecloselycoordinatedwitheachdonor.

6.Measuring Progress BaselineBaselineinformationwillbeascertainedthroughneedsassessmentscarriedoutbytherelevantUNagencies,Governmententities,andparticipatingorganizations.Asmentionedearlier,UNHCRpossessestwomajordatasetsonAfghanrefugees,theNADRAdatabaseofAfghanrefugees17andthePPVRsurveyoutcomes.Inaddition,theannualparticipatoryassessmentthatwascarriedoutin2013,togetherwiththeRAHAcomprehensiveneedsassessment,willalsoprovidebaselineinformationfortheprojectsidentified.

Monitoring and evaluation ProjectswillbeexecutedthroughpartnershipswithimplementingagenciesthatincludenationalandinternationalNGOs,GovernmentorganizationsandtheUN.Monitoringwillbeconductedatthefederal,provincialandlocallevel.Technicalexperts–includingspecialistsinengineeringoreducation,andothers–willmonitorrelevantprojectstoensurethatnationalandinternationalstandards,aswellasprojectquality,aremaintained.

Reporting WhiletheNSCisexpectedtoassumetheoverallroleofmonitoringandsupervisingprojectsproposedundertheSolutionsStrategyportfolio,participatingagenciesareresponsibleformeetingdonorreportingrequirementsasstipulatedintheirrespectivedonoragreements.TheNSCwillberesponsibleforprovidingoversighttoensurethatexpenditurevalidity iscompatiblewithprojecttimeframes,andthatallocatedfundsareutilizedinaccordancewiththeagreedfinancialrulesandregulationsasstipulatedindonorcontracts.

Project(Guidelines

1.1.* All * projects * included* in* the* porXolio* must* contribute * to* achieving* the*following* five* outcomes *of* the *SSAR* in*Pakistan,* with*priority* aGached* to*voluntary*repatria<on:

* ** *******i.* Suppor<ng*voluntary*repatria<on;*

ii.* Enhancing*access*to*shelter*and*essen<al*social*services;*iii.* Crea<ng*and*diversifying*livelihood*opportuni<es;iv.* Enhancing*social *and*environmental*protec<on*by*suppor<ng*peaceful*

co\existence * between* refugees/host* communi<es * and* returnees/communi<es*of*return;*and*

v.* Strengthening* the* capacity* development* of* na<onal* authori<es,*organiza<ons*and*communi<es.

2. Each*project*should*have*an*implementa<on*period*within*the*calendar*year.*

1.3.* Projects*with*a *value*of*USD*1,000,000*to*3,000,000*will *be*considered*‘large\scale*projects’.* The*criteria *to*iden<fy* these*projects *will *be *to*have*major*impact*that*is*visible*and*the*maximum*number*of*refugees*benefit.*

* 1.4.* Large\scale* projects * with* good* impact* will * be* considered* for* a * two\year*implemen<ng*cycle,*but*will*be*reflected*under*two*phases.*

* 1.5.* The*impact*of*the*project*must*be*clearly*outlined.

* 1.6.* Priority* will * be* given* to* project* proposals * that* ensure* mul<\year*sustainability.

2.( Geographical(Outreach

2.1.* Projects*in*the *refugee*hos<ng*districts*in*all *Provinces*and*in*the*Federally*Administered*Tribal*Areas*(FATA)*will*be*given*priority.

2.2.* Projects*in*districts*that*have*not*hosted*refugees*will*not*be*considered.

2.3.* Projects*should*clearly*indicate*the*geographical*area*of*implementa<on.*

3.( Beneficiary(Outreach

3.1.* Each* project* proposal *must*clearly* iden<fy* the*number* of* Afghan*refugees*and*Pakistan*ci<zens*that*will*benefit*from*its*implementa<on.

3.2.** Priority* to*be*given*to*projects *that*synergize*with*already* approved*projects*and*strategies*in*the*provinces*and/or*FATA.*

4.( Administra%ve(Procedures

4.1.* All *project* selec<on*procedures*are*to*be*carried*out* in*close *coordina<on*with* the*Provincial *Government* or* FATA* Secretariat,* the*Commissioner* for*Afghan*Refugees*(CAR)*Offices*in*the*Provinces,*and*UN.

4.2.* The*CARs*in*the*Provinces*will*be*the*focal*point*in*colla<ng*these*projects.

4.2.* Projects*recommended*for* inclusion*are *to*be*submiGed*through*the *Chief*Commissioner* for* Afghan*Refugees *(CCAR)* in*Islamabad,* to*the*Ministry* of*State*and*Fron<er*Regions *(SAFRON),*and*will *be *reviewed/endorsed*by* the*SSAR*Pakistan*Na<onal*Steering*CommiGee.*

4.3.* The* final * decision\making* authority* on* inclusion* of* projects* in* the * SSAR*Pakistan*PorXolio*will*be*the*Na<onal*Steering*CommiGee.

4.4.* Once* a* proposal * is * funded,* it* will * then* be * approved* by* the * Minister* of*SAFRON.

5.( Timeline

5.1.* 9\13* December* 2013* \*Na<onal *Steering* CommiGee *to*review/endorse*the*project*selec<on*criteria*

5.2.* 30*December*2013*\*Deadline*for*Projects*to*reach*the*CCAR*Office
