The Republic Act 9003 also known as the Ecological Solid Waste Management Act of 2000, which stipulates the need to adopt a systematic, comprehensive and ecological solid waste management programs which shall ensure proper segregation, collection, transport, storage, treatment and disposal of solid waste through the formulation and adoption of the best environmental practices in ecological waste management excluding incineration.

The barangay shall be responsible for the collection, segregation, recycling of biodegradable, recyclable, compostable and reusable wastes

DAMAYANG LAGI is located in District 1V Area 21 of Quezon City. Its boundaries in North is located on E Rodriquez Sr Blvd, in East is in Victoria Ave, in south located near Emitano Creek and in West in San Juan River. It has seven sitios from which covers from La Felonila St to New Manila up to Broadway Centrum. The total land area is composed of 81.139 hectares. It has a population of 20,260 with a total number of household of 3931 depressed families as of April 2, (Liga Ng Mga Barangay, 2012) . It has been observed that Barangay Damayang Lagi is facing solid wastes problem resulting to a lot of environmental problems such as flood, pollution, congestion and others. This is due to the existence of the fast-growing number of household in the community, which encourages the people to reside in the city for better employment opportunities.

• Most of the respondents in Barangay Damayang Lagi practiced the TAPAT Ko LINIS Ko activity. The strategies done such as campaign served as a tool to communicate by informing them about the program. They provided a necessary objective since part of the activities success lies in the way on how they respond to the message. They became aware of the various consequences of their negligence and lack of consideration towards the surroundings. They become conscious of the possibilities that could arise once the solid waste management is being neglected. They realized that it is really needed and started to come with their own concern in order to end the garbage crisis. Thus, most of them support the solid waste management program.

The activities done made them realize the importance of having a clean environment and the community eventually welcomed and supported it. They really made a change in their practices. To mention a few, most of the household segregate their waste which lessened the workload of the garbage collector. Because of the anti-littering campaign, they initiated clean up for their surroundings. They have learned proper disposal of animal/human waste. The collection of garbage is fast, efficient and follows a regular schedule. The way the garbage is properly disposed shows that they have a better system of disposing their waste. It is hard and long process, but the effect of recycling and segregation of waste had met the demands of environmental advocates.

Based on the interview and observation some of the reason why the said practices is not fully observed because of the following

Conclusion a. They care for the environment b. They carry out measures to throw their

waste properly. c. They were aware on the implementation of

anti littering law d. close monitoring on proper waste disposal. However, the attitude of caring for the environment is a mentality altered by “Kanya kanya” , lack of resources and stake.

Recommendation

1. Additional massive information dissemination

campaign on solid waste management should be conducted to promote public awareness. Handbook or handouts could be used as an information and educational material to be given to each household for their reference. Incentive or penalty can be given for each provision.

2. Material Recovery Facility should be established in this barangay

3. Local Government Unit should formulate a long-term and comprehensive solid waste management programs that would encourage and motivate the public to give their cooperation and full support.

4. Local Government Unit should reach out and build partnership with non-government organizations, private sectors and civic organization for additional resources.
