Republic Act 9003: The Ecological Solid Waste Management Act of 2000

institutes measures to promote a more acceptable system which corresponds to the vision of sustainable development.

aims to merge environmental protection with economic pursuits, recognizing the re-orientation of the community’s view on solid waste, thereby providing schemes for waste minimization, volume reduction, resource recovery utilization and disposal

Low compliance to the Ecological Solid Waste Management Act is due to the following:

1. Lack of Funding

2. Social (throw-away mentality, Not-In-My-Backyard syndrome)

THE PROGRAM : GREEN MOVEMENT AGENDA (Memorandum from the President dated December 23, 2008)

The program calls for a holistic, scientific, rights-based manner of managing the resources observing the principle of multi-use, decentralization and devolution and active participation of local government units.

The Zero Basura Action Plan for 2009 calls for the harmonization of various horizontal and vertical local actions on the management of the environment, with special focus on solid waste management, the very basic environmental concern that affects and involves each and everyone…. from the Uplands to the Coastal Areas.
