Solid Waste Management of Corporation of Thrissur Solid Waste Management works of Thrissur Corporation at Laloor mainly includes the proposal of developing the waste processing and disposal facility of 30 tones per day .The proposed site for sanitary landfill development is located at Laloor (about 4 km from city centre) spreading over an area of 4.53 Hectares. The site is being used by the Municipal Corporation for the past two decades, for waste processing and disposal. The design of waste processing and disposal facility comprise of following components: Re engineering the existing waste deposits at the present disposal area. Developing a sanitary landfill facility for the future waste disposal. Upgrading the existing waste processing facility Environmental protection. The total area allocation for the project is divided into seven segments. Out of which segment A is the active disposal site being used by TMC for waste disposal. After site preparation, this will be used as the landfill facility for the city. Segment B is the old disposal site and will be used for the development of landfill facility. The agreement for the SWM works for Thrissur Corporation was executed on 06-03-08. First mobilization advance Rs. 24,61,986/- was released. Worshipful Mayor of Thrissur Corporation inaugurated the work of Engineered landfill of the SWM project. Various awareness meetings were conducted in the nearby area of site to convince the local people about the project. At present the work started in segment B which is the old disposal site and all the deposited waste got decomposed except the inorganic waste.

Initially after taking the levels, removal of the waste started. As proposed in the agreement, the excavated decomposed waste could not be dumped in segment A due to the protest from local people. Hence it was heaped in segment C. With the removal of waste from segment B is progressing, the segment C got filled with the excavated material.

Greenery on dumped waste in segment C The Corporation council has decided to auction the excavated decomposed

waste which is dumped in segment C. The procedure for auction is going on. The components for the compost processing includes the construction of

covered aerobic compost yard, compost processing shed, compost store and reject store, leachate drain ,slurry tank, mechanical equipments and other amenities. Construction of buildings in the compost plant site as envisaged in the project proposal will lead to cut the trees in the existing greenbelt area.

The consent for felling trees was not obtained from the forest department. Hence the layout of buildings in the site was revised incorporating the suggestions of Technical Support Unit and Corporation authorities. City Level Steering Committee approved the relocation of buildings in order to preserve the greenbelt .The revised layout was prepared by avoiding felling of trees and utilising the available space to the maximum extent. DSC 2 expert during site inspection with Worshipful Mayor at Laloor has opined that the reduction of area of aerobic compost yard is not feasible as it leads to anaerobic reaction and foul odour . As the available space excluding greenbelt area is very limited, Worshipful Mayor suggested to use the existing buildings at the site with suitable modifications. The Contractor was asked to submit the design of mechanical systems to finalise the construction drawing of compost processing area. Peg marking was done for the construction of workshop and compost processing area.
