Project Purpose and Need :
Perform the annual Routine inspection and the Fracture Critical inspection of the Blatnik bridge, B-16-5, in accordance with the National Bridge Inspection Standards (NBIS), the Minnesota Department of Transportation Bridge and Structure Inspection Program Manual (BSIPM), the Wisconsin Department of Transportation (WisDOT) Structure Inspection Manual and the WisDOT Structure Inspection Field Manual.
Project Description : All inspections will be conducted in accordance with applicable standards and governing documents. All inspectors must be approved by the department prior to performing inspections; inspectors may be evaluated during the performance of inspections. It is anticipated that the consultant will need 10-12 inspectors. Department staff may accompany consultant inspection teams. All field work, including drone inspection, must be performed during July 2019.

Perform bridge ratings and perform special projects to analyze existing structures for load carrying capacity. Analysis projects consist of highly complex analysis situations and partial structural system evaluations. Maintain manuals, in-house structural engineering applications, asset management systems and program management. Collect bridge field data with Unmanned Aerial System (UAS).

STH 46 is a minor arterial. The existing overlay has reached the end of its useful life and is showing signs of deterioration with alligator, longitudinal and transverse cracking and rutting. The existing paved shoulders are 3' wide, and have qualified for HSIP funds due to ROR crashes.
Project Description : The proposed improvement consists of 4-inch CIR with a 2-inch overlay. Pre-mill roadway 2-inches. Includes culvert rehabilitation, and guardrail, upgrades. Box culvert C-48-2333 will be rehabilitated. There will be minimal spot repair of curb and gutter in Deer Park, the pedestrian curb ramps will be updated and brought to current ADA standards. Widen shoulders to 5' paved and install rumble strips. This is 11.326 centerline miles STH 64 to Snow Street.

Project Purpose and Need :
The project is needed because the existing roadway surface is aged and deteriorated with extensive cracking and rutting. The pavement has been patched and overlaid several times. Treatment is needed to extend the service life. The proposed treatment is a 3-lane TWLTL. This proposed rehabilitation will help the update the existing facility and utilities, increase the longevity of the roadway and the safety for the roadway users. The project length is 0.91 miles.
Project Description : This project within the City of La Crosse begins at Oakland Street and continues easterly to Losey Blvd. The University of Wisconsin-La Crosse abuts the highway to the south. Myrick Park and Oak Grove Cemetary abuts the highway to the north. Rear end crashes from left turning vehicles are the predominant crash pattern that will be addressed with the project. To mitigate these crashes, La Crosse St will be reconstructed with a Two Way Left Turn Lane and bike lanes.
