    1 PROJECT BACKGROUND

    The Green Corridor is a conservation/tourism initiated by eThekwini Municipality and is operated by the

    Duzi-Umgeni Conservation Trust (DUCT). The corridor has three visiting centres at present, one of which

    is on the eastern bank of the Inanda Dam. The site requires hot water to meet the needs of day and

    overnight visitors and due to the inadequacy of the electricity supply the hot water demand is to be met

    with the use of a solar water heater system.

    2 SCOPE OF WORKS

    The scope of works included in this contract is as follows:

  • 1) Design, supply, delivery, installation of a solar water heating system for the Inanda dam site.

    2) On-going maintenance of the installed system for a period of five years

    3 TECHNICAL SPECIFICATION

    3.1 Particular Specification

    3.1.1 General description

    The geyser is to supply the male and female bathroom at the visitors centre with hot water. The

    collector is to be located on the roof of either the male or female bathroom, with the storage tank to be

    located on the roof of either the female or male. The system is to be a passive design.

    3.1.2 System performance

    The system shall supply approximately 230 litres of hot water per day at a temperature of 55 C and

    shall have a minimum storage ratio of 75 litres/m2 of collector area. The system is to be sized to

    maximise the economic benefit of the system and shall be fitted with an electrical backup fitted which is

    to be operated via a programmable timer.

    System maintenance is to be carried out annually, the cost of which is to be included as part of this

    contract.

    3.1.3 Maintenance

    This contract is to include maintenance of the geyser for a period of three years which is to include

    scheduled maintenance and all repair work during this period.

  • 3.2 General Specifications

    The solar water heating installation shall adhere with the following standards:

    1) SANS 1307 : Domestic storage water heating systems

    All solar water heaters shall be eligible for an Eskom rebate.

    4 ADJUDICATION PROCESS

    The procurement will be done in terms of the Section 18 of approved Supply Chain Management Policy,

    Procedures for procuring goods or services through written or verbal quotations and formal written

    price quotations1.

    The quotations will be assessed according to a two-step process. The first step is a functionality

    assessment and bidders must score a minimum of 80 points (out of 100) in order to be assessed any

    further. Step 2 is adjudicated according to price and preferential procurements.

    Step 1: Functionality (100 points)

    1) Experience in supplying and installing solar water heater systems (25 points)

    2) System design i.e. equipment adequately sized etc. (25 points)

    3) The quality and duration of warranties and guarantees on equipment and system (25 points)

    4) Local representation (25 points)

    Companies/Individuals must score a minimum of 80 points for Step 1: Functionality in order to be

    evaluated for Step 2: Price and Preferential Procurement.

    5 SUBMISSION REQUIREMENTS

    A compulsory site visit will be held on the 19th

    February, 2013 at 12:00 PM. Suppliers must be present to

    be considered for this job.

    Quotations should be submitted electronically (preferably) or by post and must include the following

    where necessary:

    1) Annexure 1 - Signed declaration

    2) Total price inclusive of VAT and cost breakdown, the total price will include the Eskom rebate

    offered.

    3) Copy of VAT clearance certificate

    4) Details of equipment such as manufacturer, weight, efficiency, construction, features etc.

    6) Company profile and BEE status

    7) Focused Procurement Lite registration details (if not registered proof of application must be

    Before a final decision is taken, the eThekwini Municipality may call bidders in for presentation of their

    proposals. The eThekwini Energy Office does not bind itself to accept the lowest or any quotation, and

    reserves the right to accept a portion of any quotation, unless the supplier expressly stipulates

    otherwise in their quotation. The eThekwini Energy Office does not undertake to consider quotations

    received after the due date and time unless clear evidence of dispatch is available (e.g. postage stamp

    with date). Please also note that companies must be registered on the eThekwini Municipal Focused

    procurement system (http://fplite.durban.gov.za/) in order to be eligible for procurement.
