1. FOREWORD
This report summarises the results of the ninth round of a proficiency testing program for laboratories testing the physical characteristics of a soil sample.
Proficiency Testing Australia conducted the program in October 2009. The Program Coordinator was Mr R Sultan. The aim of the program was to assess laboratories’ ability to competently perform the prescribed analyses.
2. FEATURES OF THE PROGRAM a) A total of 118 laboratories participated in the program. A total of 105 laboratories
returned results in time for inclusion in the final report. b) Participating laboratories were each supplied with a soil sample approximately 15kg in weight (including the bucket). c) The following determinations were to be performed on the cylinders:
Dry Density; Moisture Content; Oversize Material; Liquid Limit; Plastic Limit; Plasticity Index; and Linear Shrinkage.
d) Ten randomly selected samples were analysed for homogeneity. Based on the results
of this testing, it was concluded that the samples for all tests except the linear shrinkage test were sufficiently homogeneous. Therefore any results later identified as outliers could not be attributed to any significant sample variability (Appendix B).
e) Laboratories were requested to perform the tests according to the “Instructions to
Participants" and to record their results on the accompanying "Results Sheet,” both of which were distributed to participants with the samples (Appendix C).
f) Each laboratory was randomly allocated a unique code number for the program to
enable confidentiality of results. Reference to each laboratory in this report is made by its code number. Please note that some laboratories reported more than one set of results and, therefore, one code number (with letter) could appear several times in the same data set.

3. FORMAT OF THE APPENDICIES APPENDIX A
Appendix A lists all the results reported by the participating laboratories for each test.
Calculated robust z-scores, z-score charts and a table of robust statistics - number of results, median, normalised interquartile range (IQR), robust coefficient of variation (CV), minimum, maximum and range, are presented for the following tests:
Dry Density; Moisture Content; Liquid Limit; Plastic Limit; and Plasticity Index.
The remaining tests are included in the report to assist PTA and the Technical Adviser to review results and are presented for information purposes only.
APPENDIX B
Appendix B contains details of sample preparation and homogeneity testing data. APPENDIX C Appendix C contains a copy of the “Instructions to Participants” and the “Results
Sheet” supplied to participants. 4. STATISTICAL DESIGN OF THE PROGRAM
Robust statistical procedures were used to generate the z-scores and summary statistics for the results, including: number of results; median; normalised IQR; minimum; maximum; and range.
Robust z-scores were calculated for each laboratory based on the results submitted for the five tests listed above in section 3.

5. Outlier Results
In order to achieve the program's aim of assessing laboratories' testing performance, a robust statistical approach, which uses z-scores to assess participant’s performance, has been utilised. The z-score is a measure of how far the result(s) is from the consensus value - a normalised value which gives a "score" to each result relative to the other results in the group. Therefore a z-score close to zero means that the result agrees well with those from other laboratories. An outlier will be any result(s) which has an absolute z-score value greater than three.

6. PTA AND TECHNICAL ADVISER’S COMMENTS General Comments
Z-scores were calculated for five out of the seven tests. The Oversize Material test is included in the program for information purposes and the Linear Shrinkage Test did not pass the homogeneity testing. The following information relates to the test results in which z-scores were calculated. 105 participating laboratories reported a total of 518 results. There were 12 outlier results reported, which indicates that 2.3% of the total results reported for this program were outlier results. This low percentage figure is considered to be a good result.
Oversize Material
The majority of laboratories reported 0% as a percentage of oversize material. Laboratory One reported 6% and laboratory 108 reported a value of 0.1%.
Dry Density
Two outliers were recorded for this test. Considering 103 laboratories participated in this test a 1.9% outliers identified is a good result. For laboratory codes 65, 116 and 117 other standards / methods were used to determine the Dry Density test producing either a positive bias or negative bias results with |z-score| >3. However by assessing this degree of relative variance the results are deemed to be satisfactory for the standards / methods used.

Moisture Content
Nine outliers were reported for this test. This test resulted in the highest number of outliers reported in this program. Two laboratories that received outliers also received outliers in the Dry Density test. Laboratory 108 also received an outlier in the Plasticity Index test. For laboratory codes 116 and 117 other standards / methods were used to determine Moisture Content producing negative bias results with |z-score| >3. However by assessing this degree of relative variance the results are deemed to be satisfactory for the standards / methods used.
Liquid Limit
No laboratories received outliers for this test. Only 4 out of 104 labs received a z-score greater than 2. This is a very good result. Plastic Limit
No laboratories received outliers for this test. Plasticity Index
This test is simply a calculation that is the difference between the Liquid Limit (LL) value and the Plastic Limit (PL) value i.e. LL - PL. Only 2 out of 104 laboratories received outliers for this test both have high Liquid Limit values. Laboratory 65 received a relatively higher result in the Liquid limit Test due to using the WA 120.2 method. This produces a positive bias Plasticity Index results therefore by assessing this degree of relative variance the technical adviser has deemed the results to be satisfactory. Linear Shrinkage
Z-scores were not calculated for this test because the homogeneity testing did not pass. However the results are tabulated for information purposes.

HOMOGENIETY TESTING
Ten numbers were randomly generated and the samples labelled with these numbers were tested for homogeneity. With the exclusion of the Linear Shrinkage test, statistical analysis of the results indicated that no noticeable sample variability existed. Therefore, it was concluded that any outlier results subsequently identified could not be attributed to sample variability.

INSTRUCTIONS TO PARTICIPANTS
Please read instructions carefully BEFORE commencing testing. To ensure that the results of this program can be analysed properly, participants are asked to carefully note the following: 1. One soil sample of approximately 13 to 16 kg is supplied to each laboratory. 2. The following tests are to be conducted: •Laboratory Compaction • Liquid Limit • Plastic Limit •Plasticity Index •Linear Shrinkage 3. These tests are based on AS1289, however other methods may be used.
