▲ AB 31 increased the purchasing authority threshold to $250,000. Minor B contracts and the SB/DVBE Option ceilings are now $249,999.
▲ AB 4x 21 eliminated Good Faith Effort for DVBE participation in state contracting. Caltrans is utilizing the DVBE Incentive to increase DVBE participation in Caltrans projects.
▲ The income eligibility ceiling for the State’s Small Business certification has been raised from $12 million to $14 million over 3 years.
▲ The federal government is considering raising the personal income eligibility ceiling for DBE certification from the current $750,000 to adjust for inflation.
▲ Caltrans District 3 anticipated slowdown in construction projects is not projected to happen in 2010 (2009 low bids/awards = $$!) Additional $$ could arrive as new transportation bill moves thru Congress this year and into 2011.
