1. To apprise about objectives of the Society

Vide Allocation of Business (1st Amendment) Rules, 2012 notified on 16.3.2012,

Information Technology Industry in Punjab” (SPITIP) under the Department of

1.1. Objectives

The primary objective of the society is to administer the Promotion of IT Industry in

Punjab, Policy for setting up of IT Parks / Knowledge Parks and for encouragement of

IT enabled service industry by setting up the necessary administrative, financial, legal

and technical framework, implementation mechanism and resources in the State of

Punjab.

2. To decide upon appointment of Sr Vice Chairman of BOG: As per Clause 5(b) of the

Memorandum of Association of the Society, a whole time Sr. Vice Chairman of the

society may be appointed by the Chairman of the Board of Governors with the approval

of the Board of Governors. A person who is renowned expert in Information Technology

with an experience of atleast 25 years in this field or a retired officer in the rank of

atleast Principal Secretary of the State of Punjab having preferably worked in the field of

Information Technology (IT) for atleast two years is eligible for this position. BOG may

take a decision on this.

3. To decide upon nomination of Member Secretary: As per Memorandum of Association

of the Society, Director, Department of Information Technology, Punjab has to act as the

Member Secretary of BOG as well as Executive Committee of the Society. The post of

Director, Information Technology is lying vacant for long and as per Rules of Society in

the event of the post remaining vacant, it shall be open for the Board to direct any

Officer or Officers not below the level of Member Secretary of the Executive Committee

in the hierarchy in the service of the Society to exercise temporarily such powers &

perform such functions and duties of the Member Secretary as the Board may deem fit.

BOG may take decision on this.

4. To decide upon nomination of experts, eminent citizens & co-opted members in BOG

4.1. Experts: Sh. Vijay Bahri, Head of Facilities (operations) at Dell International Services,

Mohali and Sh. Sameer Goel, Delivery Manager at Infosys Limited at Chandigarh

have been nominated as expert members of the Society by the Department of

Information Technology with the approval of Hon’ble Minister Information

Technology Punjab.

4.2. Others: BOG may also decide upon the two eminent citizens and any other co-opted

members that may be required for taking as members of the BOG

5. Approval for opening of Bank Account: as provided in the Rules of the Society, BOG may

approve opening of a bank account in the name of the Society in a nationalized bank to

be operated upon by the Member Secretary of the Society or any other person

authorized by the Executive Committee.

6. Approval for transfer of selected projects to the Society: BOG may deliberate and

approve initially allotment of following projects to the society for effective and time

bound implementation:

a. Setting up of an STPI Center at Amritsar b. Setting up of Electronics Design & Manufacturing (ESDM) Cluster at Mohali c. Functions related to promotion of IT/ Knowledge Industry d. Scheme for the Development of Human Resources in the field of IT and ITES

industry e. GOI scheme for Skill Development in Electronics System Design and

Manufacturing (ESDM) Sector

Annexure D

Introduction

The department has already drafted the Punjab Electronics Hardware and IT Incentive

Policy’ 2013 in consultation with IT industry representatives which was taken up in the

cabinet meeting held on 3.6.2013. Accordingly, the policy was finalized and has been

notified by the Department of Industry and Commerce, Punjab vide notification No.

CC/FIIP/2013/5343 dated 05.12.2013 under the Fiscal Incentives for Industrial

Promotion- 2013 (FIIP 2013). The State of Punjab has also taken up development of a

Knowledge City at Mohali in about 1700 acres of land. Out of this, 40 acres has been

earmarked for setting up an Electronic System Design Manufacturing (ESDM) cluster

and about 400 acres for allotment of industrial land/ plots for IT Services, ITES Bio-

Technology (Non Polluting) and Technology based Non-Polluting/ Research &

Development Facilities. The Department of Housing and Urban Development Punjab/

GMADA has drafted an Allotment Policy for allotment of plots of varying sizes in the

Knowledge City after consultations and incorporating the inputs/ suggestions of the

Department of Information Technology, Punjab. In pursuance to the decision of the

State Council of Ministers in its meeting held on 30.11.2013, the Department of

Housing and Urban Development Punjab has notified the I.T. Policy-2013 regarding

Allotment of Land/Plots for IT Services, ITES Bio-Technology (Non Polluting) and

Technology based Non-Polluting/Research & Development Facilities in IT City, SAS

Nagar vide notification No. 5/13/2013-4hg1/132289/1 dated 4.12.2013. In pursuance

to this notification, GMADA has floated scheme through open advertisement whereby

inviting applications for allotment of 80 plots of various sizes for IT Services, ITES Bio-

Technology (Non Polluting) and Technology based Non-Polluting/ Research &

Development Facilities.

a. Setting up of STPI center at Amritsar

On the initiative of Hon’ble Information Technology Minister, Punjab, STPI has

agreed in setting up of STPI center at Amritsar. MoU has been signed between STPI

& Principal Secretary, Deptt. of Information Technology in presence of Hon’ble

Information Technology Minister, Punjab on December 2, 2013 at Chandigarh.

Opening of office space of DoIT in STPI premises both at Mohali as well as in Amritsar

is also being considered.

It was also decided for establishing two more STPI centers at Ludhiana and

Jalandhar. Government of Punjab will provide all the support required in setting up

of STPI center like land etc. as per the requirement of Government of India in setting

up of new STPI center.

Keeping in view the requirement of funds in the FY 2013-14, the department had

sent an overall proposal of Rs. 15 crore under this scheme against which Department

of Finance has made a provision of Rs. 2 crore during the FY 2013-14 and rest of the

amount is being provided at the time of Revised Estimates. The minimum essential

budget requirement during the revised estimates of FY 2013-14 is:

It is proposed that the scheme will be executed by the society “Society for

Promotion of IT Industry in Punjab (SPITIP)” which has been constituted under the

Department of Information Technology, Punjab.

b. Setting up of Electronics Design & Manufacturing (ESDM) Cluster at Mohali

Union Cabinet has approved the Setting up of Electronics Design & Manufacturing

(ESDM) Cluster Scheme to provide world-class infrastructure for attracting

investments in the Electronics System Design Manufacturing (ESDM) Sector. The

common infrastructure in each EMC would be subsidized by Govt. of India to the

extent of 50% & subject to a ceiling of Rs. 50 Crores for a land of 100 acres. The

scheme will support setting up of both Greenfield and Brownfield EMCs. For the

purpose of establishment of ESDM Cluster, the Chief Administrator, GMADA vide

letter dated 5-07-2013 has asked Estate Officer, Mohali to transfer 40 Acres of land

to Department of Information Technology. Sewerage, power and water supply lines

upto outer limit of ESDM Park will be provided by GMADA. Internal Development will

be carried out by Department of Information Technology.

Govt. of India is providing funds to the Special Purpose Vehicle (SPV) constituted for

the purpose for the use of common facilities like basic infrastructure, welfare

schemes under this park. Subsequently following decisions have been taken as way

forward:

• Hiring of Consultant for selection of SPV for setting up ESDM cluster • ESDM workshop may be arranged in partnership with CII to identify the

potential investors at Chandigarh / SAS Nagar • Shortlisted Consultant will thereafter prepare the draft for inviting Expression

of Interest (EoI) and draft RFP for shortlisting SPV based on the investment and employment generated

The scheme will be executed through the society “Society for Promotion of IT

Industry in Punjab (SPITIP)” which has been constituted under the Department of

Information Technology, Punjab.

c. Functions related to promotion of IT/ Knowledge Industry:

With a view to promote and attract investment and trade, the department proposes

to seek consultancy and guidance from private sector / industry associations/ bodies

for studying the best practices and success stories with objectives of promotion of

investments from domestic and foreign sources; creation of employment

opportunities and development of infrastructure facilities. Participation in trade

fairs/ exhibitions/ visits / awareness programmes etc. The department will also carry

out marketing campaigns. The department proposes to conduct organize

workshops/ exhibitions. Necessary steps will be taken in consultations with various

stakeholders in the state for development of ICTE Industry and ICTE Corridors for

attracting investments in ICTE and associated sectors in the state and will primarily

focus to bridge the gap between ICTE industry and government in the State.

An outlay of Rs. 220.72 lacs has been proposed for the above said functions of the

department in the Revised Estimate for the financial year 2013-14 and an outlay of

Rs. 2.5 Cr is proposed under this scheme for Annual Plan 2014-15.

d. Development of Human Resources in the field of IT and ITES industry

The Society for Promotion of IT Industry in Punjab (SPITIP) will work for the

production of qualified work force for the benefit of IT Industry by introducing skill

development programme with the help of Government and private institution /

bodies in the state. There is a proposal of Skill Development Initiatives to be

executed through Society for Promotion of IT Industry in Punjab (SPITIP) created

under the Department of Information Technology, Punjab. Under this proposal, the

P-STEP (Punjab-Skill Development Training & Employment Potential) Programme

will be run in collaboration with Department of Higher Education in which B.A./B.Sc.

final year students of Government Colleges would be imparted training which

includes training on Communication Skills and Soft Skills, Customer Care - Product &

Services, IT Fundamentals–General Computer Proficiency, Resume & Interview Skills,

Business Etiquette & Professional Decorum and Domain Specific Skills. P-STEP is a

100 hours course to be completed in 6 months. The objective of this programme is

to generate skilled manpower to ensure sustained availability of trained and skilled

workers to cater to the Industry. To evaluate deliverables of Training Partners and

efficacy of training, the training program will be continuously monitored & evaluated

by SPITIP and Sectoral Committee – Higher Education under the Chairmanship of

Principal Secretary, Higher Education.

o Roles & Responsibilities of the Colleges : • To provide necessary infrastructure with classroom, projector, computer

lab etc. • Depute dedicated coordinator for support to the P-STEP programme in

the college on day-to-day basis. • Provide a list of final year students to Training Partner and Society • Ensure enrolment of students, batch formation & commencement within

prescribed time frame. • Ensure 70% attendance of the students in the programme.

o Roles & Responsibilities of Society: • Selection of training Partner through e-tendering process – Department

of Higher Education and Department of IT will be part of the selection committee.

• Facilitation between training partner, College and Department to ensure proper execution of the programme.

• Reviewing the deliverables on fortnightly basis and ensuring that all actionable on the project plan are completed within timelines.

• Certificate under the common seal of the training partner and Society shall be provided to each student at the end of the course.

o Roles & Responsibilities of training partner • Ensure quality training • Ensure proper execution of courses in predefined manner. • Provide timely feedback of the programme according to Monitoring and

Evaluation Mechanism. • Preparing weekly, monthly, quarterly progress report.

• A certificate of completion for individual trainee to be provided at the end of training.

• To provide placement support to the students. • End-to-End delivery of P-STEP programme.

This programme was earlier executed by Punjab Infotech and Department of

Industries & Commerce. This course was run in 23 colleges of the State and 1840

students were imparted training in the previous year. There is a proposal to train

3000 students in 30 colleges in the year 2014-15 under the above said programme.

There was a budget provision of Rs. 2.00 Crore in the financial year 2013-14 under

this scheme and Department of Finance has been requested to give approval for

transfer this amount to society for its proper implementation. The Department of

Planning has been requested to make a provision of Rs. 3.50 Crore in budget for next

financial year 2014-15.

e. Skill Development in Electronics System Design and Manufacturing (ESDM) Sector

Government of India has recently approved a scheme “Scheme for financial

assistance to select six (06) States/UTs for Skill Development in Electronics System

Design and Manufacturing System (ESDM) sector” as a part of its efforts to promote

Electronic Sector in the country. The scheme has an outlay of Rs. 113.77 crore out of

which Rs. 100.00 crore will be Grant-in-Aid support from central government and the

scheme aims to train 90,000 persons in selected six States/UTs across the country in

duration of four years. The students studying in IX/X standard onwards, ITIs/

Polytechnic colleges, Under Graduates (Non Engineering), unemployed youth from

school dropouts, ITI certificate holders, Diploma holders, Graduates (non-

engineering), Registrants in Employment Exchanges, Unemployed resources in the

Non Formal sector will be covered. The scheme provides for financial assistance of

75% of course fee for various skill development courses in electronics which are

recognized by either of the following organizations:

i. National Institute of Electronics & Information Technology (NIELIT), an Autonomous Society of Govt. of India

ii. Electronics Sector Skill Council of India iii. Telecom Sector Skill Council of India

The Government of Punjab has the following existing facilities in the State:

1. Punjab State is ranked 3rd in India with respect to Education Development Index by the United Nations.

2. There are 101 engineering colleges, 181 polytechnics and 378 ITI’s in the State ensuring a ready pool of skilled talent for industry

3. The Punjab State has an annual supply of 16,000 engineering graduates.

Since the implementation of various schemes particularly Promotion of IT Industry in

the state require an executing arm of the department for the sake of financial and

technical flexibility required in the implementation of such projects, the Department

of Information Technology Punjab has set up a Society for Promotion of Information

Technology Industry in Punjab (SPITIP). The scheme for Skill Development in

Electronics System Design and Manufacturing (ESDM) Sector will be implemented

through this society. A Training Partner/Skill Partner will be selected by tender

process. An Implementation Committee would be constituted under the

Chairmanship of Principal Secretary IT, Punjab. Director, Information Technology,

Director, Technical Education and Industrial Training and Director, School Education

of Government of Punjab will be the members of the committee.

A proposal has been sent to Department of Electronics and Information

Technology, Govt. of India for selection of Punjab State in the said scheme.
