Jim Adam has immersed himself in a number of volun-teer efforts in Smiths Falls simply because he has been try-ing to do something that matters.
“We join service clubs and try to do our best,” he said. The 82-year-old’s participation in various town initia-
tives such as the Lions Club and the Station Theatre spans
decades, and on Thursday evening, his efforts were reward-ed.
Adam was handed the 2009 Smiths Falls Citizen of the Year Award at a banquet hosted by the Smiths Falls Civitan Club, and says receiving the award is an honour.
“I didn’t realize I did all of those things,” he joked dur-ing his acceptance speech. “Thank you very much for this honour.”
Currently in its 41st year, the Smiths Falls Citizen of the Year was initiated in 1969 by former mayor T.O. Ashwell,
and has been held annually ever since. It recognizes a citizen who has made contributions to the
town through volunteer efforts which have had a positive effect on fellow citizens and the community.
In 2006, the Smiths Falls Citizen of the Year Award was officially changed to the Dr. T.O. Ashwell Memorial Award in recognition of Ashwell’s leadership, initiative and many contributions to the town.
Now, Adam joins a list of past recipients that includes Marty Dales (1983), Jim Evoy (1997), Tom Foulkes (2001),
Wilf Toop (2005), Dennis Staples (1988) and Stan Suffel (2002). Some were present at Thursday night’s dinner and social hour and were asked to stand up for recognition.
“As the prior recipients stood up, I said ‘there’s a good crowd,’” said Adam, whose two sons and daughter joined him at the reception.
Mayor Dennis Staples outlined Adam’s accom-plishments to the audience, and how his work has made an impact on the community for the past 50 years.
“He’s made a significant contribution to his com-munity and still makes a significant contribution to the community,” said Staples. “He’s been involved in a great many volunteer efforts in the town over the past years.”

pare to) this,” he said.

The Lombardy Relay for Life is excited to provide a glimpse of what is in store for this year’s participants. Many volunteers work hard to make the event enjoyable for every-one, and the group is excited to celebrate this year with the theme ‘Vegas Remembers.’
Some activities that have been planned for this year’s Lombardy Relay for Life, include kids activities, which are running from 7:45 to 9:30 p.m.
Activities include: • Face painting.• Science experiments.• Games, such as soccer and Frisbee. • Popcorn and balloons are free at the
Smart Shop.• Bedtime stories and cookies will round
off kids’ activities.
Theme laps and dance competitions include:
• 2 a.m. – Olympics (I am Canadian, Canadian or other coun-tries).
• 3 a.m. – Impersonator/famous faces.
• 4 a.m. – Vegas special occasions. Wedding attire, Casino Royale (casi-no dealers/waiters/dancers).

John Cousens congratulated his friend for his award.“Heartfelt congratulations, Jim,” said Cousens. “We’re
proud of you. All volunteers are not alike … you’ve given your time spontaneously and freely.”
Adam and his wife, Jeannine, were born in Quebec City, but were transferred to Smiths Falls in 1960 because of Jim’s job. Five years later, he became involved in the Smiths Falls Lions Club, where he became president in 1967.
He’s managed the Lions Club food booth at the Lombardy Fair for many years and headed up the club’s Trillium grant committee for Lions Hall improvements. He was also instrumental in starting up a weekly bus service for seniors.
Staples said Adam is a devoted family man, and member of St. John’s Anglican Church, who shares his kindness with his neighbours and friends.
“He goes out of his way to assist several seniors with their tax returns and providing financial assistance,” said Staples.
Adam has been active in Friends of Seniors since 1986 and was their treasurer for 12 years. He helped refurbish the George Street location of the community home support program and has also been involved with fundraising for
the Smiths Falls Curling and Squash Club and is an active participant in the annual Relay for Life.
“Now I know why he’s never home,” said Jeannine, laughing, following the ceremony. “I’m very proud of him. He’s a hard worker, but he enjoys every minute of it.”
The couple of 50 years said they were happy to settle in Smiths Falls.
“It isn’t easy to find a good place to live,” said Jeannine. “We moved here in 1960, and we’ve been here ever since.”

Over 100 people gathered at the historic Rideau Canal Museum on Thursday, May 20 to celebrate the first group of graduates from Willis College’s new Smiths Falls campus.
“(The students) questioned their abilities,” said campus administrator Teresa Nadeau-Lacroix. “And when they first started their programs, many won-dered if they had made the right choice.”
Just as she finished her sen-tence, a student rushed up to Nadeau-Lacroix and grabbed her in a tight embrace. Both whis-pered to each other and hugged for several seconds. When they parted, they were both fighting back tears.
“I’m proud of all of these stu-dents, but I’m especially proud of this one,” said Nadeau-Lacroix. “That was Darlene Kerr. She never gave up, even when she wanted to. She needed a lot of encour-agement and confidence-building. But, she was very proficient. She gave 110 per cent all of the time. Her attendance, dedication to the program and professionalism were excellent.”

during the ceremony, reflecting on their time at Willis College. Garrett had the audience laugh-ing several times as he recalled practical jokes and class projects. McGregor shared her personal journey on how she went from a girl who was addicted to pain medication to a confident, sober and employed college graduate.
“Addictions counsellors say that when you begin sobriety, you shouldn’t change too many things in your life,” said McGregor. “Well, I changed everything.”
Nancy Metcalfe graduated from the business administration program and was hired by the Smiths Falls and District Chamber of Commerce as a community projects co-ordinator. Although she said the program was tough, Metcalfe found it to be an extremely rewarding experience.
“It was a two-year program condensed into 52 weeks,” she said. “But everyone was great. The teachers and staff all had your back. If you had a problem, it was always an open-door policy. The teachers were knowledgeable and they had real world experi-ence that they shared with us.”
Randy Hillier, MPP for Lanark, Frontenac, Lennox and Addington, and Bob Cheetham, manager of economic development for the Town of Smiths Falls, attended the ceremony and took the time to congratulate the students and
provide them with advice. Hillier told the graduates how,
at the age of 39, he too went back to school to study electrical engi-neering, never once thinking that he’d end up in politics.
He found, however, that with his college diploma, many oppor-tunities presented themselves. He advised the students to be proud, confident and to take action.
“Many opportunities are out there for you,” he said. “Open that door and take the steps towards them.”
Cheetham urged the graduates to pay it forward and give back to their communities.
“Collaborate and get involved,” he said. “You can be anything that you want to be. You can make your community anything that you want it to be.”
As a final thought, Willis College president Rima Aristocrat reminded everyone in attendance that there is no greater investment than investing in oneself.
Nadeau-Lacroix looked around the crowded room and watched the students mingle with each other, family and friends.
“These are like my own kids,” she said. “They’re my first stu-dents and now they’ve graduated.

Without any hesitation, Dave Gaw gave quite the telling answer.
The Smiths Falls Jr. A Bears head scout knows exactly where the team’s newest defenceman, Warren Steele, will be playing next year.
“He’ll be one of our ’94s,” he said with a wry smile, noting Steele’s birth
year.A graduate of the Upper
Canada Cyclones minor midget AAA team, Steele was selected as the third overall pick in the 2010 Central Hockey League draft on Wednesday, May 19.
Steele is expected to help a team that finished second last in the league’s Robinson Divis ion with 40 points in 2009-10.
“He’s an intelligent player and
a great addition to our hockey team,” Gaw added.
“He’s sound in all areas on the ice. He’s got defensive skill and offensive skill. He thinks the game (through) very well.”
Sitting in the stands after being selected with his father, Robert, the former Cyclones captain knows he has some work to do in the offseason in order to keep up with older opponents next year – some three years his senior.
“I need to get bigger, stronger, maybe put some weight on in order to jump up to the next level,” the Winchester native said.
“I’d love to jump into the line up and make an impact.
“It’ll definitely be a challenge fighting off those guys, but that’s
what working out is for over the summer. Putting on some muscle will make that easier.”
With 12 points in 30 games from the backend last season for the Cyclones, Steele is armed with a heavy shot and sharp pass-ing ability and is capable of quarterbacking a power play.
Gaw said it wouldn’t be unreasonable to believe Steele could man that role by the 2011-12 season.
“He would be a power play quarterback, maybe even a year from now,” he said.

Friends and family held a farewell tea for Elva Corless on Saturday at Trinity United Church. Corless is moving from Smiths Falls to Angus, which is just outside of Barrie, Ont. on June 14 with her daughter, Susan Milson. In addition to hugs. tears and goodbye speeches, Corless was presented with various presents, one including a picture of various familiar sights throughout the Town of Smiths Falls. It’s a hot summer day. It’s too hot to walk outside, much too hot to go for a run, and you have no errands to complete.
It’s not a holiday weekend, nor are you on vacation. It’s just a regular summer weekend in Smiths Falls.
You admit: you’re a little bored. Instead of slumping around the house, moving from the television to
the computer and back to the television again, why not check out one of the three museums in town and learn a bit about your own backyard?
As of May 1, the Heritage House Museum is open daily, from 10:30 a.m. to 4:30 p.m. until Dec. 23. This museum plays host to seven period rooms, which are furnished to depict the lifestyle of the mid-1800s.
Learn about the times and the history of the house (including its builder, Joshua Bates), or, check out the “Hats off to you” exhibition, which opens on Friday, May 28, to learn more about the history of cha-peaus.
When you’re finished, why not take a stroll down to Lower Reach Park for an afternoon picnic with the kids?
Similarly, as of May 21, the Rideau Canal Museum is open daily until Oct. 10 (including all weekends and holidays) from 10 a.m. to 4:30 p.m.
Take a tour of the locks you drive by every day and take a closer peek at the hydraulic system at the Smiths Falls’ combined locks and compare them to the original three-lift manual system, which was built by Lt. Col. By in 1829. Learn about the rich history of the Rideau Canal, which the museum is conveniently located next to, and what the museum used to function as prior to becoming what it is today.
Smiths Falls has deep roots with the Canadian railway. Learn more about that past at the Railway Museum of Eastern Ontario, which is open on weekends from 10 a.m. to 4:30 p.m. This museum has over 10,000 items in its vast collection of artifacts, and some could be ones you drive by on William Street each day (including cabooses and an automobile box car). Rail used to, and continues to play, an important part of Canada’s history. Learn why at this museum.
The next time you’re looking for something to do on a lazy, hazy summer day, munch on some food for thought. You may be surprised about what you learn about your own community’s history.

Arena fundraising chugging along with community’s supportMELISSA DI COSTANZO

Last Wednesday afternoon was a good one for the new Memorial Community Centre: four local businesses donated a total of $61,000 to the cause, bringing donations to just over $100,000. But with a total price tag of $13 mil-lion and a fundraising goal of $1.3 million, the town still has a way to go.

Construction is also chugging along: in fact,
at council two weeks ago, Rick St. Dennis, the town’s director of community services, said construction is one week ahead of schedule. Although, given the nature of trade, this could
easily change, he added. The arena is expected to be hockey-season ready, which means an opening date in either August or September.
YMCA FEASIBILITY STUDY COMING FORWARD
A consultant from DMA Planning and Management will be back in town on Tuesday, June 15 at 7 p.m. at the Smiths Falls Royal Canadian Legion, Branch 95 to present the final report on the YMCA market research study.
I had a quick chat with Coun. Chris Cummings about this report, and while he wasn’t quick to divulge information contained in the study just quite yet, he said the results were “fantastic.” I’m excited to hear what the
report has to say, and if the viability of a Y facil-ity in Smiths Falls is one step closer to becom-ing a reality.

the prestigious Citizen of the Year award last Thursday evening! I have a feeling I met Jim when I was working my very first weekend in Smiths Falls (but as some of you know, my memory is becoming quite limited). Jim’s help in town is extensive; I have such admiration for someone who devotes so much of their time to their community. Congrats!

What are you doing ? “What are you going to do to change ourworld,” is what Ms. Fenlong asked her gradetwelve Introduction to Anthropology, Psychology,and Sociology (triology) class in an assignment. Af-ter the class had watched the film Pay it Forward many saw how they could change our world. Threestudents, Spencer McEwen, Tait Cameron and SeanEnglish-McEwen went above and beyond what Ms.Fenlong had anticipated her class doing. During a school run clean up it became no-
ticeable to many students that there was a problemwhere the cigarette butts were being thrown. Spen-cer McEwen saw this problem before many otherseven realized it and decided that this was what hewas going to do for the assignment. Leaving thecigarette butts on the ground was not environmen-tally friendly and it effected the over all cleanlinessof the school. So spencer purchased a cigarette canand encouraged those that smoke to be more respon-sible. His effort effected not only the environmentbut the community.

He said he could not accept her supplies, butthat she should donate them to the Shepherds of Good Hope shelter. This allowed her to realize “asmall effort from us makes changes in their life.”Cameron’s supplies were well received and shegot to see many different people that the shelterhelps. How people respect the world they livein greatly effects the environment. Sean English-McEwen saw that our school was doing whatthey could to improve our environment. On thecommunity Pitch-In day he volunteered. Manywere surprised that a teenager cared enough tohelp. Not only was he able to help improve ourlocal environment, but he was also able to raiseawareness about what people can do to help theenvironment. English-McEwen felt that is was a,“good assignment in class to inspire students”.It may have done more than that, showing manyothers that even the littlest acts can make a greatdifference in the world.

Rivers — A Source of Drinking Water
Four municipalities in our region get their source of municipal drinking water from local rivers: Carleton Place, Ottawa, Perth and Smiths Falls. Their intake pipes draw water straight out of the Mississippi River, Ottawa River, Tay River and Rideau River, respectively. That water is then filtered, disinfected and tested before being piped out to homes and businesses in those urban areas. The Mississippi-Rideau Source Protection Committee (SPC) is now completing studies that will make municipal drinking water even safer! These rivers and the land that drains into them upstream of the intakes were studied to determine where pollutants might be able to get into the water and how vulnerable the intakes are to contamination. Knowing this will allow us to create policies that will help prevent contamination in crucial areas. First, the studies assessed how vulnerable the intakes are to contamination. For instance, Ottawa’s intakes, that are over 300 metres from shore and more than 6 metres deep, are generally less vulnerable than intakes in smaller rivers like Perth’s whose intake is only four metres from shore and is less than two metres deep. Next, the studies mapped land and water where polluted runoff or spilled chemicals could flow downstream and reach the intake. Three important Intake Protection Zones (IPZs) were mapped: a 200 metre buffer around each intake (IPZ-1); an area within which runoff and spilled contaminants could reach the intake within 2 hours (IPZ-2); and a large area within which water could reach the intake (IPZ-3). Lastly, scientists determined how easily contaminants (if present) could enter the river within these three zones – the vulnerability of the area. They considered: amount of land in IPZ-2 (more land, more chance of contamination); land cover, soil type, permeability and slope (all determine if water will run off into the river or seep into the soil – higher runoff means more chance of contamination); and the presence of pathways like ditches, storm sewers and tributaries which make it easier for contaminants to get to the river. In IPZ-1, only Ottawa’s intakes received the lower of two possible vulnerability scores. In IPZ-2, Smiths Falls and Ottawa received the middle of three possible scores while Carleton Place and Perth received the highest. This is the first time this type of study has been done in Ontario and there has been a lot of debate about methodologies. While it’s not in the public interest to underestimate how vulnerable our drinking water sources are, it also isn’t right to assign the most restrictive vulnerability score to an area without scientific rationale. The SPC considers these results to be a reasonable first time assessment with the desire to reassess them (and assign vulnerability scores in IPZ-3) once more provincial direction is provided. Land uses are now being looked at within the most vulnerable areas to estimate how many significant threats to the water supply currently exist. Examples include municipal landfills and sewage treatment plants, large volume fuel storage, large volume fertilizer and pesticide application and spreading of manure. Many of these land uses can easily reduce their threat by implementing best management practices. A Source Protection Plan containing policies to address each threat will get underway this fall and will involve lots of public input.

The only agenda item is the approval of a DRAFT version of our Assessment Report. This report is a collection of all our technical findings and it will be posted this summer for public consultation – see our next column for details!

For the past month, members of the Smiths Falls and District Club for Youth have been growing tomatoes, green pep-pers, lettuce, marigolds, flat leaf lettuce, parsley and oregano.
“It grows responsibility,” explains Kyle Normandin, a volunteer at the club. “Growing food saves money and has health benefits. It shows we can work together to accomplish a single task. It creates morale.”
Now, the group is hoping to add their flowers and produce to a communal garden, which will hopefully be locat-ed at the Rideau Environmental Action League’s store and environmental centre on William Street.
IN PROGRESS Colleen Muldoon, manager of the
youth centre, says she has been meeting with representatives from Big Brothers-Big Sisters Lanark County, REAL and the Link Mental Health Support Project in order to help turn this idea into a real-ity. She calls the partnerships “natural.”
“It seemed like a perfect fit for the youth club,” she says.
Muldoon imagines the garden space, which will hopefully be located at the north side of REAL’s parking lot, to flourish into an area where residents can have homegrown picnics and play sum-mer games, such as Frisbee.
“The seedlings are just the start,” she says.
With a little help from representatives from ecoPerth in early April, youth club-bers have been watching their little seed-
lings grow as each week progresses.“I think they can learn a lot from it,”
says Muldoon. “I see the youth looking at the growing process, and they’re pretty proud of it already.”
The communal garden will grow veg-etables for the centre’s snack program and encourage youth to get away from television and computers and out into the sunshine and learn about gardens, adds Muldoon. And, if they have extras, participating gardeners will donate their excesses to the Smiths Falls Community Food Bank.
“It will teach kids about the environ-ment,” she says. “REAL has water, and we’re providing the labour. It provides hands-on learning.”
Susan Brandum, manager of REAL, says environmentally, a communal gar-den makes sense in economically-tight times.
“It doesn’t make sense to transport tomatoes from Ontario to California,” she says, adding peak oil price increases make it even more difficult for struggling families. “This is growing close to where you eat.”
Brandum says years ago, residents tried to create a communal garden, except there was no space downtown.
REAL will provide garden materials such as rain barrels and tomato cages. But in order to turn this project into a reality, all participating planters require straw bales, soil, composted manure and tools.
If the project moves forward, there will be a garden space for each of the four participating organizations. The beds are being planned as raised straw and bale, and one metre by six metres large.
If additional organization or families would like to participate, or would like
to donate materials to this project, they are urged to contact REAL or the youth centre.
“This idea is open to anyone else com-ing forward,” says Brandum. “We’re excited about it.”
A GREEN FUTURE? Muldoon also hopes the youth club
will participate in a number of future green initiatives: the centre is planning on applying for a YMCA ecological grant to hire Normandin on as an intern. Muldoon is also trying to promote com-positing at the Main Street house, as part of a green competition various youth clubs across Canada are participating in.
“Hopefully, we’re going to go green,” she says.

LOOKING AT THE STARS I came across a website the other day about the Smiths
Falls Amateur Astronomy Group, who, as you may guess from the title, are exactly that: local amateur astronomers. My interest in astronomy has spanned from looking at the sky at night, trying to pick out different constellations, to almost taking a course at university about it (the class didn’t fill up and was eventually cancelled). What I mean to say is that it’s always been an interest of mine, which is why when I came across http://tech.groups.yahoo.com/group/sf_astronomy/, I curiously sent founder of the group, David O’Hare an email.
The group has 20 members (everyone is welcome) and has acquired 10 telescopes, he wrote back. My interest piqued when he said the group has the ability to show live images on computer and television screens during the
group’s Stars in the Park events, which is essentially star-gazing in one of Smiths Falls’ parks, allowing the group to bring astronomy to the people.
How cool is that? If it’s too cold or rainy, but you’re interested in checking

To find out when the group’s next Stars in the Park event will be, O’Hare said he asks people follow the group online at the previously listed website (they’re working on their own site, but be sure to use this link in the meantime).
“(People) can also just stop by if they see us set up anywhere in town, as sometimes we just set up in our own driveways for some casual observing. We are always will-ing to share, and answer any questions,” O’Hare wrote. “We want everyone, not just the residents of Smiths Falls, but the tourists as well, to have the opportunity to have a look through one of our telescopes.”

Members of the business reten-tion and expansion (BR and E) task force require at least 10 more volunteers to complete an upcom-ing survey of local business own-ers.
Under the BR and E plan, the town’s business community will be broken down into various sec-tors, including manufacturing, tourism and retail. A team of two volunteers will arrange to meet with business owners or managers for the purpose of having them complete a one-and-a-half-hour survey. Questions are focused on general business retention, but will also include questions designed to gather opinions on specific segments of the town’s
business community. “This survey is a critical piece
in the ongoing work we all have to do as residents of this commu-nity to create long-term and sus-tainable economic growth,” said Jack Clements, co-ordinator of the BR and E project. “We have about 20 volunteers now, but we need another 10 or more to get the job done.”
Clements said the survey will focus on the Smiths Falls business community – that is, those who know best what they need now and in the future to keep creat-ing jobs and opportunities in the town.
“Who knows better than busi-nesspeople what businesses
need?” said Clements. “If we do not get more volunteers signing on, the project could take much longer than originally planned to complete, which will delay the delivery of very critical data.”
Clemens said the BR and E force hopes the end result will be a document made in Smiths Falls, specific to Smiths Falls, and one that addresses current and future needs in Smiths Falls.
“It will be a win-win for every-one,” Clements said.

More than 1,200 high school students throughout Lanark County will soon be trained on how to use a defibrillator, and possibly save a life.
Working in partnership with the Advanced Coronary Treatment (ACT) Foundation, the Ontario government and with $40,000 from Lanark-Frontenac-Lennox and Addington MP Scott Reid, high school students in Carleton Place, Perth and Smiths Falls will be trained in the use of automated external defibrillators.
“Hopefully, we won’t need to use the defibrillator in our school, touch wood. But, if we do, we’ll be trained for it,” said Dave Chaplin, the principal of Notre Dame Catholic High School in Carleton Place, one of the schools partici-pating in the program. While the devices will be located in high schools, “it’s not just about saving kids’ lives. It could be about saving an adult’s life as well,” said Chaplin.
Fellow educator Jamie Bell, a physical education teacher at Carleton Place High School (CPHS), agreed, noting that the training will mean that, “they (the students) are ready to step in and save someone’s life.”
The program was launched during a ceremony in the CPHS gymnasium on May 18.
“Part of our goal in doing this is in making Lanark
County a model for the rest of the province,” said Reid. “If we can do it here, you can do it in your area.”
Sandra Clarke, executive director of the ACT Foundation, reminded the audience that when someone is having a heart attack, time is of the essence.
“You can have the best paramedic system in the world. But they can’t be there when the event happens,” Clarke said. “Those first few moments are critical, when a family member has an incident.”
“Usually we try to be there as soon as we can,” said Ed McPherson, deputy chief of the Lanark County Ambulance Service. But, in a rural area such as Lanark County, that is not always possible. “You’re helping us do our jobs … it certainly makes my job easier.”
For Clarke, the drive to ensure every high school student in Ontario graduates having learned how to use a defibrilla-tor, and has basic CPR skills, is a personal mission. She lost both her father and her father-in-law to heart attacks.
“I’ve committed my life to this,” said Clarke. Even with the best of training, it doesn’t always work. But even in those instances, “you won’t have to have all of those ‘what ifs.’”
“Welcome to Lanark County, a great place to have a heart attack,” said Carleton Place Mayor Paul Dulmage, who added that, as he enters middle age it is, “comforting” to know that such devices are available, and that people are being trained to use them.
The schools which will be teaching the program include Notre Dame Catholic High School in Carleton Place, St. John Catholic High School in Perth, St. Luke Catholic High School in Smiths Falls, Carleton Place High School, Perth and District Collegiate Institute, and Smiths Falls District Collegiate Institute.
