toothbrush pulls. They send a record of that little event … to the power company where they keep a record of all your electric consumption volumes and patterns, every minute of every day and store that data forever”
“If you let your power company put a Smart Meter in your house, you may as well walk around all day with a Facebook helmet webcam pointed at yourself”
Reactions Can Be Dramatic
• Meters are “surveillance” devices
• Allows others to “…determine medical conditions, sexual activities, physical locations of persons within the home, vacancy patterns, general affluence, trade secrets and personal habits of occupants”
• Meter “signals” are “interceptable”
• By “…unauthorized law enforcement, private hackers …”
• And “violate Federal and State wiretapping laws…”

CEUD Reality Test
• Utilities use CEUD to provide electricity
– Focus is safe, reliable service at a reasonable price
– Data mining for other purposes does not align
• Long standing practice is to limit data release
– As needed to provide electricity
– As required by law
– With consent
• Existing and developing state regulations
consistent with this construct
CEUD: Federal Action
• Department of Energy Voluntary Code of Conduct
– Builds on DOE past involvement
– Best practices for state commissions, utilities and third parties with access to CEUD
