EXECUTIVE SUMMARY
Currently the network have many cells meet FACH DTCH Congestion issues. When PS Users in FACH State using S
Tweet, FB, ect) and if this cell have FACH DTCH Congestion, they maybe can not sent out the message and always
the message.
Purpose of this trial is to reduce FACH data threshold toward DCH. With smaller threshold, the right user with h
be pushed faster to DCH.
This reduce FACH DTCH congestion by eliminating this higher data usage customers to DCH. In the same time
experience of higher data usage customer by pushing them to better connection.

CS/PS/ HSDPA/HSUPA CSSR are maintained.
DCR CS are maintained.DCR PSR99 are improved.
DCR HSDPA/HSUPA are slightly improved.
Cell Update/RTWP are maintained.
FACH Utilization/FACH DTCH Congestion are improved.
DCH UEs is slightly increased.
FACH UEs is reduced
PCH UEs is maintained.
AMR Erlang & DL/UL Data Volume is maintained.R99/HSDPA/HSUPA Throughput(kbit) is maintained.
RRC congestion ratio is maintained.
RAB CS/PS congestion is maintained.
