The Tower Testing Station (TTS) of CPRI Bengaluru established during 1976

under Ministry of Power, Govt. of India and functions as a premier third party

testing/ certification body for transmission line towers/structures as per

National/International Standards. At present the Tower Testing Station is

operated by manual control/operation. To meet the global competitiveness in the

field of tower testing, it is required to make the existing system as

completely/Fully computer controlled automatic closed loop system.

1.1 General/Overall Methodology of computerized tower test

system: The existing system (as explained in Enclosure - 1, of

independent load application, control and monitoring system

(Load measurement) has to be made closed loop system with

the combined solution of visualising, data processing

communication, monitoring, control & report preparation from

central place with AUTO/ SEMI-AUTO of load application with

an option of selecting either of them or both during the process

of testing, single action emergency stop of all the loading

process & releasing of loads as per the pre-set program/action

control through Industrial Grade Panel PC, PLC with SCADA &

MMI and remote I/O stations as per the loading chart (Rigging

chart & related reference values through electronic files) by

integrating the load cells for controlling 48 Nos. of electrically

operated winches & extendable to 60 points (for load

application) located in the field (Enclosure -1) and integrating

all the Load measuring instruments, UTM, Theodolites, Strain

gauge recorder as per the pre-set application program for

tower testing (Refer Flow Diagram related to testing as given in

page 13 of 14) from central control & monitoring system with

sufficient battery backup and shall generate the report as per

the customized format & also with graphical representation

wherever necessary.

2 Supply and installation of AC Variable Frequency Drive (VFD) &

Conversion of existing electrical winches (Dual Speed & Single

Speed) to VFD operating winches with related drives/Hardware

& controls/ control panel/s with safety relays (overload/phase

sequence/ELCB etc.,) with a provision for manual operation at

Winch houses and at control room for remote operation for

both forward, stop & reverse operation with requisite speed

selection.

VFD shall be suitable for Load application of 5t SWL & with over

load of 7.5t without any slip & shall have speed control from 0

to 4m/min for Ruby make winches and 0 to 2.1m/min for

remaining winches with a provision to operate manually during

power supply outage. VFD Panels (rodent free) to be located at

respective winch houses.. The signal /communication cable

from control room to winch houses shall be routed in the

suitable GI conduit/pipe.

All these winches have to be interfaced with SCADA System with

related inter & intra panel wiring/termination between remote

13 The requisite Copper power cable of (armoured) reputed make

shall be supplied for VFD to winches with laying & termination.

The rating of winches shall be as mentioned in Sl no 1 of

Enclosure -1 of specification Due to changing of winches to VFD

control, if there is change in rating, it may be considered

accordingly. However, possibility of using existing cables

(copper cable of 12/14 core of 1.5sq.mm each core of multi

strand) may also be explored considering the laying &

termination part of work by the supplier. The total length of

17 Special Terms & Conditions: 17.1 The prospective bidders shall visit the site/TTS of CPRI Bangalore for

any clarification & understanding of scope of work before offering their

quote.

17.2 The bidders shall have experience on similar work & supplied

computer controlled transmission line tower test system at least for

two customers and shall submit satisfactory commissioning and

satisfactory post supply servicing certificate/s.

--

17.3 The proposed Method / Methodology of implementation of the

Automation with necessary circuit diagram, flow diagrams, screen

design, GA drawing BOM etc., shall be submitted along with their offer.

--

17.4 The complete integration of existing system of Tower Testing with the

offered Automation package shall be carried out as a turnkey job

considering all the necessary requirements like inter posing relays,

power supply, signal drivers, signal conditioners etc., and any such

requirements which have been may/may not brought out implicitly /

explicitly to meet our specification for satisfactory working of the test

system, without any extra cost implications to CPRI other than offer

made by the bidder.

17.5 All the panels & cabling shall have rodent resistant arrangement. The

cables, electrical items like contactors, ESCBs, MCBs shall be of standard

reputed make & shall be indicated in the offer and shall have

interchangeability with other std. makes. All cable

connections/terminations appropriately numbered & ferruled in

intra/inter panels. The circuit diagram/s shall be supplied.

17.6 Test Certificates for items like power cables, load cell cables, control

cables, Communication Cable’s etc., shall be furnished along with

supply.

17.7 Modification if any in the Logic or Methodology for satisfactory

operation of tower test system and Customized Report Generation

(containing the details as in sl no .7 of SECTION II(A) of specification) &

shall be provided at free of cost with in the warranty period.

17.8 Successful bidder shall obtain pre-fabrication approval for panel/s.

supply of two sets of User Guides for Technical Operation & Services

Manuals etc., in both hard & soft copy.

17.9 Hands on training on systems design, integration, Application

development/ customization, operation, Report generation (as given in

the specification) and in-depth training covering all the intricacies of

the system offered for a minimum of 5 test towers (irrespective of time

duration) along with preventive & breakdown maintenance of the

system hardware. Class room Training of CPRI personnel on PLC,

SCADA, Hardware, operation & video recording etc.,

17.1 Guarantee of the offered system for 2 Years from the date of

commissioning and also any modifications in PLC/Software/Logic

required warranted due to advancement in the technology or problem

faced/encountered during usage shall be modified/carried out free of

cost within the period of two years.

17.11 The supply part & the servicing part of scope of work shall be scheduled
