In the case of the fully involvedfires, it is best to allow first-in compa­nies to set up rescue and exposure-pro­tection lines. Then begin cooling thetank and flushing fuel away. The sec­ond-alarm response should be calledimmediately to set up water supply orfoam operations to achieve knockdownand extinguishment.

The incident commander shouldimmediately indicate any special reosponse directions for responding com·panies, where they are to report andwhat their assignments are.

Preparation for this type of truck firecan be done by prefire planning oftransportation routes and water-supplyoperations along them. Also becomefamiliar with the safety features of thevehicles. Review procedures for offloading overturned tankers and up­righting them with a minimum of dan­gers. *

Almost all of the 32 patients weresuffering from hypothermia. One adultvictim was floating face down in thewater. A firefighter who had goneaboard a harbor patrol boat pulled thewoman from the water and immedi­ately began CPR. The skipper also re­quired CPR. Injuries ranged from minorcuts to compound fractures and chemi­cal bums; one victim suffered a com­pression fracture of the neck.

Lack ofmanpower required that the triage of­ficer also be the transportation officer.This additional responsibility over­loaded the triage officer which resultedin sending too many patients to onehospital. All patients were accountedfor before they left the triage area to betransported to the various hospitals.This proved advar.tageous when anumber of the parents came to the
