BACKGROUND The outbreak of Ebola in West Africa was first reported by the World Health Organisation (WHO) on 23 March 2014, with the first cases likely to have been in December 2014. It is the largest outbreak of Ebola ever reported. As at 08 October 2014 (07 October for Guinea and Liberia), there have been 8399 clinical cases, and 4033 deaths reported. As of 08 October, 416 health care workers had been infected by the virus, of which 233 have died. Actual numbers are almost certainly higher. According to the WHO, Guinea, Liberia and Sierra Leone still have active and widespread transmission of Ebola. While Ebola is a very serious disease, it is not as highly contagious as some other diseases such as influenza. It is caught through contact to broken skin or mucous membranes with the bodily fluids of an infected person or animal. There are a range of experimental drugs to treat Ebola however, Australia does not have access to these drugs. On 8 August 2014, the WHO announced this outbreak to be a Public Health Emergency of International Concern and made recommendations aimed at preventing and reducing international spread.

The WHO has developed a roadmap with the goal to stop ongoing Ebola transmission globally within six-nine months, while addressing the broader socioeconomic impact in areas of intense transmission and rapidly managing the consequences of any international spread. The WHO has predicted that up to 20,000 people could become infected with Ebola in this outbreak.

On 18 September 2014 the United Nations Security Council declared the Ebola outbreak in West Africa to be a threat to international peace and security (Resolution 2177). On 19 September 2014, the United Nations General Assembly also considered the Ebola outbreak in West Africa and adopted a resolution (GA/11552) on measures to contain the virus, including establishment of a United Nations Mission for Ebola Emergency Response (UNMEER). The mission will have five priorities: stopping the outbreak, treating the infected, ensuring essential services, preserving stability and preventing further outbreaks. The first members of UNMEER arrived in Accra, Ghana on 22 September and are working on rapid response measures for the region.

The Security Council will meet for a briefing and closed consultations on the security implications of Ebola on Tuesday, 14 October, with an emphasis on UN presence on the ground. Briefers include the Special Representative of the Secretary-General and head of the UN Mission for Emergency Ebola Response (UNMEER), Mr Anthony Banbury.

The United States have announced plans to send 3200 military personnel to Liberia to provide logistics, training and engineering support. This will include the establishment of a joint force command and an air-bridge to deploy supplies and health care workers with the intent to build 17 x 100 bed Ebola treatment units and establish a site to train up to 500 health care providers per week. This will also include building a hospital to care for any health care workers that become infected with Ebola and deploy 65 health care workers to work in this hospital. The US says it has committed US$350 million to the outbreak.

The United Kingdom, on 23 September announced that it will support the establishment of 700 beds in Sierra Leone. On 08 October, the UK committed to provide an aviation support ship, 3 Merlin helicopters, and 750 Defence personnel to establish treatment centres and a training facility.

Defence Actions In support of the Department of Health, Defence is working together with the Department of Foreign Affairs and the Attorney-General’s Department on all aspects of the Australian response to the Ebola crisis relevant to our respective portfolios. This includes liaison with our allies in regards to their respective responses. Headquarters Joint Operations Command has identified broad options available for a possible Defence contribution to the response should it be required. Defence does not currently have the capability to safely evacuation Australians from West Africa with suspected or confirmed Ebola infection. The deployment of Defence personnel cannot occur in the absence of a credible evacuation plan and credible in country security, support and treatment plans.
