STORMWATER MANAGEMENT NARRATIVE
THE EXISTING ENVIRONMENTAL FEATURES AND SITE CONSTRAINTS MAKE IT IMPRACTICABLE TO ENTIRELY ADDRESS THE STORMWATER REQUIREMENTS FORTHE PROJECT UTILIZING TYPICAL STORMWATER BEST MANAGEMENT PRACTICES. A SINGLE RAIN GARDEN FACILITY IS PROPOSED IN THE FRONT YARD TO TREATTHE NEW DRIVEWAY AND LEAD WALK. THE REMAINING ROOF AREA (1,500 SF) REQUIRES PLANTINGS TO BE USED AS A TREATMENT ALTERNATIVE AS NO OTHERACCEPTED PRACTICE IS FEASIBLE. THE FEATURES AND CONSTRAINTS CREATING THE HARDSHIP ARE MAINLY STEEP SLOPES, UTILITY SETBACKS, AND ANNEARUNDEL COUNTY CODE LIMITS ON FOREST CLEARING PER §17-8-601(a)(1).
STORMWATER BEST MANAGEMENT PRACTICES, BOTH STRUCTURAL AND NON-STRUCTURAL, TYPICALLY REQUIRE EITHER A 25' SETBACK FROM STEEP SLOPES>25%, PARTICULARLY FOR INFILTRATION DEVICES SUCH AS MICRO-BIORETENTIONS, RAIN GARDENS, DRY WELLS, AND FILTERING FACILITIES. THE 25' BUFFEROFFSET FROM EXISTING AND PROPOSED SLOPES >15% LEAVES AN AREA OF ONLY ±800 SF FOR STORMWATER MANAGEMENT DEVICES, THAT IS LESS THAN 100SF AFTER ACCOUNTING FOR UTILITY SETBACKS. EVEN WITHIN THAT REMAINING 100 SF, A STORMWATER PRACTICE CANNOT BE PLACED IN A LOCATION TOCAPTURE ANY OF THE PROPOSED IMPERVIOUS AREA (I.E. THE FACILITY WOULD BE UPSTREAM OF THE SURFACES TO BE TREATED). ONLY A SINGLE RAINGARDEN FACILITY CAN BE PLACED IN THIS ±800 SF AREA GRANTED THAT NO STONE IS USED AND THE FACILITY DOES NOT INFILTRATE. THIS PRACTICE HAS THECAPACITY TO TREAT SOME IMPERVIOUS AREA, BUT IS LIMITED.
ANOTHER TYPICAL SLOPE LIMITATION IS THAT RELATING TO THE CONTRIBUTING/DISCHARGE SLOPE. NON-STRUCTURAL PRACTICES, SUCH AS DISCONNECTS,SHEETFLOW TO CONSERVATION AREAS, LANDSCAPE INFILTRATION, AND FILTER BERMS REQUIRE GENTLE SLOPES OF <5%, WHICH ARE NOT FEASIBLE ON THESITE TO TIE IN TO EXISTING GRADING. EVEN UTILIZING LEVEL SPREADERS TO PROMOTE SHEET FLOW ARE LIKELY TO FAIL WHEN CONTRIBUTING SLOPES ARE INEXCESS OF 25%. SURFACE DISCHARGE FROM RAINWATER HARVESTING WOULD NOT BE FEASIBLE ON STEEP SLOPES. SIMILARLY, 4% SLOPE LIMITATIONS TOEMPLOY BIO-SWALES OR TIERED RAIN GARDEN FACILITIES WOULD BE EXCEEDED ON THE SITE.
PRIVATE WATER AND PUBLIC SEWER UTILITIES ARE PROPOSED WITH THE PROJECT, REQUIRING THAT AN INFILTRATING STORMWATER DEVICE BE GREATERTHAN 50' FROM THE WATER SUPPLY, 25' FROM THE GRINDER PUMP, AND 10' FROM UTILITY PIPING. THE PROPOSED RAIN GARDEN IS LESS THAN 50' FROM THEPROPOSED PRIVATE WELL. HOWEVER, IT WILL NOT BE AN INFILTRATING FACILITY, AS IT WILL HAVE AN UNDERDRAIN; LINER, AND DISCHARGE OVERFLOWCONVEYED AT A NON-EROSIVE VELOCITY TO A STABLE OUTFALL. ALL OTHER LOCATIONS THAT ARE OUTSIDE OF THE STEEP SLOPES BUFFER WOULD VIOLATEONE OF LISTED REQUIRED UTILITY SETBACKS.
CLEARING IN THE CRITICAL AREA LIMITED DEVELOPMENT AREA FOR A LOT OF THIS SIZE IS NOT TO EXCEED 6,534 SF; THAT MAXIMUM WILL NOT BE EXCEEDED INTHE PROPOSED SITE LAYOUT. IN ORDER TO REMEDY THE SLOPE CONSTRAINTS AND/OR UTILITY SETBACKS, MORE EXISTING FOREST MUST BE CLEARED. SINCETHE CLEARING WILL NOT BE PERMITTED UNDER §17-8-601(a)(1), NO SPACE ON THE SITE REMAINS FOR ANY ADDITIONAL STORMWATER BEST MANAGEMENTPRACTICES BEYOND THE SINGLE RAIN GARDEN PROPOSED. NATURAL RESOURCES WILL BE PROTECTED TO THE MEP AND NATURAL FLOW PATTERNS WILL BEMAINTAINED.
THE REMAINING 1,500 SF OF IMPERVIOUS AREA IS PROPOSED TO BE TREATED WITH PLANTINGS AS ALL OTHER TREATMENT OPTIONS HAVE BEEN EXHAUSTED.STORMWATER MANAGEMENT PLANTINGS WOULD BE PROVIDED AT A RATE OF 1 TREE OR 3 SHRUBS PER 100 SF OF PROPOSED IMPERVIOUS AREA. THECALCULATION OF THE REMAINING ESDv YIELDS A REQUIREMENT TREATMENT EQUAL TO ±1,900SF. THIS IS EQUIVALENT TO APPROXIMATELY 11 TREES AND 24SHRUBS, OR A VARIABLE PLANTING COMBINATION OF THE TWO.
