Food Stamps Benefits

The Supplemental Nutrition Assistance Program (SNAP), is designed to promote the general welfare and safeguard the health and well-being of the nation’s population by raising the levels of nutrition among low-income households. In Missouri, the program is called the Food Stamp Program. The Food Stamp Program is overseen by Missouri Family Support Division (FSD).

Each participating household receives an allotment of Food Stamp benefits based on the USDA’s “Thrifty Food Plan”. Missouri’s Electronic Benefit Transfer (EBT) is the method by which households receive and use Food Stamp benefits. Households may use their Missouri EBT card in any grocery store or retail location anywhere in the United States that has been authorized by the USDA Food and Nutrition Service. Food Stamp recipients can find out more information on mydss.mo.gov or by calling (855) FSD-INFO (373-4636).

SkillUP Program (Employment and Training)

The Food and Nutrition Act of 2008 states that an Employment and Training (E&T) Program, under SNAP, must be implemented in each State with the intention of helping participants achieve self-sufficiency.

In January 2016, Missouri Family Support Division (FSD) contracted with Division of Workforce Development (DWD) to operate Missouri’s E&T Program, called the SkillUP Program (Employment and Training). SkillUP is designed to provide employment and training services to Mandatory Able Bodied Adults Without Dependents (ABAWD) and Voluntary Food Stamp recipients.

Current Changes to Food Stamp Program / Time limits for ABAWDs

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 set time limits for ABAWDs to receive Food Stamp benefits. Prior to January 1, 2016, the Family Support Division had a waiver and ABAWDs did not have to complete work and/or training to continue to receive benefits. Effective January 1, 2016, the waiver expired and time-limits and work/training requirements were reinstated for ABAWDs to receive Food Stamp benefits.

ABAWD eligibility for Food Stamp benefits is limited to any 3 months in a 36-month period unless the individual meets the ABAWD work/training requirements.

Any month when a Mandatory ABAWD participant is receiving a full month of Food Stamp benefits and is not complying with the monthly work/training requirement, the participant is using what is called a non-work month. A Mandatory ABAWD can only receive three non-work/training months in a three year (36 months) period.

If an ABAWD lost benefits due to non-participation for 3 non-work months, they can regain eligibility by completing 80 hours in a 30 day period. After an ABAWD has regained eligibility, they can receive benefits for an additional 3 non-work months and then can only receive benefits on a month to month basis.

Mandatory ABAWD – SkillUP / Employment and Training Requirements

A mandatory ABAWD (active or regaining) is defined as a Food Stamp recipient, age 18-49 that has no child under the age of 18 in the household, is not disabled or pregnant, and does not meet exemption criteria. ABAWDs are required to meet an 80 hour work/training requirement, per calendar month.

In order to continue to receive monthly Food Stamp Benefits, a mandatory participant is required to work, and/or

participate in approved employment and training activities for 80 or more hours per calendar month. Employment and training activities include WIOA activities and services provided at Missouri Job Centers.

The purpose of the SkillUP Program is to provide Food Stamp recipients the opportunities to gain skills, training and/or work experience that will improve their ability to attain employment, decrease their dependency on public assistance programs, and maintain self-sufficiency.

Participation in SkillUP is voluntary; this means a Mandatory ABAWD can make a choice not to enroll into SkillUP. Staff may encounter ABAWDs (Active or Regaining Eligibility) who choose not to participate in SkillUP. When this occurs, make a case note indicating the ABAWD was informed about SkillUP but chose not to enroll at this time; still offer available Job Center services.

ABAWD Exemptions

Under certain circumstances FSD may remove an ABAWD from the employment and training requirement, temporarily or permanently, with an exemption(s). If an ABAWD meets an exemption, he or she is not required to participate in an employment and training component and may still be eligible to receive their Food Stamp benefits. ABAWD Exemptions are only determined by FSD. Exemptions may include one or more of the following:

• Receiving unemployment (in any state) • Required in the home to care for an ill or incapacitated person• Unable to work due to an illness, injury, or disability• Attending drug addict/alcohol treatment program• A full-time student

If an ABAWD states they meet an exemption, report this to FSD on the DWD-PO-608 (FS-5). The ABAWD can report this to FSD at any time by going to a FSD Resource Center found at mydss.mo.gov or calling (855) FSD-INFO (373-4636). Unless FSD provides information the person is exempt, provide enrollment services, unless participant chooses not to enroll. Follow SkillUP desk aid and guide to enroll an ABAWD participant into the SkillUP program. If participant chooses not to enroll, case note refusal and offer Job Center services. Voluntary Food Stamp Participant

Voluntary Food Stamp participants, between the ages of 16-59, may choose to enroll in SkillUP; however, voluntary participants are not required to meet the 80 hour training/work requirement that is mandated for ABAWDs. Volunteer may choose to participate in job search, work, and/or training. Voluntary Food Stamp participants may enroll in, or withdrawal from, participation at any time. If a Voluntary participant is enrolled in SkillUP funded training, enrollment will remain open until training is complete.

For volunteers: it is not mandatory to transmit documentation of “participation hours” to FSD, unless the participant obtained employment, quits a job, or is participating in any training (beginning and ending), including SkillUP funded training.

All services (components), provided to Volunteers, must be posted under the SNAP and Wagner-Peyser application, under: “Activities/Enrollments/Services” tab. Documentation for employment and/or training must be sent to FSD on the PO-608 (FS-5). Forms must be transmitted within 2 business days.

Training is reported, to FSD, to show the SNAP volunteer is participating in a WIOA or Trade approved training to prevent the volunteer from being coded an “Ineligible Student” which could possibly affect their Food Stamp case.

FSD may change a voluntary participant’s status, at any time, to mandatory; or from mandatory to volunteer status. Once FSD changes a voluntary participant status to mandatory, the participant will be required to follow ABAWD Employment & Training requirements. FSD’s Referral Process for SkillUP

FSD will perform an initial screening to identify Mandatory ABAWDs and Voluntary Food Stamp Participants. FSD transmits Mandatory ABAWD to DWD through an electronic data exchange. The mandatory or volunteer status will be downloaded to MOJobs and appear as “SNAP- Incomplete” with “Staff User” showing: “GSIBATCH- Process, Batch” or “Conversion – user conversion”. GSIBATCH means FSD sent a referral in an overnight process; Conversion will be shown for records that were converted from the previous labor exchange system. Follow the MOJobs “SkillUP Desk Aid” for instructions on enrollment and verification of SkillUP eligibility. (https://jobs.mo.gov/dwdprograms#SkillUP)

A Mandatory ABAWD participant’s referral may not show an active MOJobs SNAP application if:

1. The FSD load did not have time to populate by the overnight process; or, the participant may have reported directly from a FSD County Office to the local Job Center the same day;

2. FSD changed participants status from mandatory to voluntary; or, 3. The participant may be a Mandatory ABAWD who has to regain eligibility.

To determine SkillUP eligibility and DCN status (Active, Volunteer, or Regaining Eligibility):

Staff must send the SkillUP Eligibility and DCN verification form to DWD Central office ([email protected]) and FSD ABAWD group: [email protected]; and cc: ([email protected]). Staff will proceed with enrollment and services based on status received from FSD or guidance from DWD Central Office SkillUP Coordinator. If participant chooses not to enroll, or leaves, offer Job Center services and case note interaction.

Participants regaining eligibility will complete all activities and forms, as an active ABAWD, except: enrollment in MOJobs. Regain participants are not active Food Stamp recipients until they meet eligibility criteria to re-apply, and get approved, for Food Stamp benefits.

Voluntary Food Stamp participants may not always be automatically loaded in MOJobs. FSD advises Voluntary participants of the services available at the Missouri Job Centers and they may choose to participate. If the participant reports to their local Job Center and request enrollment: obtain SkillUP eligibility status by submitting a SkillUP Eligibility and DCN verification form to DWD-CO and FSD.

Staff will proceed with enrollment based on status received from FSD or guidance from DWD Central Office SkillUP Coordinator. If participant chooses not enroll or participate in regaining services, case note interaction, and provide available Job Center Services.

Client Status Change/ Closures

If the individual’s status changes from active to inactive, during participation in an employment and training component, Job Center staff will allow the recipient to complete the component in which they are currently enrolled. If the participant is in a multiple semester training component, and becomes inactive by FSD: the participant may finish the

current paid semester. The recipient will not be enrolled in any subsequent SkillUP component nor use any additional SkillUP funding. They will continue services through WIOA and WP.

If status changes from voluntary to mandatory – close the voluntary enrollment with “closed” and type “Food Stamp case transitioned to Mandatory ABAWD” in comment box; proceed with a Mandatory SkillUP ABAWD enrollment.

SkillUP Voluntary Closure

Job Center staff can only close enrollments for SkillUP Voluntary participants. Voluntary enrollments should only be closed if the participant is sure they do not want to receive any additional Job Center Services and they are not currently enrolled in SkillUP funded Training.

If SkillUP Volunteer is enrolled in SkillUP funded training, enrollment can be closed after 1st natural break in training session. If training is short term (i.e. non-semester, one-time payment course such as: computer classes, truck driving, short term CNA, etc.): enrollment will close at end of the training.

FSD will close a SkillUP volunteer link if the participant’s Food Stamp case closes.

Additional Voluntary Closures include:

• The participant indicates they no longer want to participate. Close the voluntary enrollment with closurereason: type “Closed, participant no longer chooses to participate”. Case Note detailed closure information andemployment details. Send FSD employment information on a PO-608.

• The participant entered full time employment. Close the voluntary enrollment with the closure reason: “Enteredfull time employment”. Case Note detailed closure information.

SkillUP ABAWD Closure

Only FSD can close SkillUP ABAWD enrollments; they can also close a volunteer record. The enrollment outcome may say: “Inactive due to FSD”; “Closed due to employment”; “Closed due to not meeting requirements”; “Closed”; “Closed – Soft exited”. Participant will not be enrolled in any additional SkillUP components. They can continue with WIOA andJob Center/WP services.

SkillUP Activities / Allowable Components

Components should lead to self-sufficiency and be based on the participant’s Employment Plan. Mandatory ABAWDs participants (active or regaining eligibility) can use the following activities/services to count towards their 80 hours per calendar month work requirement:

• Job Center Staff Assisted Services, including jobs.mo.gov• Employment (as authorized by FSD) – paid or volunteer• Post-Secondary Training and Education (WIOA or Trade approved)• Job Center workshops and services• Self-Directed Job Search• DESE Approved: AEL Classes* / Adult Basic Education (ABE)*

(* do not use verbiage “HiSET” nor “GED”. For time to count towards the ABAWD’s required hours, it must say“AEL or ABE”).

Self-directed job search, also called “Independent Job Search”, are activities the participants completes outside the Job Center and are recorded on the Job Search Log. Self-directed job searches cannot account for more 40 hours towards the mandatory 80 hour work/training requirement, per calendar month.

Participant can meet their other employment and training requirement from a combination of any of the other allowed activity. Independent job searches does not refer to time using “Jobs.mo.gov”. Jobs.mo.gov is considered a Job Center activity. See attachment 2: SkillUP Allowed Employment and Training Activities for a list of allowed activities. If a participant completes more than 40 hours in independent job searches, they still have to complete a minimum of 40 (+) hours in other allowed activity.

Encourage participants to engage in as many other components, as possible, to increase the opportunities to become long-termed employed and self-sufficient.

SkillUP Education / Training Policy

SkillUp funded training is: short-term training, which provides a skill or trade, allowing the participant to move directly into employment.

SkillUP funds may be used to cover tuition cost, at a WIOA approved school and program, listed on the States Eligible Training Provider System (ETPS). Local Offices will use their WIOA criteria, to determine a person’s eligibility, to attend training. SkillUP funds can be used in conjunction with WIOA funds, State and Federal Programs, and other sources of financial aid (if applicable). Staff will follow their local WIOA policy to determine eligibility of WIOA funds, and/or supportive services, needed to cover required educational expenses, not covered by SkillUP funds.

SkillUP-funded training must not exceed a total of $10,000, per individual. Staff will follow the SkillUP training tips guide, and MOJobs desk aid, to enroll and monitor an ABAWD participant placed in training. Follow “Tips for SkillUP Funded Training Request” for steps and completion of SkillUP training documents.

SkillUP eligibility verification must be obtained from FSD SkillUP processing Center, Reston, and/or DWD State SkillUP Coordinator, before enrolling in SkillUP funded training; review FSD Referral Process for instructions. If SkillUP eligibility is requested early, to start the enrollment process, and the training starts a different month, staff must re-certify the participant’s eligibility during the month the participant will start training.

In cases, where a SkillUP program participant is determined to be in need of training services: staff must create, in DWD’s statewide electronic case management system: a full Wagner-Peyser and WIOA Adult Program Enrollment; and complete a viable and searchable resume; a complete Individualized Employment Plan; and assessment.

Education/Training services may be made available to active ABAWBs and Volunteer participants; however, training is a needs based service. ABAWD and Volunteer participants may be enrolled in training when Job Center staff determines, after an interview, evaluation, or assessment, and career planning, the participant is:

• Unlikely or unable to obtain or retain employment that leads to economic self-sufficiency or wages comparable to or higher than wages from previous employment through career services; and

• In need of training services to obtain or retain employment leading to economic self-sufficiency or wages comparable to or higher than wages from previous employment; and

• Have the skills and qualifications to participate successfully in training services; and

• Have selected a program of training services that is directly linked to the employment opportunities in the localarea or the planning region, or in another area to which the individuals are willing to commute or relocate; and

• Are unable to obtain grant assistance from other sources to pay the costs of such training, including such sourcesas State-funded training funds, Trade Adjustment Assistance, and Federal Pell Grants established under Title IVof the Higher Education Act of 1965, or require WIOA assistance in addition to other sources of grant assistance,including Federal Pell Grants.

All of these eligibility requirements (appropriateness) and progress, and for training, must be met and documented, in detail, in case notes located in DWD’s statewide electronic case management system. Concise notes will assist staff in determining services provided, allocation of funds, and avoid duplication of services and/or payments. Continue to follow WIOA Ault Program Eligibility and Documentation Guidance Policy for the WIOA Adult enrollment.

SkillUP case file must contain:

• SkillUP Eligibility and DCN verification request, with eligibility determination provided from with FSD and/orDWD’s Central Office SkillUP Coordinator; and, subsequent determinations if participant is attending multiplesemesters

• A determination of need for training services, as determined through the interview, evaluation, or assessment;• Individualized Career plan, supported by local labor market information and training-provider performance

information or through any other career service received. Explanations must include a clear description of theinformation, such as State (MERIC) or Federal (BLS) labor market information, to prove the training, chosen by theparticipant, is linked to an employment opportunity.

• A printout from the Eligible Training Provider System (ETPS) showing that the program of study was approvedduring the month the participant would started training;

• Completed and approved SkillUP funded Training forms; including a completed Trainee Termination Report at theend of the participant’s training.

• Documents from training facility showing: detailed cost, itemized list of fees and supplies, financial aid awardletter, student schedule, and a copy of any submitted invoice. Follow additional guidance listed in SkillUP Tips forProcessing SkillUP funded Training Request.

• SkillUP correspondence given to customer, returned by customer, and any items sent to FSD.

SkillUP Job Search Log and Contract

The SkillUP Job Search Log is used by the mandatory ABAWD participant (active and regaining eligibility) to record employer contacts during their independent, self-directed job search component.

The Job Search Log and Contract is a three-page document to be completed by an ABAWD participant as part of an allowed Employment and Training component. The Job Search Log Contract is to be completed on all ABAWD participants (active and regaining) during their first visit. This contract is reviewed with the participant and then signed, and dated, by participant and Job Center staff. Include Job Center Location, email, and staff contact information.

The signed contract is then scanned to FSD and DWD ShareDrive, for retention, and is only sent one time for each participant per enrollment. Provide the participant a copy of the contract for their record.

The SkillUP Job Search Log, is used by the ABAWD participant to document the employer contacts they have made during the calendar month. Explain to the participant: the log must be completed in detail or it may delay credit for activity

listed. The participant is not to list “jobs.mo.gov” on their job search log; DWD will report “jobs.mo.gov” activity to FSD, nightly, in the overnight batch process.

When participant returns with completed job search log: review and discuss the job search log with the participant and provide professional assistance: successes, problems, excessive hours listed per contact, missing information, and Job Center services available to assist with job searching. Ensure the participant has completed the form in detail. Provide the participant the opportunity to correct any need information on the log. Advise the participant that FSD may return or reject incomplete logs. If the participant does not correct missing or incorrect information: note transaction on form and in case notes. Participant is to sign bottom on page 2 of the job search log.

Staff will complete the bottom portion of the page 2: date returned; hours calculated; and, contact information. Scan form to FSD_Scan and DWD_Scan. The SkillUP job search log (active and regaining) is to be transmitted to FSD within 2 working days of receipt, by Job Center staff. Failure to send the job search log in a timely manner may impact participant’s benefits. This error could result in FSD coding participant in non-compliance causing participant to lose benefits until error is corrected.

The normal job search period is listed by “calendar month”; it will begin with the first day of the month in which participant is enrolling and end with the last day of the month. Example: Participant enrolls on March 09, 2018 - job search log is dated March 01-31, 2018. The participant is allowed to report all “independent job searches” conducted prior to enrollment.

Participants who need to regain eligibility, will also receive job search logs, sign the Job Search Contract, and have Job Center services/activities reported on the PO-608 (1st visit) and on the PO-609 on subsequent visits. The activities reported will allow the participant to start the process to regain benefits.

The Job Search Log should be returned by the 4th day of the following month; Participant may return job search log sooner if completed. If participant returns job search log later than the scheduled return date, staff is to accept the log and transmit it to FSD regardless of when it was returned.

When participant returns the job search log, Job Center staff will review to determine if the job search log is completed properly. If participant needs to correct job search log, or enter missing information, provide participant use of calendars, phone directories (including web directories) to look up employer’s address and phone number to complete job search log.

Forms: PO-608 (FS-5) / PO-609 / SkillUP Verification

PO-608 (FS-5) SkillUP Employment or Training Information: PO-608 is used to report; Job Center/WIOA services, starting or quitting Work (paid, in-kind work, volunteer), training that begin or ended in the past 30 days, changes in ABAWD status or exemptions. Information must be submitted to FSD within 2 business days.

Staff will complete the PO-608 with every ABAWD (Active or Regaining Eligibility) and Volunteer participant on their first visit; they are attesting to the statements list on the back of the PO-608. For ABAWDs: Report initial services provided

to participant on the back of the form. The participant will initial the back, to acknowledge FSD’s rules. Volunteer participants do not need “other services” completed; they just initial the information below and sign. If reporting work or training: staff and customer will complete as much information as they can. Advise the participant that FSD may request additional information by mail. Scan form to FSD with any additional documentation available.

Job Center staff should ensure the participant’s current phone number and address are listed on the PO-608. Send any documentation the participant may have verifying their employment or training. FSD will send participant a letter of any additional information needed.

If participant is regaining eligibility: mark box “Regaining Eligibility”. Scan copy to FSD (FSD_Scan/DSS_Scan) and the local ShareDrive (DWD_Scan). Participant’s time completing services and activities in the Job Center counts towards their Employment and training requirement (active and regaining eligibility). Provide participant a copy of the PO-608; mark “Copy” marked across form.

PO-609: SkillUP Job Center WIOA Services: used to report the ABAWD participant’s activities with Job Center Staff and Job Center/WIOA services. The PO-609 is to be completed on subsequent Job Center visits, when there are no activities to report on a PO-608. Staff are to report only services they provide to the customer, or Job Center/WIOA services. This time counts towards the participant’s Employment and training requirement. Form must be sent to FSD and scanned to DWD_Scan. One scan per person. Mark through services not completed by staff (i.e. wavy line). Information must be submitted to FSD within 2 business days. Provide participant a copy with “Copy” marked across form.

FSD form: SkillUP Eligibility and DCN Verification Form: Family Support Division (FSD) form to verify an ABAWD participant’s current eligibility status and DCN number. Staff are to send request to: FSD SkillUP Processing Center: [email protected]; DWD Central Office SkillUP Unit [email protected]; and cc: ([email protected]).

SkillUP Training forms

SkillUP Training Form: are used to enroll Active ABAWD and Volunteers into SkillUp Funded training. 1. Required SkillUP training forms can be found at: https://jobs.mo.gov/dwdprograms#SkillUP

a. Request for Training Letter (DWD-PO-606A) - Introductory letter to give to training institutions toexplain the SkillUP Training and Training termination forms;

b. Request for Training Form (DWD-PO-606B) – SkillUP Training and Termination forms. Staff are tocomplete all of the form, except for portion completed by the training facility and participant’ssignature. Page 1 goes to the school to complete bottom portion for training. Leave DCN off form untilit is returned to Job Center.

c. Instructions for Completing Training Request Form (DWD-PO-606C) – Send to training facility with theRequest for training form.

2. Use updated SkillUP Funded Training forms; using old forms may cause a delay in obtaining pertinent informa-tion or processing the training request.

3. Ensure the school is given the SkillUP training request instructions and the Request for Training Letter. Theschool will be sent only page 1 of the Training request form. Termination (Page 3) is sent to school after confir-mation the person started training.

Scanning

A secure and encrypted method of communication has been established, set up by State of MO ITSD, for immediate communication between MO Job Centers and Family Support Divisions SkillUP Processing Center (“FSD_Scan” or may show “DSS_METP”). This communication link is to provide an encrypted electronic transfer of records, and storage, on a SharePoint Drive. Ensure all items scanned, to FSD_Scan and DWD_Scan, are transmitted and not showing an error in the transmission record on the scanner.

If the scanning system is down, or not available, maintain a physical copy of paperwork, in a secure file, and mail a copy to FSD processing Center, within 2 business days: Family Support Resource Center, 3415 Division Dr, Suite 1, West Plains, MO 65775. Once the scanning capability is available, paperwork should be scanned to the DWD_Share drive (DWD_Scan) for your office.

There are two (2) SkillUP Share Drives were records must be scanned to: 1) FSD SharePoint drive: “FSD_Scan” (or may show “DSS_METP”); and 2) DWD ShareDrive: “DWD_Scan”.

1. Scans to Family Support Division (“FSD_Scan”/“DSS_METP”): scans item to FSD on a secured server, and should not be duplicated onto other machines not setup by ITSD. This drive is for secure scanning of records to FSD’s ABAWD Processing Center (for SkillUP documents only); scanning is used instead of a paper file being mailed.

□ All items scanned are required to have the participant’s DCN;□ Job Center activities must be sent within two business days. □ Scan only one participant’s information per scan. Other participant’s activities cannot be included in a

person’s record.□ The ABAWD participant’s activities must be scanned each time the participant is provided services at the

Job Center, current and subsequent visits; including: staff assisted services, resume assistance, workshops, assessments, youth services, etc.

Items to scan to “FSD_Scan” / “DSS_METP”

• Participant’s independent job search contract;• Completed job search log; filled out in detail; signed by participant and staff); • Participant’s Job Center services and (completed FSD PO-608 and PO 609);• SkillUP funded training forms, with PO- 608: sent once confirmation received that the participant started training; • Any documents the participant may have to show FSD work (paid or volunteer), school/training (AEL/ABE/WIOA/

Trade Approved training).

2. Local Office scans: “DWD_Scan” – scans documents into an encrypted file “DWD→METP→Xxxx (office)”. Items scanned to “DWD_Scan” are not being scanned to Central Office; this folder is a Share Drive, for each individual office. The Share Drive stores the SkillUP documents, in a secured electronic system, which would have been stored locally in paper files. It creates electronic records on SkillUP participants served in Job Centers.

To be able to easily identify a participant records, the participant’s name should be stored on each scan. If the office’s scan system has capability to enter participant’s information: enter participant’s last name, then first, with each scan. Staff may see this capability listed as: “add file name”; “file name/subject name”; “attach file name”, etc.

Items to scan to DWD-Scan

• Everything you give to the customer • Anything you scan to FSD: • FSD SkillUP Eligibility and DCN Verification response; • Copy of the signed job search contract• Copy of items submit to FSD on the PO-608 and PO 609• Copy of participant’s job search log (issued at enrollment and at subsequent visits). Electronic record will show

dates on job search log and dates to return log. • Returned job search log, and all training forms and documents related to SkillUP funded training, including copies

of invoices submitted for payment.
