The 2016 SkillsUSA Kentucky State Leadership Conference & Skills Championship is almost here. I hope your regional events have been exciting and rewarding. We are working to ensure another great KY SkillsUSA State Conference. This year’s Theme is “Your Connection to Career Success”.

By attending the state conference, your students will profit from the positive leadership activities during the competitions. Your students will be introduced to business and industry personnel, they may have an opportunity for on-site interviews, traveling, meeting new people, gaining new insights, and having a lot of fun (Do you do Karaoke).

The conference will provide you with a variety of opportunities. These opportunities include networking with other professionals and guest speakers. Above all, you will share the thrill of competitive events and the conference atmosphere with your students.

Not only will there be competitions, but students may campaign and be elected as a State Officer http://education.ky.gov/stuorg/Pages/SkillsUSA.aspx . I encourage each school to have students participate as a senator or representative, this is the SkillsUSA KY Congress. Students can attend the conference in one of these roles without having won a local or regional competition. Please encourage your students to take advantage of one of these important SkillsUSA Kentucky roles. Delegates or Courtesy Corps members’ registration fee is $40 each instead of $80 for students competing (All student attendees must be registered and participate in something).

This information packet will assist you in registering for the 2016 State Conference. Please read it carefully and provide as many students as possible the opportunity to grow & be successful.

REGISTRATION DEADLINE: All forms must be mailed to SkillsUSA KY State Office by March 23, 2016. CROWNE PLAZA RESERVATION/REGISTRATION MUST BE SUBMITTED TO THE CROWNE PLAZA BY APRIL 1, 2016.

New Rule: No hover boards or drones will be permitted during the state conference.

Students are asked to pick up prizes and have a photograph taken with their contest sponsor immediately following receiving your medal.

Prizes will be forfeited if procedures are not followed. Student advisors may pick up prizes; however no prizes will be awarded after the close of the 2016 SkillsUSA State Conference medals for their student. All other prizes may return to sponsors.

ALL students qualifying to advance to the SkillsUSA National Conference must attend a meeting following the close of State Conference. If your student(s) are attending SkillsUSA National Conference as a competitor you must attend this meeting. National packets will be handed out at this time.

SkillsUSA KentuckyREGISTRATION PACKET

ITEM 1 – SKILLSUSA KY REGISTRATIONParticipants must register online (www.skillsusa.org). Each student, advisor and guest must complete the NLSC 1 FORM online. Please fully complete the required online form and print it out for each participant and include all appropriate signatures. The conference registration fee is $80 per person for all contestants, advisor, guess and administrators and is non-refundable. Courtesy Corps Team & Delegates only, registration fee is only $40 per participant. Everyone attending the conference must be registered and all forms submitted. If a student is competing in two contests, you must submit a registration form for each contest. Make checks payable to Kentucky SkillsUSA Association. NLSC FORM 1 should include all information for each person attending the state conference. There must be a signed principal/teacher/student/guest/parent NLSC FORM 1 for each individual attending the state conference. Please print these out after completing your online registration. Copy the complete signed student registration forms and keep one set with you in case of an emergency.

REGISTRATION MUST BE DONE ONLINE. SEND HARD COPY FOR EACH STUDENT WITH ALL SIGNATURES & REQUIRED PAPERWORK TO THE KY STATE SKILLSUSA OFFICE TO BE OFFICIALLY REGISTERED. to compete. It is a quick turnaround for us to process registration and get everything to the contest chairs for their preparations. See State SkillsUSA address on cove of this packet.

DPR for ATC’s SkillsUSA Conference Registration The Office of Career and Technical Education will prepare a DPR for all Area Technology Centers (ATC’s); however we need information from each of you to prepare. Please provide this information online at https://www.surveymonkey.com/r/SkillsUSA2016TemplatesPlease submit ATC advisor/principles attending conference by March 18, 2016.ATC advisors DO NOT pay your registration with personal check; all employees must be on the DPR

Guests should send personal check for their registration fees (in the same packet). Cash and Credit Cards Will Not be accepted for Conference Registration. No on-site registration can be accepted. Receipts will be placed in the school packets to be picked up during conference check-in at the conference registration site at the Crowne Plaza across from the Crowne Ballroom on the west end of the hotel.

STUDENT REQUIREMENTSOne check should come from each school to register their students. Each student must be a registered member of SkillsUSA & the 2016 State Conference. All contestants must submit an updated resume to the contest chairperson during orientation. Each student must also take the SkillsUSA Knowledge Test proctored by their advisor and turned in on Wednesday April 13th by 10:00PM. The Leadership/Skills Knowledge Test will be based on the Professional Development Program (PDP) Trainee Degree & Level 1. A copy of Level I PDP (trainee degree) verification form must also be sent in with competitor’s registration information (in front of PDP workbook). If the student does not take & return the PDP Knowledge Test, a 5% deduction will be made on the overall contestants contest score. Test scores will be used as a tie breaker.

INSURANCE Students must provide proof of insurance with all registration information. Please provide a photocopy (front & back) of each student(s) insurance card and attach it to the back of your Registration Form. Students covered by school insurance for school-sponsored activities are considered the secondary insurer. Students without personal insurance are covered during school activities, but a letter from the school must be submitted (on official school letterhead) listing the names of students and insurance policy information of the students covered by the school insurance. All other students must have copies of insurance card.ITEM 2 – ACTION SKILLS - BUILDING MAINTENANCE – EMPLOYMENT APPLICATION PROCESSIEP’s are to be submitted to the Contest Chair in a sealed envelope at orientation. Attach form for accommodations needed.

ITEM 3 – SKILL AND LEADERSHIP COMPETITORSKentucky allows students to compete in two events, one leadership and one skill event in accordance with the 2016 Official Contests listing at state level; however, events must not conflict with one another. Contest cannot be delayed and student may have to choose which contest they want to compete in if contests are at the same time. If a student wins first place in a leadership and skills contest at State, they must choose one contest for national competition. Those placing first in State Only contests do not qualify for National Conference. NOTICE: Some contests are outside of Jefferson Co so make necessary arrangements with your school district pertaining to transporting of students. Those contests are CAD, Firefighting & Mechatronics which will be held in Elizabethtown at the College.

ITEM 4 – ROOM RESERVATIONSPlease complete your Room List Form and mail it to the Crowne Plaza hotel. Send to the address on the form by March 25, 2016. Our block of rooms will be released after March 25th. A hotel registration form is included with this packet. To make reservations, please contact the Crowne Plaza at 502-367-2251. Contact the Crowne Plaza to see if they have all your necessary tax exempt information before attending conference. NOTE: Please mark “advisor, student, male/female” in the appropriate box and identify who will be responsible for your registration pick-up.

SMOKERS: Underage smoking is never advisable however; Smoking is permitted in designated smoking areas only. If anyone smokes in a non-smoking room, they will be charged a $100 cleaning fee. Please NEVER use tobacco products while in SkillsUSA Official Dress.

ITEM 5 – HOTEL CHECK-IN AND CHECK-OUTCHECK-IN: Check-in time is 3:00 p.m. Buses may unload at the front entrance of the Crowne Plaza. There will be parking for buses if needed. Hotel keys and room assignments will only be distributed to advisors. Any changes made on-site will cause some delay in check-in time. Forms are in packet for reservation information and hotel needs before attending conference.

CHECK-OUT: Check-out time is 11:00 a.m. for the hotel. See the hotel registration form for more details. All charges, room fees, taxes, telephone charges, room service, and damages to the room or hotel property, or hotel property taken from the room are the direct responsibility of the student(s) in room and school, NOT Kentucky SkillsUSA. The hotel will bill charges to those in room and/or the school.

ITEM 6 – CONFERENCE REGISTRATION PACKETIndividual school packets may be picked up between 3:00-6:00 p.m. (EST), April 13, 2016, in the SkillsUSA State Registration Area at the Crowne Plaza across from the Crowne Ballrooms. No registrations or changes will be accepted on-site. Everyone attending the conference must be registered. Name badges must be worn at all times for safety. Names can be turn over in competitions. The conference registration fee is $80 per person (non-refundable) and $40 for delegates and courtesy corps team members if not competing.

ITEM 7 – TRANSPORTATION TO CONTESTS FROM HOTELShuttle buses will be provided to transport students and advisors to all skill contest areas on Thursday, April 14th and Friday, April 15th. Advisors may ride buses, but Students have first priority. Check conference program for details. A shuttle bus will be available to go to the mall from 11AM - 4PM Thursday & Friday. See conference program for details.

ITEM 8 – KY SKILLSUSA CONGRESS (Official Dress is required at all Congressional Meetings). The State Congress shall consist of a /High School Senate/House of Representatives and Postsecondary Senate/House of Representatives. This is where your voice is heard pertaining to KY SkillsUSA. Each chartered chapter is advised to send two senators per division. Each chartered chapter is also advised to send one representative, plus one for each 75 members per division.

This is the time to voice the local chapter’s opinion on SkillsUSA KY matters as required under our constitution and bylaws & to elect your State Officer TEAM for the next year. For more information, consult the constitution. ALL chapters in Kentucky are eligible for and are encouraged to send representatives from their chapter whether or not they have district contest winners.

ITEM 9 – CANDIDATES FOR SKILLSUSA KY STATE OFFICE

I encourage advisors to consider involving your students in KY SkillsUSA State leadership program. Students will attend leadership training at National Conference, be part of the State Officer Team to plan, and prepare all activities throughout the coming year. Your student(s) will be a team leaders at the fall leadership conference (KLTI), plan the State Conference and attend official KY SkillsUSA activities including Leverage, WLTI, KLTI, visiting Legislatures at SOLD and all building up to the Spring KY Leadership Conference & Skills Championship where they will be on stage running the conference. It is certainty a matter of pride to see your student being part of an Officer TEAM at the State Conference and other activities during the year. The rewards are for a lifetime and the expense is minimal for the great training they will receive. It’s a great experience and it looks good on a job application or a college application. Several officers have expressed how having SkillsUSA State Officer on their college application defiantly help them in their postsecondary endeavors.

Be an active SkillsUSA KY member Be approved by a majority of chapter members (SkillsUSA KY Congress) Be enrolled in a high school, technical center or college at least one semester in the elected term Fulfill the requirements of the KY Statesman Agree to abide by the State Officer Code of Conduct & Contract Have completed Levels 1 and 2 of the Professional Development Program (PDP) Be interviewed by the State Officer Candidate Interview Committee Bring portfolio with PDP Levels 1 & 2 to Candidate Testing following first general session The State Officer TEAM staff will work with individuals as needed, come joins us!

NOTE: State Officer Candidates and National Officer Candidates must be prepared to complete Statesman requirements by 11:00 p.m. Wednesday, April 13, 2016. State Officers and/or designees will be allowed to sign off for Statesmanship. State officer’s interview will be immediately following the opening session in the Luersen room. Statesman earned at KLTI is acceptable with documentation.

ITEM 10 – KENTUCKY STATESMANStudents and advisors are encouraged to earn their KY Statesman pin during the Spring State Conference. Most of the information is from SkillsUSA Knowledge 1 Professional Development & leadership handbook. Everyone completing the KY Statesman will receive their KY Statesman pin and be recognized at one of the general sessions.

ITEM 11 – SKILLS CONTESTANTS’ MEETINGSSkills contestants must visit their contest area for orientation from 3:00 p.m. p.m. to 5:00 p.m. on Thursday, April 14, 2016 unless otherwise posted in the program (see program for details). If applicable, students wishing to practice during this time must bring their materials with them. (Host contests sites will not furnish practice materials.) Students are required to wear official competition clothing to these orientation meetings. Some contests will be allowed extended practice time only with Chairperson Approval. (Return transportation is not provided for extended practice time.) Check bus schedule for departure times.

ITEM 12 – TOOLSPlease label your tools before coming to conference. If you have two students competing in the same contest, they may not share tools and materials. They must bring separate sets of tools and materials with them. All tools will be transported from the hotel Thursday as students attend their orientation to the contest site and locked up overnight. Please tag all tools and equipment.

ITEM 13 – DRESS CODE REQUIREMENTS FOR THE SPRING CONFERENCE

1. Students who participate in Leadership and/or Skills competition(s) must wear official dress as described in the newly revised SkillsUSA Technical Standards 2015-2016 Edition. Clothing regulations are described at: www.skillsusastore.org . For questions regarding clothing or other logo items, call 800-401-1560 or 703-956-3723.

2. Senators, Representatives and State Officer Candidates must wear blazers and accompanying official dress as described in the SkillsUSA Championships, Technical Standards 2015-2016 Revised Edition when in assembly, at committee meetings, or when otherwise acting in any official capacity.

3. When not in official dress or competition clothing, appropriate attire must be worn at all times, students are representing there school, community and KY SkillsUSA. This includes going to and from meals, and social activities.

4. Official dress is required for the ALL General Assemblies. NO smoking or use of tobacco products in official dress.

ITEM 14 – PREPARED SPEECH, BULLETIN BOARD AND DISPLAY TOPIC

SETUPAll displayed competition setup will be Wednesday evening from 3:00-6:00 p.m. See the conference program for location & details. Failure to setup during this time may cause to be disqualified. Measurements may be done Wednesday evening.

ITEM 15 –ADVISORS MEETING An advisor from each school need to attend this meeting from 6:00-7:00 p.m. (EST), Wednesday, April 13, 2016 in Coronet A room. Any last minute changes to the program will be announced at this time. Your students will need information and guidance on any changes. There will also be drawings for door prizes.

ITEM 16 – FIRST GENERAL ASSEMBLY ( Official Dress) We are inviting many special guests, including industry partners to this session. The State Officers will open the conference at 8:00 p.m. on Wednesday, April 13, 2016, in the Ballroom. It is imperative that all conference participants (students, guests and advisors) attend this assembly.

Come early to participate in the Parade of Champions beginning at 7:15p.m. to show your school spirt, bring posters, signs, and walk around the Ballroom showing your schools pride in KY SkillsUSA.

ITEM 17 – CODE OF CONDUCTStudents under the age of 18 must have a parent’s or legal guardian’s signature on the Registration Form and Code of Conduct Form. Advisors are responsible for student conduct before, during and after the conference.

Everyone registered is required to have the Personal Liability/Medical Release (NLSC1) with the Code of Conduct/Photography release form signed with all appropriate signatures. These forms are included as part of the online and State registration.

ITEM 18 – TRANSPORTATION TO LOUISVILLEHigh school students must travel to and from Louisville with the supervision of their administrators, teachers, parents or legal guardian. Postsecondary students who drive must complete the Postsecondary Driving/Riding agreement Form and return with their registration forms.

ITEM 19 – MEALSThere will be a sit down dinner for all participants Friday evening from 6:30 p.m. to 9:00 p.m. to honor our 2015-2016 State Officers. This event is included in the registration fee. All conference participants are encouraged to attend to show respect and appreciation to our great State Officer Team. Attire for the reception is official dress. The reception will be held in the Ballroom. The keynote speaker is Shannon Oleen; as a former NFL Cheerleader she pumped up fans for her team, now she uses the same passion to speak to students.

Box lunches will be served to skills contestants whose contests are in progress during lunch time on Friday, April 15 th. Other Conference participants must coordinate meals so they will not conflict with conference activities.

ITEM 20 – PARENTAL PERMISSIONMake certain your students under the age of eighteen (18) have documented parental or legal guardians permission to participate in the state conference. Without parental or legal guardian consent, the student will not be permitted to compete.

ITEM 21 – CONTEST RULESState Skill Championship competitions will be conducted in accordance with the 2015-2016 SkillsUSA Championships Technical Standards and State only guidelines. ITEM 22 – NLC/USSO (National Conference)SkillsUSA Kentucky will handle NLC/USSO registration and lodging arrangements. All members of the 2016 Kentucky Delegation (all first place winners) must meet with the State Director immediately following the awards ceremony in the Ballroom. Let bus drivers know that this is a possibility in advance. Advise bus drivers accordingly!Advisors seeking to be part of the official Kentucky Delegation in Louisville may find the application at http://education.ky.gov/stuorg/Pages/SkillsUSA.aspx Submit all Advisor applications by 4/25/16.

After the Closing Ceremony Saturday morning and following prize pick-up & pictures, there will be a National Conference Registration packet distributed to all eligible National Leadership Conference and Skills Championship participants. ALL Gold medalist must attend this meeting. If you know your student(s) cannot attend the National Conference let the State Director know at this meeting in order to ask the 2nd place medalist to attend. Also if your student backs out please let the State Director know immediately so a 2nd place student doesn’t lose out on attending.

All conference registration is done online at the skillsusa website, the same site you enter membership. It is important that all information requested is filled out completely when entering the Kentucky Leadership Conference & Skills Championship online. Please use contestant’s official name, not their nickname, whatever is on the form is the name on all conference materials and reports that must be generated for conference use. To print a copy of the NLSC1 Registration Form go to skillsusa.org, login, click on conference and click on NLSC1 form, this will print out both sides of the form. After printing an original put both sides on one sheet of paper to conserve. Have students read carefully and initial top of

Remember, when students and/or advisors sign the NLSC FORM 1, they are agreeing to abide by the rules of the Personal Liability/Medical Release and Code of Conduct following the NLSC FORM 1 as well as photo release.

Make sure students understand the Code of Conduct and the penalties involved if they elect to break those rules. Please follow these simple steps for a successful registration:1. Go to skillsusa.org, Login using your username & password 2. Be sure all participants have first been registered under the membership tab before proceeding. If students is not a registered

member there name will not be allowed to enter a competition.3. Click on the Conference tab on the tool bar.4. Select “My Registrations” from the pull-down menu.5. Be sure the Filter Event reads “Kentucky SkillsUSA Leadership Conference & Skills Championship” use scroll arrow to

pull up event.6. Click “New Registrant” on the left-hand side of screen. (OR, you can go to bottom to get directions to register from an existing

box.19. Once ALL participants have been registered, you can click “Submit Registration” in the upper right-hand corner. This will

send Larry Johnson an e-mail stating your school has finished entering students for state conference.20. Last but not least, go to the blue “Conference” pull-down menu and select “Fee Summary”. This should provide you with an

invoice.

2. Check hotel room for damaged prior to checkout and departure. Also, ensure NO HOTEL property leaves the hotel.

As maids and hotel staff prepare the rooms for the next guess they will report any damage, missing hotel property

or if smoking was in the room (remember it is a $100 cleanup fee to get the smell out of a smoking room).

3. Each student and/or chapter is responsible for any damage to hotel property or missing items from the hotel.

4. No room service and/or phone calls are to be charged to room during conference. Miscellaneous charges must be

Postsecondary Driving/Riding Agreement

Student(s) driving to SkillsUSA KY events is not encouraged; however, it will be allowed under written agreement to be submitted with registration.

SkillsUSA Kentucky gives permission for a postsecondary student enrolled in a postsecondary institution to drive or make their own transportation arrangements while participating in SkillsUSA Kentucky events, the SkillsUSA KY Association and the SkillsUSA KY State Director is released from any responsibility for a student providing their own transportation.

Postsecondary participants must not provide transportation to a secondary participant(s) without being accompanied by the secondary student’s parent/guardian or school advisor.
