GUIDELINES

Please read these notes carefully before filling your application.

a) Who should apply?Private Sector Foundation Uganda (PSFU) under SkillsDevelopment Facility (SDF)provides non-repayable funding (matching grants) to companies that are active in the agribusiness, construction and manufacturing sectors in Uganda.

This form is for window 1 (Skills shortages in formal sector) the SDF support that targets the formal sectors of Agriculture, Construction and Manufacturing.

However, other sectors will be considered after our first call for proposals. Therefore, only apply with this form if: 1. company has been in existence

for at least 2 years,

2. is active in either Agriculture or Construction or Manufacturing or Transport and Logistics or Information and Communication Technology (ICT) or Tourism and Hospitality sectors in Uganda,

3. is either Medium (Between 50 and 100 employees, annual turnover or assets between UGX 360 million and UGX 30 billion) or Large (More than 100 employees and an annual turnover or assets exceeding UGX 30 billion) enterprise.

If you are not part of the catego-ries above and you would like to receive skills development sup-port from PSFU-SDF project you should use the other application forms for other windows, which

can be downloaded by clicking here or found onwww.psfuganda.org.ug

b) What are eligible activities?SDF provides funding to short and medium-term, skills upgrading initiatives aiming to increase the competitiveness of applying enterprises. Preference will be given to training courses accredit-ed by MoES, but this is not a pre-condition for support.

The trainee must be a permanent employee of the applying compa-ny or the company must have notified the trainee that it intends to employ him or her on a perma-nent basis. Both skilled and semi-skilled workers are eligible for attending SDF sponsored skill upgrading courses.

Preference will be given to appli-cants indicating willingness to take on interns from training institutions. Such companies must also fill out the “Internship pro-gramme” form, which can be

downloaded by clicking here or found on www.psfuganda.org.ugThe cost for development of the curricula for the short courses, the training of trainers and minor equipment are eligible for sup-port by SDF.

For industries, such as construc-tion and related industries, where the mobility of workers is very high due to the extensive use of casual workers, the SDF will fund a system based on vouchers. The vouchers will be issued to work-ers selected by a company, an association/cluster organization or trade union for purchase of short-term skill upgrading. Com-panies that intend to benefit from the voucher scheme must fill a separate “Voucher Scheme” form downloaded by clicking here or found on www.psfuganda.org.ug

c) How to apply?You apply by going through the following steps(Note that SDF Team will carefully scrutinise your application, and will cross check

all the information and docu-ments that you have provided):-

1. Fill this application form; make sure that all the boxes in the form are filled, and that the information therein is correct. 2. Collect the required supporting documentation, as indicated in the form and in the checklist, and attach them to the application.

3. After completing the form, remember to sign.

4. Deliver the application form to the PSFU office; Plot 43 Nakasero Road or agreed drop centres, clearly indicate on the envelope "SDF Grant application - Window 1" in the right-handcorner. 5. Receive and keep the acknowledgement form from SDF - PSFU. Keep this until you receive a formal reply from PSFU.

d) How will my application be appraised?Your application will go through the following appraisal steps:

1. Administrative checkIs the application form fully filled, and all the mandatory documents attached (refer to checklist table 1)? If not, the application may be rejected.If yes, the appraisal goes to step 2.

ABOUT SDF

The Skills Development Facility is part of the $100 million Uganda Skills Development Project (USDP) which is a Government of Uganda Project funded by the World Bank, implemented by the Private Sector Foundation Uganda. The SDF promotes em-ployer-led short term training in order to address prevailing skills imbalances and shortages in Uganda. An important element of the initiative is to enhance skills and to facilitate collabora-tion between training providers and the industry to promote demand driven skills develop-ment with special attention to innovative modes of training.

SDF is a 5 year project which is implemented through a Grant Facility mechanism which sup-ports training activities that lead

to improved productivity and competitiveness in the formal and informal sectors. This requires strategic partnerships between firms, service providers and industry associations. The training ranges from a few days to not more than six months. The actual executing of the training must not exceed one year.

The sectors the Facility focuses on include;

1. Agriculture,2. Construction,3. Manufacturing (including auto mechanics),4. Transport and Logistics, 5. Information and Communication Technology (ICT),6. Tourism and Hospitality.

ACCESSING A GRANT UNDER SDF

SDF has four windows that target various categories of beneficiaries in the formal and informal sec-tors.

Funding modalities and key eligi-ble activities for each window are highlighted in the sections below.

The grants follow “a call for con-cept Note / proposal cycle’. Eligi-ble applicants are invited to submit proposals for funding through a publication in the national media/press and on web-site.

Applications and proposal guide-lines for each Window are availed on the SDF website;www.sdfuganda.org and on each application form of a particular window.

Window 1: Skills shortages in the formal sector

Target Beneficiaries: Small, medium and large enterprises, including increased access to internships

Highlights of Eligible activities: • Practical & Technical raining programs • Apprenticeship & internship

Grant Contribution:Applications will have a ceiling of US$ 250,000 with a maximum grant element of:-

80% (Medium Companies),50% (Larger Companies),90% (Voucher Scheme)100% (Internship).

Please read these notes carefully before filling your application.

a) Who should apply?Private Sector Foundation Uganda (PSFU) under SkillsDevelopment Facility (SDF)provides non-repayable funding (matching grants) to companies that are active in the agribusiness, construction and manufacturing sectors in Uganda.

This form is for window 1 (Skills shortages in formal sector) the SDF support that targets the formal sectors of Agriculture, Construction and Manufacturing.

However, other sectors will be considered after our first call for proposals. Therefore, only apply with this form if: 1. company has been in existence

for at least 2 years,

2. is active in either Agriculture or Construction or Manufacturing or Transport and Logistics or Information and Communication Technology (ICT) or Tourism and Hospitality sectors in Uganda,

3. is either Medium (Between 50 and 100 employees, annual turnover or assets between UGX 360 million and UGX 30 billion) or Large (More than 100 employees and an annual turnover or assets exceeding UGX 30 billion) enterprise.

b) What are eligible activities?SDF provides funding to short and medium-term, skills upgrading initiatives aiming to increase the competitiveness of applying enterprises. Preference will be given to training courses accredit-ed by MoES, but this is not a pre-condition for support.

The trainee must be a permanent employee of the applying compa-ny or the company must have notified the trainee that it intends to employ him or her on a perma-nent basis. Both skilled and semi-skilled workers are eligible for attending SDF sponsored skill upgrading courses.

Preference will be given to appli-cants indicating willingness to take on interns from training institutions. Such companies must also fill out the “Internship pro-gramme” form, which can be

downloaded by clicking here or found on www.psfuganda.org.ugThe cost for development of the curricula for the short courses, the training of trainers and minor equipment are eligible for sup-port by SDF.

For industries, such as construc-tion and related industries, where the mobility of workers is very high due to the extensive use of casual workers, the SDF will fund a system based on vouchers. The vouchers will be issued to work-ers selected by a company, an association/cluster organization or trade union for purchase of short-term skill upgrading. 3. Quality checkIf eligible, PSFU will score your appli-cation. In case your application scores above the minimum threshold, SDF-PSFU will visit your business and make a detailed technical appraisal.

4. Technical and administrative Due Diligence checkDuring this step, a team of technical experts will verify the technical and administrative capacity of the organi-zation. This always includes a visit to the company's premises to check on various issues including financial and administrative procedures. It will also include discussions with management, technical staff and targeted beneficia-ries, if relevant. Thirdly, the team will check the pro-posed budget in terms of its realistic pricing and consistency with the activ-ities. Fourthly, the technical team will look at the capacity to monitor project progress, in terms of the availability of realistic milestones and indicators and how they will be measured and reported upon. If the technical and administrative capacity has major weaknesses, the application may be

rejected, or SDF-PSFUmay propose to provide business development support or Technical Assistance before or with the funding. If cleared the appraisal will go to step 5.

5. Recommendation to Grants committeeIf due diligence results are favourable, and subject to availability of funds, SDF-PSFU will make a recommenda-tion to the Grants Committee for a grant award. The Grant Committee will decide if to award, and how much.

6. Contract signingIf you are awarded a grant, you will sign a Letter of Agreement with SDF-PSFU and a contract with your service provider. In most cases, the grant will be paid to the service pro-vider directly.

7. Orientation meeting / TrainingAttendance of the induction session after the award of the grant is manda-tory. Note: in the second round for call for applications, a concept Note level and online application was introduced.

10. Quality checkIf eligible, PSFU will score your appli-cation. In case your application scores above the minimum thresh-old, SDF-PSFU will visit your business and make a detailed technical appraisal

11. Technical and administrative Due Diligence checkDuring this step, a team of technical experts will verify the technical and administrative capacity of the organi-sation. This always includes a visit to the organisation’s premises to check on various issues including financial and administrative procedures.

It will also include discussions with management, technical staff and targeted beneficiaries, if relevant.

Thirdly, the team will check the pro-posed budget in terms of its realistic pricing and consistency with the activities.

Fourthly, the technical team will look at the capacity to monitor project progress, in terms of the availability of realistic milestones and indicators and how they will be measured and reported upon.

If the technical and administrative capacity has major weaknesses, the application may be rejected,

or SDF-PSFU may propose to pro-vide business development support or Technical Assistance before or with the funding. If cleared the appraisal will go to step 5.

12. Recommendation to Grants committee

If due diligence results are favourable, and subject to availability of funds, SDF-PSFU will make a recommenda-tion to the Grants Committee for a grant award. The Grant Committee will decide if to award, and how much.

13. Contract signingIf you are awarded a grant, you will sign a Letter of Agreement with SDF-PSFU and a contract with your service provider. In most cases, the grant will be paid to the service pro-vider directly. 14. Orientation meeting / TrainingAttendance of the induction session after the award of the grant ismandatory.

Target Beneficiaries

The targeted beneficiaries under this Window include; Private and ‘Autonomous Public Training Institutions. Activities eligible for support • Short and medium-term training programs that intend to introduce new courses not yet available in Uganda (Max. 6 months)• Development of learning and assessment materials • Curriculum development• Equipment, tools and instruction materials • Minor infrastructure development• Activities that can be completed within a period of 6months will be given priority

Eligibility Criteria• The applying institution must have been in existence for at least two year• Applicant must have a track record of delivery of labour market relevant quality skills training • Applicant must indicate planned follow up activities intended to ease the trainee’s entry into the labour market and provide the methodology for post-training monitoring and evaluation to ascertain the effectiveness or otherwise of the training provided.

Grant Contribution• Applications will have a ceiling of $350,000 with a maximum grant element of 75% and a minimum of 25% contribution will be by the applicant.

Highlights of Eligibleactivities:• Selection of test centres for accreditation; Training of assessors and supervisors; Training of (selected) trainers; Development of test material; Development of curricula and learning materials; Equipment for testing purposes for accredited test centres; Assistance to further develop the Worker’sPAS system.

Grant Contribution:Applications will have a ceiling of US$ 300,000 with a maximum

grant element of 90% (The 10% con-tributed by the applicant)
