SKID ROW NEIGHBORHOOD COUNCIL 2015
The time has come for the SKID ROW NEIGHBORHOOD to have its own NEIGHBORHOOD COUNCIL in
order to address the SPECIFIC problems of this unique, but ignored, misrepresented and underfunded
neighorborhood, community .
DLANC ( DOWNTOWN LOS ANGELES NEIGHBORHOOD COUNCIL ) has made a valiant attempt to address
problems within the SKID ROW NEIGHBORHOOD boundaries. DLANC has gone as far as to consider
changing the name of SKIDROW to HOPE CENTRAL or CENTRAL CITY EAST. This indication that DLANC
council are unable to seriously understand and internalize the culture and psychology of this politically
and cultural created Neighborhood.
Over the years, thousands of dollars have come to DLANC but very, very little financial support has been
given to THE SKID ROW NEIGHBORHOOD problems and issues.
Issues such as: (1) Support for residents of SROs, (2) the Mental Health issue of Skid Row, (3) Support
for the Homeless population, (5) support for Family Units, (6) Bus Stops, Benches, (7) Trees, (8) Culture
Activities, (9) Recreational equipment for children and young adults, (10) Support of Neighborhood
Parks, (11) Support for Senior Citizens,etc., these issues and others never find serious support in DLANC
committees, among the Board and often, these issues never even reach the agenda of DLANC.
Since 1996, OGS N SERVICE ASSOCIATION (www.ognservice.webs.com)has seen an increase in the
development of indenture, grass-root LEADERSHIP.Many of these individuals have fortunately had
an opportunity to function on ALL LEVELS that will be necessary to establish A SKID ROW
NEIGHBORHOOD COUNCIL.
These individuals have worked as local business men and women, have been long term residents of
SROs, are part of local service providers BOARD OF DIRECTORS or staff members, are members of the
homeless population, part of recovery programs, community activists, etc. The SKID ROW
NEIGHBORHOOD together, separate of DLANC, will be able to accomplish much more and address the
specific problems that will help this neighborhood become less a burden to the CITY OF LOS ANGELES as
well as the COUNTY OF LOS ANGELES.
The SKID ROW NEIGHBORHOOD COUNCIL SEATS:
(2 SEATS) FOR NON-PROFITS, LOCAL SERVICE PROVIDERS ( MIDNIGHT MISSION, LA MISSION, FRED
JORDAN, UNION RESCUE MISSION, SAINT VINCENT, EMANUL BAPTIST CHURCH, etc.)
(2 SEATS) FOR LOCAL BUSINESS OWNERS.
(2 SEATS) FOR HOMELESS REPRESENTATIVES.
(4 SEATS) FOR NEIGHBORHOOD RESIDENTS REPRESENTATIVE.

(2 SEATS) FOR AT-LARGE REPRESENTATIVE.
12 SEATS TOTAL.
Those that participate in the political process, that qualify , will NOT BE RESTRICTED. Voting members
will be able to VOTE ON ALL CANDIDATES.
OPERATION FACE-LIFT/ SKID ROW, SKID ROW POSITIVE MOVEMENT, SKID ROW BRIGADE, SKID ROW
PHOTOGRAPHY, SKID ROW ARTISTS COLLECTIVE, SKID ROW FEED & CLEAN CAMPAIGN, FUNKY TRASH
CAN CAMPAIGN, SKID ROW CLEAN-UP, INDUSTRIAL GREEN, and many, many more initiatives and
projects from a NEIGHBORHOOD level, give proof that THE SKID ROW NEIGHBORHOOD COUNCIL is a
MUST.
