Prior 2017 the definition of “ATSEP” was not part of any regulation

(only part of ICAO and Eurocontrol Training Guidelines and Specifications)

European regulation (EU) 2017/373 now has embedded the definition of ATSEP and includes for all European ANSPs minimum training objectives to be met.

As from 2 jan 2020 full compliance with this regulation is compulsory.

This presentation describes our roadmap towards this compliancy with the support of our partner EPNB

New: ATSEP definition (EU 2017/373) =

‘air traffic safety electronics personnel (ATSEP)’ means any authorised personnel who are competent to operate, maintain, release from, and return into operations equipment of the functional system.

Note: ref EU 373/2017

‘functional system’ means a combination of procedures, human resources and equipment,

including hardware and software, organised to perform a function within the context

of ATM/ANS and other ATM network functions;

- Instead of the 2014 interpretation ATSEP = +/- “all technical staff” in 2020 ATSEP is the technical staff compliant to this definition.

Are you competent and authorised to➢ Operate the functional system?

➢ (or) Maintain the functional system?

➢ (or) Release from and return into operations equipment of the functional system?

If the answer to one of the 3 questions is yes, then you are an ATSEP. Currently, on 184 technical staff members, 128 can be considered as ATSEP.

This approach and the complete skeyes ATSEP training approach are confirmed by BSA on 25/04/2019.

Strengthening cooperation by optimizing ATSEP training content

- ATSEP Initial training (Basic and Qualification modules) is provided by Entry Point North Belgium

- Content of ATSEP Initial training will be continuously updated and improved based on feedback from .

- During 2017-2018 ATSEP OJTI and ATSEP Competence assessor modules were followed separately at EPN Malmö

- In 2019 both modules have been merged into 1 module of 5 days ATSEP OJTI/CA (combined) training at EPNB.

- Various Sessions took place at the EPNB training centre.

- 8-12/04/2019

- 23-27/9/2019

- Next scheduled 18-22/11/2019

- Approx 50 ATSEP will be certified atsep OJTI/CA on 22/11/2019
