SIXTH ANNUAL REPORT of the

FLORIDA STATE RACING COMMISSION JULY 1ST, 1937

The Florida State Racing Commission respectfully submits here­with its Annual Report for the Sixth Fiscal Year ending June 30th, 1937.

The persOnnel of the Commission for the sixth year, the districts represented and the periods which they served were as follows, both dates inclusive:

T. G. Futch served as Attorney for the Commission from July I, 1936, to January 5, 1937, at an annual sahtry of $3,000.00, as provided by the Racing Act as amended by the 1935 Legislature.

Resignations of all the foregoing Commissioners were accepted and became effective as of the close of business on January 5, 1937. The following shows the new appointees filling the unexpired terms of those Commissioners resigning, the Congressional Districts repre­sented, and Ll}e periods served, both dates inclusive:

Roy H. Chapman was employed as attorney for the Commission at a salary of $3,000.00 annually, and served in that capacity from January 6,1937, to June 22, 1937, both dates inclusive.

A lease was made between this Commission and the American Bank and Trust Company for office space in the American Bank Building, located at 139 Northeast First Street, Miami, Florida; said lease being made for a period of one year, expiring June 30th, 1938, at $125.00 per month.

During the month of June, 1936, there were filed the following applications for permits to conduct dog racing:

Frank Bang, Volusia County-Permit granted August 1st, 1936. At an election held in Volusia County, permit was rejected by a vote of 2119 for approval and 5717 against approval.

Sarasota Kennel Club, Inc., Sarasota County-Permit granted August I, 1936. At an election held in Sarasota County, permit was ratified by a vote of 1485 for approval with 678 against approval.

An application was filed in June, 1936, for a permit to conduct Jai-Alai exhibitions in Hillsborough County by Fortune, Inc. On advice of the Commission attorney, that application was not in proper form and of sufficient content, a permit was denied.

In June, 1937, the following applications for permits were filed and were granted:

Hollywood Jockey Club, Inc., Broward County-Horse racing. Polk County Kennel Club, Inc. , Polk County-Dog racing. Winterland Park, Inc., Polk County-Dog racing.

The following applications for permits t9 conduct racing were tiled in June, 1937, but no action was taken thereon during the current fiscal year:

Frank Bang, dog racing, Flagler County. Harry Kinsella, horse racing, Volusia County. The Commission continued an aggresswe campaign against stimu.

lation of thoroughbreds. The drawing of saliva specimens and submission of other body excretions was under the direct supervision 01 Dr. J. G. Cadett, chief veterinarian for the Commission. All specimens were forwarded to the laboratory of the New York State Racing Commission, No. 157 Worth street, New York City.

As a result of certain saliva specimens giving "positive" reactions to analyses for stimul~ts, there were three owners and trainers of horses ruled off of all tracks in Florida. On a rehearing, one trainer's penalty was commuted to sixty days from the original ruling, which gave him reinstatement to the privileges of Florida tracks as of June 8th, 1937.
